Can’t tell if this Riverside Tax Payer was Tased by the shock of Higher Sales Taxes, or simply stumbled on the Transparent California Web Site and found out what our Public Employees really make!

The City of Riverside currently has $472 million (and growing daily) in unfunded pension liabilities (money due to employees in the future that has no dedicated revenue stream at the moment).  That’s more than 1 year’s general fund budget – you could shut down City Hall for a year and we’d still be $200 million short.  This is simply not payable, the City’s answer is to pillage the taxpayer for more taxes.  What we have been told by prior City Financial Officers, is that “we have a spending problem, not a revenue problem,” and I’ll leave it there.   As compared to the City of FRESNO, which has NO Unfunded pension liabilities and a $300 million pension surplus!  Go figure.  The City of Fresno is not only doing their City right, they are doing their taxpayers right.  It’s unfortunate that we have a culture of entitlement within the City of Riverside, specifically in public safety employees who believe they are worth more than what the market can bear.

The taxpayer of Riverside has been bullied, strong armed and shakedown by the public employees unions for years, and we are sick and tired of it!  Taxpayers hate the City Union threats, “YOU MUST PAY US MORE, OR WE WILL SLOW SERVICES, OR YOU WILL NOT HAVE ANY SERVICES!”  Again what many taxpayers are telling TMC, is that they feel “a profound sense of betrayal by our City Government.”  This is a City Government which left you behind, which didn’t protect your tax monies, which didn’t do what they meant and didn’t mean what they said and fiscally didn’t take your best interest at heart.  The following is the cost per resident in order to fund total compensation including pensions in these cities 2014.

We don’t have any services now, that is because they, the City, have cut our services to pay the salaries of our so called “heroes,” Fire and Police,  in lieu of their employer, the taxpayer.  The Council of Riverside has been fiscally irresponsible for many years.  Councilman Mike Soubirous is the exception.  The problem has been that our City Council has been all purchased and paid for by Fire and Police Unions, especially Mayor Rusty Bailey.  Of course, the Riverside Chamber of Commerce and the Rain Cross Group, support Measure-Z, because they couldn’t survive in the real world, without their taxpayer handout, they simply could not make it on their own.  They are a good example of a City subsidized entity. City Pensions have been a priority to City Officials, as opposed to fixing our pot holes, cutting our trees, fixing our curbs and public safety.  Why is that?  Maybe because they are afraid of the dam unions?  If you are week, you will get no where, if you are strong, you will challenge those who you supposedly run to represent, the taxpayers of the City of Riverside.  As a representative you should represent them, the taxpayer, regardless of the consequence.

The City currently pays 35% of public safety employee salary every year to CalPERS; 25% for other employees.  These rates are rising at meteoric levels as CalPERS realizes the full extent of their problem.  Many of these employees have six figure salaries, and most have never paid 1 cent into their own CalPERS retirements, which max out at 90% of top salary when public employees retire at 50 (safety) or 55 (non-safety). There is nothing in the private sector that even remotely compares to these plans.  In fact, for some of the top government earners, it would be illegal under IRS rules in the private sector for companies to fund such a level of retirement pay.

While the private sector has still not seen their total compensation (adjusted for inflation) getting back to 2006 levels, when you include these unfunded benefits; Riverside’s employees have been getting well over 10% raises for the past decade.  Think about that: their compensation is up over 100%, while the rest of us have stagnated.  It is squeezing out public services surely but steadily.  They have literally hijacked the taxpayer to pay them more than should be reasonably compensated in the private sector.  This is criminal!

Once the average citizen educates themselves about this Ponzi scheme, these guys (fire and police) are going to retire in their early 50s making hundreds of thousands a year, while the rest of us, in the real world, work to our late 60’s with not much more than Social Security (currently $32k/year) and whatever dollar you we’re able to save in our IRA/401k (typical American has enough money for another $20k/year in income in retirement).  Then what do these public workers do next when they retire at 50?  They go get another City job and work a second pension.  Folks like us are not going to work another 15 more years for packages half as good as government workers, it simply makes no economical sense..  The taxpayer is not going to work harder, IN ORDER TO FUND THESE GOLDEN PARACHUTE DEALS FOR CITY EMPLOYEES, while accepting lower quality services from their government.  This isn’t fair, and they, the unions, don’t care.

