Giba Claim filed 10/26/2018 Against the City of Moreno Valley – full version

There’s a saying, “The more things change, the more they stay the same,” and we can think of no finer example this glorious October morn than the feud currently ongoing over at Moreno Valley between City Councilman and 2018 Mayorial candidate Jeff Giba and City Manager Tom DeSantis, along with his City Hall toadies and enablers including City Clerk Pat Jacquez-Nares, City Attorney Martin Koczanowicz, and of course Big Mama Baca and her boys.

Longtime TMC readers will undoubtedly remember the controversial former Riverside Assistant City Manager, either from his days impersonating a law enforcement officer – complete with cold-plated vehicles, handguns purchased from the Police Department, and intimidation of citizens – or the rumored limited edition bootleg DVD of his infamous backseat romp in a public parking garage with a subordinate in the pre- #metoo days.  The totality of his actions became such an embarrassment, a feat in and amongst itself for that time period in the ole’ River City, that he was shuttled out of town quickly and quietly in September of 2010 by City Manager Hustlin’ Brad Hudson, an original gangster in the Riverside Renaissance scheme of last decade that left citizens with $2 billion in debt with no way to pay for it without breaking the bank (i.e. the taxpayers).

Tommy D. would quickly re-establish himself within the municipal world in early 2011 as a contract employee at Moreno Valley, at the whim of City Manager Henry Garcia, who was at the time dating DeSantis’ former colleague at the City of Riverside, luxury girl Human Resources Director Rhonda Strout.  As far as we can tell, one of Strout’s primary responsibilities at Riverside was chasing whistleblowers out of town and running interference for senior management to behave like drunken sailors…a DeSantis specialty…primarily by conducting bogus investigations and converting classified positions to at-will so employees could be terrorized if they stood up to executive management abuse.

Tommy’s job at MoVal? Analyzing public works contracts (cue eerie music connoting foreshadowing) – specifically, Highland Fairview projects (Skechers and a health-care campus on 200 acres near the Riverside County Regional Medical Center) being proposed by now notorious developer/political gangster Iddo Benzeevi that were stuck in administrative muckety muck, aka non-compliance with what is commonly referred to as da’ rulz (at least the ones you and I have to play by).

By the Fall of 2011, Garcia had of course canned his Public Works Director, some might say because of DeSantis’ critical reports, and HR Director…and conveniently DeSantis was available to be named as the HR replacement … despite no previous experience in HR that we could find!  At the same time, the city’s land development division, then under public works, was shifted to economic development  under Director Barry Foster – lo’ and behold, the husband of another of Tom’s former Riverside colleagues, Public Works Director Shioban Foster.  Barry would be fired in 2013 along with Garcia as allegations of their involvement with Marcelo Co’s code problems and the rammed-through Benzeevi projects emerged via several successful employee lawsuits, with DeSantis (of course) playing a central role in the drama.

Shioban, who will eventually wind up in the Municipal Mob Hall of Fame some day for her imvolvement in contract steering allegations, embezzlement at Pasadena, etc., etc., is a well known commodity to TMC.  Here’s a look at longtime activist Vivian Moreno and Jason Hunter trying to warn Covina officials, to no avail, of her past.  Shioban Foster would last 3 years at Covina before moving onto Laguna Woods Village retirement community as Assistant CEO under…. wait for it…her former boss in Riverside… Brad Hudson.  And the game of recycled executive trash continues.

But back to our protagonist/anti-hero DeSantis: Tommy D. would benefit from the Garcia ouster by backfilling Michelle Dawson’s Assistant City Manager spot.  He would lay in the weeds until late 2017, when fresh off a new contract, Dawson would be jettisoned for no apparent reason and tremendous expense to the taxpayers of Moreno Valley.  Tommy-on-the-spot would be the primary beneficiary on that decision with a promotion to his dream job – banana republic dictator, City Manager – by Big Mama Baca and her boys, which leads us to the present.

Thirty Miles has seen this backstory smoldering for a while, so it came as no surprise to us this past Summer when we saw the following letter as part of an article in the Press Enterprise:

            

Letter Emailed to MoVal Staff by Councilman Giba

Councilman Giba sent this letter to all city staff, June 26th, with his concerns about the disparate treatment he was receiving at the hands of DeSantis and City Clerk Jacquez-Nares.  The letter was in response to purportedly-illegal restrictions on getting information about City affairs levied on Giba only (the supervisor) by the two executives (the supervised).  Given the circumstances one might posture that the inmates are indeed running the asylum in Moreno Valley, but we at TMC know who’s really in charge of the game (wink, wink, nudge, nudge), designed specifically to limit transparency and undermine an elected official with a minority viewpoint.

Giba’s crime?  The old “hostile workplace environment” scam we’ve seen hatched before in Riverside by former DeSantis colleague and disgraced City Manager Scott Barber (with help at the time of believe-it-or-not, current MoVal Director of Parks and Community Services Patti Solano).  Yes, the same Solano knee-deep in bringing the residents of Moreno Valley the recent scandal-ridden skate park and amphitheater projects (Brown Act violations?  Misappropriations of Public Funds?) we will be discussing here at TMC soon enough.  You just can’t make this stuff up…and folks wonder why the I.E. has such a bad reputation.  Too much government inbreeding wethinks!

DeSantis/Jacquez-Nares Directives to Elected Official – Only in MoVal!

The current scheme of course could not be pulled off without justification offered from City Attorney Koczanowicz, in his chief role as giving out farcical legal opinions favoring whichever-way-the-political-wind-blows (as seems to be the primary qualification of a California City Attorney these days).  You gotta love an attorney who signs off on depriving their boss of their rights to due process and in-turn allows his co-workers to serve as judge, jury, and executioners towards their OWN COMPLAINTS!  Can you say Greg-Priamos-wannabe?

But it gets better: DeSantis instructed the email containing Giba’s letter be deleted from the inboxes of all employees with Koczanowicz’ concurrence.  Unrepentant and unafraid, Giba proceeded to try to send the very same letters via inter-office mail to all employees.  Once again, DeSantis intercepted them, this time with Koczanowicz, doing his best John Dean impersonation, accusing Giba of attempting to violate FPPC (Fair Political Practices Commission) rules on campaign-related mass mailings.

