TMC and the public has recently learned of city of Riverside secret investigative teams, which included several city of Riverside departments including Human Resources and Police, which were organized under the auspices of monitoring, “potentially dangerous,” city employees.  In another in a long line of Riverside coinkydinks, it just so happens that many of these employees were also known whisteblowers within the City at the time they were put under surveillance.  Employees whose only crime was to report fraud within the city of Riverside were subjected to background checks using confidential law enforcement sources, defamed, followed, and threatened – in one incident, threatened with their lives.

It has long been common knowledge that the city has been a hostile place to work if you aren’t ethically-challenged and report wrongdoing.  What we’re beginning to understand now is the extent that the city was/is willing to go to use public resources in order to cover-up its shameful acts.  The courageous few, who stuck their necks out to protect the taxpayers and ratepayers of Riverside, had their lives turned upside down by the municipal mafia, under the direction/protection of former Riverside City Attorney Gregory Priamos.

Who amongst the other City insiders were the other players in this game of deceit?  Further, was the law enforcement telecommunication system known as CLETS (California Law Enforcement Telecommunications System) used as a tool for defamation/retaliation by former Human Resources Director Rhonda Strout, current Human Resource Director Brenda Diederichs, and other department heads, thus violating these employees rights to privacy?  How about the coup d’état, the Chief of Police, Sergio Diaz: how was he involved because the CLETS system is solely a law enforcement tool? 

This secret organization was unbeknownst to even the Human Resource Board, who supposedly reviews HR policies.  They demanded to know more about it.  It was unbeknownst to the Community Police Review Commission, who supposedly reviews police policies.  It was also unbeknownst to certain City Council members, who supposedly know things none of the above-mentioned boards/commissions do.  Hold onto your hats, because we get the feeling this story will be explosive.    

There exists a secret panel, which is being financed by the taxpayer, and is under the guidance of a former Secret Service agent consultant, that investigates whistleblower employees within the city of Riverside in an attempt to intimidate and discredit them?  Why wasn’t it utilized to investigate Councilman Chris MacArthur’s legislative aide Chuck Condor?  He allegedly pulled a knife and threatened another Council Field Representative Mark Earley, who was Mayor Bailiey’s aide when he was Councilman?  This would appear to be a valid threat occurrence, which should be subjected to an evaluation by a threat assessment team.  That did not occur of course, as equal application of the rules is optional in the ole River City.

FORMER CITY OF RIVERSIDE EMPLOYEE, JASON HUNTER, PUBLICLY SPEAKS ABOUT A SHADOW GOVERNMENT ENTITY WITHIN THE CITY OF RIVERSIDE (WATCH ON YOUTUBE).  Incidentally, Mayor Bailey appears to mentioned the acknowledgement of a “Threat Assessment Team” in the following video ….though the Human Resources Board and some of the Council Members don’t know anything about it’s existence.  Things that make you go hmmm … Mayor Bailey also chimed in and attempted to downplay by stating that all city’s have some form of a threat assessment team, referring to a October 1998 shooting at Riverside City Hall.

FORMER CITY OF RIVERSIDE DEPUTY CITY ATTORNEY RAYCHELE STERLING SPEAK ON THE ISSUE OF THE “THREAT ASSESSMENT TEAM”. (WATCH ON YOUTUBE).  She states that the “Threat Assessment Team” was created recently and had nothing to do with the Joseph Neale shooting.

RIVERSIDE COUNCIL MEMBERS SIGN A COMPLAINT TO REMOVE THE LAW LICENSE OF FORMER RIVERSIDE DEPUTY ATTORNEY RAYCHELE STERLING.  In what appears to be another conspiratorial closed door retaliatory move, certain council members – Adams, Melendrez, Gardner, Perry, and MacArthur – signed off on making a bar complaint against former deputy attorney Sterling, in what appears to a retaliatory move to silence her public speaking.  Sterling was fired for reporting fraud under former City Attorney Gregory Priamos.  The bar investigated the complaint and determined it to be unfounded.  Too bad, so sad.

What ringleader Adams didn’t know would happen by doing so, was that it opened many closed session meetings to be made available to the public.  This is going to definitely change the perspective of these councilmen when they find out we’ve had a chance to listen to tapes that were never meant to be made public.

