JANUARY 2018: AN “ECONOMICALLY STRONG REGION”?  WHAT IS PERCEPTION AND WHAT IS REALITY WHEN IT COMES TO LIVABILITY WITHIN THE CITY OF RIVERSIDE, AND WHAT NARRATIVE IS CREATED FOR GOOD PUBLIC RELATIONS?  WAS IT DONE BY DESIGN AND CONTRIVED IN THIS YEARS STATE OF THE CITY ADDRESS?  

Summing up some of the larger points from the Mayor’s speech this year, Inland Empire economic growth is seen, particularly in construction, logistics, leisure and hospitality, and growth in healthcare and educational employment (more than double California’s growth), Bailey said, citing UCR’s Robert Kleinhenz.  He continued by stating good economic times are here to stay.

Bailey pointed to a talk by UC Riverside’s Robert Kleinhenz which was recently given to Good Morning Riverside, in which the economist and executive director of the school’s Center for Economic Forecasting and Development said no recession is on the horizon for the Inland Empire.  Keep in mind folks, this was the same institution which was paid $72,000 of taxpayer monies by Riverside Public Utilities to create favorable studies to support a political narrative to raise your utility rates.  Apparently this group with its rosy numbers and visions were specifically hired to convince and make you believe that increasing your utility rates is a good idea.

The mayor also touted a study by the Milken Institute that ranked the Riverside-San Bernardino-Ontario metropolitan area 20th in the nation — a jump of 24 places compared to last year.

UCR, the Milken Institute, and now your mayor are here to tell you that there has never been a better time to invest in Riverside,” Bailey said.  Who are we to believe?  It appears if you have all three on your side, UCR, the Milliken Institute and the Mayor on your side, it’s a smoking surefire formula for a ‘rosy picture.’

Well when you utilize UCR your going to get what you pay for, favorable numbers.  We saw this with RPU’s attempt to fudge numbers and use comparisons such as private and public, which is like comparing apples and oranges.  But if you have those rose-colored glasses, what a rosy picture it will show.

Hmmm…but wasn’t this the same UCR that compared apples and oranges in order to ratepayers to pay more for utilities?  Evidently so.

Here’s the lowdown: RPU commissioned at a cost of $72,000 of ratepayer dough a research team at UCR, to determine the financial and social impact of RPU on the Riverside community.  It’s a little-known-fact that UCR procures its electricity and water at special lower rates from RPU than what the rest of us suckers, the community pays, leading some to wonder if tit-for-tat was in play.  Shockingly (sic), the crack team at UCR determined that RPU was the greatest thing since adding that third taco to the combination plate.  How uncanny that this report was timed to come out right before RPU was to call for a rate increase!  Remarkable was a hand-written comment from General RPU Manager Girish Balachandran (a.k.a. Drunk Daddy) made while reviewing a draft of this UCR report. The note was in reference to numbers the UCR team gave comparing RPU with another utility company known as SoCal Edison. We will get to that Drunk Daddy chicken scratch in a moment.

First, you really cannot compare the two companies: RPU is publicly owned, at least we thought so, Edison is not.  Secondly, the UCR team states that Edison customers pay 16.51 cents per kwh compared to RPU customers 16.08 cents. The difference between the two numbers in the draft report submitted by UCR are not wide enough to justify a rate increase for residential electricity customers. But the final report submitted a few months later tells a different story. In the same comparison between RPU and Edison, the numbers magically transform so Edison customers pay 19.00 cents while RPU customers pay 15.70 cents – a very significant difference we’d say!

But there were a lot of other things of concern that should have been mentioned that were not so rosy for the resident taxpayer and utility ratepayers, such as:

The number of homeless people — “our neighbors without homes,” in Bailey’s words — is on the rise.  That’s true, was it by design or orchestrated by your friend Damien O’Farrell in order to receive more funding?  Who incidentally was a guest at the the event.  The city even double down by creating The Office of Homeless Solutions!  A new economic industry based on victimization?

In general, complaints concerning difficulty with planning permits, code enforcement, lack of law enforcement response, increase crime, increase homeless in the neighborhood, increase property taxes, increase utility rates, increasing unfunded pension liabilities, increase sale taxes, increase taxes and regulations…. all continue on deaf ears by representatives.