Undeterred, Giba would seek guidance from the FPPC itself.  The FPPC would of course agree with Giba – no violations of law were possible because the contents of his letter were non-campaign-related – proving City Attorney Koczanowicz to be either incompetent or corrupt.  Giba would attempt to distribute his letter to employees a 3rd time…and be intercepted again by DeSantis, this time with Koczanowicz determining his letter violated THE VERY SAME ORDINANCE GIBA WAS CITING AS PROOF HE COULD MAKE DIRECT INQUIRIES OF STAFF.   Someone needs to inform party-hardy-Marty that only legislators can legislate, and it’s not something that can be delegated; i.e. executives cannot implement their own self-serving policies out of thin air.

We would laugh more if the plot didn’t have a such a sad ending for the stakeholders in Moreno Valley.  The best we can hope for is enough residents are awake to usher in change on November 6th and clean house with staff.

The Three-Zero Club: Big Momma Cradling Her Two Boys….

BREAKING UPDATE: 01.12.2018: PRESS ENTERPRISE: COUNCILWOMAN VICTORIA BACA FACES SECOND RECALL ATTEMPT: RECALL PAPERS SERVED 01.09.2018: The uncorroborated underground dark rumor is that Councilman David Marquez, Councilman Jeffrey Giba, former Councilwoman Delores LaDonna Jempson and former Councilman George E. Price are allegedly some of the few behind the recall effort.

I guess the story starts here at conception, but was the notion of the children a last minute decision, or a quick romp of nefarious ideas in the back of a 57 Chevy?  Collusion, schemes and dirty deals has plagued the City of Moreno Valley for decades as residents have seen.  The above three seemingly were meant to be, but are the obvious example of lobbying, scandals and corruption associated with political campaign contributions.

That said, this story is not only about the three bumbling idiots in charge,  but the recent firing of Ciy Manager Michelle Dawson and the hiring of Tom DeSantis as new City Manager.  TMC said it first when Vivian Moreno suggested many times that City Manager Michelle Dawson should have been fired years ago for her apparent lack of direction to Council, as indicated by her long track record of nothing.

This is our opinion on the situation:

1.)  Either Michele Dawson had enough and could no longer keep up with the job and wanted out. We also believe that she was in on the deal/bribe to have herself fired.

2.)  OR….. Assistant City Manager Tom Desantis stabbed her in the back and stole her job. He has been shopping around for a City Managers job for years now. No one would hire him!

3.) OR……The fix was in by the collusion of all; Baca, Gutierrez, Cabrera, DeSantis and Dawson.  DeSantis will do what it takes and it may suit Baca’s style, with her two whipping boys in her hip pocket.  Dawson is an anomaly, caught up in a job whereby her qualifications were much to be desired.  The fact remains that DeSantis has been running the show behind the scenes.  DeSantis many times took the podium over Dawson at Council, driving the question as to “Who is really running the store?”  Was it time for Dawson to move on?  With her contract up next year in 2018, why didn’t they allow that contract to expire, let her go before this years ending and pay the rest of the contract?  Instead they renewed her contract in September 2017 till 2020.  So Dawson is terminated, prior to having her contract renewed and prior to receiving favorable work related reviews.  Was this calculated?  Was this in the fix as a gift to keep the silence, and of course, with taxpayer monies?  Now the two threesome, Baca, Gutierrez, Cabrera and DeSantis, Benzeevi, Villaraigosa?  Of course, in reality sense, you all no this wouldn’t happen, but was it their intention? Was it Baca’s intention?

But where does this all stem from?  Back in March 2008, Baca tells The Press-Enterprises it isn’t fair that Moreno Valley city officials are considering accommodating developers by allowing warehouses in an area where schools are planned. The projects include Highland Fairview’s Skecher’s warehouse. “Who would want schools around warehouses that pollute the area with exhaust, traffic and who knows what else?”  Between the years of 2008 and 2009 Baca interestingly enough reports income earned by her and her husband from work as consultants for Highland Fairview, a company owned by developer Ido Benzeevi.  Remarkably, her tune changes January 2009: Baca voices support for the Skechers project before the city Planning Commission, saying it would bring needed jobs: “The children of Moreno Valley deserve to have companies like Skechers come to Moreno Valley.”  June and July 2010: Baca attends closed-door school meetings to discuss Highland Fairview’s request for $500,000 credit toward developer fees.  Yep, for Baca, it’s always about the children.  August, September and October 2010 Baca’s unsuccessful school board re-election campaign receives $14,690.71 in donations, goods and services from the Moreno Valley Taxpayers Association, whose principal backer is Highland Fairview.  November 2012: Baca is elected to the Moreno Valley City Council.  She receives a $2,000 campaign donation from Highland Fairview.  She was then recalled in 2014, and then came back in November 2016 with her boy Gutierrez with huge monies behind them, mainly from one developer.  Incidentally, Baca received $150,000.00 from Highland Fairview to fight the recall effort.  Cabrera, a 22 year old from Texas, suddenly appeared into the picture June 2017, with muncho dinero from that same developer Ido Benzeevi.  He also seems to enjoy doing things without his shirt off; yep he’s all into his abs and coffee beside getting into a little trouble with perjury, the District Attorney’s Office and California Form 700.

 

Baca a prior campaign manager and supporter of former Mayor Jesse Molina later to do an about-turn.  The question then became as to why Council Woman Baca turned the other cheek on former Mayor Jesse Molina when he was making strides on challenging issues that effected the community and concerns which infected Moreno Valley’s City Hall government?  Was it jealously?  Was it simply because he was resolving issues in the community that should have resolved years ago?  Or was it that he allowed Vivian Moreno to come into the picture?   Was Tom and Victoria behind this union debacle attempting to shake down Mayor Jesse Molina to dump administrative volunteer Vivian Moreno?  We did our own story on this issue and found some interesting facts in the relationship of this Union with the City Manager Office.  The letter sent to then Mayor Jesse Molina wasn’t even signed!  No one in the City Managers office had the guts to, or did they know anything about it.  This was eye catching and revealing in this October 11, 2017 Thirty Miles Posting.

