Having too much fun! Thirty Miles ran Councilmember Gaby Plascencia’s commentary from last Tuesday on Sean Mill through our politi-speak b.s. machine. This is what it came up with. We hope you enjoy the new “faces” of Riverside. We also thought it important to shed light on the different ways racism and sexism reveal themselves. Ward 5: is that the message you voted on? Was that the message you supported? We all must face the truth: racism comes in all colors. It’s content, not color, that’s important when speaking about diversity.

Vivian Moreno gives her take on this week’s issues: the interview of Planning Commissioner Sean Mill by the John and Ken show of KFI radio 640AM, racism, the Plascencia vs. Mill Feud and certain Budget Engagement Commission members (our girl Gaby again!) being called out on their pathetic attendance record by Councilman Chuck Condor and their ensuing response.
On Friday January 24, 2020, KFI AM640, the John and Ken Show interviews City of Riverside Planning Commissioner Sean Mills, regarding the attempted coerced removal by former campaign rival, Gabriela Plascencia, who is now on the Riverside City Council representing Ward 5.
TMC remembers that at the October 1, 2019, City Council Meeting, Councilman Chuck Condor called out four Commissioners of the Budget Engagement Commission for attendance problems. Condor called it ‘pathetic.’ By not living up to their promise to attend these meetings, these individual were responsible for the City’s perilous financial issues not being addressed in a timely and efficient manner. Subsequently on October 10, 2019, two of these volunteers (now duly-elected to City Council, Ronaldo Fierro and Gabriela Plascencia) responded to Conder, deriving his caustic remarks to be the outcome of purely petty politics. Below, you will find the actual attendance document from January to August 2019, prepared by the City Clerk, that Conder was referencing.

We advise our viewing audience again that at the time of the below video in October of 2019, both Plascencia and Fierro were not yet on the City Council, but volunteers on the Budget Engagement Commission. In an astonishing twist of fate/karma/foreshadowing/irony, toward the end of the video, Plascencia makes a haunting statement that may come to back to bite her: , “I am committed when elected to never ‘shame’ our volunteers!” Well, Plascencia has now been elected to City Council, and within six weeks she is shaming one of the City’s volunteers publicly! That person, of course, is volunteer Planning Commissioner Sean Mill. But it went further than ‘shaming;’ it went all the way to ‘slander’ and worse, ‘discrimination’.
Chuck also refers to a close friend that missed quite a few meetings, but didn’t mention him by name. TMC reveals that person to be none other than Joe Tavaglione, current California Transportation Commissioner, uncle of former Riverside County Scalliwag Supervisor, John Tavaglione, and local big kahuna – Joe missed 83% of all meetings for that year!
Well it gets better: according to witnesses, another member of the Budget Engagement Commission, Rose Mayes, who missed ONLY 33% of the meetings, approached Councilman Condor after the Budget Engagement meeting with a word about the hat and robe he carries in trunk of his vehicle. Maybe we can persuade Chuck to let us in on the specifics of what Rose accused him of? Thirty Miles heard of tidbits towards the general gist of the conversation, but it was too nasty for even us to print without first party acknowledgement! Oh well…I guess we can it’s just another normal week in ole’ River City.

This posting continues the ongoing saga of the Plascencia vs. Mills feud that played out this week at Tuesday’s Riverside City Council Meeting.
Below you will find the original Council Memorandum signed by Councilwoman Gaby Plascencia; with Councilman Renaldo Fierro providing the second signature needed to bypass our Sunshine Act once again for another of Plascencia’s strongarm political moves. The Sunshine Act requires that an item going before the Council be placed on the agenda 12 days prior to being heard by the body. Plascencia simply alleged that it was an emergency without providing any documentation, hence, skirting that law and our ethics process with 2 strokes of the pen. Can this chain of events itself be construed as unethical?
Wow! Did anybody notice the t-shirt Plascencia wore under her jacket that day stated, “Do What’s Necessary!”

Your evidence essentially boils down to, “It was on the internet, so it must be true!”