We need leadership and reform…none on the horizon that I see however.  Instead, our electeds’ have chosen to attempt to pillage the general public with increased taxes.  The earners are already leaving California for places like Nevada and Texas; this will just hasten municipal bankruptcies.  New contract have employees contributing 6% eventually to CalPERS, if raises are at least 2% per year.  By that time the City will be contributing the other 39% that’s being required.  And by tying their salaries to increased revenues under the Partnership Compensation Model, one can look forward to public safety union propaganda in the mail to pass new taxes, new developments, and higher utility bills every year…brilliant.

Remember, what seemingly appears to be the entitlement factor by Public Sector Employees, may be their own undoing.  Please continue to laugh in our faces.  The general public did not vote for your retirement packages.  They were a result of “elected officials” seeking special interest votes.  I find it will end in tears, not only for you, but for the taxpayer!  Union contracts should never be voted without public involvement!  After all we are the rightful employer.

When you look at total compensation, including benefits, pensions, over time and other pay, you will understand that what is paid out to public employee’s, is more than the base pay.  These cost our hidden from the public!  Purposely?  Good question.  Further, the revenue stream is not there, the contracts were made without financially assessing the final impact on the taxpayer.  Therefore, what we have is an unfunded pension liability, right?  The Council Owns this Fiscal Mess, including Davis!  Not listening to the Public.  Our current City Manager John Russo, who is banking on the taxpayer, tells Council Publicly to discount Public Comment!  “Asinine” and “morally corrupt,” as one public commenter indicated..Kevin Dawson to City Manager John Russo.

When you look at 250 employees at the City of Riverside making nearly $200K per year, it’s really 250 employees at the City making nearly $200K per year in total compensation, which includes their base pay, over time, other pay and benefits, which is not clearly addressed by them!

Back on August 16, 1937, President Franklin D. Roosevelt made this statement on “public sector unions.”  Listen closely Tim Strack, Fire Fighters Union; Listen closely Brian Smith, Riverside Police Officers Union; Listen Closely George Soros, SEIU…

All Government employees should realize that the process of collective bargaining, as usually understood, cannot be transplanted into the public service. It has its distinct and insurmountable limitations when applied to public personnel management. The very nature and purposes of Government make it impossible for administrative officials to represent fully or to bind the employer in mutual discussions with Government employee organizations. The employer is the whole people, who speak by means of laws enacted by their representatives in Congress. Accordingly, administrative officials and employees alike are governed and guided, and in many instances restricted, by laws which establish policies, procedures, or rules in personnel matters.

Particularly, I want to emphasize my conviction that militant tactics have no place in the functions of any organization of Government employees. Upon employees in the Federal service rests the obligation to serve the whole people, whose interests and welfare require orderliness and continuity in the conduct of Government activities. This obligation is paramount. Since their own services have to do with the functioning of the Government, a strike of public employees manifests nothing less than an intent on their part to prevent or obstruct the operations of Government until their demands are satisfied. Such action, looking toward the paralysis of Government by those who have sworn to support it, is unthinkable and intolerable. It is, therefore, with a feeling of gratification that I have noted in the constitution of the National Federation of Federal Employees the provision that “under no circumstances shall this Federation engage in or support strikes against the United States Government.”

Bottom line, this deal, like the previous firefighters and police deals, is a disaster for both the general public and the union members.  It creates the perverse incentive for our police and fire employees, through their unions, to support all new revenues measures (i.e. taxes, higher utility rates, new development)…like Measure Z (local sales tax increase).  It creates a us vs. them game concerning our wallets, which will create “distrust” issues (not the kind of thing public safety should be doing, particularly right now).

