Newly christened Ward 7 Councilmember-elect, John “the Exterminator” Burnard, is already embroiled in controversy.  In an email from Burnard (jburnard@riversideca.gov) to Ag Park (aka, Arroyo Park) family member, Marilyn Whitney, which was then forwarded to RRR (Residents for Responsible Representation) Chairperson, Sharon Mateja, Burnard states, “Got this done today,” in reference to a, “Stop Work,” order issued to the developer of Ag Park by the City.

Thirty Miles of Corruption asks Burnard to elaborate on the email.  What exactly did, “he,” get done?  Many in the Ag Park family are confused and annoyed that Burnard seems to be taking credit for something he could not have accomplished single-handedly.  Despite our inquiry, Thirty Miles of Corruption.com has not yet heard back from Burnard.  Councilman-elect Burnard (as he hasn’t been formally sworn in yet) can contact us via our email address: THIRTYMILESCORRUPTION@HOTMAIL.COM

We want to make something VERY clear to Mr. Burnard: just as your predecessor Steve Adams has done nothing so far to help his constituents in regards to the Ag Park issue, you have yet to do so either.  He may have made a statement or two about it during his campaign expressing his sympathy, but talk is cheap.  We also believe that the longer Burnard is in office, the more his views towards Ag Park will resemble Steve Adams’, because Ag Park will be major legal issue going forward and we believe his loyalty will be to the City insiders’ club, and not his Ward 7 constituents.  We hope that will not be the case, but are not overly optimistic.

As we understand, this DTSC (Department of Toxic Substances Control) letter was received by City Manager, John Russo, on June 16th at approximately 5:30 PM.  In response, Russo made the decision to initiate a “Stop Work” order as is indicated in this City News Release.

Russo thereafter contacted Public Works to officially process the, “Stop Work,” order and deliver it to developer Chuck Cox’s head engineer, Bob Beers.  To our knowledge a Councilperson doesn’t have the power or authority to issue a, “Stop Work,” order.  Soooooo…a person, who is not yet a Councilmember, and even if he was, doesn’t have the power to unilaterally halt a project, seems to want to take credit for other peoples’ hard work.  Is this an aberration or the beginning of a pattern?  Time will tell.

“Got this done?”  Got what done?  We guess if you are a supporter of John Burnard’s you just gotta love the big lug … maybe even expect more of the same, “leadership from behind,” in the near future.  Perhaps it’s just an error in judgment.  But, as we are told, if you need someone to kill bugs, he’s your man.  Some Ward 7 residents are asking, “Is he also developer Cox’s man?” since he got a campaign donation from him, and (from the top picture) is also on hugging terms with Councilman Steve Adams … who was definitely Cox’s guy.  If an exterminator know one things, it’s toxic business, so he should fit right in dealing with this mess.

La Sierra resident, Jim Martin, recently confronted Burnard about the campaign donation.  According to a witness, and apropos of our, “WTF? Observation of the Day”, Burnard indicated he didn’t know this was the developer Chuck Cox, but perhaps another person by the same name!    COMMENTS WELCOMED!

SEPARATED AT BIRTH?

While McDougal was certainly a step in the right direction for City of Riverside (a very low hurdle considering his two predecessors, Scott Barber and Brad Hudson, were ethically on the same level as most common criminals), we still bristle at his attempts to censor the public through disparate camera angles and removal of, “controversial,” videos from the City’s website.  You were a good soldier for your masters … just not a very American one.

Was McDougal somehow afraid or offended by a full frontal? From his past it sure doesn’t appear so … things that happen in Montclair don’t always stay in Montclair!  Until next time Lee…

WILL THIS LEGAL CLOWN FROM THE GOVERNMENT BIG TOP FINALLY BE SENT TO BIG HOUSE?

According to a newly releases internal audit targeting outside legal expenditures of former City Attorney Greg Priamos’ office, taxpayers have much to be concerned about.  TMC brought this issue to light directly to the City Council several times over the years, and in two specific stories – one in 2012 and the other followup in 2014 – only to be ignored.  However, the real purveyor of this issue was community activist, Kevin Dawson, who has been bringing this issue to the forefront of City Council for the past five years, of course, on deaf ears.

Will this finally be what will break the camel’s back as far as Priamos’ career in municipal law goes?  For many years we have been attempting, in the name of transparency, to retrieve public records, which would finally shed some light on the expenditures by the City of Riverside’s Attorney Office.  No records were ever found, or as City lingo goes, “we found no documents responsive to your request,” or the documents we requested violated the “Attorney/Client Privilege.”