Former campaign opponent and current Riverside Planning Commissioner Sean Mill responds to Plascencia’s allegations of impropriety, and against Plascencia skirting the laws and policies Riverside put in place over the last several years to avoid these types of kangaroo courts. Many in the community are asking if this is simply “kindergarten pay back?” Rumor is Plascencia wanted to remove Mills and replace him with IBEW member Jim Rush. One would like to believe that within the County of Riverside, we still have justice and accountability, otherwise the very fabric of our local Democracy disintegrates. After three Grand Jury reports (2013, 2015 and 2019) investigating Attorney Greg Priamos ended with no actions whatsoever by any governing body. The fact that issues of behavior have been brought up, and continue to be brought to the attention of TMC by anonymous City of Riverside employees and County of Riverside employees, forced us to attend Tuesday’s Board of Supervisors meeting. When employees fear retaliation when issues of concern are brought forward, what are taxpayers to think? These are your and our valued employees dedicated to working in the best interest of the taxpayer. Why are they afraid to come forward? Maybe we can help, read Grand Jury report for 2019. Concluding, retaliation against employees. Then what happens next, after a Grand Jury presents it evidence and findings? Another investigating body is formed made up by County Supervisors Karen Spiegel and Jeff Hewitt, to investigate the investigation… So why even take the finding of Grand Jury seriously to begin with? Why take an employee complaint seriously? What we have is a failure to communicate and a failure to act.
What we find so interesting in all three grand jury reports is the sentiment is all the same, Priamos is a shyster corrupt Attorney. After three paneled Grand Jury investigations, the County Board of Supervisors feel the need for more investigation. What do they think this is Washington D.C.? You have to wonder why the Board of Supervisors protects this guy?
Now I’m just a concern citizen with some information and actual facts on the legal bad boy behavior of Greg. Again, Greg is a SCA (Shyster Corrupt Attorney). That’s what he is. The facts are very clear. The county board of soups have all the information on Greg first hand, but still need to investigate. That makes no sense. They chose to hire and retain a shyster lawyer over life long employees, of which many have dedicated themselves to this governing body. They are investigating away the morale of the county staff by allowing this organization to be run by intimidation tactics. As of today the board has become complicit and have chose to ignore all the facts and findings. Back in 2015 Tax Advocate and former City of Riverside Mayor Candidate Vivian Moreno stated the following:
“There are a lot of issues here, the grand jury is bringing a huge light to this board. Priamos made a huge mess of the legal department in the City of Riverside now he’s here creating just as much chaos. The supervisors are protecting him because he’s a buddy not because he’s a qualified fantastic wonderful Attorney, that we would all be proud of. He’s here to be the protector, to protect personal gain, instead of protecting the taxpayer.” – Vivian Moreno 2015
This was her statement in 2015….. and here we are in 2019…. and I’m sure I will be back again with this same issue soon…. She stated, “I don’t blame Greg for being a SCA (Corrupt Shyster Attorney)” …. “I blame the enablers, the County Board of Supervisors for allowing him to destroy many lives and ultimately destroy this governmental organization …… This is scandalous to say the least!”
Greg Priamos likes to hold himself out as a lawyer of the highest ethical standards. The reality is THAT IS JUST NOT TRUE. His actions described in the Grand Jury report on County Counsel indicate that Priamos violated critical ethical standards stated in the California State Bar Rules of Professional Conduct. These Rules strictly govern all California lawyers regardless of the work they are doing. These are not optional requirements, they are mandates from the State Bar and the California Supreme Court.
The false and wrongful actions Priamos took against his own employees constituted “misconduct” as prohibited by the Rules because his conduct involved “dishonesty, fraud, or reckless or intentional misrepresentation”. Priamos is therefore subject to discipline by the State Bar.
HOW CAN THE BOARD OF SUPERVISORS LET ITS TOP LEGAL ADVISOR GET AWAY WITH SUCH SHAMEFUL AND UNETHICAL CONDUCT? CONDUCT THE STATE BAR HAS RULED TO BE UNETHICAL? THEY DO IT BECAUSE THEY ARE OBLIGATED TO THOSE WHO HAVE AN INVESTMENT IN THEM. JUST FOLLOW THE MONEY FOLKS! THIS IS NOT ROCKET SCIENCE, IT SIMPLY PEOPLE PLACED IN A POSITION OF POWER TO SUPPORT THE AGENDA OF THOSE WHO PLACED THEM IN POWER. DON’T GET ME WRONG FOLKS, ACCORDING TO THE LAWS OF THE LAND, THIS IS ALL LEGAL! BUT IT IS NOW UP TO YOU TO TAKE A POSITION THAT THIS IS A RIGHT COURSE FOR THOSE THAT SEEMINGLY REPRESENT US.