The citizens of Moreno Valley always seem to get the raw end of the deal, paying over inflated salaries to under qualified City Managers. But the City Manager job  wasn’t a bad gig for ‘dog catcher,’ Dawson.

The apparent corruption in MoVal appears to be getting more difficult to cover up.  The city has been taken over by special influential interests that are undermining the true political process of the people, (IDDO).  We see this with Councilwoman Victoria Baca’s inherent position in dismantling the ‘Sunshine Act.‘  You can’t control your agenda if you have to be transparent.  There is a reason why Baca would like to do away with allowing the people of Moreno Valley to see council agendas and policies 12 days in advance, as to oppose to 72 hours.  It will now take a council majority vote, which would be the Three Amigos, in order for items to placed on the agenda.  The pattern arises as to why anyone who so called represents people would want to be less transparent, What our they hiding?  What will they receive in return?  Bottom line how can anything get done with transparency!

Former Councilman Jesse Molina, who had called for the change to the Sunshine Act, said he’s disappointed to hear that it could end.  “They will probably reverse everything that was accomplished,” he said.

It didn’t stop there, one rule required council members to report contributions of more than $500 that they’ve received within the past 48 months from a donor if that entity or individual has business before the council.  On October 17, 2017, Baca, Gutierrez  and Cabrera repealed the conflict of interest rules.  If you see how much the three received from Developer Ido Bezeevi you will know why…just follow the money.  All three said the rules were unnecessary because candidates must already report donations in public campaign contribution reports that are filed with the city clerk’s office…go figure.

What does transparency do for the community?  It insures accountability and truth.  Without, you have the conspiracy theories began, the gray areas between truth and fiction.  Is Victoria Baca now the Inland Empire Campaign Manager for Antonio Villaraigosa’s Governership as some eluded to?  Is Mayor Yxstian Gutierrez and Councilman Ulises Cabrera related as Cousins as some have indicated?

But the drama didn’t stop there, Baca filed a police complaint against her brother, Christopher Baca, alleging that he and former Mayor & Councilman Jesse Molina – a candidate for mayor in the Nov. 8 election – tried to break into her house September 12, 2016.  This gets interesting…. is she a loose cannon?  Or Just being Big Mama trying to teach her boys the ways of her corrupt world.  In reality she is making them a laughingstock in the region and no one takes them seriously.

As far as TMC understands the dire situation that is taking Moreno Valley down boils down to this.  Michelle, Tom, Baca and her boys are the fools that will own the further destruction of Moreno Valley.  These people are incapable or unqualified to run the City, with the economic potential of this city decimated.  Desantas deserves Baca and Baca Deserves Desantas.  Tom, you go from BRUNI to BACA REALLY ! Its all down hill from here.

As seen on TMC, newly christened City Manager of Moreno Valley, Tom DeSantis has a questionable past with the City of Riverside and how he handled city business, but it didn’t start there it goes back to the City of San Bernardino.  TMC has the following stories:

I guess the real issue was the fix already in by the MoVal Three, or was the fix on a greater scale that included all?  Even MVGordie felt there was something fishy about who was placed to run for City Council.  Stating in a post, “It is also alleged that the subject Ulises Cabrera started said businesses in furtherance of his planned campaign run for the elected position for the now vacant seat in Councilman District 4 and that said businesses were created to bolster the subjects campaign, along with the false history narratives of residency within Moreno Valley created by the subject with the assistance of Moreno Valley Mayor Yxstian Gutierrez and Moreno Valley Council Member (Mayor Pro-Tem) Victoria Baca.”

August 16, 2017 Gubernatorial candidate Antonio Villaraigosa will speak alongside Moreno Valley Mayor Yxstian Alberto Gutierrez at the State of the City address. Villaraigosa was someone who took the California Bar four times and failed all four times; he preached to the Los Angeles Mexican Community that “we clean your toilets!,” but turned the City of Los Angeles into just that, “A Toilet.”  Tickets for the luncheon are $40 per person, it appears to leave the rift raft out, which would be the taxpayers of the City of Moreno Valley.  We questioned the fact that an event held for the public, become a political and illegal side show.  Leaving the community out because no one would pay the $40 dollars.  We had a similar situation on our neck of the woods, and you bet, we put a stop to that pompous elite and self entitled.

Same day on August 16, 2017, Villaraigosa held a campaign fundraiser — $1,000 for guests and $10,000 for hosts — at ProAbition Kitchen & Whiskey Lounge in downtown Riverside.  Moreno Valley Mayor Yxstian Gutierrez and Moreno Valley Councilman Ulises Cabrera attended.  Wonder who helped pay for their tickets?

Iddo Benzeevi’s company, Highland Fairview, gave $58,400 – the maximum allowed by law in the 2018 election cycle – to Villaraigosa’s gubernatorial campaign on Dec. 1, 2017 state campaign finance records show.  The Moreno Valley City Council approved the World Logistics Center in 2015. It faces legal challenges from environmentalists, who fear the project will worsen already-poor air quality. Critics also argue the project will clog local roads with truck traffic.  Benzeevi and city officials defend the project’s environmental analysis and say the World Logistics Center will generate $2.5 billion annually in economic activity and support 20,000 jobs.  Of course, Baca and her boys were all in for the long hall.  Air quality and the children didn’t seem to come out as an issue.  Villaraigosa, a former Los Angeles mayor and Assembly speaker, praised the project at Moreno Valley’s State of the City Address in August.   Well of course he did…  Villaraigosa, once a property owner in MoVal stated, “I know how important it is to moving goods in this region,” he said at the time.

But is there a possible motive operandi behind diligently courting Villar, especially if he does become Governor of California?  The reason is quite elementary, Brown’s office announced the veto of AB 890 on Monday, Oct. 16.  The bill by Assemblyman Jose Medina, D-Riverside, would have closed a loophole in the California Environmental Quality Act, also known as CEQA, that allows projects approved by voters to bypass the act’s review process.  Having, Villar/Villaraigosa in their ‘hip pocket’ would apparently ensure an unequivocal veto.  Incidentally, Baca and Gutierrez even went to Sacramento to lobby against AB890.  With AB890 vetoed, The Three Amigos could continue there work of ensuring the rest to occur.