We ask the question: did the City Attorney’s Office go rogue?  Didn’t anyone do a background check into Priamos? Just like, did anyone do a background check on former City Manager Brad Hudson?  Hudson was not only had a history of credit card fraud, but attempted to attain concealed weapons permit using the Riverside City Hall address as his “home address.”

Do ethics matter?  When Riverside was using Mayer Hoffmann McCann as their external auditor, Ken Al-Iman from MHM  worked as an adviser for locally-connected law firm, Best, Best & Krieger.  While MHM was doing Riverside’s books, former City Manager, Brad Hudson, hired Al-Imam’s son, Jason Al-Imam, who experienced a meteoric rise, eventually being named Controller for Riverside.

We believe ethics do matter, and make note of Mayor William Bailey’s eulogy at Hudson’s farewell party that Hudson was his, “moral compass.”  How appropriate that both these individuals have a background of, “ill repute.”  Of course we’d be remiss to leave out former Mayor Ron Loveridge from the picture, who appears to still be the puppeteer of all events of concern involving the politics of the city of Riverside.

So back to the audit: the report was grim to say the least, and the findings were what most of Riverside’s watchdogs had believed for many years.  Priamos did not: 1) follow the City’s competitive selection process for procuring outside legal counsel and 2) execute written contracts/agreements.  Written contracts/agreements insure that the taxpayers are not overcharged and also help prevent abuses such as potential conflicts of interest, failure to provide timely service and perception of favoritism/nepotism.  For example, the law firm of Roth Carney Knudsen LLP did business with the City for years.  It also happens to be law firm of now-Senator Richard Roth, the husband of Cindy Roth, who is the CEO/President of the Greater Riverside Chamber of Commerce, who happens to milk the City every opportunity she has.

JUNE 2015 GRAND JURY REPORT ON FORMER CITY ATTORNEY/CURRENT COUNTY COUNSEL GREG PRIAMOS’ BOORISH BEHAVIOR.   The Grand Jury panel recommended training for clown Priamos, not the other way around, as he arrogantly implied they needed.  The panel noted that Priamos has interfered with their investigations, and that he has given misleading advice to county employees.  That wasn’t groundbreaking news to TMC: Priamos had given misleading/self-serving advice to city employees and electeds here in Riverside for over a decade.

The Grand Jury has accused Priamos of 10 violations as follows, (sounds like another Bar Complaint): Conflict of Interest and Secrecy; Transparency and Accountability; Inaccurate, Incomplete and Misleading Statements; Obstruction of the Grand Jury; Choice of Having Council Violations; Violation of Board Policy C-35; Riverside County Executive Office Violation; Violation of Code of Ethics (he is incidentally writing the code of ethics book for the California League of Cities); Failure to Provide Upjohn Warning; and Superior Court Case Violations.

Back in 2013, former County Counsel Pamela Walls fired off a letter to Priamos, while he was City Attorney, that he violated the confidentiality of the Grand Jury in its probe into City Police Procedures.  Of course, Priamos denied the charge.  Well not so fast, the letter is part of the Grand Jury report as seen below.

Was the Grand Jury attempting to tell Priamos that there is a, “failure to communicate,” and possibly there are, “some men that just can’t be reached?”  Therefore these individuals need to be dealt with “in a proper manner”?  Gregory, there are some who say you are a sociopath, and we’d like to to extend our desire to help.  As LMU and USC graduates (just like you), you know we are practically family.  Is there anything we can do to help you get the treatment you so obviously need?

The Moreno Valley Recall Circus is coming back to town, this time featuring Council puppets George Price and LaDonna Jempson.  The with Master Puppeteer?  Former Riverside Mayor Ron Loveridge……………..WHAT!?

Recall Moreno Valley started up again in full swing a couple of weeks ago when Councilmember Jeff Giba was served with Intent to Recall documents.  These papers were proudly served to Mr. Giba by the Peeden twins.  TMC happened to be in that meeting when the hoopla commenced.  It was all great theater.

As our nine (we are steadily growing our membership) regular readers know, we at Thirty Miles love us some drama, so we raced right home and read the recall papers.  What great scandal had been uncovered for us to salivate over?  To our disappointment, the argument on the recall petition was weak.  It essentially said, “this isn’t anything about what Giba did, but what we don’t like about Iddo.”

