The Gift of Gab, is she the Gift that keeps on giving?  What can you learn from fire when you are on fire?  It appears from multiple sources {Allegedly from this post} including the current President of the Riverside Fire Union.

What did Gaby teach our local Fire Union and others about lap dances and other stuff, while intoxicated at a local bar?  Now how about a little lap dance music about an evil woman.

Congratulations Vivian on your return to the little screen.?? I find it hard to believe that Javier and yourself, two of the prime parties in putting the Riverside City Council in the position it is, have the balls (Sorry, but there’s no other words to describe this) to complain about the monster you’ve created.

You and the other of your ilk give gadflies a bad name,?? Your constant whining about everything the Council did, accomplished nothing but bad for 325,000 people. How dare you bitch about your offspring??? First of all, your immense belief in how important and well known you are was clearly shown in your Mayoral run.?? You disappeared after that!?? Don’t screw around in politics if you don’t have the skin thickness to lose and lose badly.?? The gang of you think everything the City does is criminal.?? You complain when a Councilperson doesn’t act on the endless array of alleged wrongdoing.?? Like simpletons, you praise those that go along with some of your allegations and then turn on them like deranged pit bulls when they should, God forbid, disagree with you.

OK, you didn’t like John Russo because he defended his staff against your slander and his east coast, abrupt speaking style offended your delicate ears.?? You never once looked at all the good he and his staff were doing for the City.?? Who found the fact that the City had been BSing all along about their financial stability??? Who kept coming up with ideas on how to improve the City?? Keep in mind that every positive thing that’s now happening in the City is a result of his work.?? Because you didn’t like him, you jumped on brain dead Baileys wagon and got rid of him.?? Kudos for your support of Rusty, whom you’ve made clear is not one of your favorite people.?? Now he’s going off to become Queen of Path of Life, another of your favorites.?? Good work!

Mike Soubirous and Paul Davis had fought off all the attacks they endured and came out of it as the?? kingpins of the Council.?? It doesn’t matter what you think, the City WAS heading in the right direction.?? The departure of Russo and Paul losing his seat led to Mike walking away.?? They fixed it only to have you and your gang take it back to where it was.?? Nobody wants to endure fixing something only to have it broken again and having to fix it again.?? You must be so proud!

You should be really proud of the new Council and City Manager you so desperately wanted, But you’re not.?? Now you’re back to the same whining again.?? Here’s a couple of words of advise for you.???? If someone is disagrees with you, learn to analyze if they’re actually right.?? Second word is to be damn careful of what you wish for.?? As one of the main contributors to the current disaster, you should be ashamed of the role you played in it, not complaining about your result.

Response Art Castle by Advocate Vivian Moreno:

….” I can honestly say that I never made a wrong ethical decision.   –  ex-City Manager John Russo, 03.08.2018,   “I never have either,” -Vivian Moreno 2020

Art now let’s have some fun!

Thank-you Art for giving me so much power.  I am proud to be a ‘gadfly’ and the time, energy and effort I spent with my ‘ilks.’   I am especially proud to have run for mayor, and extremely proud of Thirty Miles Of Corruption.com. and the 500,000 people who have tuned in to read and watch our work.

Art if you think we have the ability to change the face and course of this city by nearly attending City Council meetings on Tuesday’s, in my opinion that makes us the best gadflies in the history of Riverside.  The beauty is Art, I see my experience completely different than you do.  It’s all okay, that’s what I love about politics, we can all have opposing views.  As for my mayor’s race, I am very proud of the almost 3000 people that voted for me, that’s a lot of people.  For your information the reason my husband and I dropped out of the political scene after the mayor’s race is that our adult daughter had four strokes and we decided that she needed our full attention and we decided to bring her home and take care of her full time.

Now let’s discuss what your letter is really about, your love affair with former City Manager John Russo and your opinion that we ran him out of town, now that’s funny.  Well it is my opinion that Mr. Russo was bad for the City of Oakland, bad for the City of Alameda, bad for the City of Riverside and now really bad for the City of Irvine, check out the links below.  Apparently the City Council of Irvine is having buyer’s remorse.

VOICE OF OC: JANUARY 15, 2020 BY NOAH BIESIADA: EFFORTS TO DISCIPLINE/ FIRE IRVINE CITY MANAGER FAILS.

… and he certainly looks concerned, once again.

LIBERAL OC: JANUARY 13, 2020 BY DAN CHMIELEWSKI: IS IRVINE’S CITY MANAGER ON HIS WAY OUT?

It was always my understanding that Mr. Russo was selected as City Manager because the Council believed he could control Mayor Bailey better than any other city manager candidate.  As of your belief that CM John Russo found that the City had been BS’ing about their financial stability.  It was not Mr. Russo who discovered the financial shenanigans within the City of Riverside, it was me and my ‘ilks,’ and all this information could be found on Thirty miles of corruption.com   We found that the years before Mr. Russo was hired, the only thing that Mr. Russo did, was read thirtymilesofcorruption.com, collect all the documents, expose it and then verbalize our work to the public.

Now, as for your buddy former Riverside City Councilman Mike Soubirous.  When he was having a hard time at City Hall, he was supported by all of us, you can also read that on Thirty Miles.  Former City Manager John Russo, former City Councilman Paul Davis and former City Councilman Mike Soubirous made it the perfect trifecta situation against Mayor Rusty Bailey.  Russo in my opinion handpicked Paul and Mike so he could groom them, therefore helping Russo get away with his bad predatorial behavior.  It’s was John’s M.O. ( Modus Operandi ) in every city he worked at, to find the weakest links.  He has two council buddies in every city he worked at, even in Irvine.

Listen, thirtymilesofcorruption.com is my soapbox.  It’s my playground, and if you don’t like my whining, don’t tune in.  I can assure you there are a lot of people who do enjoy my whining.

