It never ends, Sewer Bid Contracts again in the News, is City Hall in turmoil once again at the wheel of damage control working feverishly to sort a believable story for the public?  Do we now hire our trump card Best, Best & Krieger for Public Relations, or are we just a bit beyond that?  With City Councilman Paul Davis up for Mayor Pro Temp coming this week and City Attorney Greg Priamos hiding behind the comforting doors of his office, is City Manager Brad Hudson conveniently leaving the scene of the crime just in time?  Is his remaining posse working hard to answer all the abounding questions that remain?  And are City Hall employees celebrating Brad Hudson leaving, as they did when Assistant City Manager Tom DeSantis left?

Well, the spotlight is now on Riverside Public Works, that would be Tom Boyd’s department.  Did his department preferentially award a contract to Camp, Dresser & McKee?  A contract according to the standard scoring process should have went to Hill, known as CH2M Hill,  of who scored higher.  Incidently, CH2M Hill for the third year has been rated Worlds Most Ethical Companies, I understand ethics just doesn’t sit well in Riverside.  Regardless, there are two employees at the forefront of the allegations, City Engineer Warren Huang and Sewer Treatment Plant Manager Craig Justice, who stated to Deputy City Attorney Raychele Sterling that they were called into Public Works Director Siobhan Foster’s office, where “they were told that ‘she did not like the results of the scoring,’ and that the scoring needed to be ‘fixed’ so that CDM was selected” because Albert A. Webb Associates was to be a subcontractor on the job, according to the email.  Was there creative math occurring in this bid process?   Now we have the subcontractor Albert A. Webb and Associates at the forefront of the questionable bid process.   Matthew A. Webb, president of Albert A. Webb Associates, has acknowledged a friendship with Hudson, but has said the firm gained work based on merit and that jobs for the city are only a small portion of its business, but twelve payouts on a single day?  There lies the questionable appearance of bid splitting, and no one at City Hall has been able to explain it.  The following is City Memorandum from last month by Webb requesting a change order for an additional appropiation of $308,495.00.  Now the question, what is the purpose of the scoring process when no one follows the rules?  Does it then become just a city formality?   TMC has asked for a an independent forensic audit, who will answer to a community finance commitee.  Or a request by the City Council for State Controller John Chiang, would also be in order.

What does Chief Financial Officer, Paul Sundeen say about this.   According to Mary Shelton, who writes the River City Cop Watch Blog, Sundeen believes an independent audit is too expensive and wouldn’t be necessary in his opinion. He claims no bid splitting has ever taken place ever but if it happens, he should be notified to investigate it.  We have this bit of info for Paul to investigate thirteen payments in one day. Bid splitting or coincidence? as coincidental as our emails being blocked Paul’s office.

Cihigoyenetche, Grossberg & Clouse, Rancho Cucamonga based law firm Hudson requested to investigate allegations of favoritism of himself to the tune of $100,000.00, presented their findings.  According to Cihigoyenetche’s report, the employees Sterling says told her of favoritism denied making those comments when questioned by an investigator and they did not find that Hudson’s friendships influenced who got  contracts or that Hudson pressured anyone to award contracts to someone specific.  Good work Cihigoyenetche, Grossberg & Clouse!  I’m sure there was also no conflict of interest between the firm and Hudson…..and by the way, did the taxpayer pay your bill alright?  Did anybody know that Scott Grossberg performed magic! …and wrote books such as  “The Vitruvian Square: A Handbook of  Divination Discoveries,” “The Masks of Tarot,” and “Bauta: Betraying  the Face of Illusion,” in addition to his  oracle/divination cards, “The Deck of Shadows.”     But in all fairness, in report notes of the hired law firm requested by the Press Enterprise via the public records request act,  Cihigoyenetche’s reports, “To the extent that any public works managers pressured staff to award the contract to the firm with (Hudson’s) alleged friend as a subcontractor, such pressure emanated from a pervasive desire within the city to award contracts to capable local business to stimulate the local economy,” rather than to reward Hudson’s friends.  Ahhh, thats it!…it was all about “stimulating the local economy”, that was worth a $100,000.00 of taxpayer money to find out, wouldn’t you say?  Or a bit of magic sleight of hand with taxpayer money, now you see it, now you don’t!  Further, Deputy City Attorney Raychele Sterling, who was fired last month in May, stated that the employees were badgered and berated with threats of losing their job.  In a March 23 email to the City Council, Sterling wrote that public works employees told her they were directed by their superiors to assign projects to a particular firm because its head “is a personal friend of the city manager, and the city manager wants him to receive as many projects as possible.” This at around the same time fired employee Sean Gill, Construction Contracts Administrator for the City, claimed that city officials gave millions in contracts without the contracts going out to bid. The lawsuit also alleges Gill was ordered by Deputy Public Works Director Tom Boyd to sign off on projects that didn’t meet handicap-accessible standards or city requirements, and that Boyd “even instructed Gill not to inspect the work.”  The suit claims city officials — with the knowledge of council members — awarded contracts “in an effort to increase their political allies” and ordered work without public bidding, which cost the city more money than necessary.  There you go Mr. Sundeen, sounds like something to investigate, also sounds as both Raychele and Sean fall into the whistleblower category.