It seems the petitioners can’t make up their mind about a solid message.  I have no doubt that these people will get really BIG MONEY behind this recall however … just like the really BIG MONEY they said Iddo legally put behind the candidates that he had every right to support.  The message of this recall should be: MY MONEY IS BIGGER THAN YOURS!  Seems a bit hypocritical to us here at TMC.

At the May 24th, Moreno Valley City Council meeting we asked the million dollar question that everyone was dying to know:  “Are Councilmembers George Price and Ladonna Jempson involved in the recall of Councilmember Jeff Giba?”  There is a perception within the public that they are.  And who else could possibly be involved?  Surprise, suprise…could it be former Riverside Mayor Ron Loveridge?  Is the master manipulator of Riverside County again pulling the strings and letting his students to do his dirty work, akin to a Political Science/Public Policy assignment in Recall 101?  Would Mayor Luv attempt to manipulate Moreno Valley politics for the benefit of Riverside?

Let’s take a look at George Price.  Price was the Parks Director at the city of Moreno Valley for a number of years.  We have observed that many of the public documents regarding George Price’s tenure with the City have been very difficult to obtain.  In our experience that the best indicator the City has reason to cover something up.  So what exactly is it?  Mr Price ran his campaign on the message, “I want to bring back respect to people on the Council and the residents who come up to speak,”  Our response is: show us all the documents so the R E S P E C T can start.

Mr. Price was actively involved in the Tom Owens recall, from which he won the seat.  “I got involved because I want to restore honesty, integrity and leadership to your council”, said George Price, adding that he’s the only candidate actively involved in the recall against Owings.  Is Mr. Price nothing more than a politician that will say and do anything to get elected, but then stab his fellow Councilmembers in the back at the first opportunity?  Mr. Price has stated publicly that he is not involved in the recall, but if you go to his Facebook page things certainly look a bit different.

Ladonna Jempson was actively involved in the recall of Victoria Baca.  On her Facebook page she is against the World Logistic Center, but at the same time is supportive of the 1000 jobs at the MoVal Amazon facility – starting pay, $12 per hour.  Isn’t Amazon a warehouse too?  She also is closely connected to the Facebook pages that are in favor of the current recall of Mr Giba.

We don’t believe Mrs. Jempson is actively engaged in this process, but we don’t think she would mind if it were successful either.  Our advice to Mrs. Jempson: be careful of who you think your supporters are.  These people will turn on you in as heartbeat.  It happens to very good people/politicians at the time in this neck of the woods.

So what’s this recall really about?  On November 5, 2014, when Corey Jackson went to bed, he believed he had won the race for District 2 of Moreno Valley.  His dream was that Mr. Price would be the Mayor and he would serve as the Mayor Pro Tem.  The 3-2 voting block was established as Price, Jempson, and Jackson.  They would have voted against the WLC and all the western Riverside County leaders would’ve been so proud of them for doing what they think was right for the region, but not necessarily what is right for Moreno Valley.

Unknowingly, these three would have just been the puppets for former Mayor Ron Loveridge and his buddies, so the real leaders of the County could get plans underway for their own March Joint Powers Warehousing District.  The City would benefit from all the impact fees, new tax base, and would be heroes for bringing all the jobs back to the region.  We guess that wasn’t, “God’s Plan,” though, because Corey Jackson lost and the Iddo Benzeevi rhetoric began shortly thereafter.

Their recall message seems loud and clear: it’s nothing personal about Mr Giba .. it’s all about Mr. Benzeevi and his bucks, and how he chooses to spend them on the political process.  We don’t really see this as any different than the Sheriff’s Union getting behind their candidates for a pay raise for all their members (which by the way was bestowed upon them a couple of weeks ago).  Long ago we learned that around here there are two set of rules: one for the haves and one for the have-nots.  Out of this system has grown two kinds of politicians: those that support the people and others that supports the HAVES.

Corey Jackson for Moreno Valley District 2 City Council November 21, 2014 • I am regretfully announcing that we did not win this election, we lost by 7 votes. We put everything we had into this campaign in order to move the City of Moreno Valley in the right direction.  We knew at the beginning that defeating Jeffery Giba and Iddo Benzeevi was going to be very difficult.  It’s no secret that Iddo Benzeevi ran Jeffery Giba’s campaign for City Council through two separate Independent Expenditure Committees, one of which specifically opposed my candidacy. These Independent Expenditure Committees injected over a quarter of a million dollars into Jeffery Giba’s campaign for City Council, resulting in Iddo successfully placing his candidate on City Council. However, this doesn’t have to be the final result. We still have 5 days to request a recount. You can see in Jackson’s Facebook posts that the money that Iddo donated to the candidates of his choice really only mattered when Jackson lost the Council race.  So I ask, are the recalls rational, or just sour grapes?