“County Counsel management has abused its power to wrongfully drive me from the job I successfully held for almost 30 years. I was not an at-will employee, I had a legal right to my job. County Counsel management intentionally and wrongfully took my job away from me.” – former Deputy Riverside County Counsel Neal Kipnis, January 2018
In 2012, the Grand Jury stated that Priamos violated its secrecy during an investigation regarding police procedures. Back in May of 2015, according to the PE, the Riverside Grand Jury has accused Riverside County’s internal law office of interfering with its review of the county’s information technology department. In the report released in April 2015, the Grand Jury, which serves as a court-appointed watchdog of public agencies, said the Office of County Counsel directed IT staff to accept only written requests from the investigative panel, which had asked for a copy of IT’s (Information Technology) response to an audit. According to California Penal Code “the grand jury is entitled to free access … of all public records within the county,” the report said. County counsel needs more training and must recognize the jury as an independent body, the report concluded. Riverside County Counsel in headed by non other than the infamous Gregory Priamos, also was former Riverside’s City Attorney, who of course had plenty of baggage….. and I don’t mean travel baggage. The question asked, “Is why this scumbag continually is protected?” We know why, you only have to look at the supporters behind the scum bag, which in turn, is more scumbags such as former Supervisor’s John Tavaglione and Marion Ashley.
Former Riverside Deputy County Counsel Neal Kipnis expressed the following in a personal email, “I assure you that I am a totally honest person. What happened to me was totally wrong and dishonest. He is a bad person and not worthy of being in such a public position.”
Neal Kipnis arrived at the Office of County Counsel from San Diego at the end of 1988. Since then he has worked on many different issues related to contracts and construction projects, including drafting and negotiation of professional services and technology contracts, and resolution of complicated construction disputes. He has advised many County departments and special districts on various problem-solving and dispute resolution efforts. Since 1988, a period during which he worked under four different County Counsels prior to the arrival of Greg Priamos. In all those years, Kipnis never had a bad performance review. Why was he targeted? We still don’t have a clue. Was it simply because he did his work with honesty and integrity, and could not be molded to the Priamos machine? Honesty and integrity is not in the vocabulary of the Priamos dictionary.
Mr. Kipnis received both his B.A. (Economics, Phi Beta Kappa) and J.D. from the University of California, Los Angeles. During law school, he clerked at the U.S. Department of State and the U.S. Trade Representative, both in Washington D.C. He was an associate with Lewis, Brisbois, Bisgaard and Smith for two years before coming to Riverside.
Mr. Kipnis stated, “I have had a successful career at County Counsel since 1988, a period during which four different County Counsels headed our office prior to the arrival of Greg Priamos. In all those years, I never had a bad performance review.”
Of course this wasn’t the first incident of complaints against Priamos, he had a slew of them going back to the days of being Riverside City Attorney. We saw how this sociopathic sycophant destroyed good people. We saw this with former City of Riverside Deputy Attorney Raychele Sterling. Sterling alleged that City Officials awarded millions in contracts without bids! We now see this with Riverside County Deputy County Counsel Neal Kipnis. This was his original letter sent to me back in 2018 which was addressed to former Riverside County Supervisor John Tavaglione. (click on link).
According to Kipnis’s letter to former Supervisor John Tavaglione, there were false and misleading information made against him. It was a failure of Human Resources (HR) to react in a proper and fair manner. According to Kipnis letter to Tavaglione, “Sadly, Human Resources facilitated the improper actions taken against me by failing to ensure compliance with applicable County employee discipline procedures (Board Policy C-23 and corresponding HR policy). There was a significant failure to follow or enforce these important policies – intended to provide employees in my situation with fairness and protection. This failure by HR made it far more difficult for me to be able to defend myself leading up to the termination notice.” Sadly, Kipnis’s letter was left on deaf ears and never responded to.
So what did the the Grand Jury report say? Well it vehemently appeared to mirror Kipnis’s complaints of the process at hand. So what actually received the attention of the Grand Jury? It stated, “For several consecutive years, the Riverside County Civil Grand Jury (RCCGJ) has received numerous complaints regarding HR practices, and Riverside County Counsel (RCC), regarding the methods used for terminations and other related personnel matters that are initiated and processed.” They went on to say, “The County of Riverside has a published Code of Ethics which states: “The principal function of County governmentis to serve the best interests of all the people.””
What did the Grand Jury see? They noticed an inherent, “Prolonged mistrust due to harsh personnel practices as well as unscrupulous tactics by some managers has created a climate of fear, intimidation and anxiety among county employees. Employees know it is “go along to get along”, even if it is immoral, illegal, unethical or goes against policies and laws. One employee was told “you have to learn how to do things the county way.””
The Grand Jury found that employees had been denied and were deprived of the ability to examine materials and other documents kept in their personnel file, which is essential to the defense of an allegation against them. Well okay…
But the following is the kicker folks, Retaliatory Behavior known as “Special Treatment” such as the “Freeway Therapy” Treatment! “Employees who have displeased managers in the Office of County Counsel, as well as other departments, have found themselves the recipient of a number of “Special Treatments”. Instead of being assisted, if performance issues are present, they are subjected to various stressors and “Special Treatment”. Retaliatory transfers are prevalent. These occur when individuals are transferred to distant work place locations for punitive reasons. Witnesses and those who have experience with this “Special Treatment” refer to these punitive transfers as “Freeway Therapy” and it is a known means of punishment for those who have displeased managers and directors in power. In other instances of “Special Treatment”, attorneys who have been assigned to a specific department for many years are punitively reassigned to another unrelated department in which they have no expertise.” I wonder what they coined that as? “Job Reclassification Therapy”? Oh no not that! anything but the Freeway Therapy Treatment! Give me the Job Reclassification Therapy… While I’m reading all this, it all sounds strangely sadistic with emphasis on Soviet Style Politics, of course, in America.
The Grand Jury report concluded that, “The current Board of Supervisors must address and stop all abuses of power in the Office of County Counsel. The record of culpability is long and convincing. The County of Riverside deserves a strong CGJ (County Grand Jury) to protect the taxpayers from fraud, corruption and abuse. A County Counsel who shares that vision is critical to that goal. The public must demand this.” The Board of Supervisors are responsible for the actions of the County Counsel, it appears quite evident, his behavior was supported. Due to a do nothing group of Supervisors.
So what did the Grand Jury report indicate and recommend be done? According the Grand Jury report, “Testimony of high level manager in the Office of County Counsel indicate that any personnel actions which have taken place in that department have been initiated with the full knowledge and consent of the County Counsel. The responsibility to control and stop the abuses therefore is the responsibility of the Board of Supervisors and CEO. The Board of Supervisors and the CEO must hold the Riverside County Counsel accountable for all past and future behavior.” Okay, so Priamos is the culprit, we all knew that, especially if you live in the City of Riverside… but remember it’s that ‘two sets of rules bug-a-boo’ that those within this so called local representative government can’t seem to get!
Well, the question is, should Riverside County Clownsel be behind bars and/or should have been behind bars when he was at the City of Riverside? Many taxpaying residents within the City of Riverside are stating yes, and blame the City Council and Mayor for enabling this! The County of Riverside has a published Code of Ethics which states: “The principal function of County government is to serve the best interests of all the people.” Interesting enough, Priamos helped draft the Ethics Guide: Practicing Ethics: A Handbook for Municipal Lawyer for The League of California Cities, which Priamos was President of that entities Department. But we believe that they, such as former Supervisor John Tavaglione never of course believed in any code of ethics. Because of course, who would dare question him, unless your the type that enjoys a confrontational retaliation that could hurt you financially. Well he is gone, but his legacy of corruption continues to effect the taxpayer at the pocket book.