One more thing, the decline in the stability of the City of Riverside did not start with me and my ilks, it started with former Mayor Ron Loveridge and former City Manager Brad Hudson, both of them getting our city in debt to the tune of billions of dollars.  The progressive decline over the years,  was uncovered by a group of dedicated citizens who were determined to figure out what the truth really was.

The decline in Riverside happen with executive staff with former City Manager Brad Hudson and former Assistant City Manager Tom DeSantis and their love interests at the time.  This effected staff and the moral of City Hall Staff.  Let’s not forget how many of the council spent hundreds of thousands, if not millions of dollars treating themselves to breakfast, lunch, dinner and expensive hotels on the taxpayer.  There was so much financial waste at that time.  John Russo may have reiterated the dire financial situation at the City of Riverside, but these findings were discovered by the brilliant gadflies, and the findings and documents were all posted to TMC.  Do your homework.

Now, I’m going to give you a piece of advice…. relax, take a hot shower and apply a little moisturizer, you will feel sooo much better.  I would advise Russo to do the same, as for the looks of him.  Thank-you for your comment….. Vivian

Here’s a comment from local Riverside Advocate Kevin Dawson on the Voice of OC from January 15, 2020:

“I think one of the techniques Russo employed when he was city manager in Riverside, was to work very hard at developing close personal relationships with different city council people. During the discussion of his contract, one councilman said he and his wife had developed a close friendship with “John” and his wife. And that in fact, they were going over to the Russo’s house that Friday for diner. Did this councilman recuse his self from voting on Russo’s contract? No. Another councilman implored his fellows to listen to their emotions. Listen to their emotions on this important financial instrument? His day job was as a financial advisor. I wonder how his clients would have like being told to use their emotions when deciding their finances.  I wouldn’t doubt the failure of the Irvine Council was due to improper relationships.”

Per Public Information Officer (aka, City Propaganda Minister) for the City of Riverside, Phil Pitchford:  Larry Gonzalez, a 27-year law enforcement veteran who has spent the past 15 years working his way through the management ranks of the Riverside Police Department, has been named Chief of Police by City Manager Al Zelinka.

“I believe in Larry as Riverside’s Police Chief because of his demonstrated performance to address important matters in the city and his trusted relationships throughout the community, department, and law enforcement agencies,” Zelinka said. “As Chief of Police, Larry has committed to me that he will implement the pillars of 21st Century Policing, evolve the Riverside Police Department to reflect Riverside’s diversity, and carry out organizational refinements around efficiency and effectiveness.”

Gonzalez was chosen after a comprehensive search and an unprecedented amount of community input and a series of interview panels with law enforcement professionals, community leaders and neighborhood groups. The multiple community meetings asked Riversiders what they wanted in their next Police Chief, and their responses were used as criteria for evaluating candidates. The responses also were documented and shared online for the public.

“I appreciate the meaningful input by the community this past fall to define the desired attributes for Riverside’s next police chief,” Zelinka said. “That input framed the whole recruitment effort and was reflected in the composition of the interview panels and the questions asked of the candidates. When making my selection, I took to heart the complete record of information contributed by the community and all participants, as well as the input provided by the candidates themselves.”

Gonzalez has served as Interim Police Chief since mid-September, following the retirement of Chief Sergio Diaz. In that role, he had daily responsibility for 576 employees, including 372 sworn police officers, as well as management of a $135 million budget. His promotion to Chief takes effect Feb. 7.

According to the Press Enterprise, Gonzalez pleaded guilty to a misdemeanor count of drunken driving in 2013, when he was a police lieutenant. He was sentenced to three years’ probation, in addition to other punishments, after he crashed a city-owned Ford Explorer into a mailbox and retaining wall and recorded a .15 percent blood-alcohol level.  At least we believe in carrying on tradition here in the ole’ River City…

TMC remembers the hi-jinks of Russell Leach, the O.G. of driving while under the influence.  Back in 2010 while intoxicated, Leach hit what appeared to be a city light fixture. When he was finally stopped by RPD, it was noticed that the city owned vehicle he was driving had no tires, and he was driving on just the rims.  According to the charges, Leach consumed 2 tabs of Vicodin (hydrocodone-pain pills), 2 tabs Xanax (alprazolam-anti-anxiety), 2 tabs Ambien (zolpidem-sleeping pills), 1 tab of Flexeril (cyclobenaprine-muscle relaxant), 1 tab Atarax (hydroxyzine-anti-histamine used with opioid analgesics to increase the pain killing ability), 4 cans of Miller Lite and 7 doubles of Chivas Regal Scotch.  Wow!  We’d hate to be his liver! We do have some sympathy for Leach though: we’d probably hit the bottle every night dealing with the likes of Loveridge, Hudson, DeSantis, Priamos, etc., etc. ad infinitum.

And who can forget the topless dancer Leach was embroiled with according to the Press Enterprise.  It all stunk to high heaven with typical Riverside City politics when former City Councilman Frank Schiavone decided to record a tape conversation with the topless dancer.  Then there was the local attempted RPD coverup of the whole fiasco, because as we know all too well: there’s rules for them, and different rules for you.

After Leach was put out to pasture (with his luxurious pension paid for by us), in came Police Chief Sergio Diaz, who turned out to be another nut.  He threatened a city council candidate by the name of John Brandriff and was a central figure in the St. Valentine’s Day blunder. What gives with these guys?  Some heroes!

Well the best of luck Larry, congratulations, and I know we look forward to your leadership in the coming year.  And of course, you have our support.

Having too much fun!  Thirty Miles ran Councilmember Gaby Plascencia’s commentary from last Tuesday on Sean Mill through our politi-speak b.s. machine.  This is what it came up with.  We hope you enjoy the new “faces” of Riverside.  We also thought it important to shed light on the different ways racism and sexism reveal themselves.  Ward 5: is that the message you voted on?  Was that the message you supported?  We all must face the truth: racism comes in all colors.  It’s content, not color, that’s important when speaking about diversity.