 

Was Mayor Luv calling the Council Members of Moreno Valley stupid?  Does he believe they are too stupid to make a decision as complex as WLC?  The following was a January 2015 KVCR podcast interview with former Mayor of Riverside, Ron Loveridge, in which he states that Moreno Valley leaders may be too immature to take charge and lead a city of 200,000.

Was Loveridge talking down to them, or was he jealous of MoVal’s potential in his own elitist way?  Regardless, he called Moreno Valley, “immature.”  We looked at Thesaurus.com to find synonyms for immature: babyish, unsophisticated, premature, ‘wet behind the ears’, underdeveloped, sophomoric (meaning, “wise fool”).  We don’t believe the proud citizens of Moreno Valley should take this sitting down – dems’ fighting words!  It appears to us that what Loveridge really wanted to say was that Moreno Valley leadership is just plain, “stupid,” to make proper leadership decisions, which will direct the City towards prosperity.loveridgewalking2

Mayor Luv loves his jargon.  He speaks extensively towards the topic of, “social collateral.” So what is this “Social Collateral”?  In his distorted mind, it’s groups like Cindy Roth and the Greater Riverside Chamber of Commerce, The Monday Morning Group, The Lincoln Club, The Raincross Group, and a host of others who would gladly reach into your pockets and take a fistful of dollars via City Hall backroom dealings.

It is these groups that suck the money out of the taxpayer so they can keep their candidates in office.  Its all about the favors, you’d be wise to not make any mistake about it. You see … Iddo’s money is dirty, while the money that Cities funnel to these chosen groups are clean. [insert Joe Isuzu pic here]  Once again: two sets of rules.

CONTRACT BETWEEN COX AND DTSC (CLICK THIS LINK)

The State of California agency DTSC (Department of Toxic Substances Control), which is paid by the taxpayer to protect the health of the public against environmental toxins, shows their true colors: green.  In this contract dated February 19, 2015, local developer, Henry “Chuck” Cox, will pay DTSC $33,994.00 to have DTSC Projects Manager, Maryam Tasnif-Abbasi, represent him on issues surrounding Ag Park … a tactic also known as “client control.”

Are these conflicts at the heart of why DTSC finds itself currently under investigation?  Is DTSC scrambling to cover up their own incompetence in the handling of Ag Park all these years?

TMC recently discovered a blog spot going back to 2007, which contained loads of proprietary information regarding AG Park.  According to Danielle Carrington, whose husband ran a recycling business, Cox wanted to use the Ag sludge as a fill material at a nearby project.  Cox allegedly asked Ms. Carrington’s husband if he knew how to dispose of toxic sludge.  Well her husband has a recycling business, so Cox might have thought, in some very strange way, that recycling may have been available for toxic sludge.  Go figure.  The truth as they say, is stranger than fiction.

As it stands now, Cox will not allow his property to be independently tested.  If they find something…then what will they do?!  Neighbors won’t allow their properties to be checked unless the former sewer plant site is also tested.  It’s a Mexican standoff…and you know we love drama!  Who will blink first?

 

FORE OR FOREPLAY?!

On June 14, 2002, Developer Chuck Cox’s name comes up in a Los Angeles Times Article where six arrests were made at a golf course in which he was part owner.  Our own Press Enterprise references the story of the Hidden Valley Golf Course in Norco, CA in 2004.

According to the Sheriff’s Department and probation reports, the Hidden Valley Golf Course held monthly strip club tournaments.  During the tournaments, the course was closed to all but tournament participants.  Eventually the party pooper Sheriff raided the event, sending about 100 golfers, strippers and prostitutes running and fleeing across the green hills and valleys.  Now that must have been a sight to see!  (And certainly better than watching the backsides of the general public during City Council comment periods.)

During surveillance, sheriff’s deputies watched numerous sex acts take place out in the open on the course within ogling distance of other golfers and construction workers at a nearby development.  Some strippers and prostitutes set up white boards listing prices of their services.  According to the documents, women let male golfers lick whipped cream from their bodies for $20 and engaged in sexual intercourse for $100 to $300.  TMC is working on getting the invite lists for the tournaments…we are giddy in anticipation of who we might know on the list!

HOLE IN TWO: $600!

