On May 3, 2017, a fire was reported in the Canyon Crest area between Canyon Hill Drive and Middle Creek Road.  From the initial Fire Department statement, it appears no injuries were reported.  Homes were threatened, but none damaged.  According to Riverside Fire Department Captain, Tyler Reynolds, the cause of the fire had not been determined at the time.

Who started this fire and was anyone arrested?  If an arrest was made by RPD, did the arrest filing go to District Attorney Mike Hestrin’s office for a determination of whether charges would be brought?  All good questions you might think the press might follow up on…or not (in the ole’ River City).  The following email came into TMC, and includes a response from former Press Enterprise reporter, Alicia Robinson, seemingly acknowledging the arrest of…gasp…everyone’s favorite City Manager’s, John Russo, son.  Kids these day!

Did the Press Enterprise decline to pursue this juicy story because of the possible implications of naming the son of a high falutin city executive, who is allegedly now 18 years-old and an adult? Is this another in a long line of P.E. cover-ups, designed to provide the illusion that Riverside’s political “leadership” are the bestest people evah!?  Who paid the bill for the damage and the fire department services, the taxpayer or Russo?  We’ll let you draw your own conclusions…while we keep digging.

Again “Drunk Daddy”, a.k.a. Girish Balachandran, RPU General Manager, is sinking the ship with the help of the unqualified, inept, and eternally conflicted City Council and Board of Public Utilities.  Again the public is asking, “Who is minding the store?”  The only ones minding the store are TMC and our small band of merrymen.  So what does this all mean to the ratepayers?  The City of Riverside continues to overcharge for utilities and re-direct monies to unrelated and illegal uses.

Lawsuit Against the City of Riverside Utility User Tax

TMC continues to ask, when is the ratepaying public going to wake up and hold these people accountable for years of theft?  After all…WE OWN IT!  We won’t hold our breath.

This new case filed October 16, 2017 contends that RPU (Riverside Public Utilities) violated Proposition 26 (the “Stop Hidden Taxes” amendment to the State Constitution).  The basis is that Riverside Municipal Code only authorizes UUT (Utility User Tax) charges, against charges for electricity, and that because UUT is applied against the GFT (General Fund Transfer) component of the rates, that portion is illegal.  In other words, part of the UUT is a tax calculated off a tax, which pays for non-electric utility intended purposes, and hence, is illegal under Proposition 26.

CITY OF NORCO CAN SLEEP WITH THE FISHES…IF OF COURSE, THEY HAD WATER…

It seems that “Drunk Daddy,” is on a roll these days, just having attempted to strong arm the City of Norco!  (“Strong Arm” being the exact words used by the Mayor of Norco at the Residents for Responsible Representation meeting on October 9th with regards to the Riverside Transmission Reliability Project.) Back in March 2017, Riverside’s Director of Riverside Public Utilities sent the following message to our fine neighbors to the West (see below).  “Since you have publicly objected to our new, ugly, overhead high power lines, we aren’t going to sell you any of our surplus water. Have a nice day!  Sincerely, Girish, RPU Kingpin.”

So now I guess we know why we can’t seem to sell any of our surplus water to anyone other than Western Munical Water District…at a deep discount of course…while at the same time RPU is proposing a 60% (over 5 years) water rate increase for some customers.

And again, let’s not forget there is currently an ongoing suit filed by Attorney Raychele Sterling against the City of Riverside with reference to overcharging the ratepayers in excess of $200 million by ripping off the electric utility to pay off a lawsuit in which the City ripped off the water utility…and down the rabbit hole we go Alice!!!

Two weeks ago, we released our story of the Drug Dealers Next Door: Part I.  The following is the second part of Author David Silva’s response to the City of Riverside, approximately one year later, which was posted in the Inland Empire Weekly on September 24, 2008.  Nothing had been done by the City of Riverside to resolve the drug issue in his neighborhood, which leaves us pondering the question, “Did they really want to?” or “Did they really care?”

In this second Silva article, the author displayed his continued frustration with local law enforcement and local elected representatives.  Like the case of David Silva, no one within the City has contacted or given us any direction as to what to do about our problem neighbors.  At least you can rely on something in life – government inaction!

On September 19, 2017, Wood Streets resident and former Mayoral Candidate Vivian Moreno went to the City Council meeting to bring the lingering and current neighborhood issue of the Drug Dealer Next Door…with an added twist, prostitution!  Yep, the other night the Wood Street residents had the pleasure of hearing the annoyance of the Wood Streets King Pimp not being paid correctly by one of his employed working girls. Yep, right in the front yard without any fear of anyone knowing what they were talking about.

Keep in mind this issue had been brewing in our neighborhood for approximately 5 years and gets worse by the day, so I guess it was the natural progression we should’ve expected…and accepted?

Moreno came to Council to declare that she is required to have business license in order to do business in the City of Riverside, but a drug dealer or prostitution ring does not.  So why should she?  If the City allows an illegal business to operate, why should she continue to comply legally with a City that cannot protect legal businesses from the illegal ones?  She tore up her business license in front of them.  Much like Silva, it was an attempt to call attention to an unresolved issue by petitioning her government.

However, we conclude David Silva must be right: if you can’t beat ’em, join ’em.  Besides having unsafe neighborhoods for our children, our seniors, our taxpayers, we still cannot get our trees appropriately cut, our pot holes filled.  It has been clearly evident for many years now that the City of Riverside cannot provide even the most basic services to our community, who are now paying through the roof (Utility Users Tax, General Fund Transfer, Measure Z, etc., etc.), and for what?  Certainly not safety.  Our neighborhoods continue to be put at risk by the inertness of our law enforcement and leadership.  It happened ten years ago; and it’s  happening now with no remedy in sight.  The same fools sit on the dais within the Art Pick Chambers; and Chief Sergio Diaz’s highly-paid, crack narcotic squad has done what? [crickets]

THE DRUG DEALERS NEXT DOOR: PART II: BY AUTHOR DAVID SILVA:

It’s been nearly a year since I wrote about the drug dealers operating next door to my house [vol. 2, issue 25 cover], and if you’re wondering how the guys are doing, let me assure you they’re doing just fine. 

Franco (not his real name, but drug dealing is illegal, you know) recently installed a carport awning to protect his trade in bad weather. Brother Mario (another pseudonym) is on what appears to be his fourth new car since Christmas. Say what you want about these guys (and lord knows I’ve said a lot—to the Riverside police chief, the mayor, the city’s crack narcotics unit and the Weekly’s readers), they’re single-handedly keeping the local auto industry afloat. 