A bit of concern came forward the other day with emails from the community who were for the most part, taken back, after viewing the City Council meeting on the internet.  City-supported presenters that came forward to address the Council were filmed in a way one would normally expect, as seen below from Council Chambers on January 29, 2015.

But when it came to public commentary, a funny thing happened: the camera angle was switched to view the public (many of whom are critics) from the rear of the Council Chamber.  This action sends a personal message to the community: you don’t matter.  Your voice and personification is so far away that what you have to say is not important nor worth being heard.

Not only was it so far away, but now viewers at home could only seeing the backside of the public.  Questions arose if this was a tactic by City leaders to diss or demean the public.  Just when it appears that the City is connecting better with the public, you get this.  We found that this was interim City Manager Lee McDougal’s call, and will remain so until further notice.  According to the PE, Alicia Robinson reported the following on City Manager McDougal.  “It was my order, yes,” McDougal said. “The meetings are City Council meetings … . I believe (council members) should be on camera because they should be the center of attention at the meeting and not necessarily the speakers.”  So was this all Mr. McDougal, or could he of had a little push from our Mayor?  Regardless, we’ll take from this fiasco a positive: a reminder to follow through with our New Year’s resolutions to renew our gym memberships, so our backsides are more pleasing to the audience at home.

Lets review how the past rules of decorum have been enforced at City Council meetings to see if we can establish a pattern…First, by order of former City Attorney Greg Priamos, the City arrests public speaker Karen Wright for going over the three minute rule by a few seconds, but later Mayor Bailey allows former Mayor Loveridge to go well past the three minute rule to talk about his brother.  Second, Mayor Bailey has former BB&K Attorney Letitia Pepper arrested for clapping.  Now Mayor Bailey is the brunt of her First Amendment law suit, and clapping is allowed in Council Chambers, even for those supporting critics of their government.

Now there’s an attempt to continue to intimidate, disrespect and insult the taxpayers by filming them from behind, and I must say WAAAAY behind.  But not in the City of Moreno Valley: they film you right up in your face and in HD, and live during Council, not the grainy, blurry filming Riverside uses.  So again, I ask CM McDougal if he would like to change his statement?  Just when you think that the new improved City Hall is really listening, are they really walking the walk?

STATE OF THE CITY: A PUBLIC AFFAIR OR JUST ANOTHER MONEY MAKING BOONDOGGLE FOR THE CHAMBER?  We asked the question, why should the taxpayer have to divvy out monies to subsidize non-profits?  Most non-profits raise the money for events through private sector contributions.  Therefore, we have seen this time and time again, and we wonder why are streets aren’t fixed, why are trees are not cut and why we still don’t have a City Library.

HOW YOUR UTILITY BILL SUPPORTS THE CHAMBER: FOLLOW THE MONEY.  The Greater Riverside Chamber of Commerce (GRCC) is recognized as an Internal Revenue Code Section 501 (c)(6) organization.  Unlike a 501 (c)(3) organization, whose primary purpose is to serve a religious, charitable, scientific or educational purpose, the Chamber serves the best interest of its membership.  It’s membership consist of a select group of businesses.  Most of these businesses are customers of Riverside Public Utilities (RPU).  The current General Manager of RPU, Girish Balachandran, under Section 1202 of the City Charter, has the authorization to negotiate and execute contracts with individual retail customers for water and electric utility service.  He also has the power to offer many intangible benefits to customers.  Mr. Balachandran serves on the Board of Directors of the Chamber.

Balachandran’s predecessor, former General Manager Dave Wright, back in the salad days of giving away ratepayer money, also chose to serve on the Board of Directors of the GRCC.  As a board member, both had a duty of loyalty to the Chamber as defined under California Corporations Code Section 7231 (a): in essence, they must put their interest before that of the any other entity.  It is not infrequent that GRCC lobbies the City Council on issues affecting RPU, and endorses City Council candidates whom have jurisdiction over RPU.  This answers many questions regarding Measure A and the Soubirous Hearings.  The Chamber, we believe, was in part responsible for the Soubirous crucifixion regarding his position on Measure A.  His position would not favor GRCC’s true agenda.

The City’s Conflict of Interest Policy states that an employee may not have a personal interest which would tend to impair independence, judgement or action necessary to pursue the City’s best interest.  This tenet is codified as law under Government Code Section 1126 (b) of the the State of California.  Conflict of interest laws attempt to discourage not only biased-decision making not serving the public interest, but also the perception of such bias.