Moreno Valley politics is a disaster. The three clowns running the City… Baca, Gutierrez and Cabrera are a visual reflection of what now represents the City of Moreno Valley. The Inland Empire is watching these fools up the hill from Riverside in what is apparently being coined the Mo Val Ghetto Banana Republic. The one thing I can say is the level of corruption in the City of Riverside is much more sophisticated. But really the citizens of Mo Val you deserve better, much better.

But here is the Down and Dirty, back in September 2017 Council extends City Manager Michelle Dawson’s contract till May 2020 — approved Tuesday night, Sept. 5, by the City Council — City Manager Michelle Dawson will stay on until May 2020. Her employment agreement had been set to expire in 2018.  December 2017, City Council fires City Manager Michelle Dawson, and replaces her with Assistant City Manager Tom DeSantis.  It sounds as if Mo Val Three colluded early behind closed doors to pad her salary and pension with the agreement that she would go quietly.  I’m sure Bumbling Council felt a good quiet time would December 19, 2018 during the holidays, when they thought no one would be watching.

I guess the real issue was the fix already in by the MoVal Three, or was the fix on a greater scale that included all?  Even MVGordie felt there was something fishy about the cascade of events which led to the these three attaining their elected position, hence power.  Now we have the MoVal Three Vote, Three-Zero all the way!  MVGordie called it the “Revitalization of the Moreno Valley 3-0 Club.”  Is it me or I’m just seeing the invention of the perfect storm, perfect political storm that is: A possible Governor Antonio Villar, Councilwoman Victoria Baca, Mayor Yxstian Gutierrez, Developer Iso Benzeevi and now City Manager Tom DeSantis?  There are individuals who simply have no true leadership skills and must rig the system in order that it works in their favor.

Street Justice continues with the renaming of ‘Theodore Street’ to ‘World Logistics Parkway’ by The Three Amigos.  Quid Pro Quo continues, again is MoVal losing a bit a history to history yet written?  Is “The World Logistics Center” the figment of ones imagination, an idea that will never transpire.  Is what will transpire the rezoning of land, only to be resold at a higher profit by Highland Fairvew?  Will The Three Amigos unsuspectingly be part of that plan?

MAYOR VILLARAIGOSA CRASH PAD AND INVESTMENT PROPERTY IN MORENO VALLEY 2014, HIS INEPTNESS IN AS L.A. MAYOR CARRIED OVER TO HIS INEPTNESS IN PROPERTY MANAGEMENT.

According to an article in Buzzfeed News, July 15, 2014, records show that the house — which recently featured boarded-up windows, peeling blue and white paint, and cinderblocks in the weed-choked front yard — racked up a series of code violations, including for unmaintained landscaping and discarded junk in the yard.  Former Los Angeles Mayor Villaraigosa owned the house from 1990 until June of 2014, county records show.  “He’s a slumlord, that’s what he is,” complained Steven Patzer, who lives next door to the small house on Eucalyptus Avenue in the city of Moreno Valley.  What TMC has also learned is that the property may not have all been pretty, but the toilet was immaculate.  Any taxpayer would have been proud to give their sentiments to Villaraigosa and his gang on that prized throne…

IS THERE ANOTHER SIDE TO HIGLAND FAIRVIEW’S IDO BENZEEVI AND HIS PLAN FOR MORENO VALLEY.  HIS SUCCESSES AND FAILURES;  OR SIMPLY  HIS ART AT SUBLIMINAL SEDUCTION?  OR OUR WE DEALING WITH AN EXTRAORDINARY CONFIDENCE MAN?

Building warehousing in Moreno Valley even on the scale of the World Logistics Center isn’t the issue at heart. It’s that a company like Highland Fairview and its owner are not credible at all in the area of development or construction. It’s in effect a fly-by-night group which purchases land cheaply and rezones it in the hope of selling or leasing to other parties in the long term. Neither really has much of any track record of building at all despite being active under one corporate name for over three decades or another.

Is it true that Iddo and his medical doctor brother Benny recently formed a company who tried to redevelop and manage Tulare’s Regional Medical Center and also the Southern Inyo hospital?  Both are now bankrupt, contracts ended, one closed, is it true that the Healthcare Conglomerate Associates or HCCA as depicted in this video is under criminal investigation by the Tulare County District Attorney’s office at present for issues such as financial malfeasance and grand theft of equipment?  Just asking!

TMC thought we had it bad in the City of Riverside, but the City of Moreno Valley beat us by a long shot.

For the record, Vivian Moreno did all her work without access to the Moreno Valley computer system, she was forbidden to use one.  Vivian didn’t care, she knew what was going on.  Moreno had seen all these games before.  With this in mind, how senseless was it of City Manager Michelle Dawson; instead of supporting the Mayor’s direction to bring in help he so desperately needed, she created chaos and instability in her organization.  Then you need to ask yourself why did the Mayor need help?  Because the City Manager didn’t do her job!  Maybe Michelle Dawson didn’t get the memo from Tom De Santis : DO NOT try to take on Vivian Moreno, you will lose!

Since August 2015 the Press Enterprise has written 7 stories, and 1 editorial in the time that Vivian was Assistant to the Mayor.  The PE articles written reflect the positive changes that have occurred in the Mayor’s office.

What did Michelle Dawson do in the time Vivian Moreno was cleaning up the city, that she (Dawson) should have been protecting?  Dawson was creating chaos, deflection and distraction.  What a waste of time and taxpayer money.  Maybe she (Dawson) was more focused on the finance director?  Just asking…

Since the Mayor (Molina) has been in office it has been a struggle for him and many of his colleagues to get information such as public documents needed to do their job.  I think what the Council, Mayor and Public need to ask themselves…….. “Does Michelle Dawson have the leadership skills necessary to take the City of Moreno Valley to the 21st Century?”

Julie Reyes was the Number “3” in the leadership position in Moreno Valley.  I did say “WAS”…..As of Friday, October 30, 2015 she was nowhere to be found.  Did she resign?  What happened?  No one seems to know at this junction.  In order to weed out the dysfunction, malfunction, and or corruption, all you needed to do was to shine the light on it, and expose it for what it was!  Julie is GONE!