Yes, these boys have struck gold, and the rest of us are green with envy. While no less than seven “for sale” signs can be seen on front lawns up and down the block, the dealers next door are in home-improvement mode.  While the rest of us sleep in shifts in case some addled tweaker tries sneaking through the bathroom window, the dealers sleep the untroubled sleep of the dead, their persons and their stashes safe behind wrought-iron doors and the sign on the front that reads (I kid you not) “Do not ring after 10PM.” 

Of course, there’s always the remote possibility that the dealers really should be more worried that, at any minute, Riverside’s crack narcotics unit will come crashing through those reinforced doors. But who are we kidding? If the police were going to put a stop to all that illicit activity next door, they would have done so by now.  

As I wrote back in October, my non-dealing neighbors and I tried repeatedly to draw the city’s attention to the situation next door, going so far as to arrange a neighborhood meeting with one of Mayor Ron Loveridge’s deputies. The deputy listened wide-eyed to our story and jotted down notes into a little black notepad, which he then tossed into a briefcase where, I imagine, it remains gathering dust to this very day.  Nothing was done.   

By the time my column appeared, I had called the Riverside PD three separate times to complain about the dealing next door (not counting follow-up calls to check on the status of the complaints). Since October, I’ve called the police and City Hall three more times, each time being told that the department had no record of any previous complaints, and each time being assured that the department was now right on it. One of those calls resulted in a callback from Riverside Councilman Frank Schiavone, with Police Chief Russ Leach sitting by his side. Both Schiavone and Leach assured me that the city took such complaints seriously, and that they were right on it.  

Nothing happened.  

This has been going on for three years now, during which I often wondered why the Riverside PD would put up with an open-air drug bazaar operating in a residential neighborhood just three blocks from three public schools. Drug busts are great PR for the police, and right here was a major bust just begging for the cops to walk up and slap the cuffs on it. So why didn’t they?  

Early last month, I finally learned the answer to this nagging question: It wasn’t that the police didn’t want to bust up the drug house next door. They just couldn’t find it.   

“According to my computer,” said the officer who took my sixth (and, I swear to God, last) complaint, “the street address you gave me doesn’t exist in Riverside.” 

“Well, that’s odd,” I said. “I’m looking right out my front window and there it is.” 

“Are you sure?” 

“Oh yeah, it’s right there. Maybe you should check again.” 

He did, and again declared the address didn’t exist. Back and forth we went, with me insisting the street address of the drug house next door to me existed, and the officer insisting that it didn’t. Finally: 

“Found it!” he said, sounding well pleased. “OK, we’re on it. The Police Department takes these calls very seriously.” 

After three years, six complaints, a meeting with the mayor’s aide and a conference call with a councilman and the city’s top cop, the Riverside Police Department’s crack narcotics unit finally located my neighbor’s house on a map.  

More than a month later, the dealing next door has continued unabated, and if there are any cops snooping around, they’re wearing invisibility cloaks. The only thing that’s changed around here is my attitude toward the neighbors. 

“How’s it going, Franco?” I shout when I go out for the mail. “Yo Mario! Nice new Prius, buddy!”  

If this is how the city of Riverside wants to wage its war on drugs, I might as well be on friendly terms with the winning side.

FROM THE DESK OF LOCAL RIVERSIDE RESIDENT, ACTIVIST & COUNCIL CANDIDATE, KEVIN DAWSON, REGARDING NEW LIBRARY DESIGN:

“UGLY” THE COMMON TERM TO DESCRIBE THE MONSTROSITY TO BE KNOWN AS THE NEW RIVERSIDE DOWNTOWN LIBRARY.

The $10 million over run is to elevate the building so people from the Fox will hopefully walk under it to get to the Culinary Institute. That’s $10 million for a walk way! Why don’t we just use $1 million to buy coupons to the Culinary, that we could hand out as incentives to Fox patrons to walk around a less exspensive library building on the ground? Of course I’m just joking. This is a ugly, over priced building, loaded with gimmicks that will become dated looking like the horse collar grill on a Ford Edsel. Unlike a car, we won’t be able to trade this lemon in a couple years after we realize we made a mistake. Also, the city has been cutting the library budget for years. They’ve let go all the professional staff that had library of science degrees and cut way back on programming. The current main library is denuded of books. The city is not going to restore funding with this new building. This project is based on lies and manipulations. The head librarian gave as reasons for needing a new building, that the current building was too big and that the pillars ruined the sight lines. They said it would cost almost as much to remodel the current building as building a new one, so why not build a new one. But then when they proposed the Discovery Cube would go in the old building, the remodel cost dropped to $10 million. When the Discovery Cube dropped out and the Cheech Art museum was proposed, they now say it will only cost $5 million to remodel the building. I say we should remodel the current building for the $5 million, and keep it as our main library, saving us $35 million! Measure Z was sold to the public as being needed for “needs” like public safety, and not wants like a new library. I want to support the library but not like this. If they have an idea for a great, inspiring new building, put it before the voters, and ask us to support the project based on its merits. Ask us to prove our support by our willingness to pay for it through a special acessment tax. That way, a crappy design will die the death it deserves, but an inspiring design will prevail and be supported by a proven majority. The people in San Francisco were so inspired by the Palace of Fine Arts, which had been built to only last a couple of years for the 1915 Panama exposition, that they voted to tear it down and rebuild it as a permanent structure. The Palace of Fine Arts is great example of inspirational artitecture and something that would compliment the mix of classic historic structures we have downtown, but an example of how to be bold, without being offensive to the surrounding neighborhoods. Our city is on the road to making a mistake but it’s not too late to change directions. We should not move forward with this design because people are tired, and just want to “get it done”. We should not move forward, just because we’ve already spent money on this design. Ugly needs to be called out for what it is, and this is an ugly building.