To wit, Resolution No. 22676 of the Riverside City Council, states, “the City Manager, City Attorney, and the City Clerk shall not serve as a member of the board of directors of a non-profit corporation which is receiving or will be reasonably likely in the future to seek and/or receive funding from the City of Riverside so as to avoid any appearance of conflict of interest,” thereby establishing intent of the policy.  Obviously our utility managers seem to believe the rules that apply to their boss, need not apply to them…

It has been well-known for some time that the Chamber receives taxpayer funding from the City of Riverside. What has been much less known is the amount of funding the Chamber receives directly from ratepayers, under the signature authority (i.e. no public vetting before the Board of Public Utilities or City Council) of both Mr. Balachandran and his direct subordinate, Michael Bacich, the Assistant General Manager of Customer Relations and Marketing.  These funds have been paid via the request-for-payment process that has until recently been kept hidden from the public disclosure.  Below, you will find a list of the roughly 200 payments RPU has made to the Chamber over the past 4 years in individual amounts up to $24,000.00, as well as proof of his predecessor’s participation on its Board (above figure).

So folks, could this be how the City of Riverside launders taxpayers money through a non-profit (Riverside Chamber of Commerce), then the Chamber writes a check to support campaign politicians who will feed their gravy train?   Sort of how the “Clinton Foundation” works…  What you have is that “public servants” are on these non-profit boards, but should be looking out for the best interest of the “taxpayer,” but are not, they are looking out for themselves, because, seemingly, they believe no one (the dumbass taxpayer) is looking at them.

The bottom line was that the taxpayer paid out $11,218.50 (minimum, given Mr. Mason’s list doesn’t include a $1000 tables for both the Parks and Recreation Department and the Office of Economic (not Community) Development) for Cindy Roth’s Greater Riverside Chamber of Commerce event, but we again, as the general public, had a seat in the back of the bus event.  Next time you pay your utility bill, spot a pothole, or your support is sought for better salaries and benefits by the Police or Fire unions, remember how these departments chose to donate your money to the Chamber….

HOW MUCH IS, “I OWN IT,” COSTING THE TAXPAYER?
Is it also an indirect advertising plug for that specific “I Own It” customer? … Who “incidentally” is the law firm of BB&K.   Since we own it too, can TMC also be part of that campaign? We of course have not been asked..but we patiently wait for our turn… Why?  Because, “I Own It.”  Our take is that it may not be long before RPU begins to recant with, “I Regret It.”

CPRC Letter

TMC was notified earlier today that John Brandriff’s complaint against Chief of Police Sergio Diaz has forwarded to the Community Police Review Commission (CPRC) for review.  We believe that this is the first time we’ve ever heard of a Human Resources complaint being directed for review by the City Manager.  Usually, the Human Resource Department in conjunction with City Manager would make a decision based on the merits of the complaint.  Would this be a way for City Manager Scott Barber not to deal with such a “hot” issue?  In past posting on TMC, we stated that the investigator who reviewed the complaint found that both Brandriff’s and Diaz’s story which unfolded that evening, were consistent.  This case will be reviewed tomorrow Tuesday, May 28, 2014 at 4:00pm in the Art Pick Council Chambers at City Hall.  The public is welcomed to attend.

HOW BAD IS CITY OF RIVERSIDE WATER?  ACCORDING TO THE DAILY FINANCE, NOT SO GOOD…CITY OF RIVERSIDE RATES NUMBER TWO.

According to Daily Finance, no so good, rating number two on a scale of one to ten.  City of Riverside Public Utilities which serves a population greater than 300,000 people, as many of you know already, we get all or most of our water from ground water sources within the San Bernardino basin.  Regulators found 15 chemicals that exceeded health guidelines and 1 that exceeded legal standards.  The article contends that since 2004, the water has almost consistently contained traces of bromoform (a form of trihalomethane), alpha particle activity and uranium, causing an unusually unhealthy water supply.  The article determination of unhealthy water were based on three criteria: 1. The percentages of chemicals found, 2. Total number of contaminants found, and 3. The most dangerous average level of a single pollutant.  We did a story on Riverside Water regarding contaminants such as hexavalent chromium contamination back in August of 2012.

