This story was brought to TMC’s attention because taxpayers asked the question if certain Taxpayer Advocacy Groups are really protecting the taxpayers, or are they actually a shell for City Government. Richard A. Teaman is a local Riverside Accountant, has a slew of degrees and has been serving Riverside businesses, individuals and other organizations for 32 years.
Teaman is also the Treasurer a Taxpayer Advocacy Group known as, The Inland Empire Taxpayers Association (IETA), of which their mission statement, quote, “The Inland Empire Taxpayer Association is dedicated to researching ballot measures, candidates and public policy issues, educating the public on these matters and taking action to protect the interest in Riverside and San Bernardino Counties,” unquote.
What we found is a disturbing hypocrisy, is Teaman really who he is? Teaman states he is a proponent and defender of the taxpayer, but TMC has found that he is the Treasure of the “Yes on Measure-Z” Campaign, and his associate partner, Javier Carrillo is the Vice Treasurer.
What also was seemingly to be incriminating, was the fact that Teaman’s Accounting Firm, a.k.a., “Teaman, Ramirez and Smith Inc.” contributed $750.00 to the “Yes on Measure-Z” Campaign. So what gives? We simply don’t know, but Teaman’s “Inland Empire Taxpayer Association,” is the same address as his accounting firm, 4201 Brockton Avenue, Suite 100, Riverside, CA, 92501.
This was also brought to TMC’s attention, when the City of Riverside commissioned the study to see if Riverside residents and taxpayers would be likely to consider an increase in sales tax. One of the question as seen in this clip, states that if these organizations or individual provided information on Measure-Z, would you find them very believable, somewhat believable, not to believable or no at all believable. One of the organizations on the list was what appeared to be a taxpayer advocacy group called, “Riverside County Taxpayers Association.”
What was really compelling is that the “Riverside County Taxpayers Association” is “inactive” according to the State of California Secretary of State. Why would this firm use an ‘inactive’ question in questionnaire which the City is attempting to fall in their favor on this measure. Hyjinks? Good question, we are all attempting to find answers.
In question #11, the question was based on deception, to focus on the hearts of the taxpayers by asking them “Would you Vote on this Measure, if Cuts would be made to Police, Fire etc..?” Disgusting! Guess who placed the bill on this study that would be focused against you? You guessed it, you did, the taxpayer..