Let me also comment on councilman Gardner’s motion to approve, where he said he was making the motion to approve because he thought “the people of Riverside were ready, evidenced by the number of speakers who came to speak.” Really? The room was almost empty and hardly anyone was there to speak, unlike the night the council voted to move the library, and the room was packed. That night there were 80 speakers and a petition signed by almost 800 people saying don’t move the library. That meeting went until 1AM, but in the end, the council ignored the public, and approved an expensive project, without ANY discussion of how to pay for it. It was only later, they presented Measure Z. And while Measure Z was generously passed by voters, our city is still not out of financial danger. I believe our financial problems are what is driving the proposed utility rate increases. Our city has a electric and water fund transfer of 11.5%, that gets transferred straight into the city general fund, where it can be spent on anything. So, if the City Manager says the rate increase is not about more money for the General Fund, ask him if he would agree to not take a transfer from the rate increases, and see what he says.  – Kevin Dawson

With $60 million in unfunded future pension liabilities, Council, with the help of City Manager John Russo, overrode the community dissent that night, over-allocating funds for a new library.  Proving the establishment elite have an agenda, and your dissent for the project in public comment was only a legal formality they had to bear before moving on to a pre-determined decision.

When I first read the story written by David Silva below, I thought to myself, someone in the Wood Streets is having the same problem.  Then I looked at the date the story was actually written – October 4, 2007, 10 years to this day.  Looks like we’ve come full circle (and gone nowhere).  I found out that David has since passed away, but I can only guess that the drug dealing in his neighborhood continues.  Why you may ask?  Because my neighbors and I have exhausted all government resources to deal with this issue (houses of ill-repute) for over three years, and nothing has been done.  From the City Council, to the Mayor, to the County of Riverside – Social Services, Riverside Police Department, Code Enforcement, Animal Control, etc.  Well, David’s story is our story.  The story ends with good homeowners and renters giving up and moving on.  Giving up really, on the City of Riverside: the City of Arts and Innovation, and Crime and Homelessness.

But it is not only drugs in our neighborhood, it’s prostitution.  Sex, Drugs and Rock N’ Roll: I guess if you buy the drugs and sex, the rock n roll, or rap music, is comped.  Yep folks, it’s happening in one of the most sought after, historic neighborhood places to live in Riverside, the Wood Streets.  Where’s law enforcement?  They are ghosts and their cars are ghost cars, except for their taxpayer paid take-home vehicles.  What we have is a nuisance folks, a quality of life issue, and maybe something more one day.  We couldn’t take it anymore, so we filed a $10,000 small claims nuisance suit against the owner of the property…. and we won.  At least maybe we can profit too now.

We have children in our neighborhood who cannot come out, women who are harassed and intimidated, and neighbors who have been threatened.   My next door neighbor yelled at a vehicle running a stop sign in front of their house; when the vehicle did finally stop, they displayed a revolver.  Neighbor called RPD …..RPD simply said, “file a report.”  Most neighbors are now protecting themselves.   So up go the security cameras, it’s time to adopt a guard dog, and carry a club while walking at night.  It’s the return of the Wild West.

 

Chief Sergio Diaz said the following when he first began his employment with the City of Riverside:

“Respect for the community, respect for other officers, respect for ourselves is going to be the byword by which I will attempt to lead the city of Riverside over the next few years”  – Chief Sergio Diaz  

Sorry Diaz, you have lost the respect of our community.  They won’t say it, but I will.  They won’t say it because they are afraid to do so.  Why is that?  These homeowners actually feel they will be retaliated against somehow. Is it because we have seen Sergio retaliate against the community and city leadership before?  Maybe that’s the reason you were not promoted to higher ground in the LAPD.

We have a home business: everyone who knows us, knows our story.  As a home business, we are required to have a business license; but if you are running an illegal business in drugs and prostitution, you don’t.  We’re told it’s not worth the time and effort by RPD to investigate those – they’ll just be back at doing business the following week.  Law-abiding homeowners however are a different story: easy pickings for the City, and ensures those fat cat pensions are paid through fines and liens on your property.  So what is the resolution?  What do we do as a community?  We’ve increased the City payload for, “public safety and vital services,” with Measure A and Measure Z, so what gives?  Just what the heck did we create those Ward Action Teams for?

We’ve had two honey oil explosions and two fentanyl bust in our neighborhood, one with no arrest according to the PE within the past year.  Our friends in the extended Wood Streets tell us of other, “houses of ill-repute,” next to them.  Between the criminals and the homeless, it’s beginning to resemble, “Zombieland,” ’round these parts, only without Bill Murray for comedic relief.

Why has RPD failed us, and is that failure due to leadership of our Chief of Police, Sergio Diaz?

And so we thought, law enforcement and the City doesn’t care if you are selling drugs and pimping … as long as you are doing it quietly.  That is the message they are sending the community: ‘if you can’t beat them, join them.’  We are facetiously suggesting to all our neighbors to sell ‘drugs,’ because it’s easy,  profitable, and the City seemingly cannot do anything about it.  The Wood Streets can become the City’s new Red Light District – now there’s Innovation for you!  One neighbor told me they can only depend on three people in Wood Streets these days: themselves, Smith & Wesson.  Hello San Bernardino, and thank you Councilman Mike Gardner, Mayor Rusty Bailey and Chief Sergio Diaz!  Hell, it seems that the Feds are doing a better job of drug enforcement in the City of Riverside than RPD.

And so we offer you the tale of Riverside resident, David Silva, and remind you that the more things change in the ‘Ole River City, the more they stay the same…because we keep re-electing the same dopes and their protege.

Open drug dealing in a quiet Riverside neighborhood is perfectly ignorable if you’re the police–but if you’re a resident?

The neighbors to the right of us are moving, which bothers me like you wouldn’t believe. Good neighbors are hard to come by, and these folks–a couple and their three small children–were good neighbors. My wife talked to the husband, who confirmed what we already knew: The family was moving to get away from the drug dealers.

If it were just he and his wife, they’d try to stick it out, he said. But they had kids to think about, and the dealers were a problem that wouldn’t go away. They’d tried getting the city to do something, but nothing had been done and there was every reason to believe nothing would continue being done. For all practical purposes, our little corner of central Riverside had been ceded to the drug trade. No one at City Hall seemed to care, and the Riverside cops were invisible.

Was the husband bitter about any of this?

“I’m selling to the worst buyer I can find,” he said. “For every car the buyer agrees to park on the grass, I’m dropping the price $10,000.”

From what we could tell, the plight of the neighbors to the right of us affected the neighbors to the left of us not at all. Those neighbors, who we refer to as “the dealers next door” to distinguish them from our other neighbors, don’t care about quality of life or property values, and they sure as hell don’t care about who lives next to them. These neighbors–a constantly shifting assortment of parents, adult siblings, aunts, uncles and assorted nephews and nieces–appear to care about only one thing: making money as fast as they can by selling drugs to anyone who wants them.