Higher electric and water utilities passed and we own the public owns the utilities!  Go figure… all we can tell you is that individuals who seek justice for taxpayer concerns have tied the City’s exuberance in court.

Less Law Enforcement Protection, police won’t even respond to resident calls anymore, even with higher taxes!  What are they telling us, come to Riverside BYOG (Bring Your Own Gun)?  Beatings and shooting in downtown.  We had a drug transaction incident three houses from us on Friday March 30, 2018; RPD wasn’t even interested.

UPDATE: DRUG TRANSACTIONS: 1:21 A.M.: 3564 BANDINI AVENUE: RPD HAS FAILED TO PROTECT OUR NEIGHBORHOODS.  Unfortunately are taxpayers monies are wasted, the only thing we can depend on to protect our families is Mr. Smith and Wesson.  Chief Sergio Diaz and Councilman Mike Gardner have failed to protect our neighborhoods, in this case Ward 1 Wood Streets! Regrettably we will not receive attention until someone is fatally injured or killed, that is the reality!  Not the perception… Unfortunately our neighborhood group, NOWS, is nowhere to be found on this issue!  No where to be found at City Council Meeting.  What are they afraid of?  Simply how to deal with the truth?  They also have failed our Community.

Fire, won’t get involved with creating fire lines and cleaning up City lots, but will definitely cite you for what they consider ‘fire hazards’ unannounced in your place of business or home.  The city has unfortunately pitted the taxpayers against those who apparently protect us, our law enforcement and fire.

Code Enforcement…A.K.A. The Other Police Force….Well, this is without saying, if you don’t pay the piper, you will be harassed till kingdom come.

Cases of women being beaten in City Parking lots, Woman one was punched in the face after rejecting the sexual advances of the assailantWoman two was sucker punch in the City Parking Garage after a fender bender….. A shootout caught on camera in the same City Parking Lot …. lastly, a good Samaritan killed attempting to stop a fight across the street from the Mission Inn.  Actually all several blocks from the RPD Central Department.. What Gives?  If this was a private parking facility the city would require security, two sets of rules?

Below, the Mayor touts that the City of Riverside has recently been named in the fifty safest metro cities in America!…. what, next to Chicago with off the chart crime?  Well actually yes, Riverside is rated 14 next to Chicago at 15.  When you include Chicago next Riverside as a safe place to live, you must realize there must be something quite wrong with that study!  Chicago with strict gun laws saw over 3,000 people shot in 2016 alone!  Did the City of Riverside get that when they evaluated the study?  We have to guess they did not!  Just this week, Two individuals knifed over a bar stool at a favorite local family restaurant known as Pepitos and Three people wounded in a drive by just blocks from City Central.

Increased crime and homelessness in our communities, that is without saying.  Our mail is being stolen, drug houses, prostitution rings.  Not in the so called bad parts of town, in the ‘Wood Streets’!  The City has simply indulged in programs that are simply inviting homeless to come to Riverside.  Taxpayers are now seeing tent city’s around town and now have to get use to finding more human feces in retail public places.

As UCR, the Milken Institute, and your mayor is telling the residents that there has never been a better time to invest in Riverside, why are businesses leaving?  Just recently, EnerBlü Inc. leaves high tax Riverside California to invest $372 million in Kentucky and create 875 full-time jobs.  Why couldn’t Riverside keep them?

What about public employee pensions?  Measure A and Measure Z won’t generate enough money to maintain those employee pensions, therefore, will we eventually have to sell our Public Utilities in order to satisfy the unfunded unsustainable pension debt?

The last Budget Engagement Commission meeting revealed a dire pension situation beginning in the 2020… so why are we going forward with a new $45 million library, the Cheech Marin Art Center, the new Police Building or any other project?  If pensions are of number one concern as opposed to taxpayer services, why won’t they consider the profitability of the sale of cannabis within city limits?

Was the State of the City more like the State of Delusion?  But say you had those rose-colored glasses?