As Vivian Moreno became more comfortable in her position as the assistant to the Mayor, she was able to have a front row seat at what really goes on in City Hall. The petty distractions created by Vivian Moreno’s mere presence were on going and brought on by management.  Michelle Dawson and others thought they could take Vivian on in the work place, but it was Vivian that would have none of it.  Vivian was there to help out her friend, by redirecting and refocusing the Mayor’s office.

Here is a list of accomplishments that Mayor Jesse Molina and his assistant Vivian Moreno completed in 2 months and 3 weeks. The positive changes in his office and the city were a direct result because the Mayor now had the help he desperately needed.

1. The Mayor procured, achieved and accomplished through the World Logistics Hearings successfully.
2. The Mayor was prepared and delivered a successful State of the City Address written by Vivian Moreno.
3. The Mayor is more organized and now runs, successful, peaceful, and public centered, Council meetings.
4. The Mayor successfully rescued the city council meeting involving the Crossing Guard issue that had turned into a fiasco. When it seemed like all hell was going to break loose. It was Vivian Moreno that contacted Menifee Mayor Scott Mann to get an emergency meeting between the Mayor and Superintendent Dr. Judy White so they could get a dialog started and solve this problem together..
5. It was the direction of the Mayor to bring transparency and ethics to the city of Moreno Valley and with the help of Vivian who researched the information for the Sunshine Ordinance and compiled the Ethics information. They were able to start the process of an open the government for the people of Moreno Valley.
6. The Mayor is dedicated in bringing unity back to the council so they can all work to create a stronger city for the citizens of Moreno Valley.
7. Above all the chaos that has plagued the Council Chambers at City hall for years is now positive and up lifting.

The positive successful changes in the Mayor’s office have been a direct result of his decision to bring Vivian Moreno in as his assistant.  There is only one more pressing issue the Mayor needs to take on to put the city of Moreno Valley in the good hand to direct it into the 21st century.  The Mayor now has the support of many civic and regional leaders throughout Riverside County, the staff, and his peers.  We all believe Mayor Jesse Molina will be in a great position to be the first elected Mayor of the City.

The leadership, direction, and transparency, is finally on its way to the city of Moreno Valley thanks to the Mayor, Jesse Molina and his assistant and good friend Vivian Moreno….. The staff of the city has now reached out to the Mayor and thirtymilesofcorruption.com by emailing inconsistencies within city government.

Just received, it appears that the Moreno Valley Management Association (MVMA) under the auspices of their representative Union, the City Employees Association (CEA), actually never notified their members that a letter would be sent to the Mayor and Council regarding the Molina’s Volunteer Legislative Aide, Vivian Moreno.  This means, according to the above email all 72 members were never briefed or notified of the intent to send a letter to Moreno Valley City Council and the Mayor.  According to the MVMA member, the MVMA Board also never included their 72 members in vote with reference to the removal of Moreno.  Therefore, in consort with this members account, it leads to the inference that the MVMA’s hierarchy may be in disaray, therefore leads to the person in charge, MVMA President Felicia London. Who has unfortunately declined to comment on the letter when contacted by the PE.  Did London contact the CEA for  Julie Reyes, to initiate the letter for the removal of Moreno?  That is the question, because as you see below she is up for promotion.  We made mention if the City Manager, Assistant City Manager and Administrative Director could have been involved?  We asked the question, “Where was Administrative Director Chris Paxton in all this?” If there was a personal problem, did London contact Paxton first, as is policy in most cities, before going to the Union?

The original letter dated September 22, 2105 was sent to Council and Mayor, with CC: Michelle Dawson, Tom De Santis, Chris Paxton and MVMA Board by CEA Labor Representative Nikita “Nik” Soukonnikov, according to the below email.  On the CEA site, Soukonnikov states that he an attorney in the State of Oregon, I would assume that is as far as it goes, he’s not an attorney in the State of California, actually sent the email with the attached letter to the Mayor and Council of Moreno Valley.  Why did “Nik” send the letter knowingly unsigned?  In the following article, it appears that CEA Labor Representative “Nik” Soukonnikov represented the West Hollywood’s City Council Deputies. Get this folks, the West Hollywood City Council Deputies has a Union Membership of “Five!” Yes that is right, “Five!

This completely contradicts the statements made by CEA Director Robin Nahin from our first posting.  From a phone conversation by TMC attorney, Nahin indicated that the letter should have been signed by a MVMA Board Member.  Though the signature line on the letter would otherwise indicate that it was to be signed by a CEA representative!

What is now quite remarkable is that MVMA Board President Felicia London is up for promotion, 30 days later according to the following documents drawn up and prepared by Chris Paxton, Administrative Director (AKA Human Resources).  This was also approved or signed off to go forward for approval by the Budget Officer, City Manager Michelle Dawson and City Attorney.  Her new position will be Senior Accountant, from Management Analyst.

The bottom line, it leads us to believe that the one person involved would be MVMA President Felicia London.  Remarkably, this is the one who person who was elected by MVMA to represent the 72 mid level managers, but did not give her members notification or allowed them to vote on Moreno issue.  Why?

UPDATE: 11.10.2015: CITY OF BEAUMONT: IT ALL ABOUT THE CITY MANAGER!

Time and time again when there is problems with city finances, it is always about the City Manager who controls the purse.  In the Beaumont case, as in every city, we see how this has been problematic. Problematic in the sense that there was a failure to communicate, or a failure to purposely not communicate.  Therefore, the answer is for the Council to make the “mind right” for the benefit of the taxpayers, the Council and Mayor.

So if we have a “failure to communicate,” with the aspect that “some men/women just can’t be reached,” who do we have as an entity that is a cheerleader for the community/taxpayer?  Therefore, do these individuals need to be dealt with “in a proper manner”?

What we find is that the problem in most Cities, is the City Manager, and how they utilize their “power” over their staff.  Do they actually utilize their “power” politically to help the “elected?”

And for the record, “I don’t like it,” but the focus should be on the “taxpayer,” and the benefit to “them.”   Possibly, Councilman Jeff Gibba and George Price may not like the “truth,” but they took an “oath” to uphold and protect the taxpayer!  We hope they do….