Plascencia is President of Latino Network here in Riverside, will she become instrumental in changing the faces of that organization to make more diverse organization?  In other words, to reflect our community?

Vivian Moreno gives her take on this week’s issues: the interview of Planning Commissioner Sean Mill by the John and Ken show of KFI radio 640AM, racism, the Plascencia vs. Mill Feud and certain Budget Engagement Commission members (our girl Gaby again!) being called out on their pathetic attendance record by Councilman Chuck Condor and their ensuing response.

On Friday January 24, 2020, KFI AM640, the John and Ken Show interviews City of Riverside Planning Commissioner Sean Mills, regarding the attempted coerced removal by former campaign rival, Gabriela Plascencia, who is now on the Riverside City Council representing Ward 5.

TMC remembers that at the October 1, 2019, City Council Meeting, Councilman Chuck Condor called out four Commissioners of the Budget Engagement Commission for attendance problems.  Condor called it ‘pathetic.’  By not living up to their promise to attend these meetings, these individual were responsible for the City’s perilous financial issues not being addressed in a timely and efficient manner.  Subsequently on October 10, 2019, two of these volunteers (now duly-elected to City Council, Ronaldo Fierro and Gabriela Plascencia) responded to Conder, deriving his caustic remarks to be the outcome of purely petty politics.  Below, you will find the actual attendance document from January to August 2019, prepared by the City Clerk, that Conder was referencing.

We advise our viewing audience again that at the time of the below video in October of 2019, both Plascencia and Fierro were not yet on the City Council, but volunteers on the Budget Engagement Commission.  In an astonishing twist of fate/karma/foreshadowing/irony, toward the end of the video, Plascencia makes a haunting statement that may come to back to bite her:  , “I am committed when elected to never ‘shame’ our volunteers!”  Well, Plascencia has now been elected to City Council, and within six weeks she is shaming one of the City’s volunteers publicly!  That person, of course, is volunteer Planning Commissioner Sean Mill.  But it went further than ‘shaming;’ it went all the way to ‘slander’ and worse, ‘discrimination’.

She called him a ‘bully’ from the dais, then publicly made verifiably untrue statements regarding his place of residence while on the Planning Commission with the City of Santa Ana.  According to the Orange County Register, “Mr. Mill has confirmed to the city of Santa Ana that he has maintained his residency in Santa Ana while serving as a planning commissioner,” city spokeswoman Alma Flores said. “There is no action pending.”  The question now is, “Will Commissioner Mill initiate a defamation suit against Councilwoman Plascencia and the City for slander and discrimination similar to what happened after the Soubirous/Davis St. Valentine’s Day Blunder?”

Chuck also refers to a close friend that missed quite a few meetings, but didn’t mention him by name.  TMC reveals that person to be none other than Joe Tavaglione, current California Transportation Commissioner, uncle of former Riverside County Scalliwag Supervisor, John Tavaglione, and local big kahuna – Joe missed 83% of all meetings for that year!

Well it gets better: according to witnesses, another member of the Budget Engagement Commission, Rose Mayes, who missed ONLY 33% of the meetings, approached Councilman Condor after the Budget Engagement meeting with a word about the hat and robe he carries in trunk of his vehicle.  Maybe we can persuade Chuck to let us in on the specifics of what Rose accused him of? Thirty Miles heard of tidbits towards the general gist of the conversation, but it was too nasty for even us to print without first party acknowledgement!  Oh well…I guess we can it’s just another normal week in ole’ River City.

“There’s something distasteful about bitchy and vindictive, like Plascencia; There’s something fun about bitchy and funny, that’s me.”  – Vivian

TODAY: FRIDAY JANUARY 24, 2020: SEAN MILLS WILL BE ON THE JOHN AND KEN PROGRAM WHICH IS KFI 640: DON’T MISS IT!

This posting continues the ongoing saga of the Plascencia vs. Mills feud that played out this week at Tuesday’s Riverside City Council Meeting.

Below you will find the original Council Memorandum signed by Councilwoman Gaby Plascencia; with Councilman Renaldo Fierro providing the second signature needed to bypass our Sunshine Act once again for another of Plascencia’s strongarm political moves.  The Sunshine Act requires that an item going before the Council be placed on the agenda 12 days prior to being heard by the body.  Plascencia simply alleged that it was an emergency without providing any documentation, hence, skirting that law and our ethics process with 2 strokes of the pen.  Can this chain of events itself be construed as unethical?

Wow! Did anybody notice the t-shirt Plascencia wore under her jacket that day stated, “Do What’s Necessary!”

Perhaps, “The ends justify the means,” would’ve been betterThanks to a commenter here’s the t-shirt!

Here’s what Riverside’s New Social Justice Councilwoman was wearing: “Do what’s necessary before what’s nice!” with a picture of Colin Kaepernick taking a knee during the National Anthem.

Click this link to view report – Where’s the beef?

Provided below is Councilwoman Gabriela Plascencia’s opening statement at Council of why Planning Commissioner Sean Mill’s should be removed.  Why should Mills be removed?  She offers the crowd, “Google it,” then warns the audience, “Riversiders in the audience or those watching, please take out your phones and google Sean Mill’s name before you come up here and leverage your reputation on this individual.”  Got it Gaby!  Your evidence essentially boils down to, “It was on the internet, so it must be true!”

Community Advocate Irma Flores says it all by citing Martin Luther King, “I have a dream that my four little children will one day live in a nation where they will not be judged by the color of their skin but by the content of their character.”  The next clip after Plascencia talks about how we need to ‘share the wealth around,’ then Councilman Andy Melendrez tries to bail Plascencia out:

Former campaign opponent and current Riverside Planning Commissioner Sean Mill responds to Plascencia’s allegations of impropriety, and against Plascencia skirting the laws and policies  Riverside put in place over the last several years to avoid these types of kangaroo courts.  Many in the community are asking if this is simply “kindergarten pay back?”  Rumor is Plascencia wanted to remove Mills and replace him with IBEW member Jim Rush.  But Rush is white, is that diverse enough?

