Let me suggest your next Press Enterprise Editorial Headline : “Riverside Betrayed by its Leaders”

In the 2016 “Debate Cycle” Rusty Bailey completely collapsed and became the follower, not the leader.

Is the Endorsement of the Press Enterprise (“P.E.”) credible or is it just part of the rigged political process in Riverside County?  The P.E. official decision to endorse Rusty Bailey as Mayor is not only irresponsibly, but quite confusing.  This decision may have put the credibility of the P.E.’s political coverage at risk.  The Press Enterprise Editorial Board (“Board”) is either ignorant or illogical, maybe both.  Based on the P.E. editorials that have been written over the past few years, this board has clearly demonstrated to be unscrupulous.  It doesn’t take half a brain to figure out that Rusty Bailey’s decisions and the impressive relationships he has made as a Councilmember and Mayor of Riverside have contributed to the “sloppy and messy” state of affairs we find ourselves in today.

I took an in depth  look at the editorial opinions that the P.E. has written over the past few years, and here are some of the headlines:

In one of your editorials, there is even a discussion about inefficient government.  I included the Beaumont headlines because I believe the City of Riverside is very similar to Beaumont and or San Bernardino, for that matter.  That is because management and leadership for this entire region is governed the same way.

These headlines do not reflect the so called “successful direction that the leadership of Rusty Bailey has taken its citizens.”  These editorials reflect a message completely contrary to the P.E.’s endorsement of Rusty Bailey.  The Message coming out of the Press Enterprise is: Corruption, Cut Services for the Citizens, Continue to Pay for Special Interest and Increase Public Employee Pensions. Who do you think got us here? — RUSTY BAILEY.

The Press Enterprise has had a front row seat at City Hall longer than I have, and either I am missing something, or the P.E. is continuing to protect the “status quo.”  Throughout the 2016 Mayoral race, Rusty Bailey flipped on all the issues he previously supported.  First, at the Chamber sponsored debate, he stated he would not use the “veto” power of the Mayor, and that he supported Measure A (City Prosecution of Misdemeanors) and his vision of the Trolley/Street Car.  At the same debate, I stated I would have VETOED the Measure A vote, and that I opposed Measure A and his Trolley/Street Car — because we can’t afford it!!  Interestingly, at the very last debate, Rusty Bailey stated that he NOW believes that he should have vetoed the Measure A vote, is against Measure A and no longer supports his Trolley/Streetcar vision because we can’t afford it.  Hmmmm?  Sounds familiar. Rusty completely collapsed and is NOW singing my song.  I became the leader, and he the follower.

The suggestion of the P.E. Board to Rusty Bailey is that “he must become a cheerleader for fiscal responsibility.”  “HE MUST BECOME!”  Does the Board think the citizens of Riverside are stupid? What the hell has he been doing for the last 10 years?  Oh yea, he’s been riding his bike!  So, basically the P.E. Board is suggesting that Mr. Bailey need to be more like Vivian Moreno.  Rusty Bailey will NEVER be fiscally responsible because his “impressive list of supporters” still have their hands out to collect the municipal welfare he is ready, willing and able to give them.  That’s why he has them. The P.E. Board is just too clueless in thinking we don’t get its message.  We do.  We get it LOUD  AND CLEAR!

The only two Candidates that should have been considered for this endorsement based on the message coming out of current P.E. editorials and articles, should have been myself, Vivian Moreno, and Nancy Melendez.  The P.E. Board calls me an “interesting challenger.”  Really!  The ONLY candidate that has taken on the issues of the citizens has been myself, you said so yourselves.. The Citizens of Riverside need to take this City Back, and the Press Enterprise is not helping that happen.

Rusty and Paul have been part of the problem that will lead to the eventual destruction of the City of Riverside.  These men were afraid to fight for the rights of the citizens of Riverside. They were afraid of their own staff — that they were in charge of!  The Council and the Mayor have not been doing the job the people elected them to do.

