Measure C, another attempt by the City of Riverside to charge the utility rate payers more than the actual service of the utility. This more, where does that actually go to…. Unsustainable Pensions, Unsustainable Salaries and Unsustainable Pet Projects.

Make no mistake, Measure C imposes an 11.5% tax on your electric bill. A No Vote on Measure C will insure that your Electricity Rates will decrease by 11.5%.

CITY OF RIVERSIDE: NO MEASURE C: INTERVIEW WITH DVONNE PITRUZELLO

Again Folks, the City of Riverside is actually polling the public to craft its propaganda campaign for the upcoming revenue measure, known as Measure C for this November  2021.  This is how the City plays the game from there exclusive new best seller, “How to Fleece a Taxpayer” which coincides with their previous release, “If You Want It, Just Take It!” :

1) The City gets caught (last Fall) illegally taxing its ratepayers through what’s called the General Fund Transfer (11.5% of your electric utility bill is actually a tax you never approved in violation of Prop 26, 2010).    See: Parada vs. City of Riverside.

2) The City uses your money to secretly (no public vote) hire a polling company and a PR firm to figure out what services it constituents are most afraid of losing.

3) The City then places a ballot measure for the November 2021 election using persuasive (violative of State election code) vs. factual information: “To maintain 911 response, fire, paramedic, police, street repairs, parks, senior, other general services, shall the City Charter be amended to continue collecting in electric rates and maintain the voter-approved fund transfer existing since 1968, limited to 11.5% of gross revenue, providing approximately $40,000,000 annually to City of Riverside’s General Fund that does not increase tax or utility rates, until ended by voters, requiring audits/ all funds benefiting Riverside residents, be adopted?”  The general idea is to scare the public as to where the City might cut funding (i.e. the things the public cares the most about).

4) Then the Public Union money comes pouring in to send propaganda materials out the month before the election, USING THE PR AND POLLING DATA/INSIGHTS YOU PAID FOR, to tell you the world will end if you don’t vote for the Measure C, but not mentioning City employees will be the biggest beneficiaries of the ballot measure.

The same strategy was used successfully for Measure A (Water Fund Transfer), Measure Z (sales tax increase), and the latest utility rate hike (probably others I’m forgetting at the moment).  For example Measure Z resulted in many City employees getting nearly a 25% raise over the course of two years…money you were told would go towards enhancing your quality of life. That raise also made our unfunded pension liabilities skyrocket…which then precipitated the City selling pension bonds last Summer…which guaranteed much of our public employee pensions (80-90% of highest salary for life with retirement in their 50s often, to which I ask, ‘Where’s the fairness towards the private sector asked to pay these packages?” The dishonesty of how our local government agencies continue to act should by this point make you understand that you should vote ‘no’ on all future “revenue measures,” also known as “hidden tax revenue schemes.”

A WORD FROM CITY OF RIVERSIDE GOVERNMENT WATCHDOG, JASON HUNTER:  SORRY FOLKS THE SOUND IS BAD, INCREASE THE VOLUME.

SHOULD LIFE JACKETS BE MANDATORY?  A QUESTION TO PONDER SINCE NOT HAVING THEM CAN CREATE A DANGER TO THOSE AROUND YOU, INCLUDING YOURSELF!

BOTTOM LINE GOVERNMENT SHOULD LIVE WITHIN THEIR MEANS, AFTER ALL, WE THE TAXPAYER MUST….

Was it a “64-year-old female of Riverside,”, “on Victoria Avenue,” with a, “2014 maroon Dodge minivan”?

DOES ANYONE HAVE A CLUE?

We here at TMC consider ourselves at least C- level Clue players, piecing together various bits and pieces of information – an anonymous email here, a public record request there, an off-the-record phone call hither, a half-truthed City press release yonder – to try to provide our approximately 17.5 readers some insight into how local government works, or more precisely, doesn’t work for the betterment of the general public here in Riverside County.  And along those lines, while we may have once (or twice) called him a Panderer-At-Large for his revolving door roles in the community, we were still sad to hear of the passing this past May of long-time Riverside Hundred go-to-guy Bob Stockton while out jogging along Victoria Avenue with his wife.  Stockton purportedly dashed out into the bike lane to avoid pedestrians on the walking path and was hit from behind by a passing vehicle.  An outdoor enthusiast, Stockton died doing what he loved with whom he loved: still, a bitter pill to swallow.  Our deepest condolences to Kelli, our old Jazzercize friend from many ounces pounds and years ago.

