CITY OF COVINA: MORENO AND HUNTER COMMENT ON NEWLY HIRED PUBLIC WORKS DIRECTOR SIOBHAN FOSTER. MORE RECYCLED EXECUTIVE TRASH!

Vivian Moreno ask for an appointment with Foster to find the truth about what happen at AG Park, and who ordered 15 city and sewer workers to clean up a toxic sewage spill or subsequently be fired. The workers went in without proper clothing to protect themselves against an alleged unknown substance. If the city and developer stated, they did not know the substance was, why didn’t they call in Haz-Mat or the Fire Department as required by city policy? What’s really remarkable is the Public Works Department and part of the Fire Department are in the same building.  Questions lingered regarding a then Riverside City Councilman who’s engineering company was hired by said AG Park developer. The Public Works Director at the time was Siobhan Foster, who came from a finance background.  In her Public Work Director position she has no engineering degree, engineering license or engineering experience.  The on going joke at Riverside Public Works at the time, from employees, was that she didn’t even know what a “pot hole” was.

Jason Hunter expressed his disdain with reference to “recycled executive staff.” Siobhan Foster left the City of Riverside only to be hired on as Public Works Director for the City of Pasadena, by her former boss, City Manager Michael Beck. Her department then became embroiled in a $6.4 million embezzlement scheme under her watch. She was then fired without cause, therefore receiving severance and health care benefits amounting to $150, 000.00. She was then hired by the City of Covina for the same position by City Manager Andrea Miller, who was also former City Manager of San Bernardino. Miller at one point stated that Foster demonstrated that she has strong analytical skill or problem solving skills. Analytical skills? She missed a $6.4 million theft! Covina Councilman Walt Adams, described the mess in Pasadena as going on long before Foster was there. The fact remains, the majority of the theft happened during Foster’s tenure. Pasadena City Manager Michael Beck stated regarding Foster, “If they don’t have an incident in their city whereby you have a “rogue” employee acting in an illegal fashion, then they shouldn’t be concerned.” Well alrighty now, again no accountability but continued defense of bad decision making behavior.

  1. Wait until it happens in Covina it’s not they were not warned, again more contamination in the system more so than in Ag park Lets see if they are as transparent as our Ag Park sludge

    Does Covina require a specialized degree for this position which Foster does not have? Foster came from finance in the city of riverside- she should of been able to catch the misappropriation of funds.

    It remains that the city of riv. is an incorporated city in calif. Many criminal acts were committed during the last 20yrs of Ag Park history. Several of these acts have only started to run their statute of limitations. In federal law, the Corporate Criminal Liability Act applies to all upper management levels of our city corporation up to and including our current mayor. It is the duty of the corporate officers to ensure through their own actions of running the corporation that, the employees of the corporation do not commit crimes of federal law. Many of the crimes against federal environmental laws are on going. “Each and every day is a new and continuing violation of the law.” The city has yet to act. It chooses to remain silent. The CEO of our City Corporation has all the liability. He could make it all change now and chooses to do nothing. That is City leadership at its’ best. Do nothing!
    Fail to protect Public Safety. Fail to protect Public Health. Fail to warn the pubic about drinking water contamination. Fail to protect your employees from harm on the job. Fail to take responsibility for endangering the lives of your employees. Fail to assist them now. We have a total absence of Municipal Government unless it makes a profit. Thank you Ron Loveridge.     They are still hoping to make profits from the sale of houses built on contaminated land, our Ag Park.

    Please keep in mind that Ms Foster was not the Public Works Director when the spill occurred. She might have visited the site, but everything was done under the orders of Ed Adkinson, a sitting councilman, and developer of the site. The City Engineer should have followed the rules of the Professional Engineers Act (Business and Profession Code 6700-6799) which requires a Professional Engineer “…to safeguard life, health, property, and public welfare…” None of which were follow regarding this incident.

    • If Foster was not Public Works Director at the time of the spill, who was? At what point did the chairs shuffle, and Foster became in charge? We have working in some capacity in August 2003.

        But the major players were Steve Schultz and Dion Castro from the waste water plant. And of course the City Attorney’s office. Eddie Diaz played a big part in it.

        I don’t think Ms Foster was ever in charge. That game was played between Ed Adkinson, Tom Boyd, Steve Schultz and the City Attorney’s office.
        I would not put pass them to give Foster the “tour” just to have someone to point the finger to when the ,,,; hit the fan.
        I’m not defending Foster, but the real culprits should be punished.

    • But Ms. Foster should have known the story of Ed Adkison, Tom Boyd, Steve Schultz and the City Attorney’s office and others. I would imagine she knows how this story played out. If this is true she should have no problem meeting with us. We are also going to Pasadena to meet with Michael Beck again.
