On April 13, 2015, The Department of Justice for the State of California sent back the following response letter, to the letter below, which indicates the concern of how RPD Law Enforcement, under Chief Sergio Diaz may have abused the CLETS system, by sharing employees/residents restricted information with City of Riverside executes and personal. The Assistant Bureau Chief, Keith Dann, points out that the Department of Justice takes allegations of potential misuse of CLETS very seriously and will handle this matter pursuant to the CLETS Polices, Practices and Procedures.
We wrote in a previous posting that TMC and the public had recently learned that City of Riverside had secret investigative teams, which included several city of Riverside departments including Human Resources and the Riverside Police Department, which were organized under the auspices of monitoring, “potentially dangerous,” city employees. and possibly even residents. In another in a long line of Riverside coincidences, it just so happens that many of these employees were also known whistle blowers within the City at the time they were put under surveillance. Employees whose only crime was to report fraud within the city of Riverside were subjected to background checks using confidential law enforcement sources, defamed, followed, and threatened – in one incident, threatened with their lives!
It has long been common knowledge that the city has been a hostile place to work if you aren’t ethically-challenged and report wrongdoing. Just for the record, I’m not just stating this to be dramatic, but to express a truth which has yet to be played out. What we’re beginning to understand now is the extent that the city was or is willing to go to use public resources in order to cover-up its shameful acts. The courageous few, who stuck their necks out to protect the taxpayers and ratepayers of Riverside, had their lives turned upside down by the municipal mafia, under the direction and protection of former Riverside City Attorney Gregory Priamos. Now currently Council for the County of Riverside.
Who amongst the other City insiders were the other players in this game of deceit? Further, was the law enforcement telecommunication system known as CLETS (California Law Enforcement Telecommunications System) used as a tool for defamation and retaliation by former Human Resources Director Rhonda Strout, current Human Resource Director Brenda Diederich and other department heads, thus violating these employees rights to privacy? How about the coup d’état, the Chief of Police, Sergio Diaz: how was he involved, because the CLETS system as we currently know it is solely a law enforcement tool?
This secret organization was unbeknownst to even the Human Resources Board, who supposedly reviews HR policies. They demanded to know more about it! It was even unbeknownst to the Community Police Review Commission, who supposedly reviews police policies! It was also unbeknownst to certain City Council members, who supposedly are first in line to receive information before the above-mentioned boards and commissions. Hold onto your hats, because we get the feeling this story will be explosive.
TMC has been told this secret panel which is being financed by the taxpayer, is under the guidance of a former Secret Service agent consultant, that investigates whistle blower employees within the city of Riverside in an attempt to intimidate and discredit them.
As of this date, Riverside Chief Sergio Diaz has yet to respond to the Department of Justice, leaving questions as to why he has refused to be compliant, and what seems to be “dancing around the issues as seen above!” Many in the community who are taxpayers continue to ask the question as to why the City has continued to condone his irreverent behavior, and why he continues to double dip into the coffers of the Riverside Taxpayer. Diaz again seems to be only concerned with Diaz, as opposed to the concerns of the Riverside Community.

The City Attorney rules and yes employees knew how the system worked. I remember job openings were announced and one lady applied with more then enough qualifications an experience to full the job even accepting the drop in pay. Shocker the job was given to a friend of an insider who had a high school degree. Yes looking at the system used from the inside made clear who all the players were even the DA’s yes a system of partners. Ron Pacheco showed he was a partner but was exposed but like many lawyers never charged. Well up steps a former Judge, Prosecutor applying for the DA seat. Yes Paul Zellerbach gave the best performance even better then Oscar. Well he had the right words and a leadership of Justice background. But like others it was the money that took over and we watched Even the local NAACP joined in the players game awarding DA Zellerbach the best even when headlines about his corruption but it was to trick people for votes. I learned from the inside it is a cancer and all have to be rooted out because it will grow back if not removed. I saw good councilman fall to the powers of the team and well it happens when people see if they don’t they can be destroyed. We saw the last corrupt Chief of Police spill his guts on others when caught. Only the voters can fix this or continue to allow it until well the City becomes like the City of Bell. .