According to the Murrieta Patch, they state that this article is “erroneous”, due to the fact that the test samples were derived from ground water sample or pre-treated water as opposed to tap water samples, which one would drink.

According to Scott Simpson, the city test as the well source and after the water treatment.  Not all wells have treatment systems directly connected.  Some wells don’t test “clean” but are blended into higher quality sources and then tested.  They could do tap water testing in different neighborhoods that are getting water from known sources and treatment equipment.  Averaging the system data can hide a high contaminant neighborhood from scrutiny.  You have to remember that they report only the passing test results.  If a test fails for a contaminant, they can retest.  If they consistently get failing retest they have to report to the state health department and put a notice of the test result in our monthly billing.

Scott Simpson was former Chief of Enforcement for the California EPA Department of Toxic Substances Control, and also worked for the Department of Food and Agriculture in their Environmental Hazards Assessment Program specializing in ground water contamination.

My concern as I was reading the City of Riverside’s Annual Water Quality Report for 2012 was the high levels of Chromium VI in the water supply.  According to the report, the State of California’s Public Health Goal (PHG) or Maximum Contaminant Level Goal (MCLG) is 0.02 parts per billion (ppb).  The City of Riverside’s testing results are reporting an average of 2.2 ppb, while their reportable range is between 1.6 to 2.3 ppb!

MAYOR MAKES AN EXCEPTION FOR SPEAKING OVER THE 3 MINUTE MARK: BY 3.04 MINUTES: MAYOR TO MAYOR OF COURSE.  QUESTION IS, WHO’S MAYOR?  At a March 18, 2014 City Council Meeting during public speaking, the Mayor went to thepodium, and began his 3 minutes.  When the 3 minutes were up, and the buzzard when off, an interesting cascade of event presented itself.  No one was arrested, but former Mayor Ron Loveridge went on to speak an additional 3.04 minutes. It now becomes obvious that we have a culture and leadership of elitist, who are self serving. self serving for those that fit the familial criteria in Riverside.

What kind of message does this send to the community?  Are there two categories of people who live in the City of Riverside?  Could we allege, the ones who have it, and those who don’t, and we treat them accordingly?  We go on to ask the question since, since there were two nonsensical arrest for two nonsensical events which will only cost the taxpayer a mint because of appears simple ego.  The first event was for going over the 3 minute rule for public speaker Karen Wright by seconds ending in her arrest, the case was dismissed, and the second, for applause clapping, which a Federal law suit has been filed for the later Attorney Letitia Pepper.  I would imagine the city may also expect one by the first.  Those who actually heard the report of a public speaker being arrested going over the 3 minute under Mayor Ron Loveridge, not only gained the attention at the local level, but gained attention within the international community.  The very person who felt he should be the exception.  We could only imagine what would have occurred if independent voice, Mayor Bailey stood his ground and call the next public speaker, without thanking the first, possibly leaving former Mayor Loveridge stoneface.  But this reflects on Mayor Loveridge who should have known the rules on public speaking with his experience level of over 19 years, but knowingly disregarded the rule that everyone must abide by, even allowing the arrest of one who allegedly violated it.  He certainly didn’t care about placing the current Mayor in this awkward position of endorsing the breaking of rule.  It’s a two way sword, Mayor Bailey now has a vote of no confidence in the community.  Power is a funny thing, he states he wants fairness, but treats the community differently and accordingly at his will.

THE BIG ISSUE LAST WEEK WAS THE ISSUANCE OF A $4 MILLION DOLLAR FROM PINNACLE FINANCING, AND USING SIX FIRE STATIONS FOR COLATERAL.  THERE ASSESSED VALUE ACCORDING TO THE CITY IS $4MILLION DOLLARS.  ONE OF THE FIRE STATIONS, THE CAYNON CREST FIRE STATION #14 ALONE WAS VALUED AND COSTED THE TAXPAYER $4,812,684.00 ACCORDING TO CITY RECORDS.  THE DETAILS CAN BE SEEN IN LAST WEEKS BLOG POSTING BELOW. WELL IT APPEARS THAT IT ‘S ONLY BEGINNING.  LAST WEEK, STATE CONTROLLER JOHN CHIANG’S OFFICE SAYS THAT THE CITY IMPROPERLY CLAIMED ANIMAL SERVICES REIMBURSEMENTS THEREFORE OWING THE STATE THE SUM OF $500,239.00

Afternoon session, Item #2 Seizing Our Destiny/ Economic Development Plan with regards to an overview of foreclosure conditions and programs to address the foreclosure crisis.  It’s great to see the city finally addressing the problem that they have been in denial about.

