Thirty Miles of Corruption Declared Vivian Moreno the Clear Winner of The first Mayorial Debate Hosted by The Greater Riverside Chamber of Commerce. Vivian Moreno was articulate, knew the issues and she was able to grab the attention of the room like no other candidate could. It was exciting because you have four intelligent candidates, with four very different views of how they perceive the condition of our city and how they would carry us forward. This is how we saw it.
1.Vivian Moreno, 2. Paul Davis ( He called out Bailey’s over inflated job stats!), 3.Rusty Bailey, and 4. Nancy Melendez.
Out of respect for the local news and their new owner we were first waiting for the Press Enterprise to come out with their story, which they finally did…….We felt this is a really big deal so we’ll cover it in true Thirty Miles style.. The press was there and prior to the event they did a short release for the Chamber notifying the public about the debate. The public was a little upset that they had to pay $50.00 to attend. Approximately 100 people participated. Alicia Robinsons facebook post below.

Thirty Miles was able to get a copy of Mrs. Moreno’s opening and closing Statement. She relunctently gave it to us knowing what kind of news people we are, and with the cornucopia of unknown ghost writers we have:
MORENO’S OPENING STATEMENT:
Good Afternoon, my name is Vivian Moreno. I have been married for 29 years to Dr. Javier Moreno. We have two daughters and three grand children. We are in the skin care business. Six years ago I became very involved in local government, when I finally realized that government affected our life almost every day. Whether it was paying business taxes, utility bills, property taxes, code enforcement issues, street sweeping. Government is a part of our life everyday, whether you like or not.
I wanted to learn everything I could about the way the city of Riverside functioned, and after countless hours of research and thousands of dollars worth of public documents….I was shocked!
I went to City Council meetings almost every Tuesday to inform the Mayor and Council what their own documents said. They ignored this information. They instead ridiculed us, called us crazy and even called us names. We were determined to take our message to the public, so we started our blog site, Thirtymilesofcorruption.com A place where we could post documents and tell the story our way. What we have learned is the negative impact of ignorance, arrogance and egos by our elected officials has changed our quality of life forever in Riverside.
Today we have a $256 million General Fund budget, that will grow by 5 to 10 million a year. It has a $20 million dollar gap in it. You have a new City Manager stating to the Press Enterprise, he “hopes” we can get out of this. You have Councilman Paul Davis suggesting Finance was “cooking the books.” Then you have Councilmember Mike Gardner saying there were “pots of gold” that would always appear. We’re in trouble, the City of Riverside is in trouble, and as a community you have to ask yourself, “How much more money are you willing to pay to make our city whole again?”
MORENO’S CLOSING STATEMENT:
I am running for Mayor because our Government has failed the people of Riverside, the were NOT fiscally responsible with taxpayer money…. And there is a total disconnect between the Community and the Government of Riverside… The Elected Officials and City Government have failed to recognize that “We The People” are in charge… And the Citizens of Riverside need to take their Government Back!
Our Elected Officials have Neglected and lied to the Community for years…
They’ve had total disregard for the Riverside Charter… the constitution of our city… and for the policies that were enacted by our Government and the Vote of the people….. For Special Interest, Campaign contributions, and Government Entertainment.
Riverside was once a leader in our Region. Riverside used to be a proud, well run city that seemed to have the best interest of the public at heart. This is no longer the case.
For the last 10 years the leadership of Riverside has been on a spending spree and has put the entire city in financial risk. They stole from our future generations to pay for the present… The bulk of our debt was spent on Government Entertainment…..in 2 square miles of our City right here in Downtown, The Fox Theater, This Convention Center, millions of dollars were spent on restaurants that went out of business, fancy sidewalks, and the purchase of buildings we didn’t need… Land was purchased that now sits empty.
And they are not done. They’re going to come to the public again for more money for Downtown spending…
Another 100 million dollars, to expand this Convention Center, to help out the Discovery Cube Project, build a new Library, and build a new Police Station.
In 2013, the City Council unanimously approved 5000 high density housing units for Downtown as well. The rest of the City will suffer because a great portion of all taxpayer money is being spent downtown.
Crime is up in all neighborhoods, our Police force is down by 30 officers. Our community sidewalks need to be fixed, our streets need to get redone. Trees need to be trimmed… we have no money to fix or repair publicly owned property.
As your Mayor, I will suspend all new spending until our General Fund Budget is cut and healthy… I will make Riverside a proud, well run city that will have the best interest of the public at heart. I will work for “WE THE PEOPLE…NOT, WE THE SPECIAL INTEREST.”
My name is Vivian Moreno, I respectfully ask for your vote because I am the right choice. Thank-you for coming.
STORY CONTINUES…
Vivian was confident, Paul was ready to take on Rusty, Rusty was uncomfortable, and Nancy was….. Nancy. The other two candidates were a NO SHOW. There were about 7 questions asked: The budget, Jobs, March JPA, Measure A and the Prosecutorial Issue, Veto Power, Colleges, and the quintessential Mayor question.
When asked about whether the candidates supported the Measure A- Prosecutorial issue, Vivian, Paul, and Nancy, said No, Rusty very cautiously/ uncomfortably said Yes
Vivian Stayed on point with all the questions, had a great message and spoke to the people….. GIVE RIVERSIDE BACK TO THE COMMUNITY.
Paul challenged Rusty every chance he could. Paul did have some really good points. He had some insight that the others didn’t have.
Rusty just repeated many of the same stats from his State of the City Address. He sounded robotic and repetitive. Mayor Bailey is a seasoned politican he should have defended his record better.
Nancy Talked about the Community and transparency over and over again. It was like she had the same answer for every question.
This Mayor’s race will be interesting to watch, you have Vivian Moreno that will present the argument about how our Elected Officials have failed the Citizens of Riverside, you will have Rusty and Paul fighting it out over who was better at failing the Citizens of Riverside and Nancy, well, Nancy will talk about the Spanish Heritage Town, the Community and Transparency. Thirty Miles needs to give a hot tip to Nancy. The City of Riverside enacted, Voted on, Approved Unanimously, and Codified, the Sunshine Ordinance. There is no other city in Riverside County more transparent than ours. Transparency was the buzz word of the 2012 election…….Bankrupt/Broke is the buzz word for 2016.
I have to agree! Vivian Moreno hit the nail on the head, was articulate and revealed a great deal more, than most in the city are willing to admit, nor utter. She knows the facts and does not skirt the truth. Unlike Bailey who is more concerned with celebrity and special interests.
People need to wake up. Bailey has systematically set this city to circle the drain, following lockstep to Loveridge’s lead, with corrupt business practices, flagrantly ignoring our financial situation, unethical disregard for the city council, the residents, and our money. This is not high school people. A vote for Bailey is a vote for bankruptcy. – Lisa Chow, TMC Commenter
The Next debate is Monday night at La Sierra High School , Come early don’t miss it.

I learned more here than from the PE. I won’t pay to see Rustoleum.
Uh, Vivie girl, the Mayor is NOT the one who can “suspend” spending, etc. “As your Mayor, I will suspend all new spending until our General Fund Budget is cut and healthy…”. The City Council is the group that votes to freeze spending. As Mr. Davis once pointed out, the Mayor’s job is to simply cut ribbons and kiss babies. The Mayor’s office has no real authority over the budget. You attend council meetings, and know that the purse strings are the responsibility of the Council. Run for a council seat if you really want to be effective. But then again, you’d never win that seat either.