The “YES MEN” of Riverside are Rusty Bailey, Paul Davis, Mike Gardner, Chris MacArthur, Jim Perry, John Burnard, and Andy Melendrez.  Make no mistake about it, these men are the ones responsible for the headlines coming out of the Press Enterprise.  These men are all ready to raise taxes and at the same time willing to cut services to the citizens, but not to the special interest.  Our quality of life has suffered greatly because of the waste, fraud, and abuse that these men all voted  “YES” for.

In my interview with this Editorial Board, the participants were all in agreement that the issues and concerns of the very valuable citizens brought forward week after week to council meetings should have been looked into by the Council and the Mayor.  They had a responsibility to do the work of the people.  They did not.  They will not.  Nothing will change.

The shell games will continue if Rusty Bailey becomes Mayor for a 2nd term.  The taxes of the citizens and the utility rate payers will continue to grow.  Our quality of life and our standard of living will decline.  The Lawsuits to protect our Charter/Constitution and the citizens of Riverside will continue to be filed.  I will continue to research City documents and keep informing the citizens of Riverside through my blog site Thirtymilesofcorruption.com

I had a blast running for Mayor, my message was sound and informative and by the end of the debate cycle, all the candidates were singing my “veto” song.  The Press Enterprise endorsement invitation was the only endorsement invitation I accepted and participated in.  I only did so because I was very curious about the process and outcome.   I knew that  endorsement of Rusty Bailey was possible, which would in essence confirm that the P.E. is really part of the problem.  However, the solution is already available to the people — Thirtymilesofcorruption.com  and they have been visiting in droves.

So despite the outcome of the Mayoral race, I achieved all my personal goals:

  1. I Tripled the readership of Thirtymiles.
  2. The public became more aware of the reality of abuses at City Hall.
  3. My name recognition is greater than ever before.
  4. The Citizens are becoming more aware that the TRUE FINANCIAL PICTURE of the City of Riverside can only be found on Thirtymilesofcorruption.com
  5. And The Citizens of Riverside Know that they can come to Thirtymilesofcorruption.com for the REAL STORY.
  6. THIRTY MILE’s Is the Independent Voice.

Let me suggest a last headline for the P.E.: “ It’s Cheaper to Keep Her”  You see P.E. Board, I may have been Mr. Baileys most interesting challenger but now I’m Yours…..

FULL PAGE AD PURCHASED BY RIVERSIDE PUBLIC UTILITIES IN THE PRESS ENTERPRISE FOR MEMORIAL DAY!  NOT ONLY A WASTE OF MONEY FOR THE RATE PAYERS, WAS THIS A GIFT BACK TO THE PRESS ENTERPRISE FOR ENDORSING RUSTY?  This is the kind of thing we constantly find reprehensible, the P.E. endorses Rusty during the week, and now receives payment for an expensive full page ad, paid for by RPU.  First, RPU does not need to advertise.  Why?  Because they are a public monopoly, meaning the rate payers own it.  Secondly, who authorized this ad to be purchased, none of the chair holding rate payers were told!  If RPU continues to waste rate payers monies, they should have at least given that money to real veteran needs.  What did this cost P.E.?  $30,000.00? We will get the invoice!  The veteran below in the pic is silver star recipient Andrew Melendrez, who is actually Councilman Andy Melendrez’s dad.  This is the second time RPU has run Andy’s dad picture like this.  Andy evidently won’t vote against these kinds of waste.  He owns it, actually they own him.

CROOKED..Rusty Bailey is the worst possible decision for the Taxpayers and Ratepayers of the City of Riverside.  We have already had  four years of unscrupulous behavior coming out of the mayors office. He and his cronies will try to purchase the office of Mayor so they can continue down the path of LYING , CHEATING and STEALING from the Ratepayers. Rusty Bailey’s so called  God Like Behavior has cost the taxpayer Millions in Lawsuits… PAUL DAVIS-MIKE SOUBIROUS-VALMOUNT GRAHAM.  Back in 2012 Mayor Bailey was blamed for diffusing a promotion of a Black RPD Police Officer by the name of Valmont Graham all because in reality he is nothing more than a spoiled brat, and if he doesn’t get his way, or someone tries to correct him, he will go after their integrity or try to get them fired.  His montra is Divide and TRY to Conquer.  It always backfires and ends up costing the taxpayer millions and he ends up looking like an ass.