The Moreno Valley Recall Circus is coming back to town, this time featuring Council puppets George Price and LaDonna Jempson.  The with Master Puppeteer?  Former Riverside Mayor Ron Loveridge……………..WHAT!?

Recall Moreno Valley started up again in full swing a couple of weeks ago when Councilmember Jeff Giba was served with Intent to Recall documents.  These papers were proudly served to Mr. Giba by the Peeden twins.  TMC happened to be in that meeting when the hoopla commenced.  It was all great theater.

As our nine (we are steadily growing our membership) regular readers know, we at Thirty Miles love us some drama, so we raced right home and read the recall papers.  What great scandal had been uncovered for us to salivate over?  To our disappointment, the argument on the recall petition was weak.  It essentially said, “this isn’t anything about what Giba did, but what we don’t like about Iddo.”

It seems the petitioners can’t make up their mind about a solid message.  I have no doubt that these people will get really BIG MONEY behind this recall however … just like the really BIG MONEY they said Iddo legally put behind the candidates that he had every right to support.  The message of this recall should be: MY MONEY IS BIGGER THAN YOURS!  Seems a bit hypocritical to us here at TMC.

At the May 24th, Moreno Valley City Council meeting we asked the million dollar question that everyone was dying to know:  “Are Councilmembers George Price and Ladonna Jempson involved in the recall of Councilmember Jeff Giba?”  There is a perception within the public that they are.  And who else could possibly be involved?  Surprise, suprise…could it be former Riverside Mayor Ron Loveridge?  Is the master manipulator of Riverside County again pulling the strings and letting his students to do his dirty work, akin to a Political Science/Public Policy assignment in Recall 101?  Would Mayor Luv attempt to manipulate Moreno Valley politics for the benefit of Riverside?

Let’s take a look at George Price.  Price was the Parks Director at the city of Moreno Valley for a number of years.  We have observed that many of the public documents regarding George Price’s tenure with the City have been very difficult to obtain.  In our experience that the best indicator the City has reason to cover something up.  So what exactly is it?  Mr Price ran his campaign on the message, “I want to bring back respect to people on the Council and the residents who come up to speak,”  Our response is: show us all the documents so the R E S P E C T can start.

Mr. Price was actively involved in the Tom Owens recall, from which he won the seat.  “I got involved because I want to restore honesty, integrity and leadership to your council”, said George Price, adding that he’s the only candidate actively involved in the recall against Owings.  Is Mr. Price nothing more than a politician that will say and do anything to get elected, but then stab his fellow Councilmembers in the back at the first opportunity?  Mr. Price has stated publicly that he is not involved in the recall, but if you go to his Facebook page things certainly look a bit different.

Ladonna Jempson was actively involved in the recall of Victoria Baca.  On her Facebook page she is against the World Logistic Center, but at the same time is supportive of the 1000 jobs at the MoVal Amazon facility – starting pay, $12 per hour.  Isn’t Amazon a warehouse too?  She also is closely connected to the Facebook pages that are in favor of the current recall of Mr Giba.

We don’t believe Mrs. Jempson is actively engaged in this process, but we don’t think she would mind if it were successful either.  Our advice to Mrs. Jempson: be careful of who you think your supporters are.  These people will turn on you in as heartbeat.  It happens to very good people/politicians at the time in this neck of the woods.

So what’s this recall really about?  On November 5, 2014, when Corey Jackson went to bed, he believed he had won the race for District 2 of Moreno Valley.  His dream was that Mr. Price would be the Mayor and he would serve as the Mayor Pro Tem.  The 3-2 voting block was established as Price, Jempson, and Jackson.  They would have voted against the WLC and all the western Riverside County leaders would’ve been so proud of them for doing what they think was right for the region, but not necessarily what is right for Moreno Valley.

Unknowingly, these three would have just been the puppets for former Mayor Ron Loveridge and his buddies, so the real leaders of the County could get plans underway for their own March Joint Powers Warehousing District.  The City would benefit from all the impact fees, new tax base, and would be heroes for bringing all the jobs back to the region.  We guess that wasn’t, “God’s Plan,” though, because Corey Jackson lost and the Iddo Benzeevi rhetoric began shortly thereafter.

Their recall message seems loud and clear: it’s nothing personal about Mr Giba .. it’s all about Mr. Benzeevi and his bucks, and how he chooses to spend them on the political process.  We don’t really see this as any different than the Sheriff’s Union getting behind their candidates for a pay raise for all their members (which by the way was bestowed upon them a couple of weeks ago).  Long ago we learned that around here there are two set of rules: one for the haves and one for the have-nots.  Out of this system has grown two kinds of politicians: those that support the people and others that supports the HAVES.

Corey Jackson for Moreno Valley District 2 City Council November 21, 2014 • I am regretfully announcing that we did not win this election, we lost by 7 votes. We put everything we had into this campaign in order to move the City of Moreno Valley in the right direction.  We knew at the beginning that defeating Jeffery Giba and Iddo Benzeevi was going to be very difficult.  It’s no secret that Iddo Benzeevi ran Jeffery Giba’s campaign for City Council through two separate Independent Expenditure Committees, one of which specifically opposed my candidacy. These Independent Expenditure Committees injected over a quarter of a million dollars into Jeffery Giba’s campaign for City Council, resulting in Iddo successfully placing his candidate on City Council. However, this doesn’t have to be the final result. We still have 5 days to request a recount. You can see in Jackson’s Facebook posts that the money that Iddo donated to the candidates of his choice really only mattered when Jackson lost the Council race.  So I ask, are the recalls rational, or just sour grapes?

 

Was Mayor Luv calling the Council Members of Moreno Valley stupid?  Does he believe they are too stupid to make a decision as complex as WLC?  The following was a January 2015 KVCR podcast interview with former Mayor of Riverside, Ron Loveridge, in which he states that Moreno Valley leaders may be too immature to take charge and lead a city of 200,000.