What’s left for the Local Riverside Taxpayers after Measure Z is passed by heavily funded Unions! What is left when the Riverside Council voted for higher Utility Rates for a Utilities that the Riverside Public Residents actually own! RPU is Riverside Public Utilities! Why did they do it? They increased your Utility rates, to pay for their bad decisions and contracts with the Unions. What they did was to increase the General Fund Transfer from the Utility fund to pay unsustainable pensions. A sanitation worker in Los Angeles is retiring with $280K per year. Are public workers the Nouveau Riche? What gives? My pension is $980.00 a month with the Vons Corporation as a Managing Pharmacist, What gives?
With the economy strong, Measure Z continues to beat forecasts for revenue taken in by the City and currently approaches $53 million/year. So what ACTUALLY happened to the money? And here’s where the story takes a predictable turn.
At the same time Measure Z was being put on the ballot, now-infamous former City Manager John Russo crafted a deal with the local unions (and non-represented) employees, which was passed by our crooked City Council (with no veto from the Mayor), called the Partnership Compensation Model (PCM). The PCM was structured to grant salary raises of 9-12% ABOVE AND BEYOND NORMAL MERIT RAISES spread over 2 years for all public employees ONLY IF Measure Z should pass.
In return for this lucre, the unions had to promote the heck out of Measure Z (click on image to enlarge below).