Even though these events took place for almost a year, Cox alleges he didn’t know anything about the hanky panky.  His two golf course managers were arrested for “pimping and pandering.”  Cox put up bail of 75K for one of two golf course managers, Jason Wood.  Cox’s business partner,  John West, posted 75K for the other manager, James Bollinger.  They must have been valued employees…

Cox and West were never questioned or accused of any criminal involvement in this case, which brings questions of Cox’s political ties to Congressman Duncan Hunter and the Riverside Sheriff’s Department.

GRAND JURY COMPLAINT AGAINST RPU (CLICK THIS LINK TO VIEW DOCUMENT)

Audited financial statements for fiscal year 2014 indicate Riverside Public Utility’s (RPU) water reserves balance at $86,181,000.00, far exceeding the maximum of 100% of annual operating revenues set forth in RPU’s June 26, 2001, Fiscal Policy.  Statements for fiscal year 2014 also indicate an electric reserves balance of $210,929,000.00, again far exceeding the targeted reserve level set forth in the August 26, 2003, City Council Memorandum.

The issue of excess reserves has been raised by multiple members of the public at both Public Utility Board and City Council meetings during public comment since the Fall of 2014.  Neither the Board of Public Utilities nor the City Council have taken action to comply with the City’s reserve policies.  The existence of excess reserves indicate that the City, through its Public Utilities Department, has substantially overcharged its ratepayers for both water and electric services in violation of Propositions 218 and 26.

The Grand Jury is being asked to investigate alleged violations within the reserve policies and instruct the City of Riverside to issue refund checks to all rate payers, for excess utility reserves.

What residents must remember is that RPU, the Board of Public Utilities, and the City Council do not serve the bests interests of the ratepayers, but that of the City of Riverside.  The inherent conflict in the current situation demands the creation of an Office of Ratepayer Advocacy.  Further, RPU’s own reserve policy states these monies are to be used for contingencies, not planned infrastructure.

At the last Council meeting, the City attempted to utilize a slight of hand maneuver for over-collected reserves by stating that they will use reserves for $50 million in necessary infrastructure until a bond can be issue at a later date.  The fine print is that they have the option never to issue that bond.  We believe this was done to purposely decrease the amount of reserves,  therefore leaving less monies available for reimbursements and lower rates.

COMPLAINT RECEIPT FROM STATE BAR

According to Riverside County’s Grand Jury, Riverside County’s Counsel, Gregory Priamos’, Office has been accused of interfering and hindering with it’s investigation of the County of Riverside’s  IT department.  Of course, that’s nothing new here.  We in the City of Riverside have been dealing with Priamos’ clown tactics for years.  Hopefully, this signals the end of his run of the clown corruption, and this Bozo will finally be placed in clown jail where he belongs.  It’s time he paid for the malfeasance that’s been done.  The liar has cost the taxpayers millions in shabby legal advice.

This wasn’t Priamos first rodeo with the Grand Jury.  In July 2013, the Grand Jury found that the City of Riverside, Office of the City Attorney, which Priamos ran at the time, did not recognize the responsibilities of the Grand Jury and did not honor the secrecy of the Grand Jury.

Whereby a Pennsylvania Attorney General Kathleen Kane was accused of a Grand Jury Leak. It appears that this AG purposely leaked this secret grand jury information to strike back at her critics, then lying about it under oath, in a case that could spell the downfall of the state’s highest-ranking female politician.  Sounds as “Classic Priamos.”  But I guess this is Riverside, and there are two sets of rules, and those who support him, being the County Supervisors and it even appears the State Bar of California, can attempt to mitigate the circumstances.  Well the taxpayers certainly know better.

Let’s of course not forget that Bozo was hiring outside legal help without contracts nor authority, to the tune of $16 million during the last 5 years he was the City Attorney.  In face, the City Attorney’s Office at Riverside was never looked at by internal audit his entire tenure as chief: what will the taxpayers find during the recently-ordered audit by the Governmental Affairs Committee?  Stay tuned.

BOZO’S BIG TOP

In a classic Priamos comeback, according to the Press Enterprise, upon becoming aware of the Grand Jury’s dissatisfaction with his interference in their investigation, he offered to train the next grand jury on his office’s role…even we had to laugh at that one.  What he wants is “client control”, so he can massage the message, and redirect the Grand Jury to a favorable outcome, by the reeducation process.  The “Priamos Reeducation Process: A Study in Passive-Aggressive, Paranoid-Delusional, Obsessive Compulsive Assclownery”  Those in the loop know the scam.

