Six years ago small business owner Vivian Moreno ran into a little problem with the City. Today she’s one of Riverside’s most knowledgable residents when it comes to the workings of City Hall. She’s also running for Mayor. Vivian took time from campaigning to talk to Ralph over coffee about her odyssey of citizen awareness and how these experiences have shaped her contentious candidacy. 2016 is turning out to be an unconventional political year.