For your viewing pleasure, the whole painful meeting between Councilwoman Gabriela Plascencia vs. Commissioner Sean Mills below:

Local Radio Personality Roy Bleckert on IE Newswire has his take on the Sean Mills Gabriela Plascencia feud.  Bleckert came to our City Council to speak on this issue, but had to leave, due to the meeting process taking so long.

Tax Advocate Vivian Moreno addressing County Clownsil Gregory Priamos, just before he destroyed the crowd with his creative balloon assemblies.  Even Community Executive Officer George Johnson got a cool balloon hat!

One would like to believe that within the County of Riverside, we still have justice and accountability, otherwise the very fabric of our local Democracy disintegrates.  After three Grand Jury reports (2013, 2015 and 2019) investigating Attorney Greg Priamos ended with no actions whatsoever by any governing body.  The fact that issues of behavior have been brought up, and continue to be brought to the attention of TMC by anonymous City of Riverside employees and County of Riverside employees, forced us to attend Tuesday’s Board of Supervisors meeting.  When employees fear retaliation when issues of concern are brought forward, what are taxpayers to think?  These are your and our valued employees dedicated to working in the best interest of the taxpayer.  Why are they afraid to come forward?  Maybe we can help, read Grand Jury report for 2019.  Concluding, retaliation against employees.  Then what happens next, after a Grand Jury presents it evidence and findings?  Another investigating body is formed made up by County Supervisors Karen Spiegel and Jeff Hewitt, to investigate the investigation…  So why even take the finding of Grand Jury seriously to begin with?  Why take an employee complaint seriously?  What we have is a failure to communicate and a failure to act.

This is a scandal, the County Board of Supervisors hired a shyster corrupt attorney, and they were all aware of what he is capable of doing.  He runs his office with intimidation tactics.  The second Grand Jury went so far as to recommend the discharge of Priamos.  According to the Patch, admitted longtime Priamos friend, former Supervisor John Tavaglione blamed several members of the Grand Jury panel with the outcome, stating they “had a bone to pick” with Priamos from when he worked as Riverside City Attorney!  Further he blamed the media for the characterizations of the conclusions.  “It’s very unfortunate … but they’re the ones that like this kind of stuff,”  Tavaglione said, “Confrontation sells news.”  Should we be surprised by Tavaglione’s statements?  No, everyone knows who Priamos is and what he has done.  So why is Tavaglione’s name on the County Supervisors building?  That needs to be removed, because more of Tavaglione’s antic is just down the pipeline.

GJ2013                           GJ2015                             GJ2019

What we find so interesting in all three grand jury reports is the sentiment is all the same, Priamos is a shyster corrupt Attorney.  After three paneled Grand Jury investigations, the County Board of Supervisors feel the need for more investigation.  What do they think this is Washington D.C.?  You have to wonder why the Board of Supervisors protects this guy?

Now I’m just a concern citizen with some information and actual facts on the legal bad boy behavior of Greg.  Again, Greg is a SCA (Shyster Corrupt Attorney).  That’s what he is.  The facts are very clear.  The county board of soups have all the information on Greg first hand, but still need to investigate.  That makes no sense.  They chose to hire and retain a shyster lawyer over life long employees, of which many have dedicated themselves to this governing body.  They are investigating away the morale of the county staff by allowing this organization to be run by intimidation tactics.  As of today the board has become complicit and have chose to ignore all the facts and findings.  Back in 2015 Tax Advocate and former City of Riverside Mayor Candidate Vivian Moreno stated the following:

“There are a lot of issues here, the grand jury is bringing a huge light to this board.  Priamos made a huge mess of the legal department in the City of Riverside now he’s here creating just as much chaos.  The supervisors are protecting him because he’s a buddy not because he’s a qualified fantastic wonderful Attorney, that we would all be proud of.  He’s here to be the protector, to protect personal gain, instead of protecting the taxpayer.” – Vivian Moreno 2015

This was her statement in 2015….. and here we are in 2019…. and I’m sure I will be back again with this same issue soon…. She stated, “I don’t blame Greg for being a SCA (Corrupt Shyster Attorney)” …. “I blame the enablers, the County Board of Supervisors for allowing him to destroy many lives and ultimately destroy this governmental organization …… This is scandalous to say the least!”

Don’t forget to get to order your book on the Priamos Family, called “The Shysters Daughter,” written by Greg Priamos’s cousin Paula Priamos.  Of course even Paula doesn’t want anything to do with her cousin Greg as TMC understands.  The following is a quote from her blog, “My father was a shyster.  He was a crooked lawyer who cheated his clients out of money.”

Well as you can see coming from a family member, that in itself should state a multitude about Greg Priamos’s behavior.  Get this spellbinding book on Amazon for $20.69, you won’t be disappointed.  Number one take away from all this ….  ” the apple doesn’t fall far from the tree.”  Hey, we told you about former RPU General Manager Dave Wright, and no governmental body listened…. incidentally the FBI finally listened!

Greg Priamos likes to hold himself out as a lawyer of the highest ethical standards.  The reality is THAT IS JUST NOT TRUE.  His actions described in the Grand Jury report on County Counsel indicate that Priamos violated critical ethical standards stated in the California State Bar Rules of Professional Conduct.  These Rules strictly govern all California lawyers regardless of the work they are doing.  These are not optional requirements, they are mandates from the State Bar and the California Supreme Court.

The false and wrongful actions Priamos took against his own employees constituted “misconduct” as prohibited by the Rules because his conduct involved “dishonesty, fraud, or reckless or intentional misrepresentation”.  Priamos is therefore subject to discipline by the State Bar.