Last year, June 2010 at City Council, that Dvonne Pitruzello, City Council Candidate Ward 1, requested to see documents in regards to City Manager Brad Hudson’s discretionary fund spending.  Since then, numerous questions of indiscretions came to the forefront at City Council Meetings, such as the Connie Leach Contracts and questions of favoritism in contracts awarded to Albert Webb and Assoiciates.  Will the City of Riverside experience another mass exodus due to the next erruption of the Toba Caldera?  Keep connected with TMC…

UPDATE: 06/29/2011: HUDSON’S RESPONSE TO FORMER DEPUTY CITY ATTORNEY RAYCHELE STERLING, “ABSOLUTELY SILLY.”   HE MAY BE SAYING THAT BECAUSE HE’S LEAVING, BUT RAYCHELE HAS ONE HELL OF A LAW SUIT AGAINST THE CITY (TAXPAYER) WHICH WILL DEVULGE A BOMBSHELL OF IMPROPRIETIES.

I can understand nominal fees that are necessary to cover what taxes may not, but that should be the end of it, government should not be in business of making a profit off our public properties.  What is the point of government when the tax money received is insufficient to maintain or cover standard services and expectations by the community.  Does the city have a right to look at public services and publicly held properties as a commodity for profit.  Is it their right to act as a private sector entity because they are unable to maintain their checkbook?  Fee for public parks, fees for public community centers, increases in zoning and building permits.  A fee just to have access to a public picnic table, what are we running a country club?  Using a park for an event such as a wedding in the past required only a city permit; now it could cost $700 or more.  Wasn’t the Park System the only vestige of freedom to access of publicly owned property?  Holding events at city parks and community centers will of course cost more.   Fees are coming from everywhere, the Fire Department now has fees for inspections and the Police Department has their fees for services as well.

The parking issue continues all over the city, but now the city is nickeling and diming visitors, not to mention residents, with parking tickets and code enforcement violations. For example, the issue in the Woodstreets regarding street cleaning signs, and residents being hit with $41 dollar tickets.   Now, if you pay for a landscaper by the month, and you tell him not to show, he still gets paid, but he doesn’t penalize you for not utilizing his services that week. Well the city does. As taxpayers we pay for street cleaning, if we decide to park our car in front of home, shouldn’t we not get ticketed for using that service that day?  People maintain the front curb in front of the sidewalk without thinking that the city owns it, should we in turn send part of landscaping bill to the city to be reimbursed for maintaining it?  Or after a windy day, should we charge the city for not picking up the broken tree and palm branches left on the street? Left for the Residents to do the job themselves? These are issues Councilman Mike Gardner will have to deal with appropriately in his new term.

Aside from the redevelopment concerns, the city’s 2011-12 budget continues existing services and restores non-emergency tree trimming.  Now you wonder why you have to pick up and cut the palm branches that fall after a good wind, or why the palm trees, Italian spruces etc. have not been trimmed.  A no brainer, an expectation of the community which has paid for this service in advance.  The city has taken those funds that you have paid for, paid for in advance for trimming the trees on the curbs in front of your homes, and have utilize them for other uses.  They, the city didn’t expect the turn in the economy, and were going to replace the funds.  When they have seen that this would not happen, they hit the tax payer with increases in fees and revenue enhancers, because they just don’t know how to handle a check book?  Fee increases are always an indication and reflection of bad spending of your money, and a way for them to make up the money you already have paid and to cover incompetent spending.  In addition, fees are easy to do, they don’t take a vote of the people, as taxes do.  That’s why they will not call them that.  The one issue that comes to mind, is that in a time of economic turmoil and the expectation of a another cycle of a double dip recession in 2012, are fee increases really good for the economic growth and development of the city?  … and will visitors really come?  This I say because City Hall has a track record of not being business friendly and visitory friendly, and when you have been stung by a bee once you never forget…

WHO WILL BE HIDING BEHIND THE COMPUTER NEXT WHEN THE AUDITOR COMES ASKING QUESTIONS? CHECK BACK WEEKLY…

The Riverside Coalition for Police Accountability, which was formed in January 1999, in response to the death of Tyisha Miller.  Its mission is in improving relations between the Riverside Police Department (RPD) and the community.    Well, RCPA has generated a list of recommendations related to the departure of  City Manager Brad Hudson.  This was submitted to the City of Riverside by Deborah Wong, RCPA Co-Chair, and Michael Dunn.  Their  flyer to share with others in within this link, we are told feel free to share it with others.

The main recommended points were:

  • WE CALL FOR an audit of the City budget covering Hudson’s entire 6-year term as City Manager.
  • WE CALL FOR both an independent audit (by Moss Adams, the City’s new outside auditor) and an internal audit.
  • WE CALL FOR careful scrutiny of the City Manager’s discretionary fund, the asset forfeiture fund, bonds, and utilities.
  • WE CALL FOR an audit of the City’s process for awarding contracts to private businesses and developers.
  • WE CALL FOR an audit of the City’s hiring and firing processes over the last 6 years. We note the pronounced ‘whitening’ of City Hall’s top staff under Mr. Hudson.
  • WE CALL FOR an audit of the City’s possible abuse of the U.S. Whistleblower Protection Act.
  • WE CALL FOR the Charter Review Committee to recommend more detailed guidelines for the processes and procedures directing the City Council’s selection of a City Manager.