Closed session, Item #6 Existing Litigation of the Bonaminio Family against the City of Riverside.

Closed session, Item #7 Conference with Labor Negotiators representing City Employees.

Evening session, Item # 14 Mayor Loveridge’s Campaign to promote, attract and retain individuals and families to live in Riverside.  I’m glad they are acknowledging this, this is multi concern issue with regarding many residents leaving the city.

Evening session, Item #26 City of Riveriside takes control of Municipal Parking Facilities.  The city now has the right to control rules, conditions and rates to parking.

Evening session, Item #27 Adoption of the draft recognized obligation payment schedule for the fomer redevelopment agency.  Funding for the obligations will come from bond funds, cash on hand and from the Redevelopment Property Tax Trust Fund (RPTF).

Evening session, Item #38 the City Council as Successor Agency to the former defunct Redeveloment Agency, the City of Riverside is now responsible for winding down the affairs of the Agency which includes disposition of assets and properties.

WEEKLY UPDATE:

LAST WEEK, SELF APPOINTED CITIZEN AUDITOR VIVIAN MORENO GIVES CITY COUNCIL A MATH LESSON IN MUNICIPAL FINANCING 101, AT EVENING COUNCIL SESSION.

 THE CITY OF RIVERSIDE IS OVER $35 MILLION IN RED CURRENT YEAR TO DATE IN THE GENERAL FUND.  IN THE ENTERPRISE FUND (UTILITIES) CURRENT YEAR TO DATE WE ARE OVER $15 MILLION IN THE RED.  THE CITIES EXPENSES ARE MORE THAN THE REVENUE’S BROUGHT IN. SHE REFERRED TO TWO CURRENT DOCUMENTS ONE FROM THE GENERAL FUND AND THE OTHE FROM THE ENTERPRISE FUND.

  

At times these wars have led to acrimonious exchanges between the two sides; at other times the exchanges have been more genteel. There have even been recent attempts at truces and fudges. But an end to the Math Wars is not in sight nor, I believe, should it be because the essential issues are too important and the essential positions of the two sides are so far from each other that what is needed is victory for one side, not a pale compromise that, in the long run, would not be good for anyone.   – Anthony Ralston

AFTERNOON COUNCIL SESSION:

THE ISSUE OF PINNACLE FINANCING:

Regarding the $4 million loan for Tequesquite Park, Councilman Mike Gardner ask City Attorney Gregory Priamos if he needs to recuse himself since his fathers property is across the street from the planned Tequesquite Park.  If this is true, would Councilman Gardner have had to recuse himself from other issues of Tequesquite Park of which he voted on?

Self Appointed Citizen Auditor Vivian Moreno question the documentation for Tequesquite Park which states that the six fire stations are equal to the $4 million.  “That can’t possibly be right, these six stations have to be worth over $50 million”!  “If you divide $4 million by the 6 fire stations you get $666,666.66.  Your telling me that a fire station is only worth $666,666.66”?   She went on to inform the council that first payment of $233,557.52 is due March 15, 2012 and second one of $233,557.52 is due September 15.  She mentioned that last year in March 2011 the city of riverside accidently comingled the general fund with money from Redevelopment, and actually believed the city did this because there was no money in the general fund.   If there is absolutely no money in March in the general fund, how can we pay $233,557.52   She said that in September 2011 we only had $9 million dollars in the general fund.  It takes 13 to 16 million a month to run this city and we are already negative $4 million.  My concern is when we get this park funded, it will also cost $400,000.00 to cut the grass ( the yearly cost to maintain the park), and if we have to lay off 12 police officers to fund this I think this would be a disgrace to Officer Ryan Bonaminio’s name.

DOCUMENT REFLECTING COMINGLING OF STATE REDEVELOPMENT FUNDS WITH THE CITY’S GENERAL FUND.