Before the obligatory Press Enterprise nothing-burger of a story’s ink was even dry, we had been informed who was responsible for Stockton’s untimely demise, despite the PE nor the City not telling us.  That’s just how the informal network of information flows here in the ole’ River City – always has, at least for those of us playing.  Her name?  Ann Marie Melendrez – the wife of sitting Ward 2 City Councilman and Mayor wannabe Andy Melendrez.

In Case You Thought We Were Making Things Up: TMC Brings the Goods

And while the sheer indescribable-ness of the odds of two of Riverside’s power families’ fates careening together in such terrible circumstances on that fateful day, as well as the future political implications, may seem like a newsworthy story in-and-of-itself, we were struck by something else in the Riverside Police Department’s (RPD) press release from that morning: a shiny object that might have only stood out to perpetually-jaded beings like us at the time, that we thought combined with our unique institutional knowledge of the City and some public records, might shed some new light on how we the taxpayers are getting set up to take it on the chin again.  See if you can spot it!  We’ll even give you a not-so-subtle hint.  Pravda Enterprise couldn’t figure it out.  Maybe because they are controlled or simply compromised.

That’s an awfully wide bike lane for Stockton to not be running within

FATAL INJURY TRAFFIC COLLISION Riverside, CA – On Wednesday, May 13, 2020, at approximately 10:54 a.m., the City of Riverside’s Public Safety Communications Center received calls of a traffic collision involving a vehicle and pedestrian on Victoria Avenue near Horace Street. Paramedics with the Riverside Fire Department and Riverside Police Officers responded and located the parties involved on westbound Victoria Avenue, between Lincoln Avenue and Horace Street. Lifesaving measures were performed but the pedestrian was pronounced deceased at the scene.

Preliminary investigation shows an adult male was jogging on westbound Victoria Avenue when he was struck by a 2014 maroon Dodge minivan also traveling west on Victoria Avenue, being driven by a 64-year-old female of Riverside. The driver stayed at the scene and has been cooperating with investigators. At this time, it does not appear alcohol or drugs are a factor in this collision.

The Riverside Police Department’s Major Accident Investigation Team (M.A.I.T.) responded and is currently investigating. They are being assisted by the Riverside County Sheriff – Coroner’s Office. The decedent has been identified as Robert Stockton, a 64-year-old resident of Riverside.

This investigation is still ongoing and there are no further details to release at this time. Anyone with additional information is urged to contact Riverside Police Traffic Detective F. Soria at (951) 826-8720.

Simply wished the Pravda Enterprise would honor their duty to expose real news, not simply a cover up of facts.

THE REAL THIN BLUE LINE/IT’S A FAMILY AFFAIR

Hmmmmm.  RPD, which reports to new Chief Larry Gonzalez, who reports to City Manager Al Zelinka, who reports the City Council, on which happens to sit Ward 2 City Councilmember Andy Melendrez, is investigating one of its boss’ wife.  One of the seven individuals in this podunk town of 330,000+, who just happens to control RPD’s budget and will be negotiating on behalf of the public on all police union MOUs in the upcoming year.

City of Riverside new motto: There’s no conflict of interest so large we can’t completely ignore it!

The same guy handsomely supported by the local police his last campaign for City Council.

RPD can pick it’s boss, pick it’s nose, and maybe even it’s boss’ nose for $5000.

The same guy whose two brother-in-laws worked for RPD…for 30 years.

“I got eight months left, I don’t want any trouble”

SIDENOTE: Yes, that Frank Orta.  The one who was on-scene and wrote the police report on ex-Chief Russ Leach’s Super Bowl romp through Riverside on his rims back in 2010: the report that mentioned Leach’s impairment (just 11 drinks and 5 prescription drugs) and his assertions that all he had was a flat tire (despite having totaled his vehicle), but recommended no criminal action.  The traffic stop that under normal protocol, according to the City Manager at the time, police would have conducted a field sobriety test, taken blood, breath or urine samples and made an arrest?  C’mon, you remember our sex, drugs, and rock’n’roll ex-Chief Russ Leach?  Still don’t have your attention?  Did we mention STRIPPPERS?!