With an invisible police department and a city hall that can’t be bothered, business is booming.

Like casinos and 7-Elevens, drug houses are a 24-hour enterprise, and the enterprise next door is no exception. Every hour of every day, the local tweakers beat a path to our neighbors’ door. My wife and I hear them as we climb into bed at night and we hear them when we get up in the morning, and if you’re wondering how we can tell it’s them with the windows closed and the curtains drawn, then you’ve never lived next door to speed dealers. Let me describe it for you: First you hear the shuffling shoes of the sleep deprived and calcium depleted, followed by the nervous whistle from the sidewalk, then the murmured hand-off of cash and poison ( “mumble-mumble-thanks, dude” ), and then a more hurried shuffle away from the scene of the crime. From start to finish, it sounds like this: shuffle-shuffle-whistle-mumble-mumble-“thanks, dude”-shuffle-shuffle. Twenty-four hours a day. Seven days a week.

Sometimes I’ll take my dog out for a late-night piddle on the front lawn, and find I’ve stepped right into the middle of a drug score. A dealer neighbor and his tweaker client look up startled, cash and baggie disappear in a flurry into pockets, and then they mill about looking at their shoes while my dog finishes his business so I can go back inside. Once, I stepped out with the dog and found myself in the middle of what appeared to be a skinhead reunion–six or seven muscular shitheels with Iron Cross tattoos who didn’t startle or mill, but, instead, stared at me with dead eyes until I scooped up my still-peeing dog and stepped back into the house.

It hasn’t always been thus. When my wife first told me she suspected something amiss next door, my reaction was disbelief. The street we live on is–was–fairly tight-knit, with neighbors looking out for one another’s property and most of us fairly aware of one another’s business. We know, for example, that the old man across the street, two doors down, is a contractor whose daughter died in a terrible car accident 10 years back, and that the neighbor on our side of the street, three doors to the right, is a former gang banger who renounced his ways when his child was born and now lives the straight life driving a tow truck–if driving a tow truck can be called a straight existence. Someone would have had to be insane to deal on this block, I reasoned. The neighbor across the street, two doors to the left, was a Riverside cop who frequently parked her squad car in her driveway, for Christ’s sake.

More than that, the dealers next door were a part of this blue-collar community; they’ve lived here longer than we have. The older kids went to the same school as my stepson. We know them by name.

“You’re paranoid,” I told my wife. “They couldn’t possibly be selling drugs next door.”

But, of course, they were.

As much as I wanted to hope for the best, that our neighbors were just incredibly popular people whose friends happened to be jittery insomniacs, it soon became impossible to deny the obvious. The dealers next door were simply too blatant about it. I could ignore the round-the-clock comings and goings and the neighbors’ increasingly odd behavior, such as washing their cars and mowing the lawn at four in the morning. But I couldn’t ignore the cash and the baggies and the skinhead conventions and the 16-year-old girls passed out on the lawn.

Finally, I did what any Riverside police or city official could have done had they cared enough to bother: I walked outside, grabbed the first medium-sized tweaker I saw, and asked him where I could score some speed. He immediately pointed to my neighbor’s front door.

“Don’t tell anyone I told you, OK?”

Of course, I wouldn’t, I told him. And the truth is, at the time, I wasn’t sure what I was going to do next. I hated the notion of reporting my neighbors to the cops. It just went against my blood. I come from a large family whose sons and daughters are geniuses at getting in trouble. My uncle was a pallbearer at John Gotti’s funeral; my father spent two years on the run from the FBI for a botched store robbery. When I was a kid, running to my mom when my brother hit me meant getting punished for being a rat.

“I’m not a rat,” I told my wife, who sighed and pointed out that I was, in fact, a journalist, meaning that I ratted for a living. Still, I advised caution.

“Just let it play itself out,” I said. “We’ve got a cop living across the street, and these idiots are dealing in the open. They’ll get busted without any help from us.”

Three months and about a kilo’s worth of drug deals later, I began to see the flaw in my logic. With a cop living on our block, the Riverside PD apparently feels we’re already covered. No one– no one – –patrols our street. Sure, the dealers next door do their business in the open. But so does the guy who goes up and down the block selling corn out of a stolen shopping cart. No one busts him either.

This new awareness, that a cargo plane full of Afghan heroin could land on our lawn and the cops wouldn’t notice, came right at the same time one of the dealers’ regular tweaker clients was spotted marching up and down our block with a butcher knife in his hand. It was time to get serious. Back in the day, none of my people would have ever dreamt of running to the police. But I had to accept that, back in the day, my people would have simply thrown the dealers in the back of a van and taken them for a long drive in the woods. I’m not the woodsy type, so I dropped a dime instead.

The call was routed to what the police receptionist described as an undisclosed location ( where, presumably, Riverside’s crack narcotics unit discusses drug policy with Vice President Cheney ), and answered by a sergeant, who promised me he’d look into the matter. When a month passed and nothing happened, my wife placed several calls to Riverside Mayor Ron Loveridge, who returned none of them until she left the following message: “Yeah, I’m calling again about the drug dealers next door. You might also be getting a call from my husband, who, by the way, is a journalist whose friends include reporters from the L.A. Times and KFWB and a producer for Fox News.”

That call was returned in five minutes, and resulted in Loveridge sending one of his aides to meet with us. The aide, a diminutive young fellow who wisecracked that he’d seen it all in Riverside but whose baby fat caused us to doubt that sincerely, listened carefully to our complaints and took notes and promised he’d look into the matter.

Days turned into weeks and weeks turned into months, and if the narcotics sergeant and the mayor’s aide were looking into the matter, they weren’t looking next door. We called several times to check on the status of the case, and, depending on who we spoke with, were told that police had raided the house and found nothing, that the matter was still “being looked into,” or to call back on Monday because Riverside’s crack narcotics unit didn’t work weekends.

I work from home, and if the home next door had been raided, it was a masterwork of stealth. To be fair, though, I suppose the raid could have taken place while I was in the bathroom.

Months passed. The seasons came and went. Downtown, City Hall proudly unveiled its ( now ) $1.3 billion Riverside Renaissance Initiative, in which 30 years worth of public improvements would be built in five years. Next door, the dealers put in a drive-through, clearing out their garage so their customers could breezily pull in and out for fast and friendly service. Instead of “shuffle-shuffle-whistle,” we now heard “vroom-vroom-honk-honk.”