I would also like to add that it is an interesting move on City Council Andy Melendrez’s part to request Chief Financial Officer Paul Sundeen to provide a tutorial on audits and finances.  And according to Mary Shelton, who writes the River City Cop Watch Blog,  Sundeen believes an independent audit is too expensive and wouldn’t be necessary in his opinion. He claims no bid splitting has ever taken place ever but if it happens, he should be notified to investigate it. She goes on to say, the city spent $65 million on its own questionable bonds that Riverside County didn’t want but that’s not too much money.  But an audit is…  City Councilwoman Nancy Hart, who incidently heads the Finance Community, responded to her question regarding city bonds that will come due in July 2012 and the decreases in revenue streams available to pay them by stating, ” We do not have outstanding Bonds with no revenue stream to repay them”.  But a reliable inside source within City Hall is stating the city’s much worse off than they had thought, and that the city can’t pay the bonds that are due in 2012.  In my opinion in order to clear the air and bring trust back to the community of Riverside, the City Council should request a forensic audit of the City of Riverside by State Controller John Chiang.   Mayer Hoffman McCann had been the City of Riverside’s auditing firm for the last five years.  In John Chiang’s review of the audits conducted by Mayer Hoffman McCann for the City of Bell he found that the auditor “appears to have been a rubberstamp rather than a responsible auditor committed to providing the public with the transparency and accountability that could have prevented the mismanagement of the City’s finances by Bell officials.”  If there is nothing to hide this should not be a problem.  But my final thoughts are that it must be this new type of KoolAid permeating the Hall, it just make things not be as they appear, and I got to tell you the experts are telling me it’s pretty bad stuff…

HUDSON……….BIGAMIST?  WHILE HONEYMOONING IN SACRAMENTO HE HASN’T QUITE FINISHED THE DIVORCED PROCESS WITH RIVERSIDE, IS HE PLAYING THE FIELD?  WHILE THE CITY IS ON THE REBOUND, WILL THEIR CHOICE FOR A NEW CITY MANAGER BE CLOUDED BY THE STING OF THE BREAK-UP?

In lieu of Hudson’s remaining two year obligation with the city, he currently has yet to submit a letter of resignation to the City of Riverside.  He will be leaving for his new position with sacramento August 14, 2011.   More than likely Chief Financial Officer Paul Sundeen will be leaving, that’s usually the case when the king leaves.  But, will any of his staff be leaving with him, such as Belinda Graham, Tina English, Deanna Lorson, or newly highered Emilio Ramirez? So who will be the one to take power?  Councilman Mike Gardner said the city has not yet selected an interim city manager.  But it likely will be one of Hudson’s hires.  So, will one remain to City Manager or Interim City Manager, and the rest stay or leave?  Rumor has it, the City of Pasadena’s Michael beck may be a candidate.   But will he actually come back to a mess he left when he was Assistant City Manager, of course,  with Brad Hudson?  Well, Michael Beck also has a track record under Hudson.  Michael Beck was one who was also waiting in line behind Tom DeSantis for his specially ordered custom badge, mirroring those of RPD.  Other city officials, Hudson said, felt the badges would be useful if he, DeSantis or Beck were confronted while removing signs.  We couldn’t find anybody to corroborate that, Ok, yeah…   Then there was the guns, then there was the cold plates.  Beck, said that cold plates were put on used vehicles acquired from local dealerships for him, Hudson and DeSantis. The vehicles were purchased after the city started assigning cars to the administrators rather than giving them a car allowance.  But Michael, were some vehicles used by the council actually purchased from the restrictive Police Asset Forfeiture funds?   Will Hudson regroup his posse and possible rehire Ex-Assistant City Manager Tom DeSantis, or bring up current Assistant Manager Belinda Graham?  The second rumour is Siobhan Foster, with her background in Finance, will she be the one to take power of the City Managers seat, now that she is aware of the sorted details concerning pot holes?

Questions abound regarding Brad Hudson’s decision to leave Riverside.  Is it because he understands the books better than the city council or mayor?  Is it because of the enormous bond debt which will come due July 1, 2012?  His discretionary slush fund spending?  To the tune of over 25 million, then suddenly went down this year when a citizen brought it to the councils attention last year.    Or did the Connie Leach Grand Jury Investigation served to the City of Riverside instigate Brad to make a quick get away?  How long will the council and mayor continue to fall of sting of rejection after last weeks love fest, especially Steve Adams, who appears would marry him if he could. The question is, why would you leave his base salary of $295,000.00 to make $258,000.00 in  Sacramento?  Did the City of Riverside actually pay Brad Hudson to much?  Or is he leaving because of the many restrictive inter-agency fund transfers.  Once transferred to a non-restrictive account, were then part of a web of inter-fund transfers reaching their proposed and intended salacious goals?

Will an independent forensic audit of the the city accounts be implemented when Brad Hudson leaves, in order to get a baseline for the next City Manager?  Accountability and Transparency may be non-existent in City Hall, but TMC will ask the questions.  The questions the community of Riverside are now asking.