So should the City continue to financially support educational and statistical entities for services that may be biased?  What is the purpose of that?  To support a perception of things, whereby in essence the reality is much different?  Is it to say, “All is well!” while the Titanic is apparently sinking?  Discernibly addressing true problems with true resolutions would surely be the key.

If you want the truth hidden and a prettier city, get your own pair of rose colored glasses, on Amazon $39.27 and free shipping!  They’ll just make your walk in the City of Riverside that much rosier.  The people of Riverside certainly hope that after taking a stand on the City Manager’s new contract by vetoing it, Mayor Bailey will continue to abide by the issues and concerns of the taxpaying residents and put a stop to the above nonsense.  You made a stand Mayor, you have our attention, and the now the whole City is Watching…

FLASH TMC UPDATE: 07.19.2015: IS THIS THE REAL STORY BEHIND WHY PUBLIC WORKS DIRECTOR, TOM BOYD, ANNOUNCED HIS “SURPRISE” RETIREMENT A WEEK AGO?  According to the Press Enterprise’s Cassie MacDuff, Boyd was contacted for comment to this article (“A Decade Later, Sludge Exposure Worries Workers”) but never responded.

Just to give you an example of the treachery the City is capable of, it had a UCR Toxicologist state the PCB’s are not toxic! Bob Krieger, the UCR toxicology specialist who spoke to the workers at the city’s request, said he doesn’t believe they have anything to worry about. “PCBs are not that toxic and they had minimal exposure,” he said, adding no ill health effects would be likely. Neumeyer’s (one of the exposed city workers) skin peeling was probably unrelated to the PCBs, he said.  We were once told that being close to certain Nevada thermal nuclear explosions was not that bad either, from an “expert”…

The EPA states PCB’s cause cancer, especially with effects on the immune system as one of the former workers David Cabrera describe.  More troubling is that the breakdown products of PCB’s, the furans and dioxins, are even more toxic.  This story does not mention Siobhan Foster, who was Public Works Director at the time,  and “incidentally” had no Engineering experience, license or degree, employees mentioned she did not even know what a pot hole was.  Let’s not forget the real cover up culprit, former City Attorney Gregory Priamos.  Foster, of course, is semi-famous these days for being the manager presiding over the $6.4 million Danny Wooten embezzlement scheme.  She was fired WITHOUT CAUSE for the fiasco and has since latched onto the City of Covina, no doubt to spread her curse there.

One phone call to the Fire Department would have taken care of this whole toxic debacle, but those in charge in the City at the time were not honest people.

Was he or wasn’t he fired?  “Retired,” is such the buzzword at City Hall these days.  Former City Manager, Scott Barber, funded his own investigation using our money to retaliate against Councilmen Davis and Soubirous from doing their jobs.  He, “retired,” 6 months later in the face of public outrage at his misuse of authority and misappropriation of public monies.   Same for former Assistant City Manager, Belinda Graham.  Former HR Director, Rhonda Strout, “retired,” just as the scandals of whistleblower retaliation, the civil liberty-violating Threat Assessment Team, illegitimate hiring of outside counsel, and other municipal code violations were about to be uncovered by the Human Resources Board, the public, and the Council.

When former City Manager, Brad Hudson, was on the hot seat, he hightailed for Sacramento.  Former RPU General Manager, Dave Wright, left for Las Vegas right before the hundred million dollar over-collection was found.  City Attorney Clown, Greg Priamos, became County Attorney Clown, and now that internal audit has blown the lid off the $19 million he spent on outside counsel the past 5 years, we can see why.  The official word out of City Hall after these crooks left is always, “they’ve moved onto greener pastures,” but we at TMC have always known the truth.  They were escape artists, but not the likes of the great Houdini.  These guys had insider help in the form of a complicit City Council, willing to buy them whatever time was necessary.

And so Public Works Director, Tom Boyd will “retire” after 17 years from the City of Riverside.  Insiders are telling TMC that when Boyd was asked about his plans just weeks ago, he firmly stated, “he wasn’t going to retire.”  But there was still rumor around town that Boyd was going to retire because of the AG Park controversy heating up.   Therefore, was Tom given an ultimatum from new Rock Star City Manager Russo to hit the road, or be fired?  Or did he just retire because of all the B.S. at City Hall.