Here at home, I began pushing my wife for permission to buy a shotgun.

The city of Riverside is, as you read this, flinging itself headlong into massive debt in a balls-out effort to transform itself into an upscale shopping and high-end residential paradise. Meanwhile, the mayor and the Riverside Police Department are flummoxed on what to do about a single family committing class-E felonies on the sidewalk in broad daylight. This doesn’t inspire confidence in the city’s ability to get a job done.

In fact, my wife and I lost so much confidence that we’ve also decided to move. We’re looking around, and when we find a place that cares enough to enforce the law, we’re taking our dogs, our cats, and our taxable income, and leaving.

Are we bitter about this? All I’ll say is that when we sell, we’re giving the dealers next door first right of refusal.   – DAVID SILVA, AUTHOR

We need to thank Vivian Moreno, Dvonne Pitruzzello and Errol Koschewitz for this one!  What happened to Penny Newman and AG Park? Many in the AG Park community are asking the question did she take the money and run as she allegedly did in Wildomar? She’s also getting sued for not returning AG Park documents.  Newman has been seen with Riverside Chamber of Commerce, Cindy Roth; the wife of Congressman Roth, also known around town as the “Generalissimo.”  Don’t get me wrong, Newman did good things with the famous “String fellow Contamination” issue, but monies allocated to a non-profit set up for AG Park resident Marilyn Whitney, were diverted to Penny Newman’s Center for Community Action and Environmental Justice.  What was that about, TMC is attempting to find that answer.  The questions continue to rise as to why nothing has been getting done for this small community in Ward 7.  Will the City of Riverside be able to sustain the ‘Big One?’ referring to AG Park…it may financially bankrupt the City.  Not to mention the current Public Utilities law suits, and the many more which will be filed in the next coming months.

Just in, today there will be a meeting with reference to AG Park.  Their will be speakers from the law firms of Kennedy and Associates; and the Girardi/Keese Law Firm (Erin Brokovich Firm).  If you can make it, it’s TODAY, March 21 at 6:30pm at Norte Vista High School.

The Community of Ward 7 has been suffering with this since the alleged cover up by Riverside City Officials, for more than 10 years.  As TMC is now understanding, there may be people going to jail for this debacle, and rightly so!

By the way Fire and Public Safety, you thought you had the ‘gravy train’ because of Measure Z… Well, Kiss that good bye!  You may be right back where you started from.

I guess if former City Attorney Greg Priamos was around he be telling the opposition the same, “I don’t think you know who you are dealing with..”  But, LOL, we do, the City of Riverside!

WHAT IS MEASURE Z?

Measure Z is a November ballot initiative that will increase the sales tax from 7.75% to 8.75% in the City, or in other words from 8-cents per dollar to 9-cents per dollar. Currently, the City of Riverside receives 1-cent per dollar in tax from the 8-cents with the balance going to the State and County. Measure Z will increase the City’s portion to 2-cents per dollar in sales tax.

WHY DO THEY SAY THAT THERE IS A NEED FOR MEASURE Z?

The City of Riverside has simply spent and continues to spend more money than it takes in. They have blamed a shortage of personnel in their finance department as well as bad accounting practices for their miserable performance, however, even after they knew or should have known that they were in deficit, they continued spending more money than they had. This money came from the city’s reserves.  An example of their actions is that $4 million of the $7.8 million 2015-2016 deficit was the result of knowingly giving the police department a pay raise that was unbudgeted and unfunded. The effect now is that they have to cut city services to balance the budget.

MY TOP TEN (10) REASONS FOR VOTING “NO”

#10. The City of Riverside’s portion of sales tax revenue will go up 100% or $50 million annually, while the actual annual deficit is only $10 million. This $50 million annual increase will continue for at least 20 years: ONE BILLION DOLLARS!!

#9. I believe that the City hired professional consultants at the cost to us of tens of thousands of dollars to manipulate our thinking about the need for this measure. This included the construction of supporting information and presentation materials, the use of wording that is misleading, and a highly questionable telephone survey with questions composed in a fashion designed to indicate citizen support. (1)

#8. Even though police and fire departments could have been left UNTOUCHED for budget cuts, I believe that they were instead included as leverage for a yes vote.

#7. As an example of the effect of the increase, purchasing a $35,000 vehicle will cost residents $350 more. And by the way, you can’t save the extra cost by buying in another city.

#6. Contrary to what the City may have implied, there is no written requirement within the measure to spend ANY of the sales tax increase on operational needs & capital improvements.

#5. The new City employees “Partnership Compensation Model” for some of the privileged city unions, provides larger compensation increases if revenue from Sales tax, Property Tax, Hotel Tax, and Utility Consumption Tax go up. The sales tax increase I believe is the first step toward that end with the others to follow.

Larger city employee raises = larger required pension contributions = larger future financial problems. I believe that personnel levels will spike as the City hires additional employees to soften the burden on current operational department employees.

#4. On top of the cost to residents if this measure passes, utility rates are expected to go up between 7% and 15% next year placing additional strain on household budgets.

#3. Measure A in 2013 which was approved by the voters, was supposed to secure our police and fire departments from the then present and future cuts. But it didn’t. Why should we believe that Measure Z will turn out differently? (2)

#2. About 16% or 52,000 of our neighbors live below the poverty level. These include senior citizens, the disabled, the homeless, and low wage earners. Personally, I don’t want them to have to make tough spending decisions while the City continues on their mindless spending spree. (3)

#1. First and foremost, the same group of individuals who through their ineptitude created the deficit and massive City debt, will make future final decisions on how to spend the huge additional revenue increase.

Approving this measure would be like letting your financial planner who lost you $10,000, have $50,000 a year more of your money to manage. You wouldn’t do that with your nest egg, why would you do it with YOUR tax dollars?

I feel that the City wants TOO MUCH, for TOO LONG, which will HURT TOO MANY, and will be administered by those TOO IRRESPONSIBLE.

I say let the city learn how to manage our money for the next 12 months, then create another ballot initiative with a ten (10) year term at a 1/4 to 1/2 cent increase. If they have demonstrated that they can be trusted with how they spend our money, we should consider approval.   – From the Desk of Ron Todar, Riverside Taxpayer

Can’t tell if this Riverside Tax Payer was Tased by the shock of Higher Sales Taxes, or simply stumbled on the Transparent California Web Site and found out what our Public Employees really make!