The other item of contention is when his office decided to sue the registrar of voters with reference to placing the marijuana measure for the June 2015 ballot.  This could not be taken any other way, but to be a clear cut attempt to interfere with democratic process.  Further, this classic Priamos attempt was found unconstitutional according to State of California Law.  To be fair, Federal Law still classifies marijuana as a Class I drug, thus is classified as a substance which has no accepted medical use, thus illegal.  The point in this process, is that Priamos should have known the difference, but still attempted to waste millions of taxpayer monies challenging State Law, which found his argument unconstitutional.

There is also the issue of whereby his office was responsible for taking many properties from income strapped seniors and residents through the code enforcement process.  He was so proud of this, that he even had pictures of the homes taken within his office area.

SPEAKING OF CLOWN NEWS: HAM RADIO GETS CHOPPED LIVER WHEN IT COMES TO COUNCILMAN’S PUSH TO INVESTIGATE.

The Press Enterprise article states that neighbors were at odds, but commentors who were actual neighbors, stated that had no problem with it.  Hmmmm.  Radio operator Braiman’s next door neighbors, Patti and David Moran and a realtor Patti Triplett, had enough political pull to get Councilman Mike Gardner and Deputy Development Director Emilio Ramirez involved to try to find loopholes in City’s Municipal Code, again utilizing brute squad tactics to terrorize and financially threaten this one Wood Street resident.

We note Councilman Mike Gardner is currently running for re-election for his position.  The aggrieved neighbors claim the tower is a visual eyesore and decreasing the value of their property.  These neighbors must understand that the Wood Streets are not controlled by the structured rules and regulations of a Homeowners Association.  Neighbors have the right to be left alone and not be harassed by government, or of the few who feel that all should follow their utopian vision.

MR. BRAIMAN’S ATTEMPT TO FIND INTELLIGENT LIFE OUTSIDE OF RIVERSIDE CAUSES NEIGHBORS TO MOVE

We at TMC have been having difficulty getting the City to help us. Around our home we have these large 50 foot wood poles, with black wires that extend about 100 feet in both directions, and are attached to yet another wood pole.  Some of these even have small trash cans attached to them.  These are eyesores and I’m convinced they have devalued numerous resident property values. The City is telling me these poles are necessary…..hogwash!

CITY-PROTECTED VISUAL MONSTROSITIES

Kidding aside, what we seem to have here is a few influential constituents, who decide for the rest of us what is visually offensive, who lobby and employ the local government as a weapon to retaliate and terrorize a single resident. What we have not witnessed (to our knowledge) is that a majority has a problem with Mr. Braiman’s radio tower.   The ugly truth is that many residents feel they cannot come to City Council and present their views because they believe they will be retaliated by code enforcement, etc, if they do.  They see their neighbors that do complain, and observe how they are treated.  And this is how the City controls free speech: through intimidation and fear of the populace…and it needs to end if we are to prosper as a community.

Ward 7 Issues: Transparency, Ag Park, Chuck Cox, CFD’s (Community Facilities District) Arroyo Park 6 million dollar bond, lack of representation, future development, senior housing and Measure-L.

Candidates for Ward 7 City Council: Alysia Webb Vs. John Burnard:

There have been two debate forums thus far for Ward 7 that Thirty Miles of Corruption attended, Cindy Roth’s Greater Riverside Chamber event at the Convention Center and one at the La Sierra Senior Center.  At these forums the clear winner was Council candidate Alysia Webb.  It was her unscripted honest answers that put her above her opponent.  She has the dedication and the voice to represent and take care of the issues concerning the residents of Ward 7, not just the status quo.  She answered the debate questions sincerely and with integrity.

In our opinion, what really won it for Webb was when Burnard made the comment that Ms. Webb supported measure L. She calmly explained that the literature was confusing and the issues were muddled on both sides.  She had been assured that the hill would have been completely protected, and development restricted in a reasonable manner.  In the end she actually ended up attending the ‘NO on Measure L’ event.  I do believe she totally understands the issue and will support controlled development in Ward 7.

The Roth/Chamber forum was quite interesting.   There were about 40 people in attendance, mostly Chamberites, or the status quo party, with maybe about 4 voters for Ward 7.  Mr Burnard took out his notes and read from them.  It was a John Burnard-friendly event”: well-scripted, and most of his allotted time he spent thanking all the “right” people.  That of course made us very suspicious.  With eager confidence he named all who had given their endorsement: Ward 7 Councilman Steve Adams, Ward 1 Councilman Mike Gardner, Ward 6 Councilman Jim Perry, Ward 5 Councilman Chris MacArthur, Ag Park Developer Chuck Cox, and of course the police and fire unions.  Why is this important?  Because Burnard will now be expected to vote for the Union/Chamber/Cox interest.