HOW CAN THE BOARD OF SUPERVISORS LET ITS TOP LEGAL ADVISOR GET AWAY WITH SUCH SHAMEFUL AND UNETHICAL CONDUCT?  CONDUCT THE STATE BAR HAS RULED TO BE UNETHICAL?  THEY DO IT BECAUSE THEY ARE OBLIGATED TO THOSE WHO HAVE AN INVESTMENT IN THEM.  JUST FOLLOW THE MONEY FOLKS!  THIS IS NOT ROCKET SCIENCE, IT SIMPLY PEOPLE PLACED IN A POSITION OF POWER TO SUPPORT THE AGENDA OF THOSE WHO PLACED THEM IN POWER.  DON’T GET ME WRONG FOLKS, ACCORDING TO THE LAWS OF THE LAND, THIS IS ALL LEGAL!  BUT IT IS NOW UP TO YOU TO TAKE A POSITION THAT THIS IS A RIGHT COURSE FOR THOSE THAT SEEMINGLY REPRESENT US.

County Counsel management has abused its power to wrongfully drive me from the job I successfully held for almost 30 years. I was not an at-will employee, I had a legal right to my job. County Counsel management intentionally and wrongfully took my job away from me.”  – former Deputy Riverside County Counsel Neal Kipnis, January 2018

In 2012, the Grand Jury stated that Priamos violated its secrecy during an investigation regarding police procedures.  Back in May of 2015, according to the PE, the Riverside Grand Jury has accused Riverside County’s internal law office of interfering with its review of the county’s information technology department.  In the report released in April 2015, the Grand Jury, which serves as a court-appointed watchdog of public agencies, said the Office of County Counsel directed IT staff to accept only written requests from the investigative panel, which had asked for a copy of IT’s (Information Technology) response to an audit.  According to California Penal Code “the grand jury is entitled to free access … of all public records within the county,” the report said. County counsel needs more training and must recognize the jury as an independent body, the report concluded.  Riverside County Counsel in headed by non other than the infamous Gregory Priamos, also was former Riverside’s City Attorney, who of course had plenty of baggage….. and I don’t mean travel baggage.  The question asked, “Is why this scumbag continually is protected?”  We know why, you only have to look at the supporters behind the scum bag, which in turn, is more scumbags such as former Supervisor’s John Tavaglione and Marion Ashley.

According to a current July 1, 2019 Grand Jury report and article in the Press Enterprise stated,  “Our investigation/interviews revealed that certain county managers have set personal ego, arrogance, power and personal control above their duty to serve the people. The highest honor is to serve the public, and along with that honor, is the responsibility to maintain ethical standards in employment actions. These county managers, the CEO and to some extent the prior County of Riverside Board Of Supervisors, have failed in their leadership to provide a positive, supportive environment.”  Well it seems as all hell broke loose at the County of Riverside, primarily because former County of Riverside Supervisor John Tavaglione was not their to protect his boy, Priamos, further not even Ashley.  The real Priamos is now seemingly being exposed now that he is all in the open.  Well this was no surprise to TMC, we’ve exposed him in the past, but no one cared!  The enablers kept enabling.  This same scenario happened in the City of Riverside with former City Manager Brad Hudson and Scott Barber.  Garbage in, garbage out.  Even then no one cared enough to come out to City Council and give their opinion.  Full Grand Jury Report below for your reading and viewing pleasure. Riverside County Human Resources Department and Office of Riverside County Counsel 07.01.2019

Former Riverside Deputy County Counsel Neal Kipnis expressed the following in a personal email, “I assure you that I am a totally honest person. What happened to me was totally wrong and dishonest.  He is a bad person and not worthy of being in such a public position.”

Neal Kipnis arrived at the Office of County Counsel from San Diego at the end of 1988.  Since then he has worked on many different issues related to contracts and construction projects, including drafting and negotiation of professional services and technology contracts, and resolution of complicated construction disputes. He has advised many County departments and special districts on various problem-solving and dispute resolution efforts.  Since 1988, a period during which he worked under four different County Counsels prior to the arrival of Greg Priamos. In all those years, Kipnis never had a bad performance review.  Why was he targeted?  We still don’t have a clue.  Was it simply because he did his work with honesty and integrity, and could not be molded to the Priamos machine?  Honesty and integrity is not in the vocabulary of the Priamos dictionary.

Mr. Kipnis received both his B.A. (Economics, Phi Beta Kappa) and J.D. from the University of California, Los Angeles.  During law school, he clerked at the U.S. Department of State and the U.S. Trade Representative, both in Washington D.C.  He was an associate with Lewis, Brisbois, Bisgaard and Smith for two years before coming to Riverside.

Mr. Kipnis stated, “I have had a successful career at County Counsel since 1988, a period during which four different County Counsels headed our office prior to the arrival of Greg Priamos. In all those years, I never had a bad performance review.”

Of course this wasn’t the first incident of complaints against Priamos, he had a slew of them going back to the days of being Riverside City Attorney.  We saw how this sociopathic sycophant destroyed good people.  We saw this with former City of Riverside Deputy Attorney Raychele Sterling.  Sterling alleged that City Officials awarded millions in contracts without bids!  We now see this with Riverside County Deputy County Counsel Neal Kipnis.  This was his original letter sent to me back in 2018 which was addressed to former Riverside County Supervisor John Tavaglione. (click on link).

THE LETTER TO FORMER SUPERVISOR JOHN TAVAGLIONE FROM FORMER DEPUTY COUNTY COUNSEL NEAL KIPNIS DATED JANUARY 1, 2018

According to Kipnis’s letter to former Supervisor John Tavaglione, there were false and misleading information made against him.  It was a failure of Human Resources (HR) to react in a proper and fair manner.  According to Kipnis letter to Tavaglione, “Sadly, Human Resources facilitated the improper actions taken against me by failing to ensure compliance with applicable County employee discipline procedures (Board Policy C-23 and corresponding HR policy). There was a significant failure to follow or enforce these important policies – intended to provide employees in my situation with fairness and protection. This failure by HR made it far more difficult for me to be able to defend myself leading up to the termination notice.”  Sadly, Kipnis’s letter was left on deaf ears and never responded to.