City of Riverside Mayoral Candidate, Dvonne Pitruzzello said, “There is something very wrong here.  I’m not sure if you see it,  at least Pinnacle relalized the risk of loaning $4million.  Of course they wanted to have properties of exceptionality.  At least Pinnacle could see the risk with the city by requesting six fire stations for a 4million loan. Why can’t we do a $15 million dollar loan as we do with our developer, Mark Rubin.  We are $4.4 billion in debt over 30 years, all you have to do is read the CAFR (Comprehensive Annual Financial Report) Ms. Graham, you will see it, add up all the bonds and add up all the debt.  You can see we cannot afford this.  By doing this we will risk our police officers.  Because of the lack of revenue, she said that Councilman Adams stated a couple of weeks ago, that if we were to call for a police officer, if we needed one, they won’t be available”.

CITY OF RIVERSIDE’S TOTAL AGGREGATE DEBT WHICH TOTALS TO $4.4 BILLION

Just as the previous speakers, I’m concerned we putting to much collateral for $4 million.  You are placing six firestations at risk because of our financial status.

You have grossly undervalued those firestations.  You have $4 billion in debt, but you vote yes when you don’t know what your voting on because you don’t read the back up for these issues.

After the vote 7-0 Andy Melendrez asked Assisstant Finance Director Bret Mason about the $4 billion dollars in debt mentioned by public comment speakers, and asked for an explanation from assistant finance director Scott Bret.  Does the council continue to be oblivious to these figures whereby citizens are aware those figures from public records?  Mr. Mason answers Councilman question of the specifics of that $4 billion dollar number by stating,’ it’s  the number that is touted’.  The 4 billion debt number is a number that is the sum total of all payments due over 30 years from Redevelopment and the General Fund, I can’t confirm the number, but it is a ‘high number like that”, referring to the $4.4 million debt.  The city has never defaulted on a payment, and the city has a good credit rating.

According Assistant Finance Director Scott Catlett, it appears that public property such as fire stations are not worth as much to banks when used as collateral. It looks as if they look at the ‘insured value”.   It would therefore appear to be bad deal, because banks view the properties as a ‘re-use value’ based on a third party appraisal, which answers the question of why the assessed value of the six stations came to only $4 million.  It would appear to be a bad deal all around, why would the city get into a bad deal and risk our fire stations?  Maybe the answer is they voted first and asked the questions later.  It seems to me this can be interpreted the same way as going to a pawn shop.  You have a diamond ring worth $10,000.00, but the pawn shop owner is only willing to give you $2,000.00 that instance.

If we don’t pass for the $4 million loan, we will have to use our General Fund, this is because of the Redevelopment, we therefore now are utilizing the General Funds for such items as code etc.

PUBLIC SPEAKING:

“Oh, Seriously”!  Rebecca Ludwig almost receives a police escort for going over the 3 minute mark.. Ms. Ludwig also uses a walker.. The last time a public speaker was physically removed was back in 2005 when Marjorie Van Pole when she complained on the reduction in public comment time from 5 minutes to 3 minutes.

              

TMC would like to recommend to City Attorney Gregory Priamos a trap door scenerio to be installed in front of the podium.  If public comment speakers know ahead of time that the bottom will fall out from them 5 seconds after the 3 minute mark, we believe there would be full compliance with the rule.  The trap door can be connected to a timer, therefore an unruly public speaker that does fall cannot blame anybody up on the dais for pressing the button.

“First of all, I have brought my timer, because I have no intention in seeing our police officers used for any other purpose than public safety, I will not allow them to resort to being ‘bouncers” if I exceed the time”.. I think that the two officers are to professional to be use in this manner.

I will like to help Bret Mason know what that really big number, if you don’t actually know what that number is,  it is in the CAFR.  If you don’t know what it is, I can help.  Bret Mason if you need help looking at the CAFR, I would be more than happy to sit down and help you.  By the way Councilman Chris Mac Arthur, your aid called us ‘idiots’, and by far we are not ‘idiots’, we are helping you.