The City of Riverside currently has $472 million (and growing daily) in unfunded pension liabilities (money due to employees in the future that has no dedicated revenue stream at the moment).  That’s more than 1 year’s general fund budget – you could shut down City Hall for a year and we’d still be $200 million short.  This is simply not payable, the City’s answer is to pillage the taxpayer for more taxes.  What we have been told by prior City Financial Officers, is that “we have a spending problem, not a revenue problem,” and I’ll leave it there.   As compared to the City of FRESNO, which has NO Unfunded pension liabilities and a $300 million pension surplus!  Go figure.  The City of Fresno is not only doing their City right, they are doing their taxpayers right.  It’s unfortunate that we have a culture of entitlement within the City of Riverside, specifically in public safety employees who believe they are worth more than what the market can bear.

The taxpayer of Riverside has been bullied, strong armed and shakedown by the public employees unions for years, and we are sick and tired of it!  Taxpayers hate the City Union threats, “YOU MUST PAY US MORE, OR WE WILL SLOW SERVICES, OR YOU WILL NOT HAVE ANY SERVICES!”  Again what many taxpayers are telling TMC, is that they feel “a profound sense of betrayal by our City Government.”  This is a City Government which left you behind, which didn’t protect your tax monies, which didn’t do what they meant and didn’t mean what they said and fiscally didn’t take your best interest at heart.  The following is the cost per resident in order to fund total compensation including pensions in these cities 2014.

We don’t have any services now, that is because they, the City, have cut our services to pay the salaries of our so called “heroes,” Fire and Police,  in lieu of their employer, the taxpayer.  The Council of Riverside has been fiscally irresponsible for many years.  Councilman Mike Soubirous is the exception.  The problem has been that our City Council has been all purchased and paid for by Fire and Police Unions, especially Mayor Rusty Bailey.  Of course, the Riverside Chamber of Commerce and the Rain Cross Group, support Measure-Z, because they couldn’t survive in the real world, without their taxpayer handout, they simply could not make it on their own.  They are a good example of a City subsidized entity. City Pensions have been a priority to City Officials, as opposed to fixing our pot holes, cutting our trees, fixing our curbs and public safety.  Why is that?  Maybe because they are afraid of the dam unions?  If you are week, you will get no where, if you are strong, you will challenge those who you supposedly run to represent, the taxpayers of the City of Riverside.  As a representative you should represent them, the taxpayer, regardless of the consequence.

The City currently pays 35% of public safety employee salary every year to CalPERS; 25% for other employees.  These rates are rising at meteoric levels as CalPERS realizes the full extent of their problem.  Many of these employees have six figure salaries, and most have never paid 1 cent into their own CalPERS retirements, which max out at 90% of top salary when public employees retire at 50 (safety) or 55 (non-safety). There is nothing in the private sector that even remotely compares to these plans.  In fact, for some of the top government earners, it would be illegal under IRS rules in the private sector for companies to fund such a level of retirement pay.

While the private sector has still not seen their total compensation (adjusted for inflation) getting back to 2006 levels, when you include these unfunded benefits; Riverside’s employees have been getting well over 10% raises for the past decade.  Think about that: their compensation is up over 100%, while the rest of us have stagnated.  It is squeezing out public services surely but steadily.  They have literally hijacked the taxpayer to pay them more than should be reasonably compensated in the private sector.  This is criminal!

Once the average citizen educates themselves about this Ponzi scheme, these guys (fire and police) are going to retire in their early 50s making hundreds of thousands a year, while the rest of us, in the real world, work to our late 60’s with not much more than Social Security (currently $32k/year) and whatever dollar you we’re able to save in our IRA/401k (typical American has enough money for another $20k/year in income in retirement).  Then what do these public workers do next when they retire at 50?  They go get another City job and work a second pension.  Folks like us are not going to work another 15 more years for packages half as good as government workers, it simply makes no economical sense..  The taxpayer is not going to work harder, IN ORDER TO FUND THESE GOLDEN PARACHUTE DEALS FOR CITY EMPLOYEES, while accepting lower quality services from their government.  This isn’t fair, and they, the unions, don’t care.

We need leadership and reform…none on the horizon that I see however.  Instead, our electeds’ have chosen to attempt to pillage the general public with increased taxes.  The earners are already leaving California for places like Nevada and Texas; this will just hasten municipal bankruptcies.  New contract have employees contributing 6% eventually to CalPERS, if raises are at least 2% per year.  By that time the City will be contributing the other 39% that’s being required.  And by tying their salaries to increased revenues under the Partnership Compensation Model, one can look forward to public safety union propaganda in the mail to pass new taxes, new developments, and higher utility bills every year…brilliant.

Remember, what seemingly appears to be the entitlement factor by Public Sector Employees, may be their own undoing.  Please continue to laugh in our faces.  The general public did not vote for your retirement packages.  They were a result of “elected officials” seeking special interest votes.  I find it will end in tears, not only for you, but for the taxpayer!  Union contracts should never be voted without public involvement!  After all we are the rightful employer.

When you look at total compensation, including benefits, pensions, over time and other pay, you will understand that what is paid out to public employee’s, is more than the base pay.  These cost our hidden from the public!  Purposely?  Good question.  Further, the revenue stream is not there, the contracts were made without financially assessing the final impact on the taxpayer.  Therefore, what we have is an unfunded pension liability, right?  The Council Owns this Fiscal Mess, including Davis!  Not listening to the Public.  Our current City Manager John Russo, who is banking on the taxpayer, tells Council Publicly to discount Public Comment!  “Asinine” and “morally corrupt,” as one public commenter indicated..Kevin Dawson to City Manager John Russo.

When you look at 250 employees at the City of Riverside making nearly $200K per year, it’s really 250 employees at the City making nearly $200K per year in total compensation, which includes their base pay, over time, other pay and benefits, which is not clearly addressed by them!

Back on August 16, 1937, President Franklin D. Roosevelt made this statement on “public sector unions.”  Listen closely Tim Strack, Fire Fighters Union; Listen closely Brian Smith, Riverside Police Officers Union; Listen Closely George Soros, SEIU…

All Government employees should realize that the process of collective bargaining, as usually understood, cannot be transplanted into the public service. It has its distinct and insurmountable limitations when applied to public personnel management. The very nature and purposes of Government make it impossible for administrative officials to represent fully or to bind the employer in mutual discussions with Government employee organizations. The employer is the whole people, who speak by means of laws enacted by their representatives in Congress. Accordingly, administrative officials and employees alike are governed and guided, and in many instances restricted, by laws which establish policies, procedures, or rules in personnel matters.