He instigated the “investigation” of  Paul and Mike, an action that could have cost the city millions if they had each pursued more than their attorneys fees to clear their names. Bailey’s actions showed that his true intent was to try to remove Davis and Soubirous from office by slandering their names.  Then we see this, Councilman Mike Soubirous now endorsing Mayoral incumbent Rusty Bailey?  WHAAAAT??? How should the taxpayers read into this?  Politics as usual or an agreement in lieu of the debacle?

But to be fair, there are two side of this story.  As TMC is told, Councilman Mike Soubirous, was willing to move forward, even with all that he had been through.  He endorsed Bailey in an effort to show the community that he was able to amend broken bridges.  Prior to this, he asked Paul Davis if he was running for the Mayor’s office.  He stated he wasn’t.  At the last minute, when Davis decided to run, Davis asked Soubirous for his endorsement, but he was already obligated to Bailey.

And having a citizen arrested for clapping in the City Hall chambers, the total tab for that exceeds $250,000 this includes the settlements and plaintiffs attorneys fees. Yep,,,he’s done a bang up job (for the millions he’s  wasted in taxpayers monies)… Time for a Change…

The above document has been received by all candidates, which states City logos, emblems, insignias etc. cannot be used for political purposes.  Bailey’s Campaign Consultant Matt Rexroad, attempted to diffuse the seriousness of this action in the current Press Enterprise article by Alicia Robinson.  He states it’s common for candidates to use pictures with police in campaign fliers. Rexroad said he got the photo of Diaz with Bailey from Facebook, though he couldn’t recall whose page. He blurred or obscured the chief’s badge and city patch.  “If you look around you’ll see lots of campaign mailers with (pictures like) that on it,” he said.

Rexroad is from the Sacramento firm of Meridian Pacific and has over 20 years experience in politics, holds a Bachelor of Arts degree in Political Science and a Master’s degree in Public Administration from the University of Southern California as well as a Juris Doctor from McGeorge School of Law. He is an active member of the California State Bar (and we know what a corrupt entity that is according to the response of the Greg Primos situation).  Mr. Rexroad was also County Supervisor for the Yolo, California.  During that time Mr. Rexroad’s name came up in a FCCP violation which was called by FCCP, a “money laundering operation.”  So I certainly do not buy the fact that the Bailey Camp, especially Mr. Rexroad,  is unaware of the rules and laws of which surround campaigning.

Bailey knows the rules, but continues to break them.  He’s been down this road many times.  A seasoned politician who has entered into another predicament, not a First Amendments Right’s issue as before, but a campaign issue.  This time he knowingly used a photograph of Chief Sergio Diaz and himself in a campaign mailer.  In doing so generated a FPPC violation and an ethics complaint.  Diaz when notified initiated the following press release in response..  If these are the professional campaign consultants Rusty hired, they should be fired.  What another fine mess Mr. Bailey got himself into.

Police are the employees of the public not the politician, therefore, inappropriate.  This would give the impression that Chief Law Enforcement Public Servant would be more likely to serve the politician rather than the public he has taken a sworn oath to uphold.

This same issue came up with the Councilman John Burnard campaign. Whereby he took a picture in front an RPD Police vehicle, which you can see, that the RPD Insignia had to be erased.  The second shows the City Emblem, which is illegal as all hell, which had to be removed from the site at the time he was running.  For fairness, both these images were immediately corrected by the Burnard Camp.  For the record, both these instances give the public a perception which may give an advantage to one politician, as oppose to another.  Burnard was new to the political game, but Bailey has family roots into this game, and should have known better. Thirty Miles does believe that Mr. Burnard will never do this again.

Bailey is not one to care about how he intends to procure the position of the Mayor of Riverside.  When he ran back in 2012, he utilized TMC’s photographical property to use in a campaign mailer.  He never asked us for permission to use the photograph, or even offered to TMC the customary $5,000 license fee.  The first photograph shows the original taken by Thirty Miles staff photographer, the second shows the original Bailey campaign mailer, the third was TMC’s parody of his original campaign mailer done by one of our underpaid crack photo shop experts, who also free lances as TMC ‘ghost writer.’