Now … for the good stuff.  If not for an anonymous call to former Mayor Ron Loveridge’s office, the whole shebang would’ve been most likely covered up.  Ex-City Manager, general scalawag, and self-preservationist Brad Hudson hired the California Highway Patrol within days to head up the investigation into Leach because of the obvious conflict-of-interest of RPD looking into their boss’ misadventures that evening.  Now Orta’s momma didn’t raise no family of dummies (and neither did her offspring).    Coincidentally, Frank took an early retirement just ahead of California Highway Patrol’s final report being released, and avoided any discipline.  Leach resigned almost immediately after the incident, took a medical retirement, and eventually pled to misdemeanor DUI.  Hudson proclaimed internal policies would be changed so that this kind of scandal would never rock the City again.  We suggest you read this paragraph twice, because [spoiler alert] we’ll be coming back to it throughout this story.

Oh, and let’s not forget Councilman Melendrez’s son Aurelio, who had an illustrious career with RPD: he was the Vice President of the Riverside Police Officers Association, and participant in the Riverside’s Saint Valentine’s Day Massacre.  Aurelio, we are told, left the department under suspicious circumstances not unlike “Uncle” Frank…but we are saving that story for another day (by all means, feel free to contribute by emailing us or commenting below).

ANOTHER SUPER BOWL SHUFFLE

Three years after Leach’s sexcapades, in 2013 then-Lieutenant Larry Gonzalez, in apparent homage to the ex-Chief, had his own Super Bowl stroll through Riverside.  Unlike with Leach however, Gonzalez was given a field-sobriety test, determined to under the influence of alcohol, cited at the scene, and had his driver’s license was taken away.  He was later arrested, charged, and pled guilty to misdemeanor DUI.  If only poor Gonzalez had been Chief…(queue foreshadowing music)

A mere seven years later, Gonzalez would complete his road to redemption and be named Chief by City Manager Al Zelinka.  At the time of that announcement, Gonzalez would reminisce about his DUI, “It was a horrible decision and it was a decision that had major consequences.  I accept full responsibility for it. I realize that good people make bad decisions.”  We remind the Chief that the road to Hell is paved with good intentions.

And while TMC doesn’t know who the on-duty Traffic Lieutenant nor the Watch Commander were on May 13, 2020, we do know their boss: Field Operations Division Commander Captain Eric Charrette.  And we know who his boss is: Deputy Chief Jeffrey L. Greer.  And we know who his boss is as well: Chief Larry Gonzalez.  Further, we know his boss: City Manager Al Zelinka.

Yes dear readers, despite RPD policy detailing the option available to immediately request assistance from the California Highway Patrol, specifically for the investigation of a traffic collision involving a City official where a fatality has occurred, no request from CHP to takeover the investigation was made despite the CHP Multidisciplinary Accident Investigation Team only being 20 minutes away (and similar County services in the vicinity as well). And now serious questions must be asked as to the independence of the investigation into the death of Stockton given the gross conflicts-of-interest present on behalf of RPD and the deep family ties of the Melendrez family within the Department.

RPD Response to PE Reporter Brian Rokos 9 Days After the Incident?  Hold My Beer, I Got This!

You have to love the part where RPD Spokeshole, Officer Ryan Railsback says the following to Rokos of the Press Enterprise: “We can assure your readers and our community there is no bias or favoritism being given in any direction to those involved in this investigation.”  Bwhahahahahah!  TMC would not exist if that was so.

Geez Ryan, you’re looking a little pale after that statement.

We don’t know what Rokos’ response was to RPD’s email, but we know what ours’ would have been: Give us a break!  Even, “I got run out of Riverside; I got run out of Sacramento; I got run out of Laguna Woods Village; I got run out of LAWDP,” Brad Hudson had enough common sense to bring in the CHP (and ex-DA Grover Trask to boot) for Leach’s drunk driving case within 48 hours.  Saying, “Our traffic investigators with our Major Accident Investigation Team are the very best and we are confident in their unbiased work,” would’ve made us blush.  We’re not sure we could’ve typed those words without a winking smiley at the end or at least crossing our fingers behind our back.  IT DOESN’T SOLVE THE CONFLICT-OF-INTEREST problem Chief, no matter even if you brought CHP in later for a review.  Good people do bad things I guess.