EVENING COUNCIL SESSION:

Former Deputy City of Riverside Attorney Raychele Sterling commented on the Human Resource Department.  I’m going to be an advocate for those employees because of the horrible work environment they are working in, this department is completely out of control.  I don’t know if the council is aware, that Former City Manager Brad Hudson hired a private detective to follow me.  He used the tax dollars your hard working constituents to follow the mommy in the minivan, spy on my 8 year old daughter, spy on my 4 year autistic daughter while I took her to the doctor,  just to placate his complete paranoia.  This is what your constituents payed thousand of dollars for, and this continues to go on.  Unfortunatley for the detective that was tailing me, I probably was pretty boring, and not nearly as exciting as Brad and his buddy’s would be, because I don’t go to strip clubs, I don’t go to bars, and get so drunk that I crash city vehicles and step out of vehicle wetting my pants.  Councilman Bailey, how would you feel as a father if some creep was following you, or following Judy and your beautiful girls.. This goes on and it continues to go on.  Your Human Resource Department is non existent.  You are waisting your constituents money, because you have paranoid people in management.  They are a liability to you. You have employees right now that continue to experience discrimination and retaliation  Mr. Barber is aware of this, I know he’s been advised.   Mr. Barber used to be a good man, I used to have alot of respect for him, because he once told me that he would never ever mistreat his staff, the way that Brad Hudson mistreated the employees of this city, I don’t know where that man went, but in my book I call that a hypocrite.  You need to spend your money on other things rather than tailing mommy’s in minivans.

Truth Publication Editor, Salvador Santana spoke regarding an un named group of people who have been in violation of public comment speaking rules.  He made mention that this group is consistently showing a great lack of respect for the dais and other speakers, and to him it looks like a conspiracy.  He stated that this group is provokingly go over the 3 minute rule.  Having disrespect for the mayor and the chief of police.  Stated that, “it is interesting to observe that those rule breakers have an anti-establishment agenda attacking the government and the police department no matter what”.   Quoted Councilman Paul Davis, and state he declared to the Truth Publication On line, “I do agree, some of the speakers at City Council are getting out of control, I believe in freedom of speech, but when the disrespect the rules of decorum they are going to far”.  Lets speak about the good side once in a while.

TICKETING BUSINESS’S ON STREET SWEEPING WEDNESDAY:

Last Wednesday was infamous street sweeping day in our local neighborhood.  A landscaper had just finished his work and was loading up his truck, then I saw the parking nazi park behind him.  They continued to pack up there truck not paying any real attention, I believe since they were doing nothing wrong.  In the vehicle the parking nazi had already began to write them a ticket.  She came out of the car and handed it to one of the two landscapers.  No warning, she clearly saw they were a business, but still gave them a ticket.  Did not want to get to close to this activity, did not want to chance getting a ticket for ‘loitering’.  This is a true indication that Riverside continues not to be business friendly.  I would have to warn business’s such as FedEx, UPS, Sears Repair Service, Plumbers probably the US Postal truck to be aware that you will receive a ticket even if you are in our neigborhood for delivery or called upon legitimately by a resident for services.  The PE reports of residents trying to move their vehicles from the street before the street sweeper arrived, don’t bother you’ll get one anyway.  In Dan Bersteins article the street sweeper runs a stop sign, in our neighborhood the street sweeper followed the law and stopped before going ahead.  I also noticed the street sweeper now going slower.  In our neighborhood the street sweeper with the parking nazi in tow is more of a bi-monthly annoyance, than a service benefit.

UPDATE ON STREETSWEEPING:04/04/2012: I’m embarrassed to say that this time the landscaper made arrangements with the homeowner to park his vehicle in the driveway so he wouldn’t be ticketed again.  I’ve also made mention to FedEx, UPS, Pool Cleaners, Sears and other landscapers etc. that they will be ticketed on certain street sweeping days.  This day the street sweeper went down our street three times, once on our side, and twice on the opposite side, with the parking nazi trailing closely behind.

UPDATE ON STREETSWEEPING:04/19/2012: The same landscaper decided that is was just to much trouble to come into the area on Wednesday’s taking another chance of being ticketed, he made arrangements with the owner to come on Thursday’s.  Good job City of Riverside, was is worth the $41 dollars for bad publicity?