Particularly, I want to emphasize my conviction that militant tactics have no place in the functions of any organization of Government employees. Upon employees in the Federal service rests the obligation to serve the whole people, whose interests and welfare require orderliness and continuity in the conduct of Government activities. This obligation is paramount. Since their own services have to do with the functioning of the Government, a strike of public employees manifests nothing less than an intent on their part to prevent or obstruct the operations of Government until their demands are satisfied. Such action, looking toward the paralysis of Government by those who have sworn to support it, is unthinkable and intolerable. It is, therefore, with a feeling of gratification that I have noted in the constitution of the National Federation of Federal Employees the provision that “under no circumstances shall this Federation engage in or support strikes against the United States Government.”

Bottom line, this deal, like the previous firefighters and police deals, is a disaster for both the general public and the union members.  It creates the perverse incentive for our police and fire employees, through their unions, to support all new revenues measures (i.e. taxes, higher utility rates, new development)…like Measure Z (local sales tax increase).  It creates a us vs. them game concerning our wallets, which will create “distrust” issues (not the kind of thing public safety should be doing, particularly right now).

What Riverside Police Union President Brian Smith states in this video is inaccurate and defective.  President Sgt. Smith’s leadership within the Police Union is less than can be desired.  His care of his fellow police members monies is abhorrent.  The embezzlement loss of over $346K of police member monies, with over 15 Riverside Police Officers on their Boards, only makes you think how competent they are with accounting knowledge.  According to the Press Enterprise article, RPOA Vice President, Aurelio Melendrez (Son of current Councilman Andy Melendrez), stated, “It’s embarrassing for all of us, its a good lesson to the community that anyone can be victimized.”  Just for the record Aurelio Melendrez is a DETECTIVE for the Riverside Police Department!  He goes on to say, “Police aren’t businessmen.”  We suggest taking a course in accounting 101 at RCC.  It’s there that they are incompetent with member monies, and I can pretty much assume they will be incompetent with Taxpayers Monies.

CITY OF FRESNO, CALIFORNIA HAS A PUBLIC EMPLOYEE PENSION SURPLUS..GO FIGURE!

According to a March 10, 2016 article in the Fresno Bee, the City of Fresno has a Pension Surplus!  In my eyes, according to the Fresno Pension Plan, Riverside is simply paying to dam much.  The following is the cost per taxpayer on property taxes per year in 2014, the figures taken from Transparent California.

MORE YES ON MEASURE-Z PROPAGANDA SENT & PAID FOR BY FIRE & POLICE UNIONS

This comment only seems to imply that there is a culture of corruption that continues to be nurtured, not only locally but on a county level?  Is it simply because no one of integrity is minding the store?  Secondly, it indicates “time card fraud” which is a reflection of a mind set which works counter to respecting the taxpayer.  The following was sent anonymously to TMC by a commenter:

I made a mistake getting involved with one of these “firemen” who was my helicopter examiner.  He was abusing state time for sex, and I even tried to stop it, but he insisted, “No, that’s okay, I’m a fire chief and I can get the work done later,” only Janet U. called up on his office phone, WHILE HE WAS ON THE PHONE with me, and she made a complaint about him “not getting his work finished/not finishing a report or something,” so there is DEFINITELY A SERIOUS FAILURE by GOVERNMENT and UNIONS (and especially with the lack of ANY DECENCY OF MORALS BY THESE PERVERT FIREMEN/CHIEFS) to STOP THESE ABUSES by senior personnel in government and STATE JOBS they abuse … it’s too bad the general public didn’t know what is going on throughout this nation, about how these firemen are ACTIVELY STALKING AND ABUSING INNOCENT WOMEN, not just murdering prostitute “fiancees” like Orville Fleming did at Cal Fire! Another fire chief exposed himself to a victim he was stalking and “Targeting” for over 2 years, and she is a very decent female, yet these abusive males are getting away with SERIOUS CRIMES, namely because of UNION CORRUPTION that is protecting the CRIMINAL/CORRUPTION ELEMENT!!!
BTW, the same fire chief committed fraud against Verizon, on top of his other deceit and crimes, including running around conning people that he is “getting a divorce” .. his wife seems to be complicit in the abuses!!!.. ANOTHER NO ON MEASURE-Z VOTER? TAKE THAT TAXPAYER!

Hoses, Tasers and Over Time! Yes, Police and Fire have a thing about Over Time.  Overtime in the Private Sector, is unseen in any capacity, it is a reflection of incompetence within an organization (such as the City) and their inefficiency to produce an actual savings to the taxpayer, thus they continue the behavior of doing nothing about it.  City of Riverside leaders have continued to make bad contract deals regarding our Fire and Police; and further, continue their practice of handing taxpayer monies to Non-Profits such as the Riverside Chamber of Commerce and The Rain Cross Group.  Which if not for our taxpayer monies could not make it on their own in the market place.  Transparent California shows how “high on the hog” Public Safety and Non-Public Safety Employees feed on the taxpayer trough!

This informational Pamphlet on Measure-Z is simply just a subterfuge perpetrated to hide the financial mess the city is in, and the bad pension deals they negotiated.  They will not cut anything, such as raises, over time and pensions, but they will make the taxpayer go without the basics, such as tree cutting.  One item on both pamphlets that you should notice, because the City will lie,  is that it claims Measure-Z with “Provide Anti-Drug and Gang Programs.”  NOT TRUE!  Anti-Drug and Gang Programs are Federally funded through Police Asset Forfeiture funds.  Police have been abusing that as well, such as using these restricted funds to buy running equipment, such as shoes, for the Baker to Vegas run.

Remember fellow taxpayers, huge money is behind the Yes on Measure-Z campaign.  Tim Strack, President of the Riverside Fire Union has placed close to $100,000.00 against you.  Sgt. Brian Smith, Riverside Police Union, is doubling down on, though he lost $350,000.00 of his member dues, through an embezzlement scheme.  How can Sgt. Smith be trusted? He colluded and conspired with the Chief of Police, Sergio Diaz to remove two Councilmen who didn’t agree with them.  President Sgt. Brian Smith of RPOA, was Vice President, when Chris Lanzillo was President.  Remember the “Cop Play Book?”  Well his mentor, Chris Lanzillo, former Riverside Police Detective is now seeing jail time according to the Press Enterprise.

