Siobhan makes it behind the computer this week, since she had quite a week last week, and more than none John Chiang may have a few questions to ask her while she was in the backdrop of Public Works here in Riverside. Last weeks Item #17 was also making a stir this week. With merchants and businesses tackling economic indifferences, the city plans to impose an additional tax levy on local businesses in Ward 1 and Ward 2, which will double the tax bussiness’s already paying in order to fund Riverside Downtown Partnership. Many of the downtown businesses were not aware of the city’s plans to impose a new tax, and those that were aware, don’t see a benefit by Riverside Downtown Partnership. Many are asking the questions, why is the City of Riverside terrorizing the merchants. Now with $1500.00 vendor fees for carriages, less carriages will be seen this Festival of Lights, not to mention the many empty storefronts as a result of merchants leaving, difficulty with parking, higher red light camera violation opportunities and higher parking ticket fines.
UPDATE:11/03/2011: CITY OF RIVERSIDE RECINDS $1,500.00 CARRIAGE FEE AND REIMPLEMENTS THE $25.00 FEE PLUS PARKING CHARGES. YOU HAVE TO WONDER HOW ONE GETS FROM $25.00 TO CHARGING 60 TIMES THE AMOUNT TO GET $1,500.00. HIGHWAY ROBBERY OR JUST THE USUAL CITY CARTEL TYPE PROTECTION FEES? COUNCILMAN MIKE GARDNER APPEARS TO SAY THERE ARE OTHER OFFICIALS WHO DECIDE FEES, WITHOUT COUNCIL IMPUT. ANYWAY, HOPEFULLY WE CAN NO WORK ON STREET SWEEPING TICKETING, RED LIGHT CAMERAS ETC.
The big thing this week is the Item #24, according to the City, it appears that additional committments or obligations were ommitted in the prior schedule are being added to this updated version of the Enforceable Obligation Payment Schedule for a total RDA outstanding debt of $1.8 Billion.

Where do you get “triple the tax levy” for downtown business? It’s double. I didn’t see anywhere in the agenda item that it proposed triple the business tax. The agenda item says the levy is equal to 100% of the business tax, so the total tax burden is double what it is for businesses outside the downtown business district, not triple.
Please get your numbers and facts straight. It does your cause no good when you make these kind of basic errors.
I’m not in favor of this additional tax on downtown businesses, and I think the Riverside Downtown Partnership is a huge waste of money.