WHAT ABOUT BOB?

So back to our headline, “Was Bob Stockton Murdered?”  No.  But he was killed, rumors are by a distracted driver…with a history of perhaps distracted driving leading to another major collision involving another person, for which she was never held accountable.  Oh, and what about the City coincidentally re-paving, re-striping (and re-constructing?) Victoria Ave within months of the accident (that might be the only way to get your street paved around here from the looks of things).  But alas, we will save those stories for another day as well, as the vice tightens on our main suspects.  TMC uses its built-in, shock-proof, shit detector to determine the integrity of RPD’s investigation as:

Conflicts-of-interest and family ties ignored; non-compliance with policy for unbelievable reasons; department history of cover-ups = PEAK Bullshit!

As we hear the CHP has conducted its review of the investigation, and the final report lies in the hands of the District Attorney’s Office, we wait to see if Mike Hestrin will offer voters an October Surprise for the Mayor’s race.  Our prediction?  Not likely.

Going to be a little difficult to re-construct the crime scene, now that the roadway’s been re-constructed.

We believe Bob Stockton deserves justice.  We believe the City of Riverside’s citizens deserve accountability for the mishandling of this situation.  We believe all people should be treated fairly and equally, regardless of whom they’re are related to.  And we hear our local fourth estate has been muzzled, despite a story already having been written on the subject-at-hand … that has not been published for some odd reason.  But never fear sweet Polly Purebread!  UnderTMC is here to save the day!

Since Councilman Melendrez sees no need for a public apology, we’ll do it for him.

UPDATE 10/20/2020:  It seems we’ve stirred the pot enough to embarrass the Press Enterprise into finally writing a follow-up story.  Our favorite part?  “Riverside police spokesman Officer Ryan Railsback said that review took place in a meeting between police and CHP officials, and the CHP verbally agreed with the findings. Railsback said no written record of the CHP’s conclusion was produced.”  The CHP won’t even formally sign off on the findings!  RPD just broke our bullshit detector!  We might have to file a claim for damages for intentional infliction of emotional distress.

And since the Press Enterprise won’t produce the letter that offended soooo many our our neighbors, WE WILL!  Enjoy!

Let’s not forget what former writer for the Press Enterprise, Dan Bernstein said about this and the response to his email from the P.E.  Remember, Dan was on board the Press Enterprise when it was actually doing it’s job as the Fourth Branch of Government, now it is has taken readers comments and is known around town as the Pravda Enterprise.   One thought, one mind and one agenda.  The disgusting fact is it took our story posted October 18, 2021, in order for Pravda Enterprise to post a somewhat factual story October 21, 2021.  Of course, there is never a smidgen of mention per our story by Dan Bernstein or Pravda Enterprise; there is no doubt they all read it.

This is truly disgusting this shows that “There are rules for me, but not for thee!”  Unless you are part of the elite ruling class.  The Press Enterprise was in on it, RPD was in on it, Riverside DA was in on it, Council Members were in on it, in addition to a slurry of others who do not represent the vested interest of the taxpayer, but are paid by the taxpayer.  Of course, there were never any charges filed.

But of course, from a December 22, 2021 Pravda Enterprise story, Jeffrey Scott Carey, 53, of Riverside pleaded guilty last week to hit-and-run resulting in death, along with a sentence-enhancing allegation of fleeing the scene of a deadly accident, for the February death of Hector Cardenas of Ontario.  He was sentenced to two years in state prison.  Guess who spoke for RPD on this subject, Officer Ryan Railsback, and boy did he have a different story.  Where was Andy to help Mr. Carey along the way?