Why may i ask is this website called 30 miles of corruption? 30 miles doesn’t mean anything in Riverside, the City is something like 86 square miles. Is it that the creator thinks by trying to sound like TMZ, they will be taken more seriously? Maybe they think if they sound something like TMZ there OPINION website will be viewed as fact by the Riverside residents.

Now, onto the site content. How can you honestly be taken seriously when all this info that you sit as fact comes from secret sources and hear say? You say how horrible Brad is, but this City hasn’t looked better. We have more libraries, parks, fire & police stations, better roads, less traffic. How can someone so horrible get all this one?

Also, this talk of Mr. Hudson being being given the choice to be fired or resign. The process to be hired in Sacramento would have been a lengthy one. Sac sups say the decision was made 2 weeks ago. This means Mr. Hudson would have had to apply and go through the interview process weeks or months ago. Seems like the best timing ever in order to have a higher up, more prestigious job waiting in the wings incase he were to be fired.

You also love to compare his $400+ Riverside pay with his $250+ Sac pay. Maybe you should tell the truth about his base salary in Riverside was something like $280, and only went up to the 400 number when you factor in other benefits like retirement and health. Im sure once those are factored in to his Sac rate, it will be right in line with his Riverside salary. Also, this man is focused, and out for a challenge. the $25K less a year is not much to part with when you are making over $200K already.

If we are spending more than we take in that’s called BANKRUPT!  Riverside has  an eerie similarity to Jefferson, Alabama. Yes,  Riverside is approx 86 sq miles, but the Redevelopment area in question is about 30 sq miles.   Yes,  TMZ  was the first thing that came in to my mind when deciding on a blog site name.  The blog site was designed because the Press Enterprise is in bed with the city.  They have benefited from the redevelopment program monies themselves.

The city fathers choose to make all the really important decisions in closed session.  Our only real access to information is other Citizens, employees, and doing our homework to uncover the misuse of public funds.  We will not print their names,  our sources may be in jeopardy of being fired or retaliated against.  “Secret sources and hear say”, not quite, if you notice in our articles there are numerous citations direct from news articles, government websites, city information and info received through the public information request act.

Regarding our contents, if you don’t like our style, you are not obligated to read it, that is your right. Brad, Brad, Brad…. He was the Boss…. the ultimate decision maker.   So let’s look at the facts.  July 1, 2012 the debt is due and we will not be able to pay it, and that is a fact.  He continues to brag about our balanced budget,  if this is the case why did we have to borrow 65 million from ourselves?  Especially if they claim we have so much money?  He allowed Tom DeSantis to misuse the police asset forfeiture fund and put the entire program at risk.  What was the real reason Tom DeSants  left?  Who is Brunie Mecardo?  Did she get a raise?

He used public utility, sewer, workman compensation, and electric funds to pay for redevelopment.  The citizens of Riverside are going to be hit hard in their utility bills. The seniors , disabled, and poor will not be able to afford it.  Now let’s look at wasteful spending.  The Main Street Mall Project  submitted approximately 3 million in change orders.   The Fox Theatre, had over 10 million in change orders.  Then there is the Cities Raincross Café runned by Marketbroiler,  REALLY!   This café runs at a deficit every year, and the deficity is what we pay to keep it operating.   Rumor has it that Marketbroiler, which is under the umbrella of Provider Food Services, Inc.,  will be putting a new restaurant down town and again we will build it for him.   The Star Track Exhibit.   I was told directly from Brad Hudson himself that an estimated 80,000 people would show up, this was not hear say.  The Exhibit wiped out the Museum fund to a tune of $389,000.00 now they  are going to ask the City council to pay Museum expenses, and that’s called a deficit.  But in all fairness, this is not only Hudson’s fault, but the City Council and the Mayor.  You see, the City Manager serves at the pleasure of the City Council and the Mayor.  But what happens when the City Manager is much more creative than they are?  Do we then have a disconnect as seen with the City of Bell in their City Manager Robert Rizzo?

Now let’s look at all the beautiful improvements he provided for us.  His crowning glory the Fox Theatre.  The last time I looked at last years budget,  it ran at a 2 million dollar deficit.  How long can we pay for  this?   Nederlander left why?  Brad Hudson built it and not enough people came?  My prediction is that the Fox will close down soon.  But the City continues to state that everything couldn’t be better.  I beginning to think its the Kool Aid.  The improvements, such as the Museums, libraries, parks, fire, police etc.  The museum and libraries will cost the city dearly.  The Fire stations now have to be leased back to the city to help pay for redevelopment.  How long will that take before they have to stop paying rent because their budgets are cut.   Lastly, my favorite,  the police asset forfeiture fund.  The only fund we do not have to pay back has been misused for the longest time.  Do I need to mention Connie Leach?