Burnard is also supported by SEIU.  He conspicuously didn’t mention this.  Why would John Burnard leave out mentioning his support by SEIU?  He also left them out of his support page on his web site.  Is he embarrassed of them because he’s a Republican? Or is it that SEIU doesn’t want their members to know they supported a Republican?  Hmmmm…….  Also why would John Burnard take donations from Ag Park Developer Chuck Cox, when it’s such a hot political issue with the residents of Ward 7?  Oh, I know why!  Mr. Burnard wants to build an equestrian park for his elitist friends of Ward 6 and 7, instead of taking care of Ag Park.

We also find it very interesting that Burnard claims he didn’t support Measure L, while at the same time surrounding himself with all the very people who did.  He will ultimately take care of his supporters.  Of this, we are sure.

When Burnard initiated his campaign, he signed documents with the City outlining the rules of engagement.  What’s the first thing he does?  He places the City of Riverside logo on his website in violation of the agreement.  Ignorance, apathy, or sneaky: take your pick.  He was contacted by the City Clerk’s office and told to take it down, or face penalties.

We wonder why the City didn’t fine Mr. Bernard for his blatant use of their logo on his site, when a few years ago they fined Councilman Mike Soubirous for his sign being in the wrong place ($100.00), or at least they tried to.  Of course, Soubirous would not take this lying down.  He took this issue on directly … and it went away quietly.  Another great example in a litany of Union/City/Chamber double standards and retaliation.  Burnard is not a candidate for the people.

He recently sent a mailer with him standing next to a RPD police car with the City of Riverside photo-shopped out, in order to let folks know he was supported by law enforcement.  Also inappropriate activity in a political campaign.  If Burnard will try to get away with fooling the citizens in his campaign, what “Tom Foolery” will he bestow on the taxpayer?  Possibly a ‘YES on Measure L’ next time, and higher utility rates?  A vote for Burnard will be a vote for sitting-Councilman Steve Adams’ kind of politics: the big guy over the little guy.  You would just be exchanging one deck chair for another on the Titanic.

We can give you a laundry list of reasons why an endorsement from Steve Adams is something we wouldn’t brag about.  Adams threw a $6,000 party on the taxpayer at Papadakas Restaurant with belly dancers on the entertainment list.  This event had no attendee list and the payment of the RFP was totally against city policy.  He went out to breakfast, lunch and dinner on the taxpayer every chance he could get.  His response was, “We’ll I gotta eat!”  The most important issue has been his lack of representation to the citizens of Ward 7, especially the residents that live around Ag Park.  John Burnard is just more of the same.

A Vote for Alysia Webb would be a vote for real change and would give a voice to all the citizens of Ward 7, the ones that Steve Adams has ignored. Webb is highly educated with a Masters degree in Mental Health. She will be a champion for homeless issues that plague the streets of Riverside.

Thirty Miles of Corruption and Javier and Vivian Moreno ask all their followers and friends of Ward 7 to vote and elect Alysia Webb as their City Council representative. She will be the voice of the people and the change we need.

Ward 1 Issues: Mr. Braimans Ham Radio, Transparency, Attack on the Squirrels, Tree Trimming, Bike lanes, Trolley Cars, Traffic, Total neglect of the North Side and the Main Downtown Library.

Candidates for Ward 1 City Council: Incumbent Mike Gardner Vs. Tom Podgorski:

There have been two candidate forums so far we have attended.  As residents of Ward 1 familiar with the issues, TMC believes challenger Tom Podgorski was the clear winner of both.  Podgorski is highly qualified: he’s an economics teacher at Poly High School, a certified financial planner, and we believe he would add a level of financial intelligence to the dais that has been sorely missing for years.

Councilman Mike Gardner spent the vast majority of his professional career working for SoCal Edison.  What did the citizens of Riverside and Ward 1 get with his qualifications and the 8 years he has been sitting on the Council? Higher utility rates, a total neglect of the north side neighborhood, the loss of the historic Press Bindery Building, the failure to get the Main Downtown Library redone, and tree branches falling on houses and in the street.  And traffic, traffic, and more traffic.

He is supported by the unions, so you can bet the unions got and will get their way.