Now here’s what should make you take your pitchforks and torches down to City Hall at the next Tuesday City Council Meeting: according to City Finance’s own numbers (presented March 13th, 2019 to the Finance Committee), in return for that $100,000, by the end Fiscal Year 2021, those very same employees will make off with over $21,000,000 annually ($16,000,000 from Measure Z itself and the remaining from your recently-raised utility bills) as a result of PCM (Partnership Compensation Model) – see and click on image below to enlarge.
Simplified:
1) Your Mayor and Council (with an assist from former City Manager John Russo) made a deal with the devil unions to trade an annual annuity of over $20 million of your money in return for $100,000. The Net Present Value of that annuity over the next 20 years (the sunset on Measure Z)? NEARLY $300 MILLION.
2) Every one of your elected officials at the time (including Ward One Council member Mike Gardner) contributed monetarily to the “Yes on Z” campaign, as did City “leaders,” non-profit associations like the Riverside Chamber of Commerce and the Raincross Group did as well.
3) The 2021 Fiscal Year budget forecast shows a $15 million deficit, which means SERVICE CUTS are on the way just 5 years after the passage of Measure Z. You think we’ve got a homeless/pothole/you-name-it problem now? Give it a year! They’ll be sleeping in your front lawn and RPD will not be able do anything about it, as this occurrence recently in our cherished Wood Streets.
4) The numbers in Simplified #1 above do not reflect how the PCM will make our unfunded pension liability explode, as pensions are calculated off an employee’s highest salary. I’ll take a swag and guess that number will eventually be in the HUNDREDS OF MILLIONS too.
5) The City runs for the benefit of the electeds, a few special interests, and the employees, with just enough thrown back at the general public to provide the illusion that all’s well and things are getting done. Behinds the scenes we have $2 billion in debt, a $535 million unfunded pension liability, and budget deficits as far as the eye can see (at the City alone, not counting the County, the School Districts, etc.).
6) Eventually, all the Measure Z money will go to employees as Simplified #4 kicks in. You have been screwed royally by those sworn to serve and protect you. The City’s proposed solutions to the problems they’ve created seem to center around selling your assets, cutting your services, and taking more money from you…the road San Bernadino took over 10 years ago. Sooooo, WHAT ARE YOU GOING TO DO ABOUT IT? I will offer my suggestions at a later date. The below was a debate on the subject of Measure Z hosted by Ralph Torres of Hey Riverside. Councilman Paul Davis and Community Tax Activist Jason Hunter were on the hot seat! I get a bit peeved, as you should, at the entitlement I see amongst the public sector workers who think there’s any equity between work in the public and private sector by allowing public sector folks to retire at (in some cases) 90% of their highest one-year career salary in their early 50s, especially with the amount of pension spiking that still goes on. That’s not a comfortable retirement: that’s a scam on the private sector taxpayers, many of whom at looking at $35K/year in Social Security at age 70.
According to the PE, 53,000 former public employees in California were pulling down 6-figures a year in 2016, many of whom NEVER PUT A PENNY OF THEIR OWN MONEY towards their retirements. If this was seen in the Private Sector this would lead to Bankruptcy. And no, I don’t feel sorry for one second about demanding that those pensions be modified (particularly the higher end ones), especially since reform of the problem has been postponed by our public employees continually buying our elections (like Measure Z) and politicians. The general public is the boss under our Constitution, so if enough of us say “no more,” guess what? That’s it … regardless of past promises, just like in the private sector. Google, “United Airlines bankruptcy,” for reference. And the whole argument that everyone who bitches is just jealous they can’t get a job in the public sector is preposterous on its face (the private sector pays for all ALL general fund employee compensation via taxes) and shows how little people know about how our economic system of capitalism works (while not perfect, I challenge someone to show me a better model that’s actually been implemented in a country this size).
Bottom line, the City of Riverside should consider Bankruptcy as an option, and then renegotiate those Union contracts or give the Unions an ultimatum, decrease salaries and increase the pension obligation or contribution to the fund. The City of Riverside should only negotiate contracts with Unions that we actually can afford. The Private Sector does it all the time, they would otherwise see bankruptcy!
The above was a news story that was published on Youtube in 2013 by Fox Business, it talks about the unsustainable pension cost crisis that California is being confronted with. When they looked further they found public city workers were retiring with high yearly fat payouts. They had a sanitation worker in Los Angeles retiring with $280K per year, a librarian in San Diego retiring with $234K per year, a retired life guard in New Port Beach retiring with $180K in pension and health care benefits per year and 94 public government workers in the Bankrupt City of Stockton, CA receive over a $100K plus per year in pensions. Why am I peeved? I receive a pension of $980 per month in my pension as a pharmacist. I worked with the private sector as a pharmacy manager with the Vons Corporation. My background, I have a Doctorate in Clinical Pharmacy from the University of California. What I’m telling you, and should be obvious, is their are elements within City Governments that do not care, and do not look upon the interest of their taxpaying constituents.
This reminds me of Riverside Public Utilities dispatcher Donald Dahle who received $257,719 in overtime in 2016, boosting his total earnings to $373,235! A dispatcher folks! According to Internal Audit Manager for the City of Riverside Cheryl Johannes stated, “In other words, they found no fraud, … Where (Public Utilities staff) were lacking was internal review. They had policies, but if people don’t follow policies, this is what happens.” Duh, are we talking about City of Riverside Employee who was in charge or who had supervisory role was derelict in their duties or who was clearly incompetent? This being said cost the taxpayers a heap of money!