So what did the the Grand Jury report say?  Well it vehemently appeared to mirror Kipnis’s complaints of the process at hand.  So what actually received the attention of the Grand Jury?  It stated, “For several consecutive years, the Riverside County Civil Grand Jury (RCCGJ) has received numerous complaints regarding HR practices, and Riverside County Counsel (RCC), regarding the methods used for terminations and other related personnel matters that are initiated and processed.”  They went on to say, “The County of Riverside has a published Code of Ethics which states: “The principal function of County governmentis to serve the best interests of all the people.””

What did the Grand Jury see?  They noticed an inherent, “Prolonged mistrust due to harsh personnel practices as well as unscrupulous tactics by some managers has created a climate of fear, intimidation and anxiety among county employees. Employees know it is “go along to get along”, even if it is immoral, illegal, unethical or goes against policies and laws. One employee was told “you have to learn how to do things the county way.””

The Grand Jury found that employees had been denied and were deprived of the ability to examine materials and other documents kept in their personnel file, which is essential to the defense of an allegation against them.  Well okay…

But the following is the kicker folks, Retaliatory Behavior known as “Special Treatment” such as the “Freeway Therapy” Treatment!  “Employees who have displeased managers in the Office of County Counsel, as well as other departments, have found themselves the recipient of a number of “Special Treatments”.  Instead of being assisted, if performance issues are present, they are subjected to various stressors and “Special Treatment”.  Retaliatory transfers are prevalent. These occur when individuals are transferred to distant work place locations for punitive reasons.  Witnesses and those who have experience with this “Special Treatment” refer to these punitive transfers as “Freeway Therapy” and it is a known means of punishment for those who have displeased managers and directors in power.  In other instances of “Special Treatment”, attorneys who have been assigned to a specific department for many years are punitively reassigned to another unrelated department in which they have no expertise.”  I wonder what they coined that as?  “Job Reclassification Therapy”?  Oh no not that! anything but the Freeway Therapy Treatment!  Give me the Job Reclassification Therapy…  While I’m reading all this, it all sounds strangely sadistic with emphasis on Soviet Style Politics, of course, in America.

The Grand Jury report concluded that, “The current Board of Supervisors must address and stop all abuses of power in the Office of County Counsel. The record of culpability is long and convincing. The County of Riverside deserves a strong CGJ (County Grand Jury) to protect the taxpayers from fraud, corruption and abuse. A County Counsel who shares that vision is critical to that goal. The public must demand this.”  The Board of Supervisors are responsible for the actions of the County Counsel, it appears quite evident, his behavior was supported.  Due to a do nothing group of Supervisors.

So what did the Grand Jury report indicate and recommend be done?  According the Grand Jury report, “Testimony of high level manager in the Office of County Counsel indicate that any personnel actions which have taken place in that department have been initiated with the full knowledge and consent of the County Counsel.  The responsibility to control and stop the abuses therefore is the responsibility of the Board of Supervisors and CEO.  The Board of Supervisors and the CEO must hold the Riverside County Counsel accountable for all past and future behavior.”  Okay, so Priamos is the culprit, we all knew that, especially if you live in the City of Riverside… but remember it’s that ‘two sets of rules bug-a-boo’ that those within this so called local representative government can’t seem to get!

Well, the question is, should Riverside County Clownsel be behind bars and/or should have been behind bars when he was at the City of Riverside?  Many taxpaying residents within the City of Riverside are stating yes, and blame the City Council and Mayor for enabling this!  The County of Riverside has a published Code of Ethics which states: “The principal function of County government is to serve the best interests of all the people.”  Interesting enough, Priamos helped draft the Ethics Guide: Practicing Ethics: A Handbook for Municipal Lawyer for The League of California Cities, which Priamos was President of that entities Department.  But we believe that they, such as former Supervisor John Tavaglione never of course believed in any code of ethics.  Because of course, who would dare question him, unless your the type that enjoys a confrontational retaliation that could hurt you financially.  Well he is gone, but his legacy of corruption continues to effect the taxpayer at the pocket book.

Let’s look at some of Priamos’s other antics that no one did anything about within the City of Riverside!

Thought it was okay to transfer Riverside Public Utility monies to the General Fund without a vote of the people.

Thought it was okay to hire outside legal without contracts.

Thought it was okay to spend $19.4 million on outside legal, even the State Bar of California thought it was okay.

Thought it was okay to lie about who actually commanded that a public speaker be arrested for violating the three minute rule, which contradicted a bonafide police report.

The real laughable take away is that he wrote the Ethics Guide for the National League of Cities, being President.

Thought it was okay to settle legal cases which were not in the best interest of the taxpayers.

Thought it was okay to ride around in City Vehicle acting as a legitimate law enforcement representative of the City of Riverside.

Thought it was okay to support City Officials with Cold Plates.

Thought it was okay to support City Officials with Fraudulant Badges.

Thought it was okay to support Pension Spiking Practices within his Office.

Thought it was okay to utilize tax monies for office parties.

Thought it was okay to utilize tax monies for extravagant outside parties such as the Papadakis Restaurant Party.

Thought it was okay to allegedly commit insurance fraud?  The Priamos Tape.

Thought it was okay to support City Officials with Badges and Fire Arms .  Further Priamos thought it was okay that former City Manager Brad Hudson use the City Hall address as his Residence!

Thought it was okay to support former Chief Russel Leach after his DUI charge.

Thought it was okay to conspire to frame a sitting Councilman Mike Soubirous.

Thought it was okay to conspire on Councilman Mike Soubirous water usage, even there was no water shortage in the City of Riverside!

Thought it was okay to conspire to frame a sitting Councilman Paul Davis.

Thought it was okay to lie to Council regarding a complaint against the City of Riverside Human Resources Department.

Was he working numbers with his family during his U.S.C year back in 1991?