What Riverside Police Union President Brian Smith states in this video is inaccurate and defective.  President Sgt. Smith’s leadership within the Police Union is less than can be desired.  His care of his fellow police members monies is abhorrent.  The embezzlement loss of over $346K of police member monies, with over 15 Riverside Police Officers on their Boards, only makes you think how competent they are with accounting knowledge.  According to the Press Enterprise article, RPOA Vice President, Aurelio Melendrez (Son of current Councilman Andy Melendrez), stated, “It’s embarrassing for all of us, its a good lesson to the community that anyone can be victimized.”  Just for the record Aurelio Melendrez is a DETECTIVE for the Riverside Police Department!  He goes on to say, “Police aren’t businessmen.”  We suggest taking a course in accounting 101 at RCC.  It’s there that they are incompetent with member monies, and I can pretty much assume they will be incompetent with Taxpayers Monies.

Press Enterprise article where Measure Z is tied to fire and police salaries.  I find it repugnant once again City personal are out to community meetings pushing for the passing of Measure Z, but stating that they are their only for informational purposes.  Makes you lose respect for fire and police, and city personal and leadership.  The following is a propaganda video produced by the City of Riverside, paid by you, the taxpayer.  Beware, this is another City of Riverside “SCHEME,” known as the “Partnership Compensation Model.”  The City should not be in the business of doing business, but in the business of doing what is right for the taxpayer.

Sgt. Brian Smith of RPD, and also Union President, attempts to tell Riverside Taxpayers why Measure-Z should be passed.  It seems to be that it is all about Smith and his associates, but nothing with regards to the taxpayer!

After Maryshevitz completes her explanation of the City’s new compensation model, Local Taxpayer Advocate & Riversidian Kevin Dawson unleashes against his opinion on the truth of Measure-Z.

Is there any reason that the City of Riverside Taxpayers should question new City Manager John Russo on any of his high falluting ideas? Should we even consider our City Manager John Russo as relevant to the City of Riverside’s welfare?  We need to renegotiate those union deals, or go broke.  We cannot sustain these contracts.  The past city negotiators were simply not good negotiators, and basically gave the farm away, in lieu of their responsibility to the taxpayer.  Shameful.  Many taxpayers feel as I do within our City of Riverside, “a profound sense of betrayal by our City Government.”  This is what TMC is retrieving from our subscribers.  Again they are questioning decisions made by are current and past City leadership. Why is it that our current leadership is unable to decipher the past wrong doing of our Council and justifiably make it right?  So taxpayers have a right to ask about the newly hired City Managers view of the foregoing future of our City.  Is his view of our City the same cookie cuter reproduction of the past?  Is it “Partnership Compensation Model” that Russo placed in Oakland California?  What happened there?

RPOA President, Brian Smith’s former boss was RPD Detective Chris Lanzillo..  What did RPD Sgt. Brian Smith learn from his from his former boss, former RPD Detective Chris Lanzillo, was it how to politically manipulate public politics?  Did Sgt. Smith attempt to do just that against Councilman Mike Soubirous?  Should Sgt. Smith be investigated?  Many in the community are telling TMC yes!

CITY OF FRESNO, CALIFORNIA HAS A PUBLIC EMPLOYEE PENSION SURPLUS..GO FIGURE!

According to a March 10, 2016 article in the Fresno Bee, the City of Fresno has a Pension Surplus!  In my eyes, according to the Fresno Pension Plan, Riverside is simply paying to dam much.  The following is the cost per taxpayer on property taxes per year in 2014, the figures taken from Transparent California.

Bottom line, City Manager John Russo is not a proponent for the residents and taxpayer of the City of Riverside!  You as a taxpayer have been had.  Have your streets been fixed, trees cut, concerns of in home burglaries, theft from our front yards, drug deals, prostitution rings in our Wood Streets, drug deals in the Wood Streets,  shootings in the Wood Street?  Well Russo’s street has been fixed by the Riverside Gravy Train as expected. Sorry folks if your P.C., but the fact remains, “This is Piss Pour Politics at Hand,” and we should not tolerate it as taxpayers.  Russo is again a parasite who feeds on the “gravy train” of Riverside Taxpayers and every other city taxpayer that he has nomadically strives through.  Our Council is simply to dumb to distinguish the difference.