Again The Residents Are Getting Hosed By New Taxes, Not For Services, But For Public Employee Salaries and Pensions!
Our City Council adopted the budget for the next 2 years this last Tuesday June 25th. Wanted to share with my neighbors the 5-year projections. Rough seas ahead folks. Yes, we are staring at a $17 million deficit next year, just years after passing a $50+ million additional sales tax (Measure Z), despite a booming economy. Yes, the deficit is almost exactly the amount our City Council gave away to our public employees as part of the Partnership Compensation Model incentive that was used to bribe our unions into supporting Measure Z. Enjoy the next year, because if we don’t reduce our personnel costs dramatically during the next 12 months (which our electeds have shown no stomach for anytime recently), City services are going to take a massive hit if we don’t drain our reserves severely. Thoughts? I think Councilman Mike Gardner needs to at least tell us what the plan is.
The catastrophe according to the following document is what we see happening in 2021, 2022 and 2023, huge deficits coming! This is all due to Public Employee Pensions folks! What will happen next? These deficits according to the PE, will start eating away at the City’s Reserves, as seen in the document. Under normal conditions city officials try to keep the reserve at or above the 20% mark, but that percentage will start to decrease in the coming years. Reserves will start decreasing below the 20% mark begining in year 4, FY 2021/22! (click to enlarge).
According to the PE, “Other councilmen, though they supported the budget, called out past spending they said was wasteful.” Well its to late now, but don’t say we didn’t tell you so. We told you the pension problem would hit the fan as far back as 2014. The John Burnard Story, was this a tragic story that had to happen? Was it inevitable? It seems it’s an unfortunate exposure to what all Riversidian’s have experienced in are not so great city when it comes to establishment politics. Riverside’s Own Elitist Organization ‘The Raincross Group,’ the ‘Riverside Chamber of Commerce’ run by no other than Queen Bee Cindy Roth, and her husband, who allegedly padded his law bills to the City of Riverside with no contracts, is now Senator Richard Roth, who prefers to go by…. the Generalissimo … the incomparable General Roth. A General who does not protect his taxpaying troops, but instead throws his taxpaying troops into the line of fire with increased taxes! Yep, directly as a result of a bribe by former Governor ‘Moonbeam’ Brown himself to support his efforts, remember the gas tax? So the question is , was it inevitable that the Riverside church going elitist chose someone as Burnard to replace former Councilman Steve Adams, who also had the alleged issue of domestic violence? Now, from wearing out his welcome with the County of Riverside and San Bernardino, Adams was whole heartily accepted back again to replace Burnard on the Riverside Council seat.
What seems more relevant is the indoctrination of an individual colleague through alleged coercion. Councilman Mike Soubirous, even though he received the wrath of the establishment attempting to frame him for an undue crime, he succumbed recently, and in turn voted for Adams to replace Burnard. Adams who’s legacy will be remembered by allowing his constituents to die do to contaminated soil in his Ward, which he was very much aware of. A law suit on this matter is being taken up by the Brokovich Firm.
A connection between Councilman Steve Adams and the newly christened candidate John Burnard? A rigging of an election?
Burnard was destined to be the replacement for Adams by the Riverside Political Elite. There was no doubt that Burnard’s historical actions were to come to a head. Was Burnard’s grave error that it didn’t happened in the City of Riverside? Where the elite and RPD could have made an attempted cover up as they did in the past, as they attempted to do with former Chief of Police Russ Leach? Some call it s Political Machine. Some call it the Cultural Elite in action. Some call it a Culture of Entitlement. This so called refined group of people are electable not only by default, but by those who have been there historically… those who have been politically ingrained within the political system, hence those who will continue their legacy.
But what concerns me is who knew what and when did they know it? Well they all did and all are to guilty of perpetrating a culture of covering up each others dirty laundry, while supporting the narrative of truth, family, justice, God and the American way. What those in the position of power who have benefited from the taxpayer, must ask what their legacy will be. What will they be remembered for. Did they do the right thing? Did they have the courage to do the right thing? Did they just withered away, and succumbed to the establishment, because it was easier than fighting and sacrificing for the rights of the residents and their tax money.