In 2010, after Riverside police Chief Russ Leach was charged with misdemeanor DUI for wrecking a city-owned vehicle while under the influence, allegations surfaced that Priamos was among those in city government aware of an attempted cover-up but did nothing about it.  A probe headed by former Riverside County District Attorney Grover Trask found no evidence of wrongdoing.

Even one family member was disgusted with the family antics that she wrote a book about it!  Greg Priamos’s cousin Paula Priamos!  She talks about the underworld of the Priamos Famiglia.

An excerpt from her book:  “I see my father’s body doubled over the wheel.  I see his chest and arms spilling out of the car, his head dangling, blood seeping out of the wet hole in his scalp.”

The warning signs were evident, even Community Taxpayer Advocate Jason Hunter chimed in back on June 24, 2014 about Priamos, take a listen:

The primary take away from all this is that there are two sets of rules, there’s Priamos Law and there is Priamos Law.  In other words, the ruling political class had one law, and the rest of us must endure the real law.  Will the following finally be Priamos’s new suite?  Well it should because the taxpayers are demanding justice.

The primary take away from all this was that there were two sets of rules, there was Priamos Law and there was the Priamos Law.  The ruling class had one law, the rest of us taxpayers endured beyond the spirit of any law.  Will the following finally be Priamos’s new home for his Soviet Style Law Practices?
HAS THIS CULTURE OF CORRUPTION IN WASHINGTON D.C. AND WITHIN THE CITY OF RIVERSIDE LED US TO AN EVE OF DESTRUCTION?  Whereby it means nothing anymore to be a U.S. Citizen…  America has made strives since Selma, Alabama… We all know that, many won’t accept that.  The U.S. by far is the best country in the world, let’s not trash it.  I know, I’ve been to the ‘shithole’s’ of the world, and I always come back to America.  Therefore I say, God Bless America!  Hands down, America will never become a Socialist Country thanks to the 1st and 2nd Amendment!  Something a Dumb Ass County Counsel Sycophant Greg Priamos would not know or understand.  These are the people to be worried about folks, they are the ones who take advantage of the system without you in mind!

What’s left for the Local Riverside Taxpayers after Measure Z is passed by heavily funded Unions!  What is left when the Riverside Council voted for higher Utility Rates for a Utilities that the Riverside Public Residents actually own!  RPU is Riverside Public Utilities!  Why did they do it?  They increased your Utility rates, to pay for their bad decisions and contracts with the Unions.  What they did was to increase the General Fund Transfer from the Utility fund to pay unsustainable pensions.  A sanitation worker in Los Angeles is retiring with $280K per year.  Are public workers the Nouveau Riche?  What gives?  My pension is $980.00 a month with the Vons Corporation as a Managing Pharmacist, What gives?

It’s been two years after Measure Z passed and I believe it is necessary and warranted that we at TMC explain the truth behind Measure Z.  We only need two images to explain this travesty against the honest taxpayers.  If you remember, Measure Z came to the voters in November of 2016 as a proposal to increase our sales tax an additional 1% to 8.75% total

Measure Z was entitled, “The Public Safety and Vital Services Measure,” and was billed as a panacea for our infrastructure and services needs. As it was stated in Ballotpedia, “To prevent cutting police, firefighters, paramedics, 911 emergency response, antigang/drug programs, homelessness reduction and youth after-school/senior/disabled services; to repair local streets/potholes/infrastructure; and to provide other general services, shall a one-cent transaction and use tax (sales tax) be implemented providing $48,000,000 annually through 2036….”  Sixty Percent of Riverside voters favored it as it was heavily promoted by the “Yes on Measure Z” campaign committee, which raised over $100,000 to inundate the general public with mailers, text messages, Facebook ads, etc., on top of the normal City propaganda (meetings, RPU bill inserts, push polls, etc.).  This is what the City of Riverside and the Public Unions did to deceive the public.  First they, the unions,  who invested huge monies toward influencing the public that passing Measure Z was the right thing to do.  Further, they pressed their members to vote for Measure Z….or else.  It’s what they do.

With the economy strong, Measure Z continues to beat forecasts for revenue taken in by the City and currently approaches $53 million/year. So what ACTUALLY happened to the money? And here’s where the story takes a predictable turn.

At the same time Measure Z was being put on the ballot, now-infamous former City Manager John Russo crafted a deal with the local unions (and non-represented) employees, which was passed by our crooked City Council (with no veto from the Mayor), called the Partnership Compensation Model (PCM). The PCM was structured to grant salary raises of 9-12% ABOVE AND BEYOND NORMAL MERIT RAISES spread over 2 years for all public employees ONLY IF Measure Z should pass.

In return for this lucre, the unions had to promote the heck out of Measure Z (click on image to enlarge below).

Which they did to the tune of the aforementioned $100,000.  And they used the same scare tactics they use every time they need to raise taxes…and many of us keep falling for it: “cutting police, firefighters, paramedics, 911 emergency response, antigang/drug programs, homelessness reduction and youth after-school/senior/disabled services; to repair local streets/potholes/infrastructure.”  This is what that $100K paid for… beautiful propaganda mailers with happy families and smiling fire employees and the threat that if this wasn’t passed you, the taxpayer won’t have service.  Some call it hard line politics, some call it political black mail.  Shouldn’t this be illegal?  You realized that you were lied to.

policeone    policetwo firetwo

This was a shot of those in charge of the Teachers Union, Fire Union and Police Union all together having a good time after the passing of Measure A back in 2013!

Tim Strack, president of the Riverside City Firefighter in center, raises his fist as the first results of Measure A came in, at the Orangecrest Club in Riverside, at left, Tom Hunt of the school board and writing in the totals is Dave Austin, on Tuesday, June 4, 2013.