Folks, within a the week, we’ve had a slew of media platforms censoring alternative medical points of view regarding Covid-19.  Dr. Simone Gold, M.D., came into the limelight, as a result was fired for embarrassing her place of practice, was what she said.  Well, if this is the standard, to censor on a whim, have we actually progressed as a critical thinking society?  We haven’t.  The question is, does America want to live in a ‘Fascist Thinking Country’ or a ‘Free Thinking Country?’  We have to now look at our educational institutions of learning.  What I call, ‘taxpayer paid indoctrinating mills.’   When these students graduate do they have an understanding to clearly discern the difference from truth and deceptiveness, through the use of critical thinking?  Regardless, I present the two videos for your viewing pleasure that drove the media sites insane.

Unfortunately know one listens to real Doctors.  The government narrative appears good enough.  Myself included, I have a Doctorate Degree in Clinical Pharmacy from USC, and an extensive background. What I have been telling my community for years, has been discounted.  So why is that?  It is completely political folks, I’m sorry to say.  Unions taking political positions with our state and local governments which negatively impact our communities.  Union backed schools in California have almost 50% of students who can’t read, write, comprehend, or do basic math.  Many cannot even do a simple term paper.  Why is that?  I’m not trying to downgrade, but it is fact.

So what happens to this information, which was submitted to TMC.  Three individuals, one associated high up within Riverside County District Attorney’s Office.  All three went to be tested, completed the paper work, decided they were not comfortable with an extensive q-tip inserted into their nose.  The three decided to leave the testing facility.  This is fact.  What happened next is remarkable.  All three receive letters in the mail that they were Covid-19 positive.  Why is this happening?  I don’t know.  But I’m receiving emails all over the country that this is common.  I believe, this has been sent for an FBI investigation.

I’m tired of people in the media telling me that I don’t know what I’m talking about, especially from Face Book.  One of my post was blocked and censored, by, get this folks, the Face Book’s Entertainment Writer!  Someone who has no medical background, telling me with a medical background, that I’m wrong?  As they say, “Go Figure!”  I really don’t give a crap that my Twitter account has be dismantled, but people should have the truth.

In one of the following studies it stated:

Chloroquine, a relatively safe, effective and cheap drug used for treating many human diseases including malaria, amoebiosis and human immunodeficiency virus is effective in inhibiting the infection and spread of SARS CoV in cell culture. The fact that the drug has significant inhibitory antiviral effect when the susceptible cells were treated either prior to or after infection suggests a possible prophylactic and therapeutic use for Corona Virus.  This is going back to 2005!

Of course, Dr. Anthony Fauci a political hack and fraud, and a despicable example of what happens when you mix paid politics and medicine for the benefit of the global elite.  Fauci would know about this, was he playing politics over the welfare, safety and health of our U.S. Citizens?  The majority of people I’ve talked to say “Yes”!   Fauci has served American public health in various capacities for over 50 years, we know that as fact.  But has he simply become a political pulpit for the elite status quo in Washington D.C.?  You have to wonder why are government, media and public servant doctors say hydroxychloroguine is can be dangerous, simply because, there is no double blind studies with the current Covid-19.  Dr. Fauci hasn’t treated patients for many years, but those physicians on the front line state hydroxychloroquine works.  This is a drug that wasn’t released yesterday, it has a medical track record of over 50 years.

The concerned take away from this, is that hydroxychloroquine works!  Question is, “Why is media and government politicians with the support of certain medical doctors creating new rules on a 60 year old drug with an excellent track record in safety and results?”

THE COVID-19 THING… A CRISIS IN THE MAKING?

Wondering why the Covid numbers are spiking?  Governor Newsom ask Californian’s to wear your mask again.  While summer temperatures hit a 100 degrees and summer days with sunshine extensive, a different government narrative is in play.  While the news media and government misinform the public, the people at the front lines are telling a different story.  As a health care professional non of this never made any sense to me.  People have called me crazy and misinformed.  When I checked the CDC site, your chances of dying from Covid-19 is 0.02%.  This probably a conservative number.  When I did my own calculations, I received a lower statistical number based on the numbers given by the PE.  Let’s also mention the fact that if you acquire Covid-19, there is a 98% recovery rate.  Summer sun, it takes 30 minutes for Covid-19 to die.  If you need the magic cocktail we have that as well, hydroxychloroquine, (Z-Pak) azithromycin, Zinc and Vitamin D.  No one should be dying. The mask thing, if it is not N95 it is not going to protect you from the virus, this coming from an individual who received an ‘A’ in Virology.  Even now, CDC considers wearing a ‘cloth face covering’ a ‘recommendation.’  What gives?  What about Covid-19 testing?  Dr. Rashid Buttar has something to say about this.