It’s a real tragedy for this individual, but the real tragedy of is for the taxpayer who always gets the bill. But it’s typical as you can see with the usual suspects when it comes to the elite ruling class subjects who have given there christening and monies to continue there controlled legacy. Is the real tragedy about this sequence of events by those who have power and control to chain of events which the end result would be the rigging of an election? Or is the real tragedy is to support an individual who may not be truly qualified, or is it that they all have known who Burnard really was? Bottom line, they had to. Even Developer Henry Cox supported Burnard!
Even Developer Henry Cox who supported Burnard admitted Ag Park Parcel he planned for a housing development was contaminated as TMC has indicated in past postings. What was he hoping to receive in some sort of support from Burnard? Remember, prior Councilman Steve Adams did nothing. Mayor Bailey did nothing! Remember that in the next election.
The real tragedy is how the City of Riverside have not been good stewards of the taxpayer money, and have not been good stewards of the utility monies, and have negotiated unsustainable union contracts, and caused legal liabilities. All because of incompetence, unqualified and greed only to fill their own pockets when the taxpayers weren’t looking.
Is the real game for this elite culture is to provide an illusion of government that works, but doesn’t, simply because it’s under the guise of a democratic representation? What gives? Is this a system designed to build a financial treasure chest off the taxpayer for two pensions! Maybe yes! What gives? This is what it seems, make no mistake about it. One example is our Chief of Police Sergio Diaz, working on his second pension. In the real world this does not occur under any circumstance. It is simply unsustainable via cost. to retire early only to work elsewhere
What we have is a group of establishment elite who truly believe they know best, but at the same time creating unsustainable union contracts which down the line, as now, cannot be paid for. Cities will continue to go bankrupt directly because of this behavior, and the State of California will go bankrupt as a whole. People and businesses will continue to leave California for this reason leaving them with an economic crash which will not be revitalized. It is unacceptable to continue to tax the residents for a cartel which has hijacked our government.
The purpose of government was to keep an eyeful watch over taxpayer resources, what is the purpose of government when it only benefits elite public worker pensions and the unions? It seems that those within the government system are their to fight and protect their own as oppose to protect the very system that employs them. It seems that that those in the public service realm are their to feed of the taxpayer trough, and to them, it should be vehemently protected, by any means possible.
The Arizona domestic violence trial of former Riverside City Councilman John Powell Burnard, was scheduled for April 9, 2018, has been postponed to July 30, according to Mohave County Superior Court. Burnard, 52 at the time, was arrested July 3, 2017, in Lake Havasu City, Arizona, after witnesses said they saw Burnard choking two women after an argument at a bar; their names were redacted from the police report. Burnard is married. Burnard pleaded not guilty to two counts of aggravated assault by domestic violence. One is a Class 4 felony, and the other is a Class 6 felony. In Arizona, Class 1 is the most serious felony, and Class 6 is the least serious felony. Was this the dirty little secret the establishment status quo ruling class knew about, but exposed itself in an undue fashion?
Is this what happens when those of the ruling class elite completely self assured that no one else will be elected unless you’ve been given their christening? Can this be construed as the rigging of an election? Was this what Soubirous was talking about in this video.
In the City of Riverside on July 22, 2014, Council held a hearing investigating the Councilman Mike Soubirous regarding charter violations and a claim of a hostile work environment by City Manager Scott Barber and Chief of Police Sergio Diaz. What was found was that Council actually violated the Brown Act by holding this meeting, and council voted not to vote, except Councilman Perry, who actually voted in favor of violating the Brown Act a second time. In many of his email responses, he responded with his name Emilio, but he did it with a graffitti/gangland font, and of course people were wondering, is this the new City’s version of connecting with the crime ridden city street residents? In other emails, he responded with the epitaph of “Hasta La Victoria Siempre!” Until Victory Always! or Until the Victory Always! or Forever Until Victory! or Always Until the Victory. This was a victory slogan used by Che Guevara during the revolutionary war in Cuba against the Batista regime.
What was Emilio trying to say to his respondents? Was he attempting to impart a revolutionary message or was Emilio simply referring to the plight of the homeless situation, and stating an on going and continued fight to combat the homeless situation in the City of Riverside? I certainly don’t think it was anything nefarious, but maybe his attempt to give this office some style or savoir-fare. Or simply to fit in with the socialist aspects of the New California, whereby the elite make the decisions through central planning and the rest of us must take it on all fours. On the other hand, what about that new homeless office Emilio’s running? What is the plan to solve homelessness, create more homelessness? Is this the new so called industry, the industry of homeless in order to profit? Shouldn’t most of the young able body homeless be working? Is this a cultural change in choice for those “unwilling to work?” A new frontier in simply doing nothing? Or simply the forgotten Americans that succumbed to be victims of the current Democratic and Liberal Policies? Of which the attempt to say…”We can’t help you unless your a victim?”
Well we do have to ask Emilio, while he was under the radiant light of former Governor ‘Moonbeam,’ to help us understand how the homeless problem exploded in the City of Riverside? Brown states he has a new way to keep direct contact with his Attorney General Xavier Becerra, but that is beside the point. Moonbeam gave Emilio a position in the new statewide industrial complex… The Homeless Coordinating and Financial Council.

In lieu of million of dollars potentially going into the coffers of our General Fund through a passage of legal sale of marijuana in the City, interesting enough, the City of Riverside has enough money to launch a new Office of Homeless Solutions consisting of a team made up of former Assistant City Manager Alex Nguyen and 12 other people. With this scenario we asked the question, ” When will the taxpayers receive the services they pay for?” But instead are they really paying/contributing to those that can’t? Is this fair? Of course, those in the socialist limelight will always make the bucks, drink the fine wine, have the walls of security, while the rest of us ‘eat cake.’ We know what happened with the French Revolution of 1789. Many simply lost their heads…literally.
Consider the 80 Unit Apartment Complex proposed across from the Riverside Animal Hospital, next to the RPU substation about a year ago in 2018:
Given the thumbs up by the Development Committee (Gardner, Soubirous, Davis): R.C. Hobbs Company, Inc. has been given the go ahead to develop the 2.06 vacant acres on the easterly side of Magnolia Avenue between Elizabeth Street and adjacent railroad right-of-way for multi-story residential project with subterranean parking garage. The site is contaminated with tetrachloroethylene (PCE) in the soil from a prior dry cleaning business and will require a Vapor Intrusion Mitigation System on the entire parcel. Land was surplus city property left over from the Magnolia grade separation project and will be sold for $1.35 million. Site is currently zoned as commercial and will require a variance to the general plan for the area. I spoke against the project today as I thought it will be a traffic nightmare with folks turning left out onto an already very busy Magnolia going south with bad visibility, and heavily impact our neighbors on Eleanor St. with new residents cutting through trying to get out onto Riverside Ave and Olivewood. It would also dwarf all other structures in the area and most likely negatively impact parking for the hospital. In my opinion, the site needs to stay zoned for commercial; the City has no urgent deadline to sell this parcel and should demonstrate some patience. For the life of me, I don’t know who would want to live directly next to a substation and abut train tracks, but what do I know?