In regards our Article: Brad Hudson Given Ultimatum: Be Fired or Resign;  a reliable VIP source in city has told us Tuesday, that Brad Hudson did resign on his own accord.   As a result, we will be editing our story with our new findings.   Our sources say he still has 2 years remaining on his contract, and if they did fire him, they would have had to pay him his golden hand shake.   We were also told that he has not delivered his resignation letter to the City Council or Mayor.  The whole process has been verbal.  He never signs his name to anything, thats always been his style.  There is the possibility he could legally come back to Riverside postion.  Our sources do say they do not want him to come back.  I believe the quote was “Kiss him good bye and wish him well”.  Our new story will be titled: BRAD HUDSON……….BIGAMIST? While honeymooning in Sacramento he hasn’t quite finished the Divorce process with Riverside.  Is he playing the field?

When there is an opinion to be, we usually state it, otherwise, our viewers our beginning to understand our style of writing and we do it to provide better insight to the facts we  receive.  We do provide links to articles and budget numbers.  Regarding our sources, they are afraid of being fired or retaliated on.  Anyone that works or gets a hand out from the city has been afraid to speak publicly.  If they go to their bosses with the truth or concerns they will be put on review, or FIRED as we have seen with many employees.  The employee lawsuits are mounting !  How many can we afford.  How many really good employees have been fired because they chose to do the right thing, those darn WHISTLEBLOWERS!

Another example, is the annual budget on page 167 for the Fox Theatre performing arts operations for 2010-2011 for non-personal expenses is as follows:

In 2008/2009 the actual budgeted amount was $625,000.00

In 2009/2010 the budgeted amount was $2,293,011.00

In 2009/2010 the amended budgeted amount was $2, 293,011.00

Then in 2010/2011 the requested budgeted amount was $1, 724,511.00

The cost of operations has continued to be run at a deficit, this may directly be due to the public sector atitude of taxpayer money, it’s not ours.  The private sector would do a much better job.  The increase in the cost of operations could be due to the level of attendance, would be directly related to level of income revenues received, which has decreased, and the revenues may begin to decrease even more due to the leaving of Nederlander.

My personal prediction looking at all these facts is that the City of Riverside will have major financial problems starting in about 6 months. Many City employees will be laid off and Our Utility bills will double, or if not triple.  If you can show the facts differently, please do so.

Anonymous sources say City Manager Brad Hudson was given an ultimatum: BE FIRED OR RESIGN?  NOT SO!   At Tuesday’s closed sessions at City Hall, Brad Hudson was scheduled for his Performance Evaluation to be reviewed by the Council and Mayor Pro Tem Chistopher Mac Arthur.  Neithertheless, the council and mayor pro tem ‘s scheduled evaluation was circumvented by Hudson revealing he would be resigning.  Though we are told the City knew he was looking for a new job for some time, in reality it wasn’t a real shock to them as they indicated to the public.  The Sacramento Bee stated that the interview process began in February 2011 for the Chief Executive Officer postion.  We still do not know if the City of Riverside did anything to retain him,  in lieu of two years remaining on his contract.  Currently, Hudson has yet to present his resignation letter.  Brad’s spending from his discretionary slush fund of $50,000 for each item with no limit on the quantity of times it can be paid out, has been under scrutiny of alleged misconduct and questionable accountability.   The resignation is at the surface, a subterfuge to hide much more than the council would like you to know.  Wrongdoing by the City Manager would ultimately and legally make the Council responsible.  Will the council have enough gumption to tell the community the truth?  According to the Sacramento Bee Brad Hudson will become Sacramento’s County Chief Executive Officer, his annual compensation in Riverside was $424,000.00 making him one of the highest paid city executives in California.   The question is, why would you leave his base salary of $295,000.00 to make $258,000.00 in Sacramento?  No one just chooses to make this move, especially to Sacramento.  This goes along with former Assistant City Manager Tom DeSantis, who applied for a job in Gilbert, Arizona for Town Manager, but raised red flags when his past service came into question.  Brad Hudson has been at the forefront of allegations of misconduct, nepotism and favoritism.   The allegation have increase two fold the last few months with most of them coming from fired employees, accusing the City Manager of preferential contract awarding.   This in lieu of the use of Police Cold Plate Vehicles, Request for Official Badges, Fraudulently Using the City Hall Address to Register a Firearm, Illegally Purchasing a Firearm and being in part responsible for the demolition of the Press Bindery.  This beginning with a criminal conviction for credit card forgery at age eighteen.  At the evening City Council session the the law firm Hudson hired, Cihigoyenetche,Grossberg & Clouse, is requesting an addtional amount of $50,000.00, not to exceed $100,000.00 for continued personnel investigations.  This was the firm that was to investigate the favoritism allegations of himself as well as the varacity of the chain of events.  The City Council and the Mayor have continued to deny these allegations, and have defended the City Manager.   This is also the person who knowingly supported the actions of Chief Russ Leach, who left in disgrace, and out of 91 applicants hired retired LAPD Deputy Chief now Chief Sergio Diaz, who has criticized Riversidian commenters in the Press Enterprise as Cheeto eaters in their underwear, in reference to the realities of police business.  The theatrics of City Council wishing Brad well stink to high heaven, probably from all the leaking sewers…