The Raincross Group goes to all this effort to put this debate together, inconjunction with Charter Communications and the Press Enterprise, and hides the video.  We are told by a commenter that Charter Communications is airing it on their channel, and is also on their youtube site.  To this day, the video is still not on Raincross site.  The Press Enterprise was also supporting entity in this event, no report has yet to be posted in the press as to this event.  Have they, the PE, already made their decision of who to endorse?

As of Election Day June 7th, 2016, The Raincross Group has yet to post the Charter Communications/ Raincross Group/ Press Enterprise 2016 Mayoral Debates conducted May 3rd, 2016.  Further, the Press Enterprise has yet to post the debates, even though they were a Sponsor!  We believe at TMC, that this debate showed the incumbent Mayor William “Rusty” Bailey in his true colors, not in a leadership best.  What the community is saying, not a “leader at all.”  Therefore, what we have is an embarrassment to these sponsors, and their week attempt to protect “local establishment politics.”

First there is a short introduction by the President of the Raincross Group, Gary Christmas. Then the candidates are introduced by Charter’s Brad Pomerance.

Part 2: The first question to the 2016 Mayoral Candidates by Brad Promerance. “If you were to win the election, what top three priorities would you do as Mayor?” Transparency was also theme in this part of the debate. Question as follows referring transparency in City government: “In what way has there been a of transparency over the last four years?” All gave responses to this pertinent question.

In Part 3: The first single question was directed toward incumbent Mayor Bailey. “What do you consider your main accomplishment as Mayor, and is there anything you would change in the second term?”  The question for the remaining candidates was as follows. “If elected Mayor, what would you do differently?”  The investigation of Councilman Paul Davis and Mike Soubirous was brought to the forefront.  A bit of a cat fight pursued between Davis and Bailey regarding that issue.  A must watch!

Part 4: The question in this part was as follows:  Riverside’s Mayor has very little political or policy making powers, but can be influential in other ways.  What is your leadership style, and how would you use it to achieve your goals for the City?   The question of “dark fiber” came to the forefront by Vivian Moreno.  If this ‘dark fiber’ is being paid for by Public Utilities for the good of a few businesses, the legality of this was brought forward.  Bailey doesn’t appear to understand why installing ‘dark fiber’ with RPU monies would be violation.  He nonchalantly describes, “that the pattern of suing the City will continue..”  But why Mayor Bailey?  The $115 Public Utilities law suit was also discussed, Mayor Bailey attacks Davis and blames the initiation of the suit on the Davis Camp.  Not so true, not the Davis camp at all.  Incidentally, Davis states that he is in support of this lawsuit. A must see!

Part 5: Riverside’s Mayor has very little political or policy making powers, but can be influential in other ways.  What is your leadership style, and how would you use it to achieve your goals for the City?  This was posed to Mayoral Candidate Sally Martinez and Councilman Paul Davis.  The $115 million Public Utilities law suit was questioned by Brad Pomerance.  Was it lawful as to allegations made with reference to the proper transfer of monies to the General Fund as otherwise indicated in the lawsuit.  Mayoral Candidate Vivian Moreno states, “If the people here on this panel do not understand the laws that are set in place, Prop 26 and Prop 218, they shouldn’t be running for Mayor.  A must see!

Part 6: The question posed to the candidates this time was reference to the lack of diversity on City Council, Boards and Commisions.  If Mayor what would you do broaden the city’s outreach to diverse communities and get more residents involved with civic affairs?  The question on Measure B, increasing the salary for Council members was also posed to the candidates.

Part 7: The question posed to the candidates as follows:  “What specific steps would you take to bridge the city’s multi million dollar budget deficit?”  and “Would you include a proposal by the City Manager (John Russo) to increase the sales tax?”  Mayor Bailey accused Davis of voting for every city budget, was corrected by Davis, on record, that he did not.

Part 8: The question of the Billion Dollar Trolley system was posed to the candidates.  Five million of taxpayers monies was currently spent just studying the idea.  Bailey flip-flops and is not for it now, and discounts the billion dollar cost.  Then there was yes-no lightening round questions.  “Do you believe that the Riverside’s Renaissance was a mistake?”  “What is your position on Measure A, the prosecutorial initiative?”  Davis hammers Bailey on why he did not veto Measure A.  A must see!  Last question, “Would you use the Mayor’s veto power?”