The AG Park bug-a-boo places Boyd and former Public Works Director Siobhan Foster right in the middle.  Maybe Boyd will resurface in Pasadena under former Assistant City Manager, Michael Beck.  Who’s next for Tom’s position here at Riveride, maybe Tina English? Who has a dance degree?  Or will they bring back Siobhan Foster, someone who didn’t have an Engineering degree or license either.  It’s trash pickup day in the world of public employee recycled executives.  Maybe Tom would just like to put this past him and be the president of the Corvette Club…

Our bet is this won’t be the last “retirement” or “onto greener pastures” of 2015.  Stay tuned.

CONTROVERSY IN RIVERSIDE, WATER MAIN BREAK LAST NIGHT, WAS IT DONE PURPOSELY FOR OVERTIME AS SOME OUR SAYING? Just as we recently spent $40 million on a building, after the question of overcharging ratepayers for utilities was brought forward, is this another attempt by RPU to justify spend our excess reserves on infrastructure in lieu of returning it to the ratepayers? Insiders are telling TMC that in order to collect overtime, some workers might monkey with water pressures to break older water pipes in the City.  Regardless, main line fixed! It may or may not be true, but just the same, we’ll be on the lookout for more stories like this in the weeks to come.

Former Mayor of Riverside, Terry Frizzel, had much to say about  about Mayor Ron Loveridge on the November 13, 2012 City Council Meeting.  Mayor Loveridge’s final days as Mayor will end next month and be replaced by Mayor elect, Councilman William “Rusty” Bailey.  When Terry Frizzel was Mayor, Loveridge served as a councilman.  Her concerns is that the Mayor is not quite the person many see him to be.  Will Rusty follow in his footsteps?  Ms. Frizzel made it known she will be there to correct him each time.  She stated he was associating with young students; noticeable to the extent that it caught the attention of his wife and others.  Was this how Mayor Loveridge was coined Mayor Luv?   Frizzel’s heated speech  at City Council, noon session, was as follows:

The thing that really, really, really, disappoints me.. is our mayor tells us that we have to make our city a better place to live, he preached that on his nights out (Mayor’s Night Out Event)…and then for him to do what he did was unfounded (the arrest of public speaker Karen Wright).  You should never ever take away the liberty and freedom of speech.  And you were a political science professor?

How would you have liked it when your wife went up to UCR and complained about your running around with some of the students up there.  Would you like it if the police had carried her out of there.  No you wouldn’t have! .. and I was right there and saw that you had young students in your car driving around that campus when I was first got elected here.

You have no purity, you have no conscious, you are there just to be a big shot… and that’s all you ever try to be.  You don’t care about the people of this community or you would never had said the things that  you’ve said.  I’m totally disgusted there was no reason for what you did to Karen.  I wish I would have been here, because you would have never had let you get away with this..

And you Mr. Davis, I stuck up for you when you were being put on the carpet, because you had every right to be heard and they tried to shut you up.

What’s the matter with you people, what’s the matter with you, and he (Mayor), he makes the word that you can’t be like Terry Frizzel and veto stuff.  He (Mayor)  didn’t like the manner of my operation.  But I can tell you one thing. (gasp from mayor).

Mayor, when  Ab Brown came up to this podium, you sent me notes, shut em up, shut em up.. and I would send you notes, no, he has the right to speak.

When Karen Renfroe came up here, you said shut her up, shut her up, no..she has a right to speak

That’s your mode of operating your City Hall. Be proud of yourself because you are leading a very, very bad, bad imitation of what the City of Riverside Mayor should be.  I hope he (mayor elect Rusty) does not follow in your footsteps, because if he does I will be right and correct him every time.

This has to be another side of the mayor people have not yet seen, only if you had worked with him…Will the real mayor please stand up?  Hope there are no unforseen skeletons in Rusty’s toolshed, maybe just a red dress?  Again, regarding the above photo, one of TMC’s crack minimum wage photoshop experts recreated what former Mayor Terry Frizzel probably saw that shocking day at UCR when then Councilman and younger future Mayor passed on by with young students in the cruze mobile.