UPDATE: 06/14/2011: CITY COUNCIL BOMBSHELL: During Public Comment today, Citizen Auditor, as she would like to be known, Vivian Moreno asked all on the dais if City Manager Brad Hudson was having an affair with Assistant City Manager Belinda Graham?  If true, there is a obvious conflict of interest.  That questioned sure quieted the dais.  Before her, Ward 1 City Council Candidate Dvonne Pitruzello stated this was a City Manager that has raped our sewage funds, our water fund, our electric fund and our workmans compensation funds.  He has paid for properties with it and other projects with it.  The City calls them inter-fund loans, but she gave Chief Financial Officer Paul Sundeen a lesson in finance terminology, by stating these were inter-agency loans.  She also made known to Brad Hudson that you can run, but you cannot hide because criminal activity has no jurisdiction.   Made known that the City Council has a City Manager that they are responsible for, whether or not they were aware of what they were voting on, and not only have a fiduciary but ethical responsibility of that final vote.  Federal CDBG funds that were forged, with inference to Assistant City Manager Belinda Graham, and Dvonne even gave her phone number out, and stated she has the documentation to back it up.  Questioned Councilman Mike Gardner statement, “We had to pay for talent”, regarding Brad Hudson. “This is not talent, Mike”.   Criticized the council regarding terms use to describe Hudson’s positive moral compass as a leader. Questioned the Council about the expensive pavers on the Main Street Mall in which Brad Hudson personally sent a helicopter to Mexico to get, which she was told were special because they were waterproof, but when she looked into it they were just pavers (Anonymous sources state that they were not even water permeable, expensive, and paid for twice, and Mexican Made not American Made)..  Questioned the construction of a house built  with funds that was to be used on the construction of a police station.  She stated that restrictive Police Asset Forfeiture Funds were used to purchase cars for city council.  No reporting of the City Managers discretionary fund, and when she requested the documents, the spending was ridiculous because it was the councils responsibility to oversee these funds, and they allowed the city manager by doing this, to place our city in bankruptcy. And it will be in bankruptcy because all those loans will come do in 2012.  Questioned the money used to built the Raincross Promenade, that continues to remain empty.  The city use of sewer money, electric money and workmans comp money that was given to the developer to build those, and a portion of those were to go to  low income people. 

 Sources are also are stating that City Attorney Greg Priamos and City Manager Brad Hudson were seen last Friday night, 06/10/2011, with two unidentified ladies at Duane’s Restaurant at the Mission Inn. Hopefully this dinner was paid appropriately.  The question is , will Greg Priamos be next?

UPDATE:06/15/2011: 12:16pm: Anonymous Sources are stating that the City of Riverside is worse off than they thought, and the city can’t pay the bonds that are due in July 01, 2012.

UPDATE:06/15/2011: 02:52pm: The question arises, who will be the Interim City Manager.  Sources say it would be counterproductive to hire from Brad Hudson’s surrounding emloyees, such as Deanna Lorson, Paul Sundeen or Belinda Graham.  These people are partly to blame for the budget problems, and were the enablers behind Hudson spending wildly, they cannot be trusted to fix the broken monetary policies at City Hall.

UPDATE:06/15/2011:11:55pm: The house built with construction funds used for a police station.  Does it have a well known City Executive’s name on it?  In addition, most of the Council continue to drink the Kool-Aid and still don’t get it!  Sources say, this is exactly what Brad Hudson stated about the council, “They just don’t get it!”  This is the one time TMC is in agreement with Brad Hudson.  Ward 1 Councilman Mike Gardner, elected for a second term, does not get it. “There’s a reason that city managers typically don’t last longer than three to five years,” Gardner said. “Either you make your bosses mad and they replace you, or you make the citizenry mad to some extent and they complain about you.”  Mike, it’s time to put aside childish excuses and thinking and do the right thing you were elected to do.  Stop the charades, you’ll get more support if you do.  Toward Sacramento, how much Kool-Aid does Sacramento County Chairwoman Roberta MacGlashan drink, stated, “officials don’t believe Hudson ordered Riverside contracts steered to friends”.  Well even if she doesn’t drink the Kool-Aid, which is even worse, Brad Hudson found a workable nitch.  It appears to be a kind of Nancy Hart (City Council Representative for Riverside Ward 6), type of community in their thinking, possibly laughing out loud for no reason, perfect for the antics of Brad Hudson.

UPDATE: 06/16/2011: 12:15pm:  COMMENT FROM THE SACRAMENTO BEE: 

Supervisor chair, Roberta MacGlashen’s mismanagement is further revealed in this  terrible selection of Hudson whose apparently the only qualified applicant in  Calif at a 1/4 million dollars a year.  MacGlashen, is full of myths and  this one is a whopper; one  reason’s these salaries are so inflated is because we  are falsely informed that only a man of Hudson’s alleged skill level can do this  job. Hudson sounds like a first class pos.  MacGlashen, is also the one  that is concealing the county council’s, Robert Ryan’s, bogus false legal advice  to the Superior court’s  state statutory committee (JJDPC) to thwart a  valid felony complaint against the probation dept and chief Don L.  Meyer.  When MacGlashen’s total abuse of the office failed to obstruct  that issue she then called an internal 911 to the sheriff’s that are now  criminally investigating this citizen for threats & harassment of the board  of supervisor’s, county council, prob dept, JJDPC, Little Hoover Commission; and  who else Roberta, oh yah, the superior court?  It certainty appears that  board chair, Roberta MacGlashen, is an unethical supe and anyone she brings to  the table should be heavily scrutinized.

