Chief Financial Officer Brent Mason will be leaving or has left the City of Riverside as its Chief Financial Officer according to the Press Enterprise, in addition, Financial Resource Manager Michael Gomez is also gone or on his way out?  Is this part of the Russo campaign for better government, beginning with a little bit of spring cleaning?  TMC also learned weeks ago that former Assistant Finance Director Scott Catlett also was released.  We found that the City of Yorba Linda accepted to recycle Catlett into the position of their new Finance Director.

Did Cat (Scott Catlett) see the writing on the wall and it was only a matter of time that the new Russo administration would catch up to his creative financing? Or was he just fired after Assistant City Manager Marysheva-Martinez found innaccuracies in the books, or what is also known as rigging the numbers.  Many in the community are questioning this sudden turn of events, especially when the City Executives are now admitting we are 13 Million in the hole. TMC has been looking at the books for years and it is our professional opinion the number is more like 20 to 25 million in the hole.  Were they not able to keep it together over the years, even after the teachings of our former CFO legend in creative financing, Paul Sundeen?  Or are they all responsible by default due to the Sundeen culture of public irresponsibility?

So where is the accountability?  Employees leave on good terms, its called “without cause,” but the taxpayer ends up paying for all the bad decisions.  It is high time that this culture of behavior ceases, and City Manager John Russo brings accountability up to the forefront, even if it means bringing the DA.  The bottom line, was that the books were being “cooked” in an effort that they appear more prosperous and healthy than they really were.  The perception of looking at the books was that the money was there, but not.  This allowed the Council to spend more money to the long term detriment of the taxpayers, who no matter what, is ultimately responsible.  Council, thanks again for those wasteful audits, they should have done the right thing and brought in the State Controller.  Unbeknownst to the taxpayer, we were sent down this road to perdition, by the very people the community placed their trust in.  All of these people in the finance department have been under the scrutiny of the new Assistant Manager Marianna Marysheva-Martinez.

    As usual you have gotten the “facts” wrong. Mason, Catlett and Gomez have been involved in BUDGET numbers manipulation…not the financial statement records that are audited. BUDGET does not get audited by the external auditors, MGO. Mason has retired, but that just means he quit so he could get all his vacation and sick leave payout. He can’t collect retirement pension funds till he’s 55. So…he needs to get a job somewhere. Gomez was terminated. Catlett was NOT terminated but he did realize that the new ACM was bright and questionning the BUDGET numbers, so he quit to take a job overseeing a teeny, tiny department of 6. Mason and Gomez are at their desks till end of March. Our sources, which are much better than your “sources” say an interim fin director will arrive next week to take over Mason’s job while the search for new heads of the department continues. The BUDGET process has been taken over by reliable internal staff from the CM’s office. Get your “facts” straight Vi and Jav!!!

    • RivPub you have indicated we were wrong with information again, I guess the fact of the matter is that CFO Brent Mason, Assistant Finance Officer Scott Catlet and Budget Analyst Michael Gomez from the Finance Department are actually leaving. I guess the details of the leaving were which you were concerned with, which I agree, the taxpayers never win. But I encourage you, since you seem to have pertinent insider information, to start your own blog, since you seem to imply we are so bad at. It is difficult to carry a debate on the subject without knowing whom I’m debating. But again, if you feel the need to uncover corruption, I encourage you to come to City Council and let your views be known. The taxpayers as I may not be perfect, but we have the gumption to attempt to do something about it, because it is the right thing to do. Again, don’t get me wrong I do appreciate the detail information you have presented. That was information you seemingly felt we should have known. – Best, Javier Moreno

    I just read the morning paper, and I’m livid. ??? Russo- ” I don’t think there was malfeasance (wrong doing) but outdated systems and practices.” What the hell is that?
    Don’t start with the excuses Russo, you have been here for 10 months, and being compensated just under $500,000 a year, and you were not on it!
    And the secondary excuse of Russo- ” I don’t think there was malicious intent there (I hate when people don’t know definitions to words and are redundant). I think the attitude was, this is the way we’ve always done it.” (Wow, Hillary much) What part of management do you not get?
    There is no excuse for Russo’s complacency.
    Although the city council is ultimately responsible for the city’s fiscal condition, Which makes no sense to me, if we are paying for a City Manager (just under $500,00) what is going on?

    RivPublic, PE says Mason’s retirement of April 1, was announced Wednesday.
    But goes on to say that Mason WILL receive 6 months severance which Mason’s contract calls for IF the CITY TERMINATED. So he was fired.

    Accounting is accounting and budgeting is budgeting. It is not common core, it is basic math!

    What concerns me greatly is the article quotes Gardner as saying, “The new city management (10 months is not new ) has a new budgeting philosophy and it’s more suited to the Riverside of today. The old way hasn’t hurt the city in the past (WHAT?) (but) now it is and I think that drives some of the change.”
    NOBODY is taking responsibility! And we will never get that money back.
    SMH at the incompetence of it all. And am trying to wrap my mind around how the council is so easily conned. First by thinking that because you pay someone more money they do a better job, or somehow have high morals. That is a flawed mentality. It is not always, “you get what you pay for.” And second that the council seems to blindly believe everything they are told by their peers in city council or city management, but refuse to listen to the residents who have wisdom and sound reasoning.

    WHY was there approval for a trip to China to look at trains/trolleys? Good grief who is running the insane asylum?
    Does the city of BELL, ring a bell?