There are two sets of campaign rules, one for Bailey, and one for everybody else.  The last time Bailey ran for Mayor he also made a complaint to Diaz himself, with reference to his  Adkison’s campaign mailer, accusing him of using City resources.  This is the same thing that he is a being accused of.  Diaz, in this Gumport interview, on line 21, states he received a complaint from a member of the public.  That member of the public was sourced to have come from the Bailey campaign camp.

OUR  ‘ghost writer’ also brought to the  attention of TMC that during the last campaign ‘LYING  Paul Davis’ supported and endorsed our dear CROOKED Mayor Rusty Bailey.  Councilman Paul Davis states:

“We know Rusty will do his best for Riverside, not the special interest.  His plan for job creation is just what the City needs now.”   – Paul Davis, Ward 4 Councilmember and Small Businessman.

Paul, did you believe all this, or was this a quid pro quo? Politics as usual in River City.

In the Email fiasco back in 2012, it was alleged that Bailey used emails considered State of California property to send campaign materials.  According to the California State Constitution Government Code 8314 (a) states, “It shall be unlawful for any state officer, appointee, employee or consultant to permit others to use state resources for campaign activity, or personal or other purpose not authorized by law”.  According to an article in the Press Enterprise, by Dan Bernstein, Bailey used Riverside Unified School Districts email addresses to send campaign literature regarding his mayoral candidacy.  Work emails are considered State property and not to be used for campaign activity.  According to the Kathy Allavie, he was exercising his free speech right.  Yes that is true, but utilizing the tools of public property for personal gain can be considered a violation of the State Constitution.  Or does anyone remember the use of “cold plates” on City vehicles driven by councilmembers back in 2010 as reported by the Press Enterprise?
 
Just for the record, Paul and Bailey, Do you know who is taking the “Vivian Moreno for Mayor” signs and replacing them with yours?  This is what the sign looks like.

On Wednesday, May 29th, a forum on the history and health issues surrounding Riveride’s Ag Park was conducted by Penny Newman.  Newman concluded that the seriousness of the violations present at the site will probably end with someone going to jail.  Newman stated that developer Chuck Cox knew there were PCB’s in the liquid sludge, and that it would have to be incinerated.  However, as that would’ve been expensive, he instead decided to mix the liquid PCB’s with dirt to make it bulk waste so that it could be hauled off to Kettlemen Hills Toxic Dump site.

City workers were sent in to clean up the sludge.  Haz mat was never called.  The question is what did Chuck Cox know and when did he know it?  We believe he knew something.

Newman also told the crowd of several dozen that the original description of the AG Park property submitted by Cox to the DTSC was that of “vacant,” never mentioning it was a former sewer plant.  Therefore, DTSC (Department of Toxic Substances Control) was misinformed.

Bob Beers, Cox’s Engineer, told Newman that they had the proper document to show that they had the right to be on the property.  This October 04, 2003, Press Enterprise article stated that there was a contract with the City of Riverside, which read that, “subject to obtaining a grading permit from the city, shall….demolish and remove from the Ag Parcel the concrete, asphalt and sewer debris currently located thereon to the reasonable satisfaction of the city.”  Former Assistant City Manager Michael Beck mentions Cox, “jumped the gun.”  Was Beers disingenuous with Penny Newman?

At the AG Park Forum, resident Jim Martin gives a bit a history that took place early on in 2003.  We have to give the utmost respect and credit to Jim Martin, who has been an advocate for the AG Park neighborhood longer than anyone we can remember.  As is usually the case in the River City, no one listened to him when the solutions were less messy.

Martin also spoke about another proposed golf course at the time, perhaps with rules of etiquette like the Cox-owned with Hidden Valley Golf Course?

Both Council Candidates, John Burnard and Alysia Webb for Ward 7, attended the forum.  Burnard was seen taking a slew of notes during the forum, sitting next to Press Enterprise reporter Alicia Robinson.  Were these to take back to developer Chuck Cox and the city of Riverside for damage control?