UPDATE: 06/16/2011: 03:30pm: Brad Hudson still has 2 years remaining on his contract with the City of Riverside, has not submitted a formal resigation letter and flew to Sacramento the next day after the Tuesday closed sessions city council meeting to solidify his position as Sacramento County Chief Executive Officer.  These chain of events do not reflect a prepared state of affairs.  The story with the Sacramento Bee describing Brad’s new position was published for release 11:30 pm Tuesday the 15, 2011.  Was it calculated, one week after elections?  In an interview Wednesday in Sacramento, Hudson said he leaves Riverside having  accomplished his goals.  Is he leaving or is he running?

UPDATE: 06/17/2011: 12:15pm:  SACRAMENTO BEE STATED THAT Chairwoman Roberta MacGlashan said the selection came about two weeks ago, after an extensive search for  leaders with experience in California counties. This would be a week prior to the elections.  Did the mayor and city council know this then, with two years remaining on Hudson’s contractual obligation with the City?  Why did Brad make this decision, was it with or without the City Council or the Mayors knowledge? Were things getting hotter on the City Hall seventh floor? Is there more comming down the pipeline? Did it have anything to do with the Connie Leach Grand Jury Investigation received by the city?

UPDATE: 06/17/2011: 04:00pm: According to the Sacramento Press, Brad Hudson was one of five candidate in consideration for the new chief county executive position.  Process for his consideration began in early February of 2011, and he will be offered a five year contract.  He will replace interim chief executive Steve Szalay.  Former state Sen. John J. Benoit (R-Riverside) worked with Hudson at the local level when Benoit was a member of the Riverside County Board of Supervisors and said that Hudson’s move will be “a great loss for Riverside, but a huge gain for Sacramento.”  The rumor around downtown riverside is that Brad Hudson was looking for another job for some time.  Did the City Council & Mayor know this information prior to Tuesday”s closed session meetings, as they indicate they were shocked to hear the news that he was resigning?  Or the acceptance of Hudson in Sacramento regardless of his background, reveals a much bigger picture.  A reflection of the status quo phoenomenom of which Hudson is part of, and the primary reason that California is economically suffering.

KEEP CONNECTED WITH TMC, MAKING THEM HONEST, AND HELL, IT AIN’T EASY….

First let’s start with the introduction of the Not Ready, City Official Players, City Manager Brad Hudson, Tom Boyd, Siobhan Foster, All City Council Members, Chief Financial Officer Paul Sundeen and City Attorney Greg Priamos, who are played by themselves.  We also have the Ready To Receive Contractor Players, Albert Webb & Associates and CDM, oh, not to forget the Incidental Law Firm Cihigoyenetche,Grossberg & Clouse played by themselves.  Now, the Whistleblowers are played by method actors Warren Huang, Craig Justice and Deputy Attorney Raychele Sterling. Well, now you’ve got a story.  Now tell me, who wouldn’t pay good money to see these theatrics play out at your local government owned Fox Theatre on a Saturday night, which by the way is currently presenting only the best in government entertainment.

The mystery begins with the alleged questioning of City Engineer Warren Huang by Riverside County DA’s office regarding a sewer design contract that apparently went to CDM: Camp Dresser & McKee.  This story all bubbled to the surface when Deputy City Attorney Raychele Sterling, who according to Greg Priamos Office, was placed on administrative leave, then they decided to fire her, for reasons still unknown.  Raychele received an email from employees  of the Public Works Department stating that they were directed by their superiors to assign projects to allegedly the Albert Webb firm, because Albert is a personal friend of Brad Hudson and wants him to receive as many projects as possible.  Raychele then sent an email to City Council Members in March 2011 alleging concerns to City Officials regarding these employees and the allegations of steered contracts to friends of the City Manager Brad Hudson. Also, emphasizing that the City Manager threatened to fire them if they complained or made as much as a diminutive inference to the process.   And of course, City officials have denied any wrongdoing and said an internal investigation found nothing improper.  So these employees are bad people? According to whom?  Is this why most fired city employees sue the city and settle? And the public never hears about it?  The cost becomes enormous, so enormous the  taxpaying community will never see the figures.

Being awarded a contract is all about who wins the bid by the scoring process.  The standard scoring process is based on past performances, averaging the numbers, getting a total, and voilà, you have a winning bid for a contractor.  But it always seems as when you don’t like the numbers you find the need to use the creative fuzzy math process.  Let’s see I got contractor “A”  but boss wants contractor “B”.   The accepted standard process gives me contractor “A”, but if I use the fuzzy math process, I get contractor “B”, boss is happy, I still have my job, which is important because I’m an at-will employee and life is good again.  Now that’s the situation, and of course you guessed it  the usual suspects always seem to keep bubbling up to the surface.