Was Loveridge talking down to them, or was he jealous of MoVal’s potential in his own elitist way?  Regardless, he called Moreno Valley, “immature.”  We looked at Thesaurus.com to find synonyms for immature: babyish, unsophisticated, premature, ‘wet behind the ears’, underdeveloped, sophomoric (meaning, “wise fool”).  We don’t believe the proud citizens of Moreno Valley should take this sitting down – dems’ fighting words!  It appears to us that what Loveridge really wanted to say was that Moreno Valley leadership is just plain, “stupid,” to make proper leadership decisions, which will direct the City towards prosperity.loveridgewalking2

Mayor Luv loves his jargon.  He speaks extensively towards the topic of, “social collateral.” So what is this “Social Collateral”?  In his distorted mind, it’s groups like Cindy Roth and the Greater Riverside Chamber of Commerce, The Monday Morning Group, The Lincoln Club, The Raincross Group, and a host of others who would gladly reach into your pockets and take a fistful of dollars via City Hall backroom dealings.

It is these groups that suck the money out of the taxpayer so they can keep their candidates in office.  Its all about the favors, you’d be wise to not make any mistake about it. You see … Iddo’s money is dirty, while the money that Cities funnel to these chosen groups are clean. [insert Joe Isuzu pic here]  Once again: two sets of rules.

CAT FIGHT OR JUST A MISUNDERSTANDING?

According to the letter written by local Attorney Danuta W. Tusynska, Darlene Trujillo Elliot, Assistant to the Mayor, claims Ms. Kane made some disparaging remarks about race.  Both Elliot and Kane work for Mayor William Rusty Bailey.  The letter states that Ms. Elliott has potential causes of action against the City of Riverside for race and national origin discrimination and failure for the City to provide a discrimination-free environment.  Chief of Staff to the Mayor, Maureen Kane was specifically targeted.

Tuzynska stated that the examples indicated of the discrimination was a sampling, as if to indicated that there are more claims to come.  She also threw in that harassment was involved.  Some of the complaints were as follows:  Ms Kane routinely used the phrase “your people” to Ms. Elliot.  Ms. Kane stated to Darlene that her daughter was having a “Mexican” party and everyone was dressing up like Mexicans.  What is quite remarkable is the “Mexican” party that Ms. Kane was referring to was actually a Quinceañera, held for her own daughter, which is a Hispanic/Mexican traditional ceremony with reference to coming of age.  What people don’t know or is not indicated, does Ms. Kane come from a Hispanic background?  Or was this a mere cat fight between two Latina co-workers?

Mr. Elliot also indicated that Ms. Kane told her that she would be transferred to Parks and Recreation department, against her wishes.  When she fell to the pressure, she asked for her prior position as Principle Management Analyst in Public Utilites, but was denied that.  Elliot also claimed that Ms. Kane falsely described the involuntary transfer as a “promotion.”

The rumor through the grapevine is that the City of Moreno Valley wants him back, but on the same token Hansen has also applied for the job of Riverside City Attorney.  Well, the Attorney denies that Ms. Kane made those references to “your people” and “Mexican” party, which if it did happen, I believe you are given that free card especially if you are both from Hispanic backgrounds, therefore no discrimination, especially when it indicates that Ms. Kane’s daughters first language was Spanish.  You can read the details of the response by Hansen, but he denies that Ms. Kane ever told Ms. Elliot that she was being transferred.  The bottom line is that Ms. Elliot continues to be employed and working in the Office of the Mayor in her official capacity or position.

IN PASADENA, FIRING “WITHOUT CAUSE” GET’S YOU THE LOTTERY, THANKS TO CITY MANAGER MICHAEL BECK!  According to the Pasadena Star News the two fired employees City of Pasadena’s Public Works Director Siobhan Foster and Finance Directory Andrew Green will cost the taxpayers $275,000.00 to make them go away.  In what world does a “fired” employee get a lottery win with reference to a payout?  Only in the “public sector,” this my friends, would never happen in the “private sector.”  Then what usually seems to happen, is that these two people will be picked up or recycled by other cities to implement the same schemes until they are outed once again.  Remember City of Pasadena, you lost $6.4 million in taxpayer monies that may never be recovered due to the oversight of Siobhan Foster, Andrew Green and City Manager Michael Beck.

These Two Taxpayer Incompetent Turds will get the following:  Foster will receive six months salary and healthcare benefits totalling $109,425.39. Green’s severance pay totaled $105,840.93.  In addition, Foster will receive a $33,198.21 check for hours worked, car and phone allowances, cash-outs for vacation, management time off and floating holiday hours afforded in her contract. Green will receive a $27,876.65 check. Remember folks, Pasadena’s City Manager Michael Beck was former Assistant City Manager of the City of Riverside, while Pasadena’s Director of Public Works (with no engineering degree) Siobhan Foster, was former City of Riverside’s Public Works Director who made some really bad decisions that not only impacted employees health with the AG Park allegations but created astronomical liabilities for Riverside taxpayers.  Should have our former city attorney take some blame who at the time was former City Attorney Gregory Priamos.

STATE OF THE CITY UPDATE: SPONSORED BY THE GREATER RIVERSIDE CHAMBER OF COMMERCE:  We brought this issue up again because we thought it was important for the public taxpayer to note how a private non-profit the Greater Riverside Chamber of Commerce has hijacked a public event such as the City of Riverside’s State of the City.  The following shows how public taxpayer monies are spent by purchasing tables that the public can’s sit in, only the department employees of the City, while the public sat in the back.  Gold sponsors paid $1,000 per table.  The monies which are contributed to the Chamber, are not known if they come back to the City as campaign donations or paid plane tickets etc.  The sad part about this activity was that this has been going on for 38 years.

PUBLIC UTILITIES UPDATE: THE “I OWN IT” PROGRAM, IS IT A BIT TO MUCH?  WE FIND THAT OUR PUBLIC UTILITIES MUST HAVE SO MUCH MONEY TO PASS AROUND TOWN TO FOR BUSINESSES TO ADVERTISE.  If this is the case and “We Own It,” referring to me the public, I want a $1,000.00 to be returned to all 100,000 rate payers of the City of Riverside.