On another subject: I guess your hero, self-described “man of the people,” Mike Soubirous, betrayed the north side on the moratorium vote. He and his Facebook page (which he updates during council meetings, by the way. This from a man who criticized Bailey for texting during meetings) are strangely silent. What do you think of him now?
Man of the people, hero, those are your words. Remember, just calling it as I see it. You are absolutely right, I was totally disgusted Mike Soubirous, he was texting all night, and seemed very bothered even to be there. I will be doing a public records request today and ask for all the text messages on his cell phone, Both Davis and Soubirous I felt he let down the public on this moratorium, because of revenge. This was a “Revenge Vote,” which benefited no one else but themselves. We will be reviewing the City Clerks increase in salary and finance genius Paul Davis arrived at it. But in all fairness, I would like to here both Mike’s and Paul’s reasoning for this particular vote, in order to debate their decision because of what the public is picking up. The public is asking the question, “was it that they (Davis & Soubirous) both pretty perturbed by ‘what happened to them?'” It’s the appearance and perception of what occurred which is directly troubling the public. The day prior Mike was speaking at City Council regarding how both he and Davis was treated by particular council elects and executive staff which led to an investigation.

Seems as though TMC is as silent on the “Northside” issue as Councilman Soubirous was at the hearing about putting a moratorium in place on the Northside. TMC, why the double standard ???
I have no doubt I was on ths list. Was an employee for 20 years and question wether we should be at AG park in March only to have a private investigation firm follow us on days we were given light work loads, when we asked for more work we were told it was all they had and to stay out of trouble. Fired becuase of two days on camera and becuase we gave dirt sample to enviromental group from AG park. Man do I have a lot more.
I do not know who to send this to but here goes.
As everyone knows 14th street underpass flooded again. What you may not know is that 2 city employees showed up at 1:30 pm and decided to take a flat head shovel to the street grates that lead to a wet well which goes to the lift station. The station went down early in the morning and the underpass was flooded. Yet after these two employees shoveled the debris off the grate the station started pumping and the water went down. By 2:30 pm the underpass was open. Yet supervisors were seen standing on the bridge and did nothing other employees were there and did nothing. If you happen to be one of the cars that got flooded remeber this flooding was cuased by neglect and by a supervisor who does not know what he is doing. The underpass being closed for hours at a time is inexcusable, especially when the issue was a common issue that could have been fixed. The City will say the station is old (which it is), and yet while Pete Mckay and myself were in charge of the stations they never flooded. We even had a by pass system set up for in case of an emergency, I guess Sewer management and Tom Boyd felt it wasn’t necessary any more. This is the 4th time the underpass has flooded in the last year at what point do the supervisors actually have to be held accountable for the actions.
By the way the last time the wet well was cleaned was in 2008. I know for a fact a work order was written for the wet well to be cleaned again, I wonder why it wasn’t.

Here we go again atleast this letter lets my partner and I know why we were targeted.
We reported to our Supervisor on March 17th 2015, 0630hrs our concerns about working at AG park. In the afternoon of that day Jenna Combs hired a Private investigator to follow my partner and I for the following week. On top of that our department decided to give us half the workload and then instructed us to stay out of trouble and not to bother them if we finished early.
Not only that they had another spervisor fabricate a phone call to the City internal fruad hot line number. The stated we were sleeping for hours at a park for months which Tele trac(electronic monitoring devices on the trucks) confirmed we were not there.
Tom Boyd, Jenna Combs, Deanna Lorson and the ex HR director were involved and now all seem to be gone. If only the city would do something about the other superviors involved and yes Rusty Baily and the new city manager knows about this stuff as well.