Cassie MacDuff was also there from the Press Enterprise and wrote this story on the history of AG Park and the bungled cleanup.  It was shameful that not one current Councilman was there to hear the public.  Ag Park neighbors must not donate enough to their campaigns nor have high enough voter turnout.  Surely former Mayor and current Director of the UCR Center for Sustainable Suburban Development, Ronald Loveridge, had to know about the problems at this site…

Residents told us that they when they asked Ward 7 Council candidate, John Burnard, if he had received any contributions from Developer Chuck Cox, he stated emphatically, “No.”  So we at TMC investigated .. and what we found is that Mr. Burnard received a $100 contribution from …. (drumroll) Developer Chuck Cox, as indicated in his 460 filing.

Who else is donating to Burnard’s campaign?  Ward 1 Councilman, Mike Gardner, contributed.  Of course current Ward 7 City Councilman Steve Adams was is a supporter as well.  Adam’s, whose long relationship of being tied to developer Chuck Cox, would leave a bad taste of toxins in anyone’s mouth … something we know pesty Burnard is an expert in.

Burnard has the support of a slew of unions, even the SEIU, which is quite remarkable since we are told he is a registered Republican.  (Burnard must have overlooked this endorsement, since he has yet to mention it publicly.)  The last time a council candidate didn’t agree with the union machine, we the public coughed up $100,000 for an investigation that concluded with the Council voting “not to vote”.

This stemmed from Councilman Steve Adams, former City Manager Scott Barber, Chief Sergio Diaz and RPD Union President Brian Smith’s vendetta against Councilman Mike Soubirous, who just happened to support ‘No on Measure A’, which was not supported by any union nor the Riverside Chamber of Commerce, and a precursor to retaliation towards Mr. Soubirous.

Hopefully, all this should give those in Ward 7 an idea of who and who not to vote for.  We endorse candidate Alyssia Webb, who has not received any union contributions, possibly because she wholeheartedly represents the concerns of the average residents of Ward 7, particularly in regards to the Ag Park issue.  If elected, will we see another Councilman Mike Soubirous character assassination?

Ward 7 resident, Jim Martin exposes that while Burnard is telling everyone he was against Measure L, all his current supporters were for it.  Meanwhile sources were telling TMC that Burnard was originally for Measure L, but was convinced at the last minute to place his vote against it.

Riverside Police Officers Association gave Burnard $10,000.00, Riverside Firefighters Legislative Action Group gave $6,095.48, Greater Riverside Chamber of Commerce gave $1,000, IBEW $1,000, California Apartment Association Political Action Commitee $1,000, Ted Weggeland, President of the Raincross group, $250.00.

All City staff and Council involved in this mess should resign immediately. You know who you are. The most heartbreaking part of all of this is that people have died and there are many who are very sick. The City of Riverside would have continued to cover-up the dirty little secret in Ag Park if it weren’t for some really great citizens. It was Dvonne M. Pitruzzello, Errol Koschewitz and TMC who went door to door in the Ag Park talking to the citizens in the area for a couple of days because we were so upset at Councilmember Steve Adams and his arrogant behavior especially about this project.
From there we found Marliyn Whitney, who has become the mighty force behind the fight to uncover the real story of Ag park. Thank you, Marilyn, for your dedication and tireless effort keeping your neighborhood informed and the City aware that this is not going to go away until there is accountability for the cover-up and devastation due to the misdeeds of some of our “leaders”.

Ward 7 Issues: Transparency, Ag Park, Chuck Cox, CFD’s (Community Facilities District) Arroyo Park 6 million dollar bond, lack of representation, future development, senior housing and Measure-L.

Candidates for Ward 7 City Council: Alysia Webb Vs. John Burnard:

There have been two debate forums thus far for Ward 7 that Thirty Miles of Corruption attended, Cindy Roth’s Greater Riverside Chamber event at the Convention Center and one at the La Sierra Senior Center.  At these forums the clear winner was Council candidate Alysia Webb.  It was her unscripted honest answers that put her above her opponent.  She has the dedication and the voice to represent and take care of the issues concerning the residents of Ward 7, not just the status quo.  She answered the debate questions sincerely and with integrity.