SPECIAL CITY COUNCIL MEETING FEBRUARY 6, 2015 AT THE MISSION INN SETS RUMORS ABLAZE!  A noted Special City Council Meeting set to be Friday February 6th at the Mission Inn has set off a blaze of resident concerns.  Why the Mission Inn when we have City Hall?  Why are we paying taxpayer dollars for the San Diego room when we already have a Council Chamber?  Will there be food served?  What’s so important that Council decided to utilize the Mission Inn for a one hour special city council meeting between the hour of 9:00am and 10:00am?  According to a Memorandum from Mayor Pro Tem (second figure below) council will be considering candidates for the City Manager position.   This closed session meeting is also not open to the public, except for public comment at the beginning.  There was a Michael Beck sighting some weeks ago at Riverside City Hall, with all the turmoil in Pasadena, is Beck looking for a way out before possibly being fired?  Is he one of the candidates to be considered for Riverside City Manager?

Is it true that “Go Along, Get Along” employee Bob Hansen will be selected as the new City Attorney?  TMC has received information that seems to suggest the decision is made.  Hansen, former City of Moreno Valley City Attorney, was placed on administrative leave December 11, 2012 after the new Moreno Valley City Council was seated.  On December 27, 2012 Council announced Hansen will be retiring.  No apparent reason was ever given to why Hansen left his position.  Remarkably, on October 1, 2013 he apparently came out of retirement to take the position of Deputy City Attorney for the City of Riverside under then City Attorney Gregory Priamos.index                                                 Robert Hansen, Riverside Deputy City Attorney

Again we see a phenomenon which is apparent time and time again only in the public sector, a scheme of retiring early in order to work again for a second public sector pension, a scheme known as “double dipping.”  We as taxpayers never know if they are coming or going.  Will City of Riverside Double Dipping Deputy City Attorney Robert Hansen be the next Double Dipping City of Riverside’s City Attorney under former Priamos’s Big Top?

 “What does talent have to do with people’s mistakes?” – Moreno Valley City Manager Henry Garcia

Yep, this was Garcia’s response to the shenanigans encountered by former City of Riverside Assistant Manager Tom DeSantis.  Of course, referring to the controversy over the purchase of Police Department guns by him and former City Manager Brad Hudson and the use of untraceable license plates by top city officials, including DeSantis.  Then the alleged brandishing of a firearm and threats made to a mother and child in a Hemet parking lot.   Questions linger as to why he originally left the County, as well as the City of Riverside.  Allegations of sexual harassment have been brought forward by those within the intersactum.  Even with overwhelming evidence of wrong doing, we had elected officials such as Councilman Mike Gardner who was noted in complimenting DeSantis’s work, “I respected his ability and dedication to the city”.  But Moreno Valley’s City Manager Henry Garcia felt Tom DeSantis was the right person for the job of Interim Human Resources Director regardless of his alleged behavioral issues and mistakes.  The key appears to be talent.  In searching for talent, Garcia fired Human Resources Director Juris “Sonny” Morkus and Public Works Director Chris Vogt.  The story now is to find what the real story is from Morkus and Vogt. If any of you two are out their, email us anonymously with your “dirt”, we sure would like to hear your side of the story!  But if you were given seperation pay and reviews of good performance, even though you were fired, we get it!  Garcia, formerly city manager of Rialto, said he has known DeSantis more than 20 years since both were administrators in San Bernardino County.  I wonder what Riverside’s Human Resource Director Rhonda Strout thinks about all this?  Even when she knew of the details of DeSantis’s release from the City of Riverside.

DeSantis allegedly has a BS from a correspondence school and not the required Masters in Public Administration required for a Human Resource Director. In the City of Riverside, this requirement was allegedly downgraded by Former City of Riverside City Manager Brad Hudson.  This then allowed Tom Desantis to legally fill the position of Assistant City Manager.  Did the same happen in Moreno Valley?  DeSantis worked for a short times as a Public Works consultant for the city of Moreno Valley before given the position in lieu of his questionable qualifications.  Wasn’t the City of Riverside’s Human Resource Director Rhonda Strout even considered for the position by alleged long time boyfriend Moreno Valley City Manager Henry Garcia, or would this have been a conflict or even nepotism? The question many are asking is she the best person to evaluate new guidelines and policies in lieu of the recent meeting on nepotism and in house relationships, leaving questions regarding relationships lingering behind the Human Resource desk of Rhonda Strout.  Questions remain of Strout’s relationship with Garcia in lieu of Strout’s ex-husband allegedly still working for public works in the City of Riverside.

As reported in the Press Enterprise, the mayor speculated that perhaps DeSantis’ report criticizing public works for foot dragging and stalled projects contributed to releasing Vogt.  After the report came out, the city moved supervision of the land development division, formerly under public works, to economic development.  Well, this gets quite interesting, Moreno Valley’s Economic Development Director is no other than Barry Foster.  Incidently, Barry Foster is married to former Riverside Public Works Director Siobhan Foster, who is now in the middle of several law suits.  Even then employee insiders allegedly had questioned her qualifications when she asked them what a “pot hole” was, they in turn had to explain.  She is now working as public works director for the City of Pasadena, under City Manager Michael Beck, who formally worked as the Assistant City Manager for the City of Riverside.  Favoritism?  But it also appears Garcia and Strout, together, did some relationship building seminars as consultants for the cities of Desert Hot Springs and Ridgecrest.  To this day Henry Garcia is still one of the highest paid city managers with a salary and benefits package at around 400K.  What, that’s it?  I’d imagine it’s time to give himself a raise.  Is public service about public service? Or just a great racket to be in?  The bottom line, isn’t this all about keeping it in the family?  Or just part of the family business?

UPDATE:11/02/2011: JOHN CHIANG AUDITS MONTEBELLO INVESTIGATES ENGINEERING FIRM AAE, HIRED BY THE CITY TO SERVE AS CITY ENGINEER.  INSTEAD THE FIRM AWARDED $ 2 MILLON IN CONTRACTS TO ITSELF, NOT TO MENTION $500,000.00 AS THEIR FEE TO SERVE AS CITY ENGINEER. THIS WAS ONLY JOHN CHIANG’S INVESTIGATION OF ONE YEAR OF MONTEBELLO’S RECORDS.  THE INVESTIGATION INTO MONTEBELLO WAS ORIGINALLY LAUNCHED BECAUSE OF CONCERNS THAT FINANCIAL REPORTS WERE FALSE.  IN ADDITION, THE CITY OF LA PUENTE SUES AAE FOR SHABBY SEWER WORK.