Albert A. Webb Associates President Matthew Webb said in April that the company has earned its jobs based on merit and that contracts with Riverside are only a small portion of the company’s  business. So the small portion of Albert Webbs business was as follows, but still trying to understand what part was small, wow, twelve payouts in a single day from the general fund?…and just received a $308,495.00 contract April 2011.  Albert Webb states he is also good friends with Brad Hudson, Council Members Chris Mac Arthur and William “Rusty” Bailey.  I’m sure it means nothing but I thought I just mentioned it.

Well Greg Priamos knows nothing and says nothing, Paul Sundeen says the allegations are baseless and that’s that.  Brad Hudson knows nothing and says nothing but hires the Law Firm of  Cihigoyenetche,Grossberg & Clouse around April 29, 2011 to investigate the allegations of favoritism on himself, and evidently they are still investigating them to this day.

Raychel Sterling wrote that according to the scoring sheets it showed CDM was not the highest ranked firm.   Now that Raychele was fired for bringing to light an injustice, does that make her a whistleblower?  This would enthrall the City again, into another brutal lawsuit.  City Council, do you know what is really going on in your back yard?  Greg, how much have you costed us, as taxpayers, in law suits so far?  Are you the next to go?  Well, we’ll just have to crunch the numbers on that one, I just know it has to be more than the cost of a junk bond.  Huang and Justice told Sterling that they were called into Public Works Director Siobhan Foster’s office, where “they were told that ‘she did not like the results of the scoring,’ and that the scoring needed to be ‘fixed’ so that CDM was selected” because Albert A. Webb Associates was to be a subcontractor on the job, according to the email.  Ahhh, now we are getting somewhere, so Siobhan Foster states to Huang and Justice that the numbers aren’t right and we need to go to the creative fuzzy math process.  Remember, the fuzzy math process is priceless and dependable, the numbers always come out the opposite of what you originally calculate. Remarkable!  What does Siobhan Foster have to say about this?  According to the Press Enterprise, Siobhan Foster did not return phone calls.  Hopefully, she is out filling pot holes, which I as a Riversidian have been complaining about.

There is gold in those streets I’m told, if you are a contractor that wins a city contract through the bid process in the City of Riverside, and the best part is you don’t have to be on top of the scoring due to the implementation of the Fuzzy Math Process. But according Tom Boyd, Deputy Public Works Director, paving a street twice has become a bit “fuzzy” as well.  Can anyone tell me where the accountability and responsibility lies?  I for one can say Tom Boyd definitely does not care about the expense to the taxpayer of a measly $17,000.00.  Please Tom, embrace and engage in the communication process, to do otherwise is costly to the community.  With your long work record with the city and your high level of experience, how does something as this really happen? There is nothing like a story which brews under the ground, and it begins in the sewers, then stinks to high heaven.  Tom Boyd states, “This appears to be an isolated mix-up, we haven’t changed anything. If it only happens once, there’s no sense in getting to exactly what happened.”  According to city sources it may occur quite often, Main Street Mall was another example.  But Tom, even if it only happens once, isn’t that one time to much? And an occurence to investigate?  I’ve known people in the Private Sector fired for lesser offenses than that.  I also understand the communication process should not be a problem; but Mr. Deputy Public Works Director, isn’t your  department right next to City Engineering?  Someone is breaching their fiduciary duty to the people once again.  A measly $17,000.00 may not be a lot for wonderfully vested paid position as Public Works Director, but during a time when many in the community are losing their homes, trying to pay their bills, and trying to pay for basic necessities such as placing food on the table, $17,000.00 is a lot of money.  That’s an insult to the taxpaying community.  Maybe Tom Boyd should give the $17,000.00 out of his own pocket, to replace what he should have caught.  The real question is two fold, are we just seeing imcompetance, or bid fixing by adjusting the scoring? That’s where the “fuzzy math comes in I’m told.  Could paving a street twice quite possibly be on purpose? The second time around it now cost the taxpayer $32,000.00 to do the street paving.  Tom Boyd says it’s the “high price of oil.”  I’ve had this conversation before, but it was about “high price of beef.”  Well in any case this what would be much more diabolical to assume, that is , to assume that there is something much diabolical occurring than meets the eye.  This would began to go into that territory of “favoritism” again, and just maybe, “money laundering”?  Comments Welcomed, and one final note, our streets are full of the proverbial “pot holes”, someone please introduce Siobhan Foster to one. 

A new site has shown its face come up regarding City Manager Brad Hudson.  He is known among the community and inner sanctum of City Hall as the powerhouse of the city. The mover and  shaker of the tethered pieces of Main Street development with no architectural significance.  We know that at TMC that we didn’t vote for him either.  In City of Riverside I understand he may be a little wet, but not all washed up yet.   The “I Didn’t Vote For Brad” site describes a question and answer manifesto regarding why I didn’t vote for brad, and allows you to copy a printable badge which can be printed to your heart’s desire and place anywhere Brad may take notice.  The site also  references articles regarding Brad in the Press Enterprise,  RiversideCopWatch.com Blog,  as well as our TMC site.  Regardless, if you are out there, contact TMC and tell us your thoughts of the site and its intention.  And one more thing, don’t let Chief Sergio Diaz get wind of the un-politically correct term “manifesto”, you may trigger an investigation.  You  may want to change that to platform, resolution, proclamation, declaration or my favorite, public notice.  Onward, to Emerald City!