The RAINCROSS Group Debate, Why won’t they air the debate video……. Because Vivian Moreno was the breakout candidate and Paul Davis was the aggressor…and their golden boy, Bailey, well……. 

The RAINCROSS Group’s golden boy, Mayor William Rusty Bailey, LOST the 2016 Charter Debate and now they are refusing to air it because of his failed performance.  I had a front row seat, Paul Davis took the right jab for the one-two comb punch then I took the straight-shot right to the truth.

Who are the people that call themselves the RAINCROSS Group?

RAINCROSS Group Mission Statement:  Behind every great city is a team of leaders that executes the vision and many followers who support the leader’s work. RAINCROSS strives to address the accountability mechanisms that make sure the leadership is on the right course. Our organizations strive to offer sound strategic support and oversight to keep our city on the right path.  Governance, which includes recruiting and development of new leaders on boards and commissions, monitoring systems and signaling mechanisms of transparency, and identifying critical quality of life to sustain higher standard of living.  Focusing on good governance ensures the success of leadership visions and the long term success of Riverside.

Listen I have watched this group lie, control, and try to manipulate the message of our corrupt government.  They have been in the drivers seat for the last 25 years, well then, they drove us right off the fiscal cliff.  We are in the worst fiscal condition in the history of Riverside, and according to their statement these people claim to have put us there.  This group is comprised of only those who claim to be the leaders, and those who are their followers. To belong to this group, you have to be invited.  People who think like this, is exactly what is wrong with this city.

I was looking forward to this debate because my message was the message that would expose the leadership of the RAINCROSS Group to the real truth about the city.  I knew that their elitist mentality couldn’t handle it.  It was going to be fun! Tuesday morning May 3rd I woke up early to get prepared for the debate at Charter Communication. This was the debate that was sponsored by the RAINCROSS Group, Charter Communications and the Press Enterprise.  I was ready and excited to attend. This debate would be televised in order to have a good account of the 2016 Mayorial candidates. We were all told to be there at 9 A.M. The debate started at 10 A.M.  I was there early and was ready to go.  I was greeted by some members of the RAINCROSS Group, Charter staff, and a Greater Riverside Chamber Staff member.  We were all instructed to wait in a conference room where they had a lovely breakfast spread.  Paul, Sally, Nancy, and myself were there on time. We all enjoyed pleasantries prior to the debate. There was no Bailey. His entourage gets there 15 minutes before we start, and he finally strolls in 10 minutes before the main event.

I have to ask, was Bailey’s staff there on City time campaigning for him?  Paul Davis’ staff was not there.  I asked about it later, and Paul’s camp said they were on city time, and it would appear to be a conflict if they attended the debate.  Again there are two sets of rules for Bailey and all others, and in his life he needs an entourage.

The actual debate started at about 10:20 A.M., we are on.  I was a bit nervous, but I knew the facts and issues surrounding the city really well, so I was ready to take on Paul and Rusty. When we were all finished, I was satisfied with my performance, as I’m sure Mr. Davis was with his. After the actual filming was done, moderator Brad Pomerance acknowledged each candidate.  Sally was first, he said “ Good Job,” then Paul, he said “ Good Job,” then Rusty, he winked at Rusty, then said  “Good job,” then it was Nancy, he said “ Good Job.”……. Now I am waiting for my hand shake and “Good Job,” instead!!!!!! Mr. Pomerance grabs my hand and stated very loudly for all to hear, “I like you, I really like you.”…. I WON!

Following the debate, I left after all was finished.  It was told to me later that Mr. Pomerance entered the room, and made a comment to the guests that were still there, that he was surprised with the performance of Vivian Moreno. The story goes that Gary Christmas from the RAINCROSS group mumbles something and then brushes me off…. OK Mr. Christmas, I brushed you and your RAINCROSS Group off a long time ago when you were the Measure A (the water measure) lying spokes person for your so called civic minded group.

The Candidates were all told that the debate video would start airing Monday, May 9th.  After the 9th there was no airing, I e-mailed Brad Pomerance and he stated it would air Wednesday or Thursday of that week. Those days past, still no video! Today is Sunday May 15th, still  No Video Airing…..

