OPEN LETTER TO HONORABLE MAYOR WILLIAM “RUSTY” BAILEY & CITY MANAGER LEE MCDOUGAL

Good Afternoon Honorable William Rusty Bailey and Mr. Lee McDougal,

I felt it important to comment on last night’s City Council meeting. All the years I have been coming to these meeting I have never been more proud of the obvious changes that are taking place at City hall. I never thought in a million years I would be sending a letter like this to the Mayor and Interim City Manager of the City of Riverside. I do believe we are on the right road to making Riverside California the Best it can possibly be.

In the 6 years that I have been a fixture at the Tuesday night City Council Meetings I have seen it all. Citizens being arrested for exercising their first amendment rights . The last City Attorney Gregory Priamos lying to the public, Staff, and Council. It was always a disaster . There was a hostile work environment and MANY toxic employees whom are now gone. I would come home so upset I felt like I needed a drink, and I don’t drink! It made me want to dig deeper and fight harder.

I want to make one thing very clear to you and the public, these changes did not happen because of groups like the Greater Riverside Chamber of Commerce, The Rain Cross Group, and The Latino Network, the changes occurred by the give and take from Staff, Council and the relentless effort from the FAB FIVE (that was what they called us).

I think it would be a major step in the right direction to recognize the Citizens that had the most impact. Like Irma Flores who brought us all together : Dvonne Pitruzzello, Raychele Sterling, Jason Hunter, Joel Udayke, Kevin Dawson, Karen Wright, Aurora Chavez, Mary Shelton, Scott Simpson, Phyllis Purcell, and Errol Koschewitz, the citizens that took the time and made City Council meeting and the political process a priority in their lives.

I think/hope we can recover from anything as we move forward together. Last night Mayor Bailey looked like a leader and made all the right decisions. The Council took charge and were in total control. The real winner though was interim City Attorney Christy Smith whose comments were open, honest and BELIEVABLE. That is all the Citizens ever wanted, an OPEN, HONEST, AND BELIEVABLE GOVERNMENT.

We may never say or express in our actions but just to let you know that AG Park Family are very proud of you! Lots of luck in your Meniffee / Murrieta Case.

    Interesting to note that an alleged “new policy” has been implemented (by the City Manager’s office, I am told) about what angles the City Council meetings now need to be shot. Now if you are an official City presenter, you will get the regular close-up head shot. Everyone else will be shot from the backside including of view of 1/3 of the backside of the audience. As someone who watches the City Council meetings on a regular basis, it was very obvious to me that these new camera angle shots stood out as a new selective process as to who would be viewed from the front as opposed to being viewed from the backside. As someone who videotapes specific select events, I would always choose to get a frontal view shot of any public speaker, and to do anything less would be to purposely lesson the impact of a public speaker and their comments. I called in to City Hall (IT) department to complain about this and I was told that they had received several other complaints about this matter, and that this “new policy” was a directive from the City Manager’s office. I called the City Manager’s office and was told that they would get back to me as to who in their office forwarded the alleged new “view angles” of the City Council meetings. I do not like this new videotaping selective process because it serves to demean those who have a right to equally be heard and seen just as any city official presenter is. This new selective City Council meeting angle shot process is a slap in the face to the public. It is not right for the City of Riverside to be selective as to which members of the public should be publicly viewed from the front as opposed to being viewed from their backside. This “new policy” needs to be changed ASAP! So much for REAL transparency from Riverside City Hall.

      I would have to agree that a Riverside Councilman’s part time pay is much to low for a populous of over 300,000 and a 5% increase is not unreasonable, especially since the last raise was in 2007. Regarding current economic private sector trends for a yearly salary increase, 1%-2% is acceptable. Further, we know in reality that the councilman part time status is a misnomer, they really are working 24/7, therefore I would believe with the premise that the position should be changed to full time in order to represent and benefit the taxpayer fully.