In our opinion, what really won it for Webb was when Burnard made the comment that Ms. Webb supported measure L. She calmly explained that the literature was confusing and the issues were muddled on both sides.  She had been assured that the hill would have been completely protected, and development restricted in a reasonable manner.  In the end she actually ended up attending the ‘NO on Measure L’ event.  I do believe she totally understands the issue and will support controlled development in Ward 7.

The Roth/Chamber forum was quite interesting.   There were about 40 people in attendance, mostly Chamberites, or the status quo party, with maybe about 4 voters for Ward 7.  Mr Burnard took out his notes and read from them.  It was a John Burnard-friendly event”: well-scripted, and most of his allotted time he spent thanking all the “right” people.  That of course made us very suspicious.  With eager confidence he named all who had given their endorsement: Ward 7 Councilman Steve Adams, Ward 1 Councilman Mike Gardner, Ward 6 Councilman Jim Perry, Ward 5 Councilman Chris MacArthur, Ag Park Developer Chuck Cox, and of course the police and fire unions.  Why is this important?  Because Burnard will now be expected to vote for the Union/Chamber/Cox interest.

Burnard is also supported by SEIU.  He conspicuously didn’t mention this.  Why would John Burnard leave out mentioning his support by SEIU?  He also left them out of his support page on his web site.  Is he embarrassed of them because he’s a Republican? Or is it that SEIU doesn’t want their members to know they supported a Republican?  Hmmmm…….  Also why would John Burnard take donations from Ag Park Developer Chuck Cox, when it’s such a hot political issue with the residents of Ward 7?  Oh, I know why!  Mr. Burnard wants to build an equestrian park for his elitist friends of Ward 6 and 7, instead of taking care of Ag Park.

We also find it very interesting that Burnard claims he didn’t support Measure L, while at the same time surrounding himself with all the very people who did.  He will ultimately take care of his supporters.  Of this, we are sure.

When Burnard initiated his campaign, he signed documents with the City outlining the rules of engagement.  What’s the first thing he does?  He places the City of Riverside logo on his website in violation of the agreement.  Ignorance, apathy, or sneaky: take your pick.  He was contacted by the City Clerk’s office and told to take it down, or face penalties.

We wonder why the City didn’t fine Mr. Bernard for his blatant use of their logo on his site, when a few years ago they fined Councilman Mike Soubirous for his sign being in the wrong place ($100.00), or at least they tried to.  Of course, Soubirous would not take this lying down.  He took this issue on directly … and it went away quietly.  Another great example in a litany of Union/City/Chamber double standards and retaliation.  Burnard is not a candidate for the people.

He recently sent a mailer with him standing next to a RPD police car with the City of Riverside photo-shopped out, in order to let folks know he was supported by law enforcement.  Also inappropriate activity in a political campaign.  If Burnard will try to get away with fooling the citizens in his campaign, what “Tom Foolery” will he bestow on the taxpayer?  Possibly a ‘YES on Measure L’ next time, and higher utility rates?  A vote for Burnard will be a vote for sitting-Councilman Steve Adams’ kind of politics: the big guy over the little guy.  You would just be exchanging one deck chair for another on the Titanic.

We can give you a laundry list of reasons why an endorsement from Steve Adams is something we wouldn’t brag about.  Adams threw a $6,000 party on the taxpayer at Papadakas Restaurant with belly dancers on the entertainment list.  This event had no attendee list and the payment of the RFP was totally against city policy.  He went out to breakfast, lunch and dinner on the taxpayer every chance he could get.  His response was, “We’ll I gotta eat!”  The most important issue has been his lack of representation to the citizens of Ward 7, especially the residents that live around Ag Park.  John Burnard is just more of the same.

A Vote for Alysia Webb would be a vote for real change and would give a voice to all the citizens of Ward 7, the ones that Steve Adams has ignored. Webb is highly educated with a Masters degree in Mental Health. She will be a champion for homeless issues that plague the streets of Riverside.

Thirty Miles of Corruption and Javier and Vivian Moreno ask all their followers and friends of Ward 7 to vote and elect Alysia Webb as their City Council representative. She will be the voice of the people and the change we need.