CITY COUNCIL DISTURBANCE: ALTERCATION BETWEEN A CAMERMAN AND TRUTH PUBLICATION EDITOR SALVADOR SANTANA ENDING WITH THE TWO PHYSICALLY ESCORTED OUT OF COUNCIL CHAMBER, TO BE INTERVIEWED BY RIVERSIDE POLICE OFFICERS.   INITIALLY THERE WAS AN ATTEMPT TO REACH TOWARD THE PHOTOGRAPHER, THE PHOTOGRAPHER RETRIEVED BACK.  THER WAS SECOND ATTEMPT BY SANTANA TO GRAB THE CAMERA FROM THE CAMERAMAN, WHAT ENSUED THEN WAS A STRUGGLE.  WITNESSES STATE SEEING SANTANA MAKING A REMARK TOWARD THE CAMERAMAN AFTER HIS PUBLIC SPEAKING.  NO MISDEMEANOR ASSAULT CHARGES WERE FILED BY THE CAMERAMAN OR THE RIVERSIDE POLICE DEPARTMENT AGAINST SANTANA.   EARLIER SANTANA SPOKE AT THE PODIUM REGARDING HIS CONCERN OF CITY FINANCES, EVEN GOING TO THE HOME OF ASSISTANT FINANCE DIRECTOR BRET MASON AT 3:00 IN THE MORNING JUST TO DISCUSS THS ISSUE.  I CAN’T SEE THAT HAPPENING AT 3:00 IN THE MORNING, THIS IS A BIT DISTURBING TO ME, BUT THAT’S WHAT HE SAID.  NO COMMENT HAS YET BEEN ATTAINED FROM MASON REGARDING THIS EARLY MORNING VISIT.  DURING THE COOL DOWN PERIOD, SANTANA WAS SEEN SPEAKING TO COUNCILMAN GARDNER, THEN SEEN SPEAKING WITH COUNCILMAN ANDY MELENDREZ FOR A SUSTAINABLE TIME IN THE ENCLOSED CITY HALL AREA.  ONE POLICE OFFICER WAS SEEN SPEAKING AT LENGTH TO SOME ONE IN CHARGE REGARDING THIS ISSUE FROM A CELL PHONE.  SOURCES STATE SANTANA HAS A CLOSE RELATIONSHIP WITH CHIEF OF POLICE SERGIO DIAZ.  TWO WEEKS AGO, COUNCIL CHAMBERS ALSO SAW THE OUTBURST OF BEHAVIOR BY THE CHIEF OF POLICE SERGIO DIAZ TOWARD SOME PUBLIC COMMENT SPEAKERS, CALLING THEM EPITAPHS SUCH AS “HORRIBLE”, “DISRESPECTFUL”, “YOU HATE THE POLICE” AND “I DON’T LIKE YOU.”  ACCORDING TO HIS BLOG SIT, THE TRUTH PUBLICATION, SANTANA CLAIMS BEING ESCORTED BY POLICE OFFICERS TO HIS HOME ON ACCOUNT OF BEING HARASSED.  MOST OF THE TIME SANTANA WAS WITH AN OFFICER, OR TALKING WITH ONE OF THE COUNCILMEN; DURING THIS TIME NO INDICATION OF HARASSMENT OR SHOUTING BY ANY INDIVIDUALS WERE OBSERVED.

 

FORMER CITY OF RIVERSIDE DEPUTY ATTORNEY RAYCHELE STERLING THROUGH PUBLIC RECORDS REQUEST ACT FINDS CITY OF RIVERSIDE SPENT $88,000.00 FOR A PRIVATE DETECTIVE TO TAIL HER AND HER CHILDREN.  IN ADDITION TO THE $150,000.00 SPENT BY FORMER CITY MANAGER BRAD HUDSON TO A LAW FIRM TO INVESTIGATE HIMSELF, FOR A TOTAL EXPENDITURE OF $230,000.00   STERLING REFERS TO THOSE IN CHARGE, COUNCIL AND MAYOR,  AS THE “BOBBLE HEAD BRIGADE”.

COUNCILMAN AND MAYORAL CANDIDATE ANDY MELENDEZ’S MISUNDERSTANDING OF THE SERAF PAYMENT OF $3.4 MILLION REMOVAL FROM THE LOW INCOME HOUSING FUND BECOMES EVIDENT.  A FINDING WAS MADE, BUT NO REPORTABLE DOCUMENTATION OF A JUSTIFICATION WAS EVIDENT FOR THE APPROVED TRANSFER.

LA ENDS RED LIGHT CAMERA’S! CBS INVESTIGATION FOUND ACCIDENTS WENT UP.  COUNCILMAN STATES FINES WERE EXCESSIVE.  THE CITY OF RIVERSIDE CONTINUES TO ENDORSE AND SUPPORT A RED LIGHT PROGRAM IN LIEU OF THE EXPENSE AND STUDIES OF NO BENEFIT.