Mike Gardner and the unions, along with the Greater Riverside Chamber of Commerce, want another term to fix things.  Should the citizens of Ward 1 give him one more try?  Thirty Miles of Corruption and Javier and Vivian Moreno say, “absolutely NO,” to more self-serving political hacks.  It would be our recommendation that all our followers and friends of Ward 1 please vote for Tom Podgorski.  We need a change.

We also urge my neighbors and friends to come to the final debate forum and see for yourself why Tom Podgorski is the change we need.  Our arguments about the dark side of union support will become painfully obvious.  Mr. Gardner has received all the union/Chamber support, and the work of the people did not get done.  However, believe you me the work of the unions and the Chamber did get done.  Cindy Roths’ Greater Riverside Chamber of Commerce got her million plus this year in cash, subsidies, and in-kind contributions.  What did you get? Higher taxes, like the water conservation charge added to your utility bill last Spring!  Tom Podgorski is supported by the average person who pays the bills: let’s give him a chance.  We are hopeful that Ward 1 residents see through the Gardner smokescreen, and vote for change.

The last forum of this election cycle will be hosted by The League of Women Voters, The Group, Latino Network, NAACP Riverside Branch and the Downtown Neighborhood Alliance.  It will be held Wednesday May 6, from 7 pm to 9 pm at the Izaak Walton Building at Fairmont Park. (We have lived here for almost 30 years and never heard of this place.)  Please participate in our democracy and attend.  If you have a conflict, please inform yourself and watch the video of the event before casting your vote.

Strategic planning, rising utility rates, public participation encouragement vs. discouragement, redevelopment wind down, the legality of tiered pricing on our utility bills, $400 million in underfunded pension liabilities, customer service, additional taxes to renovate the main library, the trolley, transparency and marijuana: these are just some of the 2015-16 election issues.

In anticipation of the upcoming June decision, Thirty Miles of Corruption has decided to take a thorough look at all the candidates.  But first, we’d like to talk about what their endorsements really mean…

When a candidate is supported by the Service Employees International Union, Riverside Police Officers Association, Riverside City Firefighters Association, etc., etc., in return for their money and in-kind support, they will expect you to vote in their best interests. The union-backed candidate is expected to favor of ever-higher salaries, perks & pensions. The endgame to that is a lower quality of life for the general public through either higher taxes or cuts in services. Its classic, “pay to play,” politics.

The candidates in the 2015 race that have this support are Mike Gardner and John Burnard. These are the go-along-to-get-along candidates. This is the “Lazy Money”, usually demonstrated by the amble cash on hand they use to send out all those mailers that end up filling up your trash. We call it lazy money because it usually makes a candidate lethargic when it comes to doing any real work during a campaign. When the voting public see these kind of endorsements on a candidates’ support page, we believe its almost necessary from a self-preservation perspective to vote against them. This kind of support is what has perpetuated political favors, and is the ugly side of politics.

A vote for a union candidate is a vote for unsustainable spending, plain and simple, in our opinion.

When the City-insider interests wants a candidate to win, a familiar pattern emerges: the unions will donate a lot of money. It’s an, “us against them,” kind of mentality, Citizens vs. City-insiders.  Take for instance, the case of Valerie Hill vs. Mike Soubirous.  Ms. Hill cleaned up on endorsements that race: almost $100,000 in total.  She had all the fancy flyers and her signs were everywhere. Soubirous did the real work, shoe leather to pavement, with a small fraction of the endorsement money.  He connected with all citizens in Ward 3 and won handily.

So what did the Riverside Police Officers Union (RPOA), City Manager Scott Barber, and Police Chief Diaz decide to do then, sorry losers that they are? They started a bogus investigation with the help of Mayor Rusty Bailey, Steve Adams, Jim Perry, Chris MacArthur, Mike Gardner, and Andy Melendrez and wasted $100,000 of taxpayer money. It’s the kind of retaliation we’ve grown so accustomed to seeing in this City – all paid for on the public’s dime.

But something different happened that time. Mike Soubirous, with help from Paul Davis (also accused of doing his job in direct conflict with the City-insiders’ wishes) won again.  An enraged public smelled a rat and convinced a thoroughly-embarrassed Council to drop the case all-together.  And in doing so, they exposed the dirty deeds of the RPOA, Chief of Police and City Manager Scott Barber, who ended up resigning in disgrace over the issue (aka, “retiring early,” at our dear City).

As long as we allow this culture to exist by voting for the “endorsed” candidates who do not have the general public’s best interests at heart, the retaliation and lousy customer service our City has become known for will never change. VOTE NO ON UNION/CHAMBER ENDORSEMENTS.