According to this June 30 article in the Press Enterprise, they state, “like much of California, Riverside County has seen COVID-19 cases and hospitalizations spike since the start of June. The county is now on the state’s coronavirus watch list, and countywide, almost 100% of licensed intensive care unit beds are full — COVID-19 patients fill roughly one in four of those beds — forcing some hospitals to convert regular beds to handle the surge.

News sources such as the Press Enterprise would like you to think that all incoming Covid-19 patients entering the U.S. from Mexico, are all U.S. Citizens living in Mexico.  Not according to front line medical personnel.  Another thing you never, ever do during a pandemic, is you let infected people into the country.  The other thing you never, ever do with infected Covid-19 patients is transport them all over the state!  They needed to be quarantined at the point of origin.  Medical personnel are brought in to treat patients, not the other way around.  Chalk one up for the brilliant mind of Governor Newsom, who now has blood and negligence on his hands.  Is this really why the rest us have to deal with the closure of California?

What Newsom did destroyed the concept of ‘herd immunity.’

According to Dr. Cameron Kaiser, County Health Officer for Riverside, also defended his order issued Monday, June 29, closing bars and breweries until further notice unless they sell food with alcohol, a move that came at Gov. Gavin Newsom’s recommendation. Cases started to “climb substantially” several days after county bars and other businesses were cleared to reopen June 12, he told the Riverside County Board of Supervisors.  Remember folks, this is a recommendation, not law.  The California Legislature can only make laws, not the governor.  Something to ponder.  Covid-19! Is this an illusion?

WARD 5 COUNCILWOMAN CRYING GABY PLASCENCIA FINDS RACISM TO BE A PUBLIC HEALTH CRISIS IN RIVERSIDE!  If you think that it’s enough to consider the possibility of politics entering a pandemic, we have another for you.  Today at City Council, Plascencia would like her fellow council members to consider and pass a resolution declaring racism a public health crisis in the City of Riverside.  Yep, I’m not making this up.  While the City of Riverside is going bankrupt do to the pension problem, actually created by them.  They divert attention to a real crisis issue affecting Riverside, and it is not the pension issue.  It’s racism in Riverside, and it’s all over the place.  It simply not a ‘social issue’ it is a ‘health care issue.’  I literally called 911 to ask that how they could help a friend who may have a health issue of ‘racism,’ how could they help?  They hung up…  Further, how would they medically treat the problem?  I was laughed at, but I guess they were really laughing at them.  Let’s see what becomes of this from our green new leaders; hopefully it won’t escalate to something known as the ‘green new deal.’  Good job Plascencia, Fierro, Perry, Hemenway, Melendrez and Edwards.  By the way Melendrez, are you going to come out and make a statement on the Stockton Bug-A-Boo?  Or is it still in the typical City of Riverside Cover Up Mode?  The infiltration by the DNC into local politics is evident, this is their agenda.  Ask Congressman Mark Takano, he may never answer as usual.  The same is evident with Plascencia.

Recently, Plascencia accused fellow Council Member Chuck Condor of racism, on the other hand, she also felt the makeup of the Planning Commission was not diverse enough.  She then asked for the resignation of Planning Commissioner Sean Mill, solely due to the color of his skin.  Incidentally, Mill was also Plascencia’s opponent in the last Ward 5 Council race.  Both the full report and resolution are below.

I was about 12 years old in McAllen, Texas where I was born, and this man would occasionally come to visit my uncle and have dinner, they were very close friends.  His name, as they called him, was Nikki Rowe.  Of course, what did I know, I was just 12 years old.  I just called him Nikki.  My uncle even named one of his sons after him.  When my father died back in 2011, a Normandy Vet, I went back to bury him in McAllen, and I saw that the City named a main street and school after him.  This is Col. Rowe’s story.

On October 29, 1963, after only three months in country, Rowe was captured by Viet Cong elements along with Captain Humberto “Rocky” R. Versace and Sergent Daniel L. Pitzer while on an operation to drive a Viet Cong unit out of the village of Le Coeur.  Rowe states that the VC were a main force unit due to his observations of their equipment.