This is what taxpayers hate!  These Assholes enumerating themselves, but not creating any savings or a value to benefit the taxpayers.  The reality has set in, these dirt bags have only thought, thought on how to screw you, that is us, the taxpayer.  Take a good look at these individuals..they are not your friends or your supporters, they are working to take your money, by any means possible.  Which it terms they are Socialist, that is the reality…

Now here’s what should make you take your pitchforks and torches down to City Hall at the next Tuesday City Council Meeting: according to City Finance’s own numbers (presented March 13th, 2019 to the Finance Committee), in return for that $100,000, by the end Fiscal Year 2021, those very same employees will make off with over $21,000,000 annually ($16,000,000 from Measure Z itself and the remaining from your recently-raised utility bills) as a result of PCM (Partnership Compensation Model) – see and click on image below to enlarge.

Simplified:

1) Your Mayor and Council (with an assist from former City Manager John Russo) made a deal with the devil unions to trade an annual annuity of over $20 million of your money in return for $100,000. The Net Present Value of that annuity over the next 20 years (the sunset on Measure Z)? NEARLY $300 MILLION.

2) Every one of your elected officials at the time (including Ward One Council member Mike Gardner) contributed monetarily to the “Yes on Z” campaign, as did City “leaders,” non-profit associations like the Riverside Chamber of Commerce and the Raincross Group did as well.

3) The 2021 Fiscal Year budget forecast shows a $15 million deficit, which means SERVICE CUTS are on the way just 5 years after the passage of Measure Z. You think we’ve got a homeless/pothole/you-name-it problem now? Give it a year!  They’ll be sleeping in your front lawn and RPD will not be able do anything about it, as this occurrence recently in our cherished Wood Streets.

4) The numbers in Simplified #1 above do not reflect how the PCM will make our unfunded pension liability explode, as pensions are calculated off an employee’s highest salary.  I’ll take a swag and guess that number will eventually be in the HUNDREDS OF MILLIONS too.

5) The City runs for the benefit of the electeds, a few special interests, and the employees, with just enough thrown back at the general public to provide the illusion that all’s well and things are getting done. Behinds the scenes we have $2 billion in debt, a $535 million unfunded pension liability, and budget deficits as far as the eye can see (at the City alone, not counting the County, the School Districts, etc.).

6) Eventually, all the Measure Z money will go to employees as Simplified #4 kicks in.  You have been screwed royally by those sworn to serve and protect you. The City’s proposed solutions to the problems they’ve created seem to center around selling your assets, cutting your services, and taking more money from you…the road San Bernadino took over 10 years ago. Sooooo, WHAT ARE YOU GOING TO DO ABOUT IT? I will offer my suggestions at a later date.  The below was a debate on the subject of Measure Z hosted by Ralph Torres of Hey Riverside.  Councilman Paul Davis and Community Tax Activist Jason Hunter were on the hot seat!  He gave a warning to the taxpayer residents as follows:  And don’t say some of us didn’t warn y’all at the time (at 10 minute mark in particular):

Please, please share with your neighbors. It’s time folks woke up. There’s still time to mitigate this impending disaster.

I get a bit peeved, as you should, at the entitlement I see amongst the public sector workers who think there’s any equity between work in the public and private sector by allowing public sector folks to retire at (in some cases) 90% of their highest one-year career salary in their early 50s, especially with the amount of pension spiking that still goes on.  That’s not a comfortable retirement: that’s a scam on the private sector taxpayers, many of whom at looking at $35K/year in Social Security at age 70.

According to the PE, 53,000 former public employees in California were pulling down 6-figures a year in 2016, many of whom NEVER PUT A PENNY OF THEIR OWN MONEY towards their retirements.  If this was seen in the Private Sector this would lead to Bankruptcy.  And no, I don’t feel sorry for one second about demanding that those pensions be modified (particularly the higher end ones), especially since reform of the problem has been postponed by our public employees continually buying our elections (like Measure Z) and politicians. The general public is the boss under our Constitution, so if enough of us say “no more,” guess what?  That’s it … regardless of past promises, just like in the private sector.  Google, “United Airlines bankruptcy,” for reference. And the whole argument that everyone who bitches is just jealous they can’t get a job in the public sector is preposterous on its face (the private sector pays for all ALL general fund employee compensation via taxes) and shows how little people know about how our economic system of capitalism works (while not perfect, I challenge someone to show me a better model that’s actually been implemented in a country this size).

Bottom line, the City of Riverside should consider Bankruptcy as an option, and then renegotiate those Union contracts or give the Unions an ultimatum, decrease salaries and increase the pension obligation or contribution to the fund.  The City of Riverside should only negotiate contracts with Unions that we actually can afford.  The Private Sector does it all the time, they would otherwise see bankruptcy!

The above was a news story that was published on Youtube in 2013 by Fox Business, it talks about the unsustainable pension cost crisis that California is being confronted with.  When they looked further they found public city workers were retiring with high yearly fat payouts.  They had a sanitation worker in Los Angeles retiring with $280K per year, a librarian in San Diego retiring with $234K per year, a retired life guard in New Port Beach retiring with $180K in pension and health care benefits per year and 94 public government workers in the Bankrupt City of Stockton, CA receive over a $100K plus per year in pensions.  Why am I peeved?  I receive a pension of $980 per month in my pension as a pharmacist.  I worked with the private sector as a pharmacy manager with the Vons Corporation.  My background, I have a Doctorate in Clinical Pharmacy from the University of California.  What I’m telling you, and should be obvious, is their are elements within City Governments that do not care, and do not look upon the interest of their taxpaying constituents.

This reminds me of Riverside Public Utilities dispatcher Donald Dahle who received $257,719 in overtime in 2016, boosting his total earnings to $373,235!  A dispatcher folks!  According to Internal Audit Manager for the City of Riverside Cheryl Johannes stated, “In other words, they found no fraud, … Where (Public Utilities staff) were lacking was internal review. They had policies, but if people don’t follow policies, this is what happens.”  Duh, are we talking about City of Riverside Employee who was in charge or who had supervisory role was derelict in their duties or who was clearly incompetent?  This being said cost the taxpayers a heap of money!