Has anyone seen San Francisco lately, you certainly don’t want to leave your heart there. We all know where there will lead us, another third world city such as seen with the implosion of the Country of Valenzuela. So when will taxpayers actually benefit from there taxes? When will representatives actually represent us? This isn’t rocket science folks, we all have to live within are means and what we can afford, why shouldn’t our representative government? As reported in the LA Times @ Tuesday’s Orange County Supervisors Board meeting , Huntington beach resident Mark Smith suggested that Orange County Money should be used to move homeless to areas like the Inland Empire, the ‘Land of the Dirt People’ as described by some. We thought we were elevated to the term ‘Hillbillies’ as inferred by one Riverside City Councilman Mike Soubirous.
HOW DID ALL THIS HAPPEN AND HOW DID WE GET ACCORDING TO THE HOMELESS?

Late this morning around 11:00 I noticed a man coming from behind the apparently vacant house on the “almost” corner of Home Garden and Brockton. He went straight to the bus stop there but the bus came before I could get a better look. This house has had issues in the past and hope not again. I feel for those without and want to live in peace with others but realize potential for clash of lifestyles exist. I observed a broken down van in front of the former Knollwood (sp?) hospital for several days also. Alley behind Briscoe and Rosewood. Be careful there is a homeless man sleeping there. I almost ran him over but I was going slow when I saw him move. He is under a blanket. I honked and he moved. That was yesterday. Today there is an older black two door sedan. I just called the police. Please we need to keep the alleys clean and clear of brush so people don’t setup camp back there.

Three teens were recently walking down our alley on Brentwood between Palm and Brockton and they took our bird dish. When my husband confronted them they said, “ F… you old man.”. It was not of great value but it’s still irritating that they were disrespectful . No wonder my dogs are always barking as they face the alley. Lady came on to my lawn and porch after leaving neighbor’s property where she threw a pot at their window and threatened him. She walked away headed north on Magnolia, police were called. “(Former Fired City Manager John Russo) Mr. Russo is knowledgeable but as you stated he accepted the original contract, and if he were to leave the same 100 others would be in line to take his place and what has he done to deserve this?”
The council needs a reminder of who they work for. I couldn’t agree with Commissioner Lyell more, and he is not alone. He continues to state that city staff salaries are approaching or exceeding that of the President and his cabinet.
I know our neighbors in the Wood Streets are livid about how their neighborhoods have deteriorated over the years. Where are thou Ward 1 City Councilman Mike Gardner?
Lyell believed that former City Manager John Russo was taking advantage of our good city and it’s taxpayers! In the video below Commissioner John Lyell ask the question to a very nervous CFO Adam Raymond, if this pension situation is new. Because he just never heard of this when the City was touting the passage of the Measure Z sales tax. Well again, we knew it all the time, but now people as John Lyell and Mike Fine are realizing they were duped and lied to by the City and the Unions.
Big problem if Mayor Bailey intends to seek changes to the city charter to expand the mayor’s power. But that’s how his predecessor Mayor Loveridge ran the City, he never followed the charter to begin with. He had access to city staff and influenced council in many ways. When CM John Russo came, he placed a big stop sign in front of this nonsense, hence the Bailey vs. Russo feud. Russo’s contract outrageous? Mike Fine of the Budget Engagement Committee calls it “an unjustified huge raise!” I see the comparison when comparing Russo’s salary with other city’s but that is like comparing apples and oranges. As in the private sector, did he save money in the pocket book for the chair holders? Nope, he raised our utilities, sales and property taxes. How about this comparison, Governor Jerry Brown runs the whole State of California and according to Transparent CA, his total salary including benefits in 2016 was $270,132.96; City Manager John Russo’s total salary including benefits in 2016 was $454,838.85

But what is going on with the so called La Sierra Project under Emilio and Councilman Jim Perry? Perry has apparently been hit hard by the pressure of the Riverside District Attorney’s Office last year. Well the yelling continues on the seventh floor of City Hall between Jim and City Attorney Gary Geuss.
What was Jim praying for? A green suit or an orange suit, or simply to be resolved of this whole nightmare?
National CORE is a non-profit developer for affordable housing projects. Hope Through Housing Foundation was created in 1998 as a charitable organization to help people in affordable housing with education programs such as on-site preschools, as well as senior health and debt reduction. Is this the new industry created by Central Planning in the name of Social Justice that intends to use your tax dollars for their utopic vision? Questions arose on this property with a the usual city shell game of now you see now you don’t with regards to the RFP on this property. Of course, the key is that we intend to be more transparent, but with the lack of transparency and answers, we have conspiracy theories.