Rowe was separated from his fellow Green Berets and spent 62 months in captivity with only brief encounters with fellow American POWs. Rowe was held in the U Minh Forest, better known as the “Forest of Darkness,” in extreme southern Vietnam.  During most of his five years in captivity Rowe was held in a 3 by 4 by 6 feet (0.91 m × 1.22 m × 1.83 m) bamboo cage.

As an intelligence officer, Rowe possessed vital information about the disposition of defenses around the CIDG camps, the locations of mine field, names of friendly Vietnamese, and unit locations and strength. Rowe had left his West Point ring at home in the United States, and he told his captors that he was a draftee engineer charged with building schools and other civil affairs projects.  The Viet Cong interrogated him unsuccessfully.  They gave him some engineering problems to solve and Rowe, relying on the basic instruction in engineering he’d received at West Point, successfully maintained his deception.

However, Rowe’s deceptive cover was blown when the Viet Cong managed to obtain a list of American high-value prisoners-of-war (POWs), and his name was in the list, identifying him as an intelligence officer. This enraged the VC, prompting them to order his execution.

Rowe was then led deep into the jungle to be shot.  When his would-be executioners were distracted by a flight of American helicopters, he overpowered his guard, escaped and flagged down a UH-1 helicopter piloted by Major David E. Thompson. He was rescued on December 31, 1968, New Years Eve.

In 1981 he returned to military service as a lieutenant colonel to become chief of Green Beret training at Fort Bragg. In 1985 he was placed in command of Fort Bragg’s First Special Warfare Training Battalion, a position he held until 1987, when he was made chief of the Army Division at the Joint United States Military Advisory Group headquarters in Quezon City, Philippines.
Rowe designed and build a course based upon his experience as a POW. Survival, Evasion, Resistance, and Escape (SERE) is now a requirement for graduation from the U.S. Army Special Forces Qualification Course. SERE is taught at the Colonel James “Nick” Rowe Training compound at Camp Mackall, North Carolina.  It is considered by many to be the most important advanced training in the special operations field. Navy, Air Force and Marine Special Operations personnel all attend variations of this course taught by their respective services.[7]

By 1987, Colonel Rowe was assigned as the chief of the Army division of the Joint U.S. Military Advisory Group (JUSMAG), providing counter-insurgency training for the Armed Forces of the Philippines. Working closely with the Central Intelligence Agency and intelligence organizations of the Republic of the Philippines, he was involved in its nearly decade-long program to penetrate the New People’s Army (NPA), the communist insurgency that threatened to overthrow the Philippines’ government.[8]

By February 1989, Rowe had acquired intelligence information which indicated that the communists were planning a major terrorist act. He warned Washington that a high-profile figure was about to be assassinated and that he himself was second or third on the assassination list. At around 7:00 in the morning of April 21, 1989, as he was being driven to work at the Joint U.S. Military Advisory Group headquarters in an armoured limousine, Rowe’s vehicle was hit by gunfire from a .45 caliber pistol and an M16 rifle near a corner of Tomas Morato Street and Timog Avenue in Quezon City.[10] Twenty-one shots hit the vehicle; one round entered through an unarmoured portion of the vehicle frame and struck Rowe in the head, killing him instantly, while chauffeur Joaquin Vinuya was wounded. Years later, the New People’s Army eventually claimed responsibility for his assassination. Filipino nationals Juanito T. Itaas (principal) and Donato B. Continente (accomplice) were convicted by a Philippine court in 1991 and sentenced to life imprisonment for the murder of Rowe, and 10 to 17 years for the attempted murder of his driver, Joaquin Vinuya. In 2000 the Supreme Court of the Philippines affirmed the convictions but reduced Continente’s sentence to 14 years, concluding that he was acting as an accomplice, not as a principal. Continente was released from prison on June 28, 2005. As of 2014, Itaas remains in prison, serving the remainder of his life term.[11]

In 1989 the city of McAllen honored Colonel Rowe by renaming Second Street for him. In 1990, Nikki Rowe High School was established as a ninth grade center and in 1992 became a class 5A high school.  Published in 1984, Five Years To Freedom, The True Story Of A Vietnam POW, his story.