Some state that Police and Fire make less than Teachers, I personally find that an insult to Teachers, but Transparent California tells a different picture on Fire and Police.  It seems that they are making more than Corporate Execs and Doctors!  The Riverside Police Department have incredible amounts of OT (Remember that’s how they pad their pensions), Other Pay and Benefits before finally tallying up the final total.  If you come from the Corporate Private Sector as I do, OT as this is never seen.  Overtime as this would lead a corporation to Bankruptcy, and that may be where the City is going.  It won’t, rather cut spending, we’ll just tax the residents.  Private sector in the same situation, just can’t grab money from the air as the Public Sector, they have to make cuts and increase production, otherwise, bankruptcy.

Well how about Fire, it appears they Need more Money also, check the incredible amounts of OT, Other Pay and Benefits before the final tally is totaled.  What this tells me is that Union Contract Negotiations must be Public.  We have the right to know and be engage, after all the taxpayer is the Employer.  What we see here is that City Leadership has not been looking out for the best interest of the taxpayer, but for other interest.

Currently, as stated in an August 8, 2016 Press Enterprise article, City Worker Pensions now average $71,811.00!  Police and Fire average $108,173.00!

Back in 2013, the City sent out at taxpayers expense, and informational flyer, known as the Water Measure, or Measure-A.  The items claimed Measure A was needed for, are the same items Measure Z is needed for!  Who’s telling the truth?  Certainly not the City, Police and Fire.

In this taxpayer paid pamphlet, the City of Riverside threatened the taxpayer, that if this Measure-A didn’t pass the following would occur:  The City would be forced to cut $6.7 million in local services, there may actually as residents faced with more gangs, graffiti and rundown streets.  They actually stated that 79 City positions would be eliminated which included Police Officers, Firefighters, School Crossing Guards (we know what happened there), youth recreation programs (we know what happened there), senior services.  (they actually threatened the Goeske Center Seniors, that if the measure didn’t pass funding would be cut to the Goeske Center).  What do I think?  Talk about below the belt, City of Riverside lied and threatened the Goeske Center.

If the City can’t take control of OT (Over Time- just look at it on Transparent California) and Other Pay and deal with Fire Unions to lower our debt which equals taxes, there are alternatives.  In Texas, the Volunteer Fire Department in not only revered but respected, because they are literally part of the community.  Let’s do it Riverside, but the leadership doesn’t have the guts as these guys do.  Are we willing to be as Tough as Texas and Vote No on Measure-Z?

COMMENTS: WHAT PEOPLE ARE SAYING:

Again what we have in the City of Riverside is “not a revenue problem” but a “spending problem.” We’ve been writing about this since 2011, and predicted the City of Riverside would be running out of money in 2016; that happened.  But the City continues to spend our money on overpriced consultants and an overpriced city manager to tell them the truth.  If they listen to the wingnuts, as they call us, we did it for free.  Remember the Water Measure, Measure A;  then they states we were going to lose fire, police, services etc. if it didn’t pass.  It passed and we lost services anyway. The council, staff, fire unions, our rpd police unions lied about it.  That’s a fact!  To put bluntly, Measure-Z is all about sustaining the unsustainable fire and police pensions.  Even if Measure-Z passed, the taxpayer would be screwed again, we still won’t get our trees cut, but we get a bike lane on Brockton no one uses.  While the private sector is receiving 0.5% to 2% increases in pay, public sector is receiving 6% to 15%.  All union negotiations should not be behind closed doors, but behind the watchful eye of the public.

New story breaking in the Press Enterprise, here we go again, now the City wants to build a new 5,000 seat stadium next to the Convention Center at a cost of $87 million.  Who’s going to pay for it, guess who? Right again through issuing a bond and increase sales taxes.

UPDATE: LOOKING BACK AT A TMC POSTING ON DECEMBER 28, 2013, HISTORY REPEATS ITSELF, SCORES OF RETIRED, AND EX-FIREFIGHTERS AND EX-POLICE OFFICERS INVOLVED IN DISABILITY SCAM.  According to the L.A. Times many of them were coached before going to physician’s to be evaluated by their attorneys and supported by their unions.  This is the kind of behavior that concerns people in Riverside.  Many of them were found going fishing, riding motorcycles, running, going on cruise and working other jobs.  The let down was the taxpayer, who placed these individuals on a heroes pedestal.  These individuals didn’t care, only for their own self interest at the expense of the hardworking taxpayer.  More arrest eminent, the fraud has been predicted to extend beyond $400 million.

Boys just want to have fun, even on a disability retirement..

In Riverside we had the case of retired and ex RPD officer Chris Lanzillo, who was given a medical retirement/pension and went on to start his own investigation firm in Orange County.  Another medical/disability retirement fraud case?  Lanzillo was a former Union President for RPD and somehow connected to doing work for the law firm of  Lackie, Dammeier & McGill, which their offices were raided by order of the Orange County D.A. office.  Since then two Costa Mesa Councilman sue the law firm and it eventually closed.

Let me see if I’ve got this straight…A Riverside detective named Chris Lanzillo gets fired…then is called back so that he can be retired early on a medical disability…which qualifies him to recieve his pay in large part tax free for the rest of his life.  BUT…he’s not so disabled that he can’t work as a private investigator for a law firm that represents cops and cop unions…and shall we say…suuplement his retirement pay……Is that absurd or what!  He’s a bad cop who’s now a crook…and we got to pay his freight for the rest of his life!  – John Bosch, Commenter on the Orange County Register

Ron Nichols confided at a  private meeting with the DWP Board of Commissioners that IBEW Union Boss Brian D’Arcy had made the threat, and Nichols said he was worried the City of L.A.  would not defend him in a lawsuit, according to two officials who attended the  meeting.  Is this another example of how the Goodfellas continue to infiltrate public sector monies by strong arming and threatening public officials for their own self greedy gratifications?  It is apparently appearing to be so.  Alleged corruption of this magnitude should not be tolerated by the public at large.

Guess who is now Los Angeles’s DWP General Manager?  Former Riverside Public Utilities Crook, Dave Wright… The Trash Recycles in many ways!  As all these public servants do, including Fire and Police, as in the Lanzillo case, they retire early, and double dip into a second pension.  Its crooked and its fraud, TMC is simply exposing the truth.