Not airing this debate is offensive to the voters of Riverside and to all the candidates who participated in this forum. The RAINCROSS Group is part of the Special Interest problem in this city. Just look at their membership. This clearly demonstrates that they are trying to suppress and control the message, again. This debate was sponsored by the RAINCROSS Group, Charter Communications and the Press Enterprise.  Are they all involved in suppressing this message?

Just a quick note: Thirty Miles believes that Bailey will be running for John Tavaglione’s County Board of Supervisors seat in two years. Bailey is a career politician, Riversiders need to put him out of his misery.  VOTE ANYBODY BUT BAILEY!

What is also interesting is that Mayoral Candidate Vivian Moreno has a Mayoral Facebook site; but only Davis, Bailey and Melendez were listed as linked.

My open letter to Ofelia Valdez- Yeager

Dear Mrs. Ofelia Valdez-Yeager,(No relation to Yeager Construction),

I know you as a Neighbor, Community Leader and Acquaintance.  My letter is to express my concern that you are the Chairwoman in support of Yes on Measure A.  I don’t quite understand the Hypocrisy of all your civic endeavors. You belong to the Raincross Group that is an exclusive, elitist invitation only group that’s a public policy advocacy organization.  You were Chair of the Women’s Democratic Club.  You are the Chairperson of Latino Network which provides a forum to address community issues affecting and impacting the latino community.  You are the founding chair of the Cesar Chavez Memorial which is dedicated to the life of a man who’s profound statement “The love for justice that is in us is not only the best part of our being but it is also the most true to our nature.”  In other words, it is part of our nature to do the right thing, and he took this to fight for the injustices of all farm workers.

The “Walk of Peace” on Main Street Riverside includes: Martin Luther King, Gandhi, Ysmael Villegas and Dosan Ahn Chang-Ho.  Soon we will have Cesar Chavez because of your groups effort.  What these men stood for and sacrificed is in clear contradiction of the “Elite” Raincross Group.  To up hold justice and protect human rights of the Citizens less fortunate “the Least, the Lost and the last.”  As a matter of fact Gandhi protested against excessive land taxes.  I believe that all these men would be fighting against the injustice of Measure A.

On June 2013, you, The Mayor, and Council will be raising the torch on the finished Monument of Cesar Chavez.  I’m sure you will have words expressing the plight of Cesar Chavez and his passion for non violent activism.  You raised the torch for what this man stood for and at the same time you also raised the torch for the elitist group that suppresses the very thing Cesar Chavez stood for. It’s like Apples and Oranges, Oil and Vinegar, so what is it!  Your actions don’t match your words.  My Question for you is did you put your efforts in to this monument because you believe in the activism of Cesar Chavez or because you are seeking glorification?

I believe Cesar Chavez would have never belonged to an Elitist, Exclusive, Invitation Only Community Group that supports the oppression of the Citizens of Riverside. I don’t think any of the nationally recognized humanitarians on the walk of peace would participate in the Raincross Group, especially Cesar Chavez.

You are supporting a measure that is illegal and will suppress minoritys and the economically disadvantaged first. I’m sure everyone in the Raincross Group will be able to afford a higher utility bill. The hypocrisy in your actions is apparent.  Didn’t you Support John Tavaglione (REPUBLICAN) for Congress and you were the president of the Women’s Democratic Club?  You raise the flag of Cesar Chavez and you also raise the flag of the Raincross Group and Yes on Measure A. So, I’m not exactly sure what it is you stand for, or believe in. What I am sure about is that Cesar Chavez Would be Against Measure A.

As Chair Woman of “Yes” on Measure A, I would like to believe you are well versed on Prop 218 and 26 and section 13C and 13D of the Constitution of the State of Cailifornia.  I Challenge you, “Mana Y Mana” and your Committee to a debate on all the issues of Measure A.  Our No on Measure A Committee will arrange this forum and I will send you a formal invitation to your Yes on Measure A Committe. This debate will reveal what is truly in the best interest of our Community. Protecting all of our citizens, and following the law!
